Esta obra es el resultado de las conferencias presentadas en el Primer Seminario Internacional so... more Esta obra es el resultado de las conferencias presentadas en el Primer Seminario Internacional sobre Historia de las Políticas Públicas, cele-brado en Sevilla los días 6 y 7 de junio de 2018, organizado desde el Departa-mento de Historia Contemporánea de la Universidad de Sevilla, con el propósito de generar un primer punto de encuentro sobre esta temática entre los campos de la Historia y la Ciencia Política. El principal objeto del seminario fue iniciar una reflexión sobre la dimensión histórica del análisis de las políticas públicas, un campo aún por explorar en España pero con presencia en otros países (Esta-dos Unidos, Francia, Reino Unido). Los textos que aquí se incluyen abordan en primer lugar temas como la institucionalización de la disciplina ya consolidada del Análisis de Políticas Públicas y el establecimiento de marcos de análisis para dotar de una dimensión histórica a este tipo de estudios provenientes de la Ciencia Política. En una segunda parte se analizan diferentes casos prácticos de políticas públicas desde la historia local junto a otros en perspectiva comparada internacional, como son: el trabajo y desempleo en Alemania y Chile, la pre-vención de riesgos laborales en la España del siglo xx, o algunas de las políticas públicas llevadas a cabo durante la dictadura franquista. Los casos presentados profundizan en algunas de las facetas del proceso por el que una determinada política pública surge, se diseña y evoluciona, lo que, a su vez, conlleva la for-mulación de otras preguntas: ¿quién o quiénes son los actores esenciales en el diseño y puesta en marcha de estas políticas y cómo proceden? ¿Son esas políticas meramente voluntaristas a modo de reacción ante determinados problemas o son diseños detallados? ¿Son los políticos o son los burócratas los que tienen las claves de las políticas públicas? En resumen, podemos afirmar que el estudio de las políticas públicas en el pasado nos sitúa en un ángulo relevante para comprender las relaciones entre Política y Administración.

The neutral stance adopted by democratic powers uponthe outbreak of the Spanish Civil War is well-known. The Non-InterventionCommittee played a key role in this strategy, with Great Britain a key playerin what became known as the "London Committee". British interests in theIberian Peninsula, however, meant that events in Spain were of crucialimportance to the Foreign Office and the victory of the Popular Front inFebruary, 1936 was deemed a potential threat that could drive the countrytowards instability. This book explores how British authorities in Gibraltarostensibly initiated a formal policy of neutrality when the uprising tookplace, only for the Gibraltarian authorities to provide real support for theNationalists under the surface.
The book draws on a wealth of primary source material,some of it little-known before now, to deliver a significant contribution toour knowledge of the part played by democratic powers in the 1930s'confrontation between Communism and Fascism. It is an important resource for anyoneseeking a more complete understanding of the Spanish Civil War.
