ABSTRACT Current procedures for assessing the progress of students enrolled in bilingual educatio... more ABSTRACT Current procedures for assessing the progress of students enrolled in bilingual education programs are inadequate because the procedures are insensitive to gains in second language competence, they are insensitive to the cultural experiences of students, and the content of tests rarely matches the curriculum employed in bilingual programs. The present study examined the validity of the Sentence Verification Technique (SVT) for the purpose of measuring progress in Transitional Bilingual Education (TBE) programs. Spanish and English reading and listening comprehension SVT tests were administered on two occasions to 115 fifth grade students enrolled in TBE programs. The majority of these students were from Puerto Rico and spoke Spanish as their native language. The results showed that performance on the SVT tests varied in a sensitive way as a function of placement level in the TBE program and as a function of teacher judgments of student competencies. The results of this study suggest that the SVT is a valid instrument for measuring progress in TBE programs and that SVT tests do not suffer from the same shortcomings as traditional procedures.
