The current study aims to examine the effects of sociodemographic development and the push-pull of brain drain as well as COVID-19-related factors on Greek medical students’ intentions to emigrate. A total of 531 undergraduate medical students completed an online survey during the second transmission wave of the pandemic in Greece (from October to December 2020). The results showed that many students were considering emigrating after their graduation. A multiple regression analysis revealed that males and younger students presented a higher likelihood of emigration. The low absorption rate of physicians in Greece, lack of career prospects, low earnings, general frustration with the governance, and the cultural mindset of the Greek population were predictors of the medical brain drain. In many cases, COVID-19 strengthened the resolve to emigrate as most medical students did not consider the pandemic to be a deterrent to seeking better luck abroad.

Among other things, new forms of geographical mobilities emerged highlighting the country's inability to retain a scientifically skilled workforce. One of the most important scientific branches been hit is the medical one. The purpose of this study is to identify the intention as well as the main factors that push young greek physicians to emigrate. Design/methodology/approach: For the present study, a tool for assessing young physicians' perceptions was designed and field research was performed on 239 medical school students and young physicians for up to 39 years. Descriptive and inferential statistical analysis was used to describe the data and generalize the results. Finally, Factor Analysis (Principal Component Analysis) was used to condense the initial variables and capture the determinants in physicians' brain drain. Findings: Young physicians show high intention to seek employment abroad. There are differences between men and women regarding their perceptions of the possible causes of emigration. Women consider more than men that unemployment, employment prospects, and opportunities and quality of life to be the most important reasons in the migratory decision. In addition, the young doctors whose family incomes are either very low or quite high are more receptive to looking for work abroad. Finally, the multivariate analysis highlights four main determinants feeding physicians decision-making; homeland's social identity, lack of prospects, unfavorable economic environment, and continuation of studies. Research limitations/implications: The period of the field research was conducted from September to November 2018. As a result, there are restrictions on whether participants' responses are affected by the economic crisis or not, as Greece in 2018 began to show macroeconomic stability. Originality/value: In the last decade, a large wave of young scientists' emigration has been recorded in Greece. This wave intensified in 2012 and became permanent in the following years, taking on large-scale exodus, with high annual outflows. Brain Drain as an evolving phenomenon has been studied both by the national and international academic community. However, in the case of Greece, the research of perceptions, intentions, and the main reasons for brain drain by medical professionals is limited. The present study seeks to fill the gap found in the literature through field research about the determinants of physicians' brain drain in Greece. JEL Classifications J1, J21, J24, J6, O15

Public expenditure, like all budget figures, has undergone adjustments in compliance with a strict and narrow austerity framework. Taking into account that public expenditures represent an indirect measure of relative welfare as well as regional development, their spatial distribution in the Greek territory highlights regional inequalities. In the present paper, both an intertemporal and spatial analysis is applied to detect and depict the existence and intensity of regional inequalities in Greece, with the ultimate purpose to examine the hypothesis that in times of recession the forces of convergence are stronger. The analysis period concerns the years 2004-2016 and incorporates a range of profound economic, political and social changes within the country. For the purposes of the research, we applied analytical methods such as descriptive statistics, measures of statistical dispersion and specialized mapping analysis programs and geographical information systems (GIS).

The approach is based on the application of gravity model using Ordinary Least Squares (OLS) and Poisson Pseudo-Maximum Likelihood (PPML) estimators. The analysis incorporates a set of institutional variables, in order to assess the impact of the gradual EU enlargement process as well as the differentiated policies on granting asylum among the EU members. The strong presence of refugees in destination countries can be interpreted as an indication of various favorable conditions for granting asylum to persons of the same nationality. The results suggest that the role of migration networks tends to substitute the lack of an integrated EU immigration policy. Finally, either in geographical or institutional terms, E.U. appears as a non-homogeneous space for asylum seekers.

This research investigates the spatial impact of socio-economic and demographic factors on the natural population balance in Greece for the spatial zoning of municipal administrative units. Using geographically weighted regression (GWR) on data from the 2011 Greek census, the research explores the local impacts of factors like housing repair permits, vacant housing, employment rates, population inflows, distance from regional centers, aging, gender ratios, and education levels. An initial ordinary least squares (OLS) regression was conducted, revealing significant spatial variation and emphasizing the necessity of spatial econometric methods. The GWR model proved to be more effective in accounting for the variance in the data, removing spatial autocorrelation and revealing high local variation. Results show the high negative impact of the aging index in Western Greece and the Ionian islands, the counterintuitive positive effect of the gender ratio in urban areas, and the positive influence of population inflows in high-migration regions like Northern Greece and Crete. The results of this study underline the need to utilize spatial econometric methods for a precise and detailed understanding of demographic trends and provide valuable insights for localized strategies to address demographic challenges.

At the same time, the EU is facing an additional challenge concerning the massive influx of migrants and more particularly refugees mainly due to the conflicts in the Middle East and Africa. This relatively recent situation inevitably raises the question of their reception and integration. The proper understanding of the present diversification of refugee flows during the two last decades – a type of human flow that significantly differs from economic migration flows both in terms of intensity and migratory route - could potentially contribute to develop more appropriate policies into the spatially changing European Union. In this context, the objective of the present study is, through the implementation of an augmented gravity model, to identify the spatial, sociopolitical and institutional factors lying behind the asylum flows inside the EU27 area during the 2000-2017 period. The data relative to the numbers of refugees and asylum seekers by country of origin and destination are provided by the UNHCR. In comparison with other official sources as Eurostat and Frontex, the UNHCR database is obviously the most detailed one, covering also a longer period of time. This is fundamental in order to detect the main changes during the period 2000-2017 as regards not only the countries of origin and destination but also the migratory routes. The empirical findings reveal the discouraging role of the economic crisis towards the asylum flows inside the EU. However, the improving interconnectivity between the European countries, through the gradual integration process, seems to positively contribute towards asylum assignment, demonstrating that the migration process is reshaped by the contemporary spatialities. Once again, space is not neutral: landlocked countries act as nodes to attract asylum flows, while island countries often serve as host poles for asylum seekers due to a) their relative geographic proximity to the conflict zones of the Middle East or b) their economic development levels. Finally, the demographic factor remains crucial: the population of registered refugees among the EU countries acts as an “attraction mass”, in terms of natural sciences, of new asylum applications, showing that human flows moving away from conflict zones are generally directed to countries where there exists a greater chance of asylum application approvals.
