After the fall of the Ussr, the use of english between non-native speakers spread even more than it had before. this situation has no precedent in the history of mankind, hence there is no straightforward answer to the question of how to deal with it. On the one hand, english non-native speakers are now more numerous than english native speakers, challenging the relevance of the distinction. On the other hand, local identities aspire to be promoted to national identities in various parts of the world, even if speakers of languages of well-established nation-states are not comfortable with this. I argue that in the 21th century language policy and planning experts as well as language activists cannot deal with the global level (spread of English) without also considering the supranational and national levels, together with all the complexity of local situations. This new situation, often summarized by the motto ‘think globally, act locally’, can be described with the term ‘glocalization’.
For the maintenance and revitalization of regional and minority languages (RML) new challenges ar... more For the maintenance and revitalization of regional and minority languages (RML) new challenges are posed by today’s multilingual world. This paper discusses possible strategies to improve the linguistic representation of Piedmontese on the basis of the experiences gained by the Esperanto supporters over the last decades. Recent studies compare RMLs and planned languages from different perspectives. In particular, Piedmontese and Esperanto, which will be under investigation here, show interesting similarities from a sociolinguistic viewpoint. The recent revival of Esperanto is fostered by the intensive use of information and communication technologies, along with a deep ideological self-reflection in order to modify its linguistic representations, both internally and externally. Finally, various ways to implement and use the Esperanto model for a better maintenance and revitalization of Piedmontese, as well as other similar RMLs, will be proposed.

It might, for instance, provide information on the position of another party in the discussion or function as part of the premise of an argument from authority. Whereas existing methods of representing argumentative discourse focus on arguments and their interrelations, this paper develops a method that enables the analyst to also include informative elements in the representation, focusing on reported speech. It does so by incorporating the notion of ‘voice’ into the representation framework of Adpositional Argumentation (AdArg). In this paper, we show how to represent natural argumentative discourse through Adpositional Argu... more In this paper, we show how to represent natural argumentative discourse through Adpositional Argumentation, a uniform framework for expressing linguistic and pragmatic aspects of such discourse on various levels of abstraction. Starting from representing the utterer and the utterance, we expand to claims and minimal arguments, finally focusing on complex argumentation in three different structures: convergent (many premises), divergent (many conclusions), and serial (an argument whose premise is the conclusion of another argument). An innovative feature of the framework is that it enables the analyst to provide a granular description of natural argumentative discourse, thus letting the logic of the arguer dynamically unfold while the discourse is presented without enforcing any particular interpretation.

This book advances the growing area of language policy and planning (LPP) by examining the episte... more This book advances the growing area of language policy and planning (LPP) by examining the epistemological and theoretical foundations that engendered and sustain the field, drawing on insights and approaches from anthropology, linguistics, economics, political science, and education to create an accessible and inter-disciplinary overview of LPP as a coherent discipline. Throughout the book, the authors address LPP from different perspectives, exploring the interface between planning in theory and its practical problems in implementation. This volume will be of interest to students and scholars with an interest in LPP in particular, and educational, social, and public policy more broadly.

Bausani interlinguista Una figura grandiosa e poliedrica quale quella di Alessandro Bausani sfugge a qualsiasi classificazione. Orientalista? Interlinguista? Uomo di scienza? Uomo di fede? La risposta a tutte queste domande è affermativa, l'una non esclude l'altra. Ma un semplice 'sì' non basta: su qualsiasi argomento Bausani si sia applicato nella sua vita, è sempre riuscito a far fare un salto significativo all'àmbito nel quale si applicava. La sua mente lucidissima e penetrante, portava una luce nuova, inedita, inaspettata, penetrante, per analizzare i fondamenti e mostrare quello che agli altri pareva scontato, ma in realtà non lo era. In questo contributo mi limiterò a presentare uno solo di questi àmbiti, vale a dire l'interlinguistica. Prima di addentrarmi nel tema, è opportuna una premessa, di natura personale. Bausani lascia questo mondo nel 1988. In quell'anno io ero un quattordicenne che si affacciava agli studi liceali, senza particolare interesse per le lingue (o almeno così credevo). Di certo, non sapevo nulla né di interlinguistica (anche se, inconsapevolmente, già la praticavo) né dell'opera di Bausani, non certo tra le letture consigliate al biennio del liceo scientifico a Monza negli anni Ottanta. Non ho nemmeno avuto alcuna occasione di incontrarlo di persona. Tuttavia, un legame esiste: si tratta di una filiazione accademica, per così dire, seppur indiretta, di seconda generazione. Alessandro Bausani è stato infatti maestro di Fabrizio Pennacchietti, oggi professore emerito dell'Università di Torino, orientalista e interlinguista come Bausani, che negli anni Novanta mi introdusse per la prima volta allo studio scientifico dell'interlinguistica e dell'esperantologia, quando ero studente di scienze della comunicazione proprio a Torino. Già nel 1993 avevo letto un volume di Umberto Eco allora appena uscito, La ricerca della lingua perfetta nella cultura europea. Si tratta di un saggio inserito in una nuova collana curata da Jacques Le Goff dal titolo significativo "Fare l'Europa". La novità stava nella collaborazione tra cinque casi editrici prestigiose di cinque Paesi europei, Germania, Francia, Regno Unito, Spagna e Italia: i volumi venivano pubblicati più o meno contemporaneamente in cinque lingue, ed erano tutti di alto profilo. Nel libro Eco fondamentalmente racconta una storia, che parte dall'impatto nella cultura europea della vicenda di Babele per arrivare fino ai temi dell'interlinguistica classica, vale a dire le lingue filosofiche del Seicento e le lingue ausiliarie internazionali dell'Ottocento e del Novecento. Insomma, a partire da Babele per arrivare all'esperanto. Gli anni Novanta sono stato un momento storico che aveva visto la caduta del muro di Berlino, il movimento di massa Solidarność in Polonia e il crollo dell'Unione Sovietica.

The adpositional paradigm considers the morpheme as the basic unit to represent morphosyntax, taken as a whole, in terms of constructions, while semantics and pragmatics are treated accordingly.

After the definition given by Frege of unsaturated expression and the foundation of a logical grammar by Husserl, the application of logic to treat natural language grammars in a computational way raised the interest of linguists, for example applying Lambek's categorial calculus.
The importance of the research made by Tesnière (1959) for the concepts of de- pendency and valen... more The importance of the research made by Tesnière (1959) for the concepts of de- pendency and valency cannot be underestimated. However, his Structural Syntax remains still uninvestigated in most part. In this paper, a formal grammar model that follows Tesnière’s intuitions and concepts as much as possible is proposed. This model is called constructive adpositional grammar. This paper explains the linguistic and formal reasons behind such a research plan.
The emergence of blogs as new media has recently lead the attention of the public opinion. In par... more The emergence of blogs as new media has recently lead the attention of the public opinion. In particular, it seems that blogs may stimulate topics in ethics and politics often ignored by the broadcasting media agendas. Blogs may be used as a vehicle to alternative point of views, sometimes identified with citizen journalism. In this paper, I examine the special case of Beppe Grillo’s blog. In 2005, Beppe Grillo, former a comic actor, started a blog as an “experiment of direct democracy”, about topics such as alternative energy sources, freedom of speech, new technologies for the quality of life and a wailing wall for generic despairs. Less than a year later, Grillo’s blog is one of the 20 most read blogs in the world, and his ideas were even put into the official agenda of some political parties in Italy. Furthermore, his blog has started to get real: some Italian bars publish daily printed copies of some blog’s pages as dazebao, and there are over 80 groups of fans arose around the world, using the Meetup system. How information and computing ethics relate each other through blogs? In this paper I propose a framework for analysis of a new political dimention of blogs as ICTs in the globalization process.

Il progetto è volto alla realizzazione di una piattaforma comune per la gestione e lo sviluppo di laboratori didattici di robotica avanzati fruibili da remoto, detti telelaboratori. Un telelaboratorio è composto da quattro elementi: server di laboratorio (Lab Server), simulatore (Simulator), archivio (Repository) e server web (Web Server).
