Diese Betreuungsarbeit wird weltweit vor allem von Familien und insbesondere von Frauen geleistet, wobei Lateinamerika keine Ausnahme darstellt. In den letzten Jahren haben jedoch viele Regierungen in der Region politische Massnahmen entwickelt, um diese Bedürfnisse seitens der öffentlichen Politik zu begegnen. Der Artikel vergleicht jüngere Reformen und Politiken im Bereich der Betreuung von Kindern im Alter von 0 bis 5 Jahren der beiden lateinamerikanischen Länder Chile und Uruguay. Zudem wird analysiert, wie sich diese Massnahmen auf die Kinderbetreuungsmodelle auswirken, und ob sie verschiedene Varianten des Familialismus sowie gewisse Aspekte der sozialen Gerechtigkeit und Geschlechtergerechtigkeit in der Care-Arbeit verstärken oder verändern.

RESUMEN El artículo analiza la organización del cuidado hacia niños/as menores de 6 años en Chile... more RESUMEN El artículo analiza la organización del cuidado hacia niños/as menores de 6 años en Chile y Uruguay. Se propone caracterizar y comparar el régimen social de cuidados en infancia y estudiar los arreglos familiares que desarrollan los hogares para ejercer estas labores. Recoge los resultados de una investigación que sigue el método de estudios de casos comparativos internacionales para estudiar los regímenes de bienestar en cuidados, aplicando una combinación de análisis cuantitativo y cualitativo. Utiliza las técnicas de relevamiento de fuentes secundarias y datos estadísticos para el año 2013 y entrevistas en profundidad para conocer las prácticas sociales de cuidado. Como resultados surge que en materia de equidad socioeconómica, persisten los tipos residuales y mercantilizados en ambos países, determinando el acceso en función del ingreso del hogar. Además el tipo de equidad de género se vincula con la participación de padres y madres en el mercado laboral. Y por último en los dos casos analizados se observa una tensión entre familiarismo y desfamiliarismo tanto a nivel macro como micro-social. The results show that in socioeconomic equity, residual and commodified types persist in two countries, determining access based on household income. Besides the type of gender equity is related to the participation of parents in the labor market. And finally in the two analyzed cases show a tension between familialism and desfamilialism both at the macro and micro-social level.

Resultat davon ist eine unglei-che Verteilung der Aufgaben, der Mittel und des Arbeitsaufwands zwischen den Geschlech-tern. Diese Arbeitsteilung beeinflusst die sozialen Möglichkeiten der Frauen und trägt dazu bei, die Ungleichheiten zwischen den Geschlechtern zu vertiefen. In Lateinamerika ist in den letzten Jahren aufgrund des demografischen Wandels, der Veränderungen in der Familien-struktur und-organisation sowie der zunehmenden Einbindung der Frauen in den Arbeits-markt eine Krise des traditionellen Care-Modells zu beobachten (Ullmann, Maldonado Valera und Nieves Rico, 2014). Angeregt durch den von Esping-Andersen (1990) entwickelten Ansatz der Wohlfahrtsre-gime führten Daly und Lewis (2011) den Begriff Social Care ein, um auf die Aufteilung der Verantwortung der verschiedenen Bereiche – Staat, Markt, Familie und Gemeinschaft – in Bezug auf Beschäftigung, Zuständigkeiten und Kosten der Betreuungsarbeiten hinzuweisen. Dabei werden zwei Begriffe herangezogen: der des Familialismus, der den Verbleib der Pflege und Betreuung im familiären Bereich bezeichnet; und der des De-Familialismus, der sich auf die Entlastung der Familie von diesen Aufgaben bezieht (Esping-Andersen, 2000). Komple-mentär dazu unterscheidet Leitner (2003) vier Varianten des Familialismus, um zu bestim-men, welche Art von Familialismus von einem bestimmten Wohlfahrtsregime gefördert wird: expliziter Familialismus, optionaler Familialismus, impliziter Familialismus und De-Familialismus.
