Annotated Brief Guide to Historic Materials Found in the FOB Store Room, City University of Macau, January 2024

This brief guide provides a preliminary listing of some of the most historically significant archival materials pertaining to the early (pre-2011) history of City University of Macau. They were discovered in 2022-2023 in the storeroom of the Faculty of Business. The majority of the materials listed here relate to the very early history of the predecessor institutions in Macau: the University of East Asia (1981-1991), the East Asia Open Institute (1988-1992), the Asia Pacific International University (1988-c.1995), and the Asia International Open University (1992-2010). There is a heavy concentration on the period from 1979 to 1995, from which only limited materials have survived. The materials listed here represent somewhere between 5 and 10 percent of the accumulated pre-2011 holdings of 200-300 boxes of uncatalogued archival materials deposited in the Faculty of Business storeroom. A further 700 boxes of pre-2011 materials are stored elsewhere on the Taipa campus of City University of Macau (see brief listing at end of file), and around 230 boxes and 200-250 ring-binder files in the Royal Centre campus. These materials represent a unique and irreplaceable resource on the history of modern higher education in Macau. 2 Brief Guide to Historic Materials Found in the FOB Store Room, Moved to the FOB Office, Currently in Safekeeping in the FOB Conference Room Cupboards Introduction This brief guide provides a preliminary listing of some of the most historically significant archival materials pertaining to the early (pre-2011) history of City University of Macau. They were discovered in 2022-2023 in the storeroom of the Faculty of Business, down in the basement of the Academic Building. Approximately one-third of these materials are early master’s and diploma theses from the second half of the 1980s and the first half of the 1990s. For the most part, these bear the imprimatur of first the University of East Asia (UEA) Graduate College and then the East Asia Open Institute (EAOI), including Malaysian operations in Penang and Kuala Lumpur, with some students enrolled during those years eventually submitting their theses under the auspices of the Asia International Open University (AIOU). There are also a few that were granted by the Asia Pacific International University (APIU), a NZ/California/Vancouver enterprise that was intended to continue the EAOI, but was ultimately wound up in the mid- 1990s. For the degrees pertaining to those that were EAOI theses, completed by 1991-2, I believe most were eventually granted by what in 1991 became the University of Macau, as part of the agreement when the AIOU was set up. I have not yet fathomed all the complexities of just which subsequent master’s and diploma degrees by students who first enrolled under the auspices of the EAOI but did not complete writing before its transformation into the AIOU were granted by the AIOU and which by UMac. Although I have done my best to track down theses from these years in the FOB storeroom, at least 2 boxes in the General Archives Storeroom below the Cultural Centre, covering the years 1988-1992, should be integrated into this collection. Time has not permitted me to marry up all the supervisors’ and examiners’ reports on these theses, with those actually present in this collection. But I know of some theses that are also simply not there. Perhaps they are hidden away somewhere, or perhaps the authors took all the copies.

But at least those I have unearthed are all in one place. In the longer perspective, there are many hundreds, possibly even thousands, of master’s and diploma theses from the AIOU years, that will require cataloguing and ideally scanning. Four cupboards contain early teaching materials from the 1980s and early 1990s, most of them adapted from UK Open University or Massey University Open courses in Business, Mathematics, Arts, and Education. Here again, the record is incomplete. For a few courses, there are multiple sets of teaching materials, including video cassettes and tape cassettes (which would have to be converted to current formats to be comprehensible). For most, some but not all of the course materials are present. I found it extremely interesting how modules in some of these courses had been carefully adapted to suit the HK/China/Macau context. But again, this is not the full record, just what has survived. For other early courses for undergraduates in particular, I discovered that in 1992, when the EAOI became the AIOU, teachers were asked if they wished to reclaim their course records and materials. If they did not, these were destroyed. Some other teaching materials have survived, in conference papers and master’s theses about UEA/EAOI’s early operations, and are also preserved in the UMac Library and even in the dividers of the CGA programme’s admission files. There are also four sets of teaching transparencies from courses in the 1980s. But a great deal has gone for good. CGA Programme. This was a joint programme with the Canadian CGA, launched in 1985 or 1986 with considerable fanfare, and very attractive to students in HK or Macau who wanted to get a Canadian qualification in accounting. I have unearthed approximately onethird of the application files and subsequent records; the rest might be in the basement of the Cultural Centre, or I might even have slipped up when going through the FOB files. Or they could just have disappeared. Student Financial Accounts: I discovered a boxful of student accounts/receipts from 1990, physically battered and in terrible shape, but I brought them up and put them in files, to ensure their preservation, as opposed to being tossed out as rubbish. While fragmentary, these are probably the only files of this nature from that period that have survived. They do give some insight into the financial underpinnings of EAOI. Open College/EAOI Files: For reasons I still do not completely understand, in early 1992, as it transitioned from being the UEA Open College or the East Asia Open Institute to AIOU, the administrators decided to keep around 6 rather large files relating to specific students. These are often very interesting and revealing, not least as to why those students had decided to do a UEA open degree in the first place. Very Early UEA Files: The architect’s files, early Council minutes, and Financial Files are extremely enlightening. But again, they are fragmentary and patchy, with significant materials missing, esp. in the Council Minutes and possibly the Financial Files. Books and Pamphlets: I have done my best to preserve interesting little caches of historic books, from the UEA Open College, the East Asia Open College, textbooks from the AIOU Chinese MBA programme (around 6 of the 22 in Chinese used for the MBA programme by 1999-2000 in pristine condition), teaching materials from the Canadian UBC Open 3 University and AIOU joint BBA programme, and what Professora Regina Paz, head of Portuguese Studies at AIOU mid-1990s to approximately 2010, left behind. I likewise attempted to preserve interesting pamphlets, brochures, journals issues, info on partner universities, info on Engineering Projects of interest to the Founders, etc. I believe there is one more relevant cache of historically interesting books, in a box in the Administrative Archives Room in the Academic Building. *Note: Materials Stored (as of January 2024) in the Royal Centre, City University of Macau From 1997 to 2015, the activities of first the Asia International Open University (Universidade Aberta Internacional da Asia) and then of the Open Institute of City University of Macau were based in the Royal Centre, where the AIOU’s operations moved in 1997. Around 230 boxes of records from this period and 200-250 large ring binder files are still currently stored there. Most of these seem to relate to the post-2010 period, but a substantial number are from the AIOU years. “These are old student transcripts and records in Chinese of the Open Institute and former AIOU from 1998 to round about 2015. These are records from the MBA program in Chinese, with agreements signed with some colleges in China. There is a collection of their final theses too.” The late Vice-Rector Chee Seong Chin of City University of Macau intended to digitize all these files.
