O artigo enfoca impactos da Lei de Gestão de Florestas Públicas a territórios tradicionalmente oc... more O artigo enfoca impactos da Lei de Gestão de Florestas Públicas a territórios tradicionalmente ocupados, a partir do caso da Floresta Nacional do Crepori, no Pará. Em um resgate das origens das modalidades de áreas protegidas voltadas prioritariamente para exploração tecnologizada, serão destacados elementos que as direcionam à exploração empresarial de recursos madeireiros, em detrimento dos direitos territoriais dos povos e comunidades tradicionais que porventura as ocupem. De forma complementar, o texto elucida mecanismos com que conta a lei para uma suposta garantia da integridade territorial dos ocupantes das unidades de conservação. Por fim, será apresentado o caso do Crepori, em que comunidades tradicionais foram invisibilizadas pelo plano de manejo. O artigo se apoia em uma análise qualitativa, baseada em dados secundários e primários, oriundos de incursão etnográfica. Os resultados ratificam trabalhos da área que apontam para os processos de concessões florestais como causa de impactos negativos às comunidades tradicionais.
In many industrialised societies, the COVID-19 pandemic has been painted as an unprecedented mome... more In many industrialised societies, the COVID-19 pandemic has been painted as an unprecedented moment caused by human abuse of nature. Responses to it have, in turn, temporarily slowed down human impacts upon nature. This has led to a rallying cry against human encroachment into what are claimed to be pristine wildernesses. Reflecting upon historic, archaeological and palaeoecological evidence relating to the impacts of past epidemics within a wider historical timeframe from Africa and South America, we show that though COVID-19 is a novel disease, the pandemic itself does not represent a novel event, since diseases brought by Europeans have previously decimated the peoples living in these areas. The ‘pristine wilderness’ is a myth, which falsely held that these places had always been empty of people, thus helping to legitimate the creation of protected areas, and their political control by both colonial and national administrations. We therefore question the assumption behind what has been termed the ‘anthropause’ – that the supposed reduction in anthropogenic activities caused by the current pandemic presents a new opportunity to study anthropogenic impacts on nature: numerous previous occasions exist where depopulation resulted in anthropauses. Such responses to COVID-19 suggest further interdisciplinarity is needed in the field of conservation, in spite of advances in this direction.
RESUMO: Este artigo faz de seu objeto o debate sobre aspectos da gestão de Reservas Extrativistas... more RESUMO: Este artigo faz de seu objeto o debate sobre aspectos da gestão de Reservas Extrativistas no Brasil hoje, a partir da análise de conflitos envolvendo os órgãos gestores e as populações residentes, particularmente à luz das diretrizes que norteiam a atuação desses órgãos. Parte-se da hipótese de que, se por um lado essas diretrizes reivindicam um caráter de empoderamento das populações das UCs, mais freqüentemente sua colocação em prática acaba por excluí-las das decisões que envolvem o manejo de seu próprio território. Com este trabalho, pretende-se lançar luz sobre essa contraditória atuação, com o objetivo de demonstrar alguns dos meios pelos quais se efetiva, desde as disputas em torno do discurso ambientalista até a problemática do desconhecimento das instâncias tradicionais de decisão das comunidades, passando pela formação dos servidores públicos concernidos, bem como pelos meandros da legislação atinente. Essa análise será conduzida, para efeitos de procedimento de pesquisa, em estreito diálogo com situações concretas de conflitos por nós registrados em Resex e que, acreditamos, têm algumas de suas origens na hipótese acima delineada. Trata-se de UCs situadas nos estados do Maranhão, Pará e Amazonas, e grande parte das tensões se deu quando da elaboração dos Planos de Manejo dessas unidades. ABSTRACT: This paper aims to debate aspects of the current management of Brazilian Extractivist Reserves (Resex), based on the analysis of conflicts involving the environmental state sectors and the resident populations, mainly from the observation of these sectors " guidelines. Our hypothesis is that although these guidelines claim to empower the populations of the Resex, when put into practice, they frequently end up excluding the population from the decisions concerning their territories. With this paper, we intend to shed light on this contradictions, to demonstrate some of the means by which they take place, since the disputes over the environmentalist discourse to the ignorance of these populations " traditional forms of decision, and also the problems of current legislation. This analysis will be conducted in a close dialogue with concrete situations of conflicts, registered in Resex in the states of Amazonas, Maranhão e Pará, and which, we believe, have its origins in the hypothesis above mentioned.
