Works on comparative public policy, over the last five years on biological alternatives to chemical pesticides and the governance of livestock diseases. Has also worked on the political economy of football and the consequences of the global financial crisis. Working on a book on agriculture and food, now published,

Writers like Beer used the study of interests as a lens through which to view and analyze British politics. Such grand narratives may no longer be possible, but the study of interests and their organization is an important part of studying how democracy functions and how it might be improved.

It also represents an examination of the way in which football was played and watched 100 years ago. Football was sometimes seen as a threat and/or distraction by those in positions of authority, although others thought that any sporting pursuit was preferable to drinking or chasing young women. A sample chapter has been uploaded.

Its main focus is on diseases of cattle, including bovine tuberculosis. The book critically appraises existing regulatory institutions and guiding principles of how to manage animal health in a developing global economy. The study suggests that there is a need for a radical rethink of basic principles and that risk analysis must be more reliably based on and inclusive of socio-economic evidence.

It brings together the research agenda on the governance of support in Europe and that within European integration studies on Europeanisation. What emerges is not only the shaping influence of europeanisation but also the extent to which it is countered and modified by national cultures and structures.

It asks how government has responded to the challenges that the crisis has posed. It brings together leading academics to assess the divergent ways in which different countries have responded to the crisis. It also assesses attempts to develop global economic governance, and to reform financial regulation, and looks critically at the role of credit rating agencies.

This book addresses the challenges of insufficient information and imperfectly understood regulatory processes involved in biological control through an interdisciplinary approach. An international comparison of the registration of biopesticides is provided. There is a treatment of the development of private retail governance.

It places the story of the Association within the context of the development of the discipline of politics in UK. In turn this is related to developments on higher education policy.

Achieving these outcomes requires EU environmental law to be implemented and enforced effectively in the member states. This is the final stage of the ‘loop’, which involves policy being conceived, drafted in legislative form, adopted as EU legislation, and implemented and enforced by the member states. It is only by observing the entire loop that the impact of policy decisions can be fully evaluated. No matter how appropriate the design and form of a legislative instrument may be, objectives will not be met unless EU environmental legislation is correctly implemented into national law, then applied and enforced effectively by the competent national authorities. This, in turn, can have profound implications for the design and content of EU environmental policy in the future.

Therefore, alternative pest management tactics are needed. Biopesticides are pest management agents based on living micro-organisms or natural products. They have proven potential for pest management and they are being used across the world. However, they are regulated by systems designed originally for chemical pesticides that have created market entry barriers by imposing burdensome costs on the biopesticide industry. There are also significant technical barriers to making biopesticides more effective. In the European Union, a greater emphasis on Integrated Pest Management (IPM) as part of agricultural policy may lead to innovations in the way that biopesticides are regulated. There are also new opportunities for developing biopesticides in IPM by combining ecological...

It also covers the different strategies for using biological control agents, including augmentation biological control, classical biological control and conservation biological control.

The losers included those who died from the new variant of Creutzfeld-Jakob disease (NVCJD) (the human equivalent of BSE); other consumers worried about possible health effects; farmers whose livelihoods were disrupted; and the Major government whose reputation for competence and honesty was further damaged. Constituency level analyses permit a more fine grained analysis of electoral trends with demographic factors otherwise being overlooked. Labour needs to be able to appeal to the aspirational voters moving into Nuneaton.

Their relationships with regulatory agencies have often depended on the commitment of particular individuals rather than being deeply structurally embedded. They exist as a rather precarious halfway house between conventional agriculture and the economically and politically powerful multinational agrochemical companies and organic agriculture which has a much higher political profile and a much better organised and more effective policy network.

State regulation has been largely absent from football which has been left to regulate itself. 'Responsive regulation' offers one framework for deciding how to proceed. The greatest challenge is the 'rogue owner' problem. The football authorities have been deficient and the European Union is less active than it was. A range of possible reforms is reviewed, including the sometimes uncritically treated German 50+1 model. It is suggested that an independent regulator offers the best way forward.
