The article analyses intergovernmental relations (IGR) between the central State and the Autonomo... more The article analyses intergovernmental relations (IGR) between the central State and the Autonomous Communities during the period 2010-2020. More specifically, it studies IGR in the context of the Great Recession, the Catalan independence process and the health management of the COVID-19, episodes understood as crises that pose important challenges to both levels of government. Although there were no radical changes in IGR patterns, both the Great Recession and the COVID-19 crises led to the adoption of measures that meant a certain strengthening of the central State's position with regard to the Autonomous Communities. For its part, the Catalan independence process highlights the potential for political conflict associated with IGR in the case of Spain.

The article describes the intergovernmental relations (IGR) in the hydrological planning processe... more The article describes the intergovernmental relations (IGR) in the hydrological planning processes corresponding to Spanish part of the Tajo River basin district. The methodology applied includes conducting and analyzing interviews with representatives of the central administration, the autonomous communities, and experts, as well as the compilation and analysis of documentary sources. The hydrological planning processes give rise to a variety of IGRs, both vertical and horizontal, led by the hydrographic confederation and the segments of the autonomous administrations specialized in water policy. the existing relationship instruments give a voice to the subnational governments, which have an unequal influence on the basin organization, although the scope of the IGRs does not allow us to speak of the existence of a co-decision process

Climate and energy policies are developed in contexts of multilevel government in highly decentralized states such as Spain. The role of local entities is fundamental in the development of these policies, considering that the greatest production of Greenhouse Gases (GHG) is generated
in cities, which is also where population centres are concentrated. In this article we analyse the role of the island councils in this matter and the degree of implementation of the Covenant of Mayors, promoted by the European Union, in local entities of the Canary Islands.

Climate change governance in Spain is framed between international commitments and EU legislation... more Climate change governance in Spain is framed between international commitments and EU legislation and encompasses several levels of government and stakeholders. Numerous climate strategies and policies have been adapted at all territorial levels over the last decade, however, there are no formal vertical channels of influence for Autonomous Communities (ACs) or local actors on policy formulation at the federal level, which limit climate policy diffusion at the vertical dimension. Moreover, the coordination mechanisms for the implementation of climate policies are not very effective and do not consider the early phases of public action nor the participation of all involved authorities. However, the ACs and local governments have ample room for policy experimentalism in adapting their climate change strategies to the peculiarities of their different territories. In this regard the Spanish State of Autonomies has provided a favourable context for policy experimentalism in climate change governance, but not a favourable framework for effective decision-making between levels of government.

These policies involve a wide variety of actors. Among them are local governments, which tend to acquire increasing importance and which have found in the transnational networks of municipalities (TNMs) a useful instrument to gain a foothold in the system of global environmental governance. The paper analyzes the presence and participation of Spanish local governments in the transnational networks that work in the field of climate and energy policies; To this end, the main networks in which they are inserted are identified and characterized, in order to later investigate some relevant aspects of their configuration and operation.

Throughout this period different economic and political processes take place that are relevant to the IGR: the revision of numerous statutes of autonomy, the economic crisis of 2008, the constitutional reform related to budgetary stability with the establishment of some intergovernmental mechanisms; fiscal consolidation policies, the reconfiguration of the party system at the state and autonomous level, the crisis of relations between the central state and the Generalitat de Catalunya, and the economic and health crisis generated by the Covid-19 pandemic (Ramos and Alda, 2020).
The work is fundamentally descriptive and has three objectives: to present in a brief and orderly manner the channels of inter-autonomic cooperation, to describe the main instruments used for the development of cooperation initiatives, and to take stock of their use in the period analyzed.
