Issu du discours opérationnel, le vocable d'acceptabilité sociale est entré dans le milieu instit... more Issu du discours opérationnel, le vocable d'acceptabilité sociale est entré dans le milieu institutionnel. Au Québec, plusieurs acteurs ont investi le sujet pour tenter de lui donner du sens. Outre de nombreux colloques et forum, pensons au tout dernier chantier du ministère de l'Énergie et des Ressources naturelles (MÉRN). Après une consultation ciblant divers groupes concernés, une proposition de livre vert a été amenée et discutée en commission parlementaire. Récemment arrivée dans le développement des territoires au Québec, la notion semble donc devoir y rester. Pour autant, elle est moins claire qu'il y paraît. Certes, l'action publique québécoise revendique la notion, au nom de l'urgence à la traduire dans des pratiques, voire des normes plus opératoires, afin de mettre en oeuvre des projets plus adaptés aux territoires. Mais cette réflexion en acte, axée sur les pratiques et procédures (qui ? comment ? quand ?), peut-elle faire l'économie d'une réflexion plus substantielle sur les raisons de leur adoption (pourquoi ?) ? Bien plus largement, il est urgent de mieux comprendre les demandes et les processus sociaux que recouvrent les débats actuels, sous couvert d'acceptabilité sociale. Avec d'autres chercheurs, nous empruntons cette perspective depuis nos premiers travaux sur la notion, en tentant de mettre à distance les idées reçues et postulats implicites. Futile pour ceux qui sont pressés d'agir, ce travail de déconstruction est indispensable pour prendre la juste mesure des contestations récurrentes de ces dernières années – et sans nul doute des prochaines. Dans la première partie du texte, nous relevons cinq grandes idées reçues au sujet de l'acceptabilité sociale, issues tant du monde de l'action que de la recherche, et qui apparaissent de plus en plus comme limitées. Il est encourageant de noter que de plus en plus d'intervenants et d'acteurs sociaux sont vigilants et ouverts à revoir certains cadres de pensée, et à adapter leurs modes d'action en conséquence. Dont celui que co-organisé par la Chaire de recherche du Canada en développement régional et territorial et l'Institut du Nouveau-Monde (INM) en avril 2015, qui a rassemblé près de 200 personnes. Created in 1974 at the University of Quebec at Rimouski (UQAR) in a decade in which regional stud... more Created in 1974 at the University of Quebec at Rimouski (UQAR) in a decade in which regional studies grew and developed significantly, GRIDEQ has contributed significantly to the development of a new field of research specific to “resource peripheries” or “resource regions” in Quebec. While research on territories has often focused on the new economic challenges of globalization, the studies conducted by GRIDEQ have involved a different type of approach focused on local models designed to capture and explain the development of so-called “peripheral” regions. From the outset, the purpose of the research conducted by GRIDEQ members was to contribute to the development of the idea of a “regionally embedded university” with universal ambitions (and not simply a “regional university” limited to the local and the particular). In other words, without ever abandoning fundamental research, the goal of GRIDEQ has always been to emphasize and promote the specific role of the humanities and high-quality research in shaping regional territories. While it may be true that “the place where we conduct research has an influence on the questions driving esearch”, recent research conducted in the Lower St. Lawrence may “serve to promote the development of new knowledge and new scientific theories”.
Social acceptance is central in many debates surrounding energy projects. Wind energy, in particu... more Social acceptance is central in many debates surrounding energy projects. Wind energy, in particular, has been described as a ‘learning laboratory’ in terms of social acceptance of energy projects. It has given way to a socio-technical paradox: the social dimension has become a factor of equal importance to technology in the wind farms implementation. Based on a literature review concerned with the social acceptance of wind energy, the paper seeks to demonstrate both the richness and the limits of the key concepts that inform the ongoing work of scholars. By doing so, we intend to emphasise the complex processes underneath in order to then elaborate a conceptual definition of social acceptability. Various modulations and limits that characterise current thinking are thus underlined. We then propose a grid analysis relying on a territorial perspective. It is structured around three levels that connect micro-social, meso-political and macro-economic processes.

À l’encontre de ce postulat, cet article vise à revaloriser les dimensions politique, participative et conflictuelle des dynamiques entourant les grands projets, en prenant le cas du gaz de schiste au Québec. L’analyse des phases de la mobilisation territoriale contre ce mégaprojet énergétique montre l’influence de l’appropriation par les leaders locaux des dispositifs de participation, de la reconfiguration des collectifs ainsi que de la structure d’opportunité politique (le régime de ressources).

À la suite des travaux sur la production d’une socio-nature, nous examinerons comment le modèle de développement extractiviste se saisit de la nature pour en faire un stock de « ressources naturelles ». L’étude des grands régimes de ressources permet ainsi de distinguer analytiquement différentes dynamiques de cette production de la nature, sous la forme de trois temporalités politiques. À l’échelle macro-structurelle, les régimes de ressources sont l’héritage institutionnel d’une économie politique centrée historiquement sur les ressources, qui assure la prééminence de régulations économiques orientées vers l’international (une socio-économie de type staple). À l’échelle meso-politique, ces régimes de ressources sont des arrangements politiques dynamiques qui, tout en stabilisant l’exploitation des ressources, favorise les acteurs extractivistes au détriment des acteurs tiers. À l’échelle micro-sociale, ces régimes de ressources sont enfin des contraintes institutionnelles pour les acteurs territoriaux face à la mise en œuvre de l’exploitation des ressources naturelles. Chacune de ces temporalités porte la marque d’un paradoxe écologique : le capitalisme des ressources n’a pas grand-chose à voir avec le marché (du fait du rôle des grandes organisations), de moins en moins à partager avec la société canadienne (du fait des contestations croissantes) et favorise la dépossession des communautés locales de leur environnement (en dépit de progrès récents). En conclusion, nous reviendrons sur la signification politique de ce type de développement.
In Canada, the political economy of natural resources is deeply marked by the environmental crisis : more than elsewhere, the overexploitation of nature is inscribed in the very logic of Canadian capitalism. Following the studies on the production of a socio-nature, we will examine how the extractivist development model uses nature to produce a stock of ’natural resources ’. The study of the large resources regimes allows to distinguish analytically different dynamics of this production of nature, in the form of three political temporalities. On the macro-structural scale, resources regimes are the institutional legacy of a political economy historically focused on resources, which ensures the pre-eminence of international-oriented economic regulations (a staple socio-economy). On the meso-policical scale, these resources regimes are dynamic political arrangements which, while stabilizing the exploitation of resources, promotes extractivist actors to the detriment of third-party actors. On the micro-social scale, these resources regimes are finally institutional constraints to the territorial actors facing the implementation of exploitation of natural resources. Each of these temporalities bears the mark of an ecological paradox : the capitalism of resources doesn’t have much to do with the market (because of the role of large organizations), less and less to share with Canadian society (as a result of increasing disputes) and promotes the dispossession of local communities of their environment (despite recent progress). In conclusion, we will question the political significance of this type of development.

Brittany appears to be an ‘invisible nation’, inasmuch the nationalist movement fails to establis... more Brittany appears to be an ‘invisible nation’, inasmuch the nationalist movement fails to establish a hegemonic representation of the Breton society as a nation in resistance against French nation building. This brief analysis of Breton historiography intends to show that two historiographical cycles (1830-1964 and from 1964 onwards) offer a contrasting narrative of the historicity of the Breton society. After a static and ‘ontological’ stage, the more recent conception of historical development is centred on a dynamic conception of the nation, highlighting the overlap of national and social issues in each historical phase. This ‘refondation’ contributes to a real inclusion of nationalism in the current Breton society but, too, nourishes severe polemics in the media around the history and historiography of the nationalist movement. Finally, the lately intervention of the scientific knowledge is welcomed: it helps to reframe these debates around significant facts… even if work is still needed to really understand the pending Breton paradox: a strong and recognised identity, which lacks any determinant political translation up to now.

Passant rapidement de l’idée à la politique de mise en œuvre, elle est généralement associée à des stratégies de diversification de sources énergétiques plus soutenables, comme en témoignent les grandes orientations des politiques énergétiques en Europe et au Québec. Or, la similitude étonne, tant les défis sont y différents. Un « modèle » international, voire standardisé pour penser la transition énergétique s’imposerait-il par-delà les particularités nationales? Ne serait-il pas essentiel de « contextualiser » un tel projet, en considérant que, si la transition évoque l’idée du changement, une telle ambition s’inscrit forcément dans une configuration préalable qui diffère d’un pays à l’autre?
Longtemps considérés comme la voie royale du développement des territoires au Canada, les grands ... more Longtemps considérés comme la voie royale du développement des territoires au Canada, les grands projets tiennent de l’évidence pour nombre de régions « ressources » ou « périphériques », historiquement structurées par l’omniprésence de grandes entreprises. Toutefois, il y a là désormais un paradoxe pour les territoires : les avantages historiques des grands projets s’amenuisent sans cesse alors que leurs coûts restent singulièrement élevés… À propos du mégaprojet que représente la politique éolienne du Québec, nous voudrions mener une démonstration en quatre points : d’abord quelques repères sur la théorie des principales ressources rappelleront que la production éolienne apparaît dans une période de recomposition de l’exploitation des ressources (en l’occurrence hydroélectriques) ; ensuite, une description de la politique éolienne indiquera que, en dépit de sa complexité, elle correspond largement à ce que la littérature considère comme un « mégaprojet » ; puis nous nous tournerons vers la gouvernance du projet éolien, pour comprendre si ses processus et mécanismes participent de logiques nouvelles d’exploitation des ressources ; pour terminer, nous nous focaliserons sur la place que les acteurs territoriaux y occupent.
L’acceptabilité sociale est perçue depuis quelques années comme une condition pour la réalisation... more L’acceptabilité sociale est perçue depuis quelques années comme une condition pour la réalisation de projets de développement qui ont suscité de nombreux débats sur des questions environnementales, telles que la sauvegarde du paysage dans des projets éoliens et la protection de l’eau dans des activités liées aux hydrocarbures (dont le gaz de schiste). Bien souvent, l’acceptabilité sociale se réduit à des moyens techniques pour résoudre les problèmes liés aux risques environnementaux. C’est oublier la dimension normative qui permet de tenir un discours éthico-politique sur notre rapport à autrui, à la communauté et à la nature. Poser la question de la normativité, c’est interroger le sens que peut prendre l’acceptabilité sociale quand elle s’inscrit dans une conception managériale de la société ignorant ainsi la capacité réflexive des individus. C’est aussi exiger d’ouvrir les débats à un dialogue tenant compte des revendications citoyennes pour une économie territorialisée.
The resource curse thesis is still accurate to discuss the limits of the extractivist model of de... more The resource curse thesis is still accurate to discuss the limits of the extractivist model of development in Americas. Canada’s political economy generated an original theorization, named the staples, to take into account the role of natural resources in the historical development trajectory and also into contemporary strategies of federal and provincial political institutions. There is still a struggle around the primarization of Canadian’s political economy: in economical terms, actors’ strategies deal with growing tensions between the staples inherited model and the emerging knowledge economy, in spite of more and more contestations; in political terms, the institutional armature of resources exploitation (policy regimes) tends to open up to new actors, but this trend is limited in comparison with the colonial institutional heritage. Finally, the territorial scene of transition reveals that the future role and position of local mobilizations and actors are actually under construction: a kind of territorial transition towards an hybrid model is still needed.
L’hypothèse d’une vague nationale dans les années 1960 et 1970 est heuristique, si l’on accepte d... more L’hypothèse d’une vague nationale dans les années 1960 et 1970 est heuristique, si l’on accepte d’élargir la définition du nationalisme aux mobilisations nationalitaires, c’est-à-dire sans se focaliser seulement sur les partis politiques, la revendication d’un État, la distinction entre nationalismes majoritaire et minoritaire ou la promotion d’une «haute-culture» stricto sensu. Une approche sociologique et symbolique de ces mobilisations, orientant le regard vers la construction sociale et symbolique des groupes sociaux, valorise plutôt le rôle du nationalisme pour institutionnaliser un forum «national», constitutif d’un cadre symbolique, politique et culturel d’un débat démocratique propre. Cette fonction socio-symbolique est d’autant plus importante qu’elle remet en cause radicalement des mécanismes structurels très lourds (rapports centre-périphérie, fordisme). De même, la résilience relative des mobilisations nationalistes, sensibles aujourd’hui encore, est remarquable parce qu’elle est signe que le nationalisme, même minoritaire, peut contribuer à l’émergence d’une certaine capacité de résistance, d’adaptation ou de pilotage de la part de certains groupes au sein du contexte contemporain.
Le groupe de recherche interdisciplinaire sur le développement régional, de l’Est du Québec (GRID... more Le groupe de recherche interdisciplinaire sur le développement régional, de l’Est du Québec (GRIDEQ) illustre l’une des lignes de transformation des sciences sociales québécoises : initialement proche de la discipline sociologique, il s’est progressivement rapproché de la science régionale en proposant une analyse sociale et interdisciplinaire des territoires au Québec. Il a développé dans cette trajectoire un intérêt spécifique pour la place de l’action collective au sein des structures territoriales, une tension qui, initialement inconfortable, donne lieu depuis les années 1990 à un regain intellectuel autour d’une conception constructiviste et dynamique du territoire, où les individus et les groupes sociaux restent les moteurs essentiels. Dans le cadre d’une nouvelle économie politique, leurs mobilisations ouvrent à envisager les territoires comme construits par des mouvements communautaires et sociaux.

Au Québec comme ailleurs, la ruralité est un objet difficile à analyser : elle suscite souvent un... more Au Québec comme ailleurs, la ruralité est un objet difficile à analyser : elle suscite souvent une conclusion désenchantée, comme si la période historique récente conduisait à sa dissolution. À partir des travaux de Hugues Dionne, cet article se propose de rappeler l’actualité de certaines contributions du GRIDEQ, proches d’une sociologie critique, à ce débat. Ces travaux illustrent une évolution lourde de certaines études régionales québécoises qui, d’abord tournées vers les mouvements sociaux et les lieux de vie, connaissent un tournant dans les années 1990 : elles élargissent le regard à d’autres logiques spatiales et valorisent plus nettement une mobilisation locale qui transmue les lieux de vie en territoires, dans un rapport de coopération conflictuelle avec l’État. Cette redéfinition des rapports entre localisation et territorialisation conduit à une conception forte de la communauté qui, entendue comme « recherche de globalité », confère au local une forme de cohérence symbolique et sociale.

En s’appuyant sur une perspective néoinstitutionnaliste, cet article met en valeur le rôle de l’action collective dans la formation d’un groupe patronal et la combinaison, variable dans le temps, de deux mécanismes d’institutionnalisation (politique et économique). Sur fond d’internationalisation économique et de retrait de l’État, cette nouvelle forme de régionalisme contribue à réévaluer les dynamiques collectives et ascendantes dans la cristallisation des ordres politiques régionaux.

Passant rapidement de l’idée à la politique de mise en œuvre, elle est généralement associée à des stratégies de diversification de sources énergétiques plus soutenables, comme en témoignent les grandes orientations des politiques énergétiques en Europe et au Québec. Or, la similitude étonne, tant les défis sont y différents. Un « modèle » international, voire standardisé pour penser la transition énergétique s’imposerait-il par-delà les particularités nationales? Ne serait-il pas essentiel de « contextualiser » un tel projet, en considérant que, si la transition évoque l’idée du changement, une telle ambition s’inscrit forcément dans une configuration préalable qui diffère d’un pays à l’autre?
Longtemps considérés comme la voie royale du développement des territoires au Canada, les grands ... more Longtemps considérés comme la voie royale du développement des territoires au Canada, les grands projets tiennent de l’évidence pour nombre de régions « ressources » ou « périphériques », historiquement structurées par l’omniprésence de grandes entreprises. Toutefois, il y a là désormais un paradoxe pour les territoires : les avantages historiques des grands projets s’amenuisent sans cesse alors que leurs coûts restent singulièrement élevés… À propos du mégaprojet que représente la politique éolienne du Québec, nous voudrions mener une démonstration en quatre points : d’abord quelques repères sur la théorie des principales ressources rappelleront que la production éolienne apparaît dans une période de recomposition de l’exploitation des ressources (en l’occurrence hydroélectriques) ; ensuite, une description de la politique éolienne indiquera que, en dépit de sa complexité, elle correspond largement à ce que la littérature considère comme un « mégaprojet » ; puis nous nous tournerons vers la gouvernance du projet éolien, pour comprendre si ses processus et mécanismes participent de logiques nouvelles d’exploitation des ressources ; pour terminer, nous nous focaliserons sur la place que les acteurs territoriaux y occupent.
L’acceptabilité sociale est perçue depuis quelques années comme une condition pour la réalisation... more L’acceptabilité sociale est perçue depuis quelques années comme une condition pour la réalisation de projets de développement qui ont suscité de nombreux débats sur des questions environnementales, telles que la sauvegarde du paysage dans des projets éoliens et la protection de l’eau dans des activités liées aux hydrocarbures (dont le gaz de schiste). Bien souvent, l’acceptabilité sociale se réduit à des moyens techniques pour résoudre les problèmes liés aux risques environnementaux. C’est oublier la dimension normative qui permet de tenir un discours éthico-politique sur notre rapport à autrui, à la communauté et à la nature. Poser la question de la normativité, c’est interroger le sens que peut prendre l’acceptabilité sociale quand elle s’inscrit dans une conception managériale de la société ignorant ainsi la capacité réflexive des individus. C’est aussi exiger d’ouvrir les débats à un dialogue tenant compte des revendications citoyennes pour une économie territorialisée.

Canada’s political economy generated an original theorization, named the staples, to take into account the role of natural resources in the historical development trajectory and also into contemporary strategies of federal and provincial political institutions. There is still a struggle around the primarization of Canadian’s political economy: in economical terms, actors’ strategies deal with growing tensions between the staples inherited model and the emerging knowledge economy, in spite of more and more contestations; in political terms, the institutional armature of resources exploitation (policy regimes) tends to open up to new actors, but this trend is limited in comparison with the colonial institutional heritage. Finally, the territorial scene of transition reveals that the future role and position of local mobilizations and actors are actually under construction: a kind of territorial transition towards an hybrid model is still needed.
L’hypothèse d’une vague nationale dans les années 1960 et 1970 est heuristique, si l’on accepte d... more L’hypothèse d’une vague nationale dans les années 1960 et 1970 est heuristique, si l’on accepte d’élargir la définition du nationalisme aux mobilisations nationalitaires, c’est-à-dire sans se focaliser seulement sur les partis politiques, la revendication d’un État, la distinction entre nationalismes majoritaire et minoritaire ou la promotion d’une «haute-culture» stricto sensu. Une approche sociologique et symbolique de ces mobilisations, orientant le regard vers la construction sociale et symbolique des groupes sociaux, valorise plutôt le rôle du nationalisme pour institutionnaliser un forum «national», constitutif d’un cadre symbolique, politique et culturel d’un débat démocratique propre. Cette fonction socio-symbolique est d’autant plus importante qu’elle remet en cause radicalement des mécanismes structurels très lourds (rapports centre-périphérie, fordisme). De même, la résilience relative des mobilisations nationalistes, sensibles aujourd’hui encore, est remarquable parce qu’elle est signe que le nationalisme, même minoritaire, peut contribuer à l’émergence d’une certaine capacité de résistance, d’adaptation ou de pilotage de la part de certains groupes au sein du contexte contemporain.
Le groupe de recherche interdisciplinaire sur le développement régional, de l’Est du Québec (GRID... more Le groupe de recherche interdisciplinaire sur le développement régional, de l’Est du Québec (GRIDEQ) illustre l’une des lignes de transformation des sciences sociales québécoises : initialement proche de la discipline sociologique, il s’est progressivement rapproché de la science régionale en proposant une analyse sociale et interdisciplinaire des territoires au Québec. Il a développé dans cette trajectoire un intérêt spécifique pour la place de l’action collective au sein des structures territoriales, une tension qui, initialement inconfortable, donne lieu depuis les années 1990 à un regain intellectuel autour d’une conception constructiviste et dynamique du territoire, où les individus et les groupes sociaux restent les moteurs essentiels. Dans le cadre d’une nouvelle économie politique, leurs mobilisations ouvrent à envisager les territoires comme construits par des mouvements communautaires et sociaux.

À partir des travaux de Hugues Dionne, cet article se propose de rappeler l’actualité de certaines contributions du GRIDEQ, proches d’une sociologie critique, à ce débat. Ces travaux illustrent une évolution lourde de certaines études régionales québécoises qui, d’abord tournées vers les mouvements sociaux et les lieux de vie, connaissent un tournant dans les années 1990 : elles élargissent le regard à d’autres logiques spatiales et valorisent plus nettement une mobilisation locale qui transmue les lieux de vie en territoires, dans un rapport de coopération conflictuelle avec l’État. Cette redéfinition des rapports entre localisation et territorialisation conduit à une conception forte de la communauté qui, entendue comme « recherche de globalité », confère au local une forme de cohérence symbolique et sociale.

Social acceptability is increasingly put forward by private or public authorities as an answer to these conflicts. The notion is still vague, however, and open to diverse interpretations. In this article, we propose a definition and an analysis grid in which social acceptability is considered as part of a territorialization process of major energy projects that needs to fit in with other local projects. The structuring of such a process would need to be considered at three different levels: a political assessment process of a sociotechnical project (micro level) where plural actors, engaged at several scales, interact and negotiate agreements. Based on a neo-institutionalist perspective, this article emphasizes the role of collective action in the formation of an employers’ group and the combination – varying over time – of two mechanisms of institutionalization (political and economic). Amid economic internationalization and the withdrawal of the State, this new form of regionalism is key to a reassessment of collective and bottom-up dynamics in the crystallization of regional political orders.

A l’heure de la » transition ecologique », les industries qui misent sur des ressources renouvela... more A l’heure de la » transition ecologique », les industries qui misent sur des ressources renouvelables pour legitimer leur implantation dans de nouveaux territoires n’echappent pas a une critique sur leur durabilite. Les modalites mises en œuvre pour gouverner ces industries sont souvent attaquees, non seulement au nom d’interdependances mal prises en compte qui mettraient en peril la durabilite, mais aussi au nom de valeurs. L’article s’interroge sur le lien fonctionnel entre l’echelle de regulation et l’enjeu a gouverner, et sur les autres sources de legitimite de la regulation, notamment institutionnelles et territoriales. Trois etudes de cas sont comparees : les saumons en Ecosse, l’eolien au Quebec et le bois energie en France. Nous montrons a partir de ces trois exemples que l’argument fonctionnaliste ne suffit pas pour expliquer le choix des acteurs et n’est pas determinant dans la construction d’une regulation legitime.

Or au Quebec, elles viennent d’etre reconnues comme des gouvernements de proximite. Cette reforme de 2017 apporte une reponse originale a l’enjeu de la fragmentation municipale quebecoise. Elle confirme non seulement le primat accorde au « palier » municipal, mais aussi l’abandon d’un modele regional partenarial qui faisait office d’exception dans le contexte canadien. En outre, elle ajoute un nouvel episode legal et financier dans les relations complexes qu’entretiennent le gouvernement provincial et les municipalites, dont les grandes villes et leurs elus seront les principaux beneficiaires.

Ces réformes, hautement critiquées pour avoir supprimé les institutions régionales, impliquent aussi une redéfinition des rôles des municipalités dans le développement des territoires. This was accompanied by the mobilization of certain agricultural actors in public fora and government bodies. The goal of this article is to highlight how certain agricultural actors can shift their interactions beyond sectoral interests to converge with other movements with different demands – or what could be symbolized as a shift from individualized “land-owning farmers” to more collectively-minded “citizen-farmers”. Such cooperation can help foster public interest at the level of a territorial community which comes to impose itself – often through conflict – as a variable with which to contend in processes of governance. francaisLa contestation citoyenne de l’exploitation du gaz de schiste au Quebec et la mobilisation de certains acteurs agricoles dans des tribunes publiques et des instances de gouvernance a ete considerable entre 2010 et 2012. L’objet de cet article est de souligner la capacite de certains acteurs a deplacer les echanges au-dela de leurs interets sectoriels propres, que resume la figure de « l’agriculteur-proprietaire », pour relier des milieux porteurs de revendications differentes, ce que l’on peut evoquer avec la figure de « l’agriculteur-citoyen ». Ou, au contraire, est-il plutôt du côté d’une transition économique et énergétique qui viserait à faire du Québec une économie complète, mature et durable – à la mesure, en somme, d’une société globale ?
Afin de bien souligner cette contingence historique, les auteurs du présent ouvrage ont jugé pertinent de mobiliser le concept de gouvernance pour rendre compte du caractère pratique de la transition, ainsi que de la capacité de pilotage politique au sein du jeu actuel.
Il faut donc saisir la manière dont ces tendances se combinent dans différents secteurs économiques liés à l’exploitation des ressources naturelles et donnent naissance à des modes de gouvernance particuliers. Pour ce faire, nous examinerons trois secteurs liés à des ressources naturelles : la forêt, le porc et l’énergie éolienne.
Le Centre de recherche sur le développement territorial (CRDT) est un centre de recherche interun... more Le Centre de recherche sur le développement territorial (CRDT) est un centre de recherche interuniversitaire et interdisciplinaire, reconnu à titre de regroupement stratégique par le Fonds québécois de recherche sur la société et la culture (FQRSC). Comptant en 2015 une soixantaine de membres issus de disciplines et territoires variés, il représente l’aboutissement d’une coopération remontant aux années 1980 entre les spécialistes en développement régional de différentes composantes de l’Université du Québec. À partir d’une analyse statistique des publications des membres du CRDT (bibliométrie et analyse des données textuelles), Yann Fournis et Amélie Dumarcher examinent dans cet ouvrage la production scientifique de ce centre de recherche particulier, et tentent d’en circonscrire le « territoire » pratique et intellectuel propre. Pour rendre compte de ce territoire, les auteurs privilégient deux perspectives complémentaires : une première, intellectuelle et traditionnelle, renvoie à l’analyse du contenu de la production scientifique du CRDT, une deuxième, issue des science studies, s’attache plutôt à l’étude des conditions réelles ou pratiques de la science. La combinaison de ces deux approches permet de mettre en valeur des dynamiques contrastées qui tracent au final, dans le cadre des études régionales et plus généralement des sciences sociales au Québec, un territoire de connaissance original.
Présentée comme une réponse aux bouleversements climatiques et une alternative à l’usage massif d... more Présentée comme une réponse aux bouleversements climatiques et une alternative à l’usage massif des énergies fossiles, la transition énergétique qui s’amorce fait débat. Dans ses versions les moins exigeantes, elle désigne d’abord et avant tout un processus de très lente sortie du pétrole reposant sur les mécanismes de marché (comme la bourse du carbone), la valorisation des technologies vertes et l’utilisation accrue des formes d’énergie renouvelable. À l’autre bout du spectre de propositions, la transition énergétique renvoie à un ambitieux projet de reconfiguration des modes d’appropriation de l’énergie, ainsi que de diminution globale nette de la consommation énergétique de toute nature. Parce qu’elles sont irréductibles à leur seule dimension technique et qu’elles impliquent des débats publics, ces options indiquent que les choix en matière énergétique seront, plus que jamais, des choix de société.
Or, ces choix se matérialisent par des configurations institutionnelles et territoriales spécifiques, qui constituent autant de " chemins " de la transition énergétique. Ainsi, loin de s’imposer de manière uniforme, cette transition prendra des formes variées, témoignant de l’état des rapports entre énergie, économie et communautés territoriales. C’est à l’examen de ces formes dans leurs particularités nationales et territoriales, ainsi qu’aux conflits d’acteurs et aux dynamiques institutionnelles qu’elles recouvrent, que souhaite contribuer le présent ouvrage.

Or, le chemin pour atteindre cette acceptabilité sociale n’est pas tracé. Depuis quelques années, on observe les attentes grandissantes des citoyens et citoyennes, mais aussi des promoteurs et des personnes élues en faveur de l’établissement de règles claires pour baliser les dynamiques d’acceptabilité sociale, notamment par des processus qui soient transparents, équitables, efficaces et prévisibles. Fort de cette expérience et avec l’engagement de faire progresser la réflexion et la connaissance sur la notion d’acceptabilité sociale, l’Institut du Nouveau Monde a sollicité l’appui de la Chaire de recherche du Canada en développement régional et territorial de l’UQAR dans l’organisation du forum. Ensemble, les deux organisations souhaitent contribuer à identifier des réponses collectives aux enjeux que soulèvent cette nouvelle notion qui s’applique aux projets de développement et d’aménagement du territoire, mais aussi à l’élaboration des politiques publiques et des lois.

Un peu de tout cela – et autre chose encore : une construction sociale, toujours inachevée, qui ne peut être appréhendée de manière exhaustive du fait de pratiques et de représentations plurielles.
L’émergence des revendications nationalistes (ou du moins la vigueur et les modalités de leur exp... more L’émergence des revendications nationalistes (ou du moins la vigueur et les modalités de leur expression) est largement cyclique, prenant la forme de ce que l’on peut appeler des vagues nationales. Les années 1960-1970 se caractérisent par une vague nationale (ou nationalitaire) au sein même des États occidentaux, du Québec à l’Écosse, de la Bretagne à la Sardaigne. Trois causes principales permettent d’expliquer la résurgence simultanée des revendications des minorités territoriales : 1) les changements socio-culturels profonds provoqués par les Trente Glorieuses, qui obligent les groupes sociaux et les individus à réinterroger leur environnement dès lors qu’ils quittent la reproduction de l’existant ; 2) l’influence interne des luttes de décolonisation et anti-impérialiste, qui fragilisent l’État-nation et offrent un nouveau répertoire discursif ; 3) l’impact cognitif des luttes sociales des années 1960-1970 autour de Mai-68, qui ouvrent une fenêtre d’opportunité idéologique sans précédent, redéfinissant en profondeur le «légitime» et l’«illégitime».
Cette étude vise à relier deux problématiques qui sont traditionnellement peu pensées simultanéme... more Cette étude vise à relier deux problématiques qui sont traditionnellement peu pensées simultanément, la gouvernance portuaire et l’acceptabilité sociale, pour avancer quelques pistes en direction d’une grille d’analyse en termes d’acceptabilité sociale. Pour ce faire, elle se concentre sur le portrait de quatre controverses qui ont récemment (2011-2014) semblé remettre en cause les rapports entre le port et la communauté sur un territoire. Il s’agit des controverses entourant les activités et projets portés par les ports de Québec (la construction des silos et les épisodes de « poussière rouge ») et de Sept-Îles (le projet de quai multi-usager et l’épisode du déversement d’hydrocarbures dans la baie). Ces conflits soulignent les défis nouveaux auxquels est confrontée la gouvernance portuaire : les activités et projets de développement portuaires sont nécessaires aux acteurs économiques pour faire face à l’accroissement de la concurrence globale mais, souvent situés à proximité des usages urbains, ils doivent aussi résoudre ou éviter des tensions dans la communauté locale, liées aux inquiétudes, risques et incertitudes créées par des activités générant de nouveaux risques, de nouvelles technologies, de nouveaux acteurs et de nouvelles territorialités. Concrètement, cet enjeu de l’acceptabilité sociale des activités portuaires dans les territoires exige donc simultanément un effort de définition (comment lier gouvernance portuaire et acceptabilité sociale ? Sous quelles dimensions et autour de quels enjeux ?), de description (comment comprendre les controverses observables dans certains ports québécois ? Quels sont leurs protagonistes, leur rythme et leur nature ?) et de compréhension (quelles sont les variables et mécanismes les plus pertinents pour chaque enjeu, chaque controverse et chaque cas ?).
Ce document propose d'examiner les trajectoires de gouvernance des ressources dans les provinces ... more Ce document propose d'examiner les trajectoires de gouvernance des ressources dans les provinces du golfe du Saint-Laurent. Il s'appuie sur une recension de la littérature de la gouvernance de la pêche, de la foresterie, du pétrole offshore et de l'éolien. La notion de régime y est mobilisée pour explorer et mettre en avant le lien entre action publique et action collective dans des terrains de ce type avec un contexte structurel lourd. Après avoir distingué les grandes tendances de chaque secteur pour la région, une relecture territorialisée en sera proposée. L'observation des mécanismes territorialisés de gouvernance permettra d'illustrer, d'une part, l'effet du territoire et de l'ancrage local, et d'autre part, le cumul de pressions et l'augmentation des conflits territoriaux que génèrent les tendances politico-économiques actuelles sur les territoires. Enfin, les relations plus fines qui s'y déroulent sont détaillées : elles sont révélatrices d'une certaine disjonction entre les grands cadres de référence et les dynamiques d'action collective qui y prennent place. Nous concluons en proposant un cadre multiniveaux, reliant l'entrée par les régimes à certains travaux sur la notion de pouvoir, pour tenter d'éclairer les différentes scènes sur lesquelles portent les relations de pouvoir que nous avons pu observer.

Or pour certains, l’économie des provinces canadiennes serait entrée dans une nouvelle phase de développement sur la base de ressources premières (staple-based political economic regime), pour des raisons diverses et avec des effets ambivalents. L’entrée dans cette phase post-ressources premières (post-staples) signifierait moins la disparition du rôle des principales ressources (une économie politique non-ressources premières – non-staples) que l’émergence d’une économie plus complexe et nuancée, où de nouvelles tendances (essor d’industries de la connaissance, etc.) se combinent avec (et pénètrent) les logiques de secteurs traditionnellement associés aux ressources premières (agriculture, foresterie, mines, énergie). Il convient de saisir comment ces tendances se combinent dans différents secteurs économiques liés à l’exploitation des ressources naturelles et donnent éventuellement naissance à des modes de gouvernance particuliers, en combinant à la fois des tendances communes à la transition post-ressources premières (post-staples) et des phénomènes sectoriels de « dépendance de sentier » (path dependence).

La notion reste cependant vague, souvent non définie, interprétée et réappropriée de diverses façons : il importe de mieux la définir, tant théoriquement que de façon opératoire, pour poser des repères qui deviendront, peut-être et progressivement, plus stables et partagés.
C’est à cet effort de compréhension et de connaissances que cherche à contribuer la présente étude, qui entend dégager les facteurs permettant une analyse intégrée de l’acceptabilité sociale de la filière du gaz de schiste au Québec dans une perspective de développement territorial. L’étude ne fournit donc pas les « conditions » requises pour assurer la mise en place de la filière, ni une carte des localités où ses activités pourraient être bien accueillies. Territorial development in Canada has long been concentrated on the export of raw materials (as n... more Territorial development in Canada has long been concentrated on the export of raw materials (as noted in the theory of staples of Harold Innis). But for some, the economy of Canadian provinces has entered a new development phase based on raw materials (staple-based political economic regime), for different reasons and with ambivalent effects. Entering this post-staples phase does not so much translate into the disappearance of primary resources (or a political economy not dependant on primary resources – or non-staple), but rather the emergence of a more complex and nuanced economy, where new tendencies (blooming knowledge-based industries, etc.) combine with (and penetrate) the logic of sectors traditionally associated with staples (agriculture, forestry, mines, energy). It leads one to understand how these tendencies are combined in different economic sectors linked to natural resource development and eventually lead to new particular models of governance, by combining both common tendencies towards a transition to post-staples models and the sectorial phenomena of “path dependence”.

This leads to a reorganization of both the global configurations (North-South) and the internal configurations of extractivism (cf. popular resistance and environmental conflicts around extractivism) (Svampa, 2016). Theses recompositions suggest that some notions and concepts may cross the North / South « great divide » : here, we explore the notion of extractivism.

In Canada, the political economy of natural resources is deeply marked by the environmental crisis : more than elsewhere, the overexploitation of nature is inscribed in the very logic of Canadian capitalism. Following the studies on the production of a socio-nature, we will examine how the extractivist development model uses nature to produce a stock of ’natural resources ’. The study of the large resources regimes allows to distinguish analytically different dynamics of this production of nature, in the form of three political temporalities. On the macro-structural scale, resources regimes are the institutional legacy of a political economy historically focused on resources, which ensures the pre-eminence of international-oriented economic regulations (a staple socio-economy). On the meso-policical scale, these resources regimes are dynamic political arrangements which, while stabilizing the exploitation of resources, promotes extractivist actors to the detriment of third-party actors. On the micro-social scale, these resources regimes are finally institutional constraints to the territorial actors facing the implementation of exploitation of natural resources. Each of these temporalities bears the mark of an ecological paradox : the capitalism of resources doesn’t have much to do with the market (because of the role of large organizations), less and less to share with Canadian society (as a result of increasing disputes) and promotes the dispossession of local communities of their environment (despite recent progress). In conclusion, we will question the political significance of this type of development.

Afin de bien souligner cette contingence historique, les auteurs du présent ouvrage ont jugé pertinent de mobiliser le concept de gouvernance pour rendre compte du caractère pratique de la transition, ainsi que de la capacité de pilotage politique au sein du jeu actuel.
Il faut donc saisir la manière dont ces tendances se combinent dans différents secteurs économiques liés à l’exploitation des ressources naturelles et donnent naissance à des modes de gouvernance particuliers. Pour ce faire, nous examinerons trois secteurs liés à des ressources naturelles : la forêt, le porc et l’énergie éolienne.
Or, ces choix se matérialisent par des configurations institutionnelles et territoriales spécifiques, qui constituent autant de " chemins " de la transition énergétique. Ainsi, loin de s’imposer de manière uniforme, cette transition prendra des formes variées, témoignant de l’état des rapports entre énergie, économie et communautés territoriales. C’est à l’examen de ces formes dans leurs particularités nationales et territoriales, ainsi qu’aux conflits d’acteurs et aux dynamiques institutionnelles qu’elles recouvrent, que souhaite contribuer le présent ouvrage.
Depuis quelques années, on observe les attentes grandissantes des citoyens et citoyennes, mais aussi des promoteurs et des personnes élues en faveur de l’établissement de règles claires pour baliser les dynamiques d’acceptabilité sociale, notamment par des processus qui soient transparents, équitables, efficaces et prévisibles. Fort de cette expérience et avec l’engagement de faire progresser la réflexion et la connaissance sur la notion d’acceptabilité sociale, l’Institut du Nouveau Monde a sollicité l’appui de la Chaire de recherche du Canada en développement régional et territorial de l’UQAR dans l’organisation du forum. Ensemble, les deux organisations souhaitent contribuer à identifier des réponses collectives aux enjeux que soulèvent cette nouvelle notion qui s’applique aux projets de développement et d’aménagement du territoire, mais aussi à l’élaboration des politiques publiques et des lois.
