The parliament is often being considered as an unfamiliar ‘world’ to women due to men domination among its members. Despite gender difference, members of parliament (MPs) are expected to play three main roles; as representative, legislators and scrutinizers of government. Most researches focus on the roles of MPs without highlighting the influence of gender in perceiving the elected roles and available parliamentary infrastructure provided for them to fulfil those roles. Hence, this paper attempts to answer the following questions; How do women define their roles as elected MPs? Does the parliament provide them with necessary infrastructure to fulfil their roles? Employing qualitative secondary data collected by MP Watch: Eye on the Parliament Project, the findings reveal five roles as perceived by women MPs; as constituents’ representatives, in parliamentary duties, in constituency outreach, as proxy rulers/administrators and other roles. However, the parliament did not provide adequate infrastructure to them especially in terms of funding, research assistance, and administrative support. Keywords: women MPs, parliament, perception, elected roles, legislature
In the past two decades there has been increased international recognition of the role of specialised parliamentary bodies in promoting gender equality. Such bodies began to proliferate in the 1990s and data on them has been collected by the Inter-Parliamentary Union (IPU) since 2006. IPU data collection focuses on two main types: single portfolio or multiportfolio Standing Committees and women’s caucuses. Standing Committees may have a strongly institutionalised role in applying a gender lens to the legislative process, for example, the FEMM Committee of the European Parliament. By contrast, a cross-party women’s caucus such as those found in sub-Saharan Africa may be a much more informal body, specialising in providing support to members through mentoring, capacity-building and networking. A third type of specialised parliamentary body that can have a gender equality mandate is the all-party parliamentary group. Such groups require a minimum number of parliamentary members from ac...

Such groups require a minimum number of parliamentary members from across parties and need to be approved by a presiding officer or comparable parliamentary authority. The number of such bodies with a gender focus has also been increasing. This paper uses a comparative institutional approach to examine these different types of specialised bodies and their ability to perform functions including legislative scrutiny and providing a channel for community groups and gender experts to participate in the legislative process. It examines existing parliamentary bodies specialising in gender equality in terms of their structure, membership, mandate, working methods and relationships and draws attention to their relative absence in Australia.
Violence against women in politics
VIOLENCE AGAINST WOMEN IN POLITICS2020 •
Electoral integrity refers to elections based on the principles of universal suffrage and political equality. However, these principles are not adhered to by newer and older democracies across the world, with various barriers to equal and universal political participation. For a long time, women’s interests, voices and opinions were not represented. This started to change with the advent of women’s suffrage, affi rmative measures (such as quotas and reserved seats) and parity, measures needed for progress in constructing more egalitarian and truly democratic societies. Although women make up just over half of the world’s population, they often lack access to public offi ce. To highlight the extent of this problem, only 25% of the 35,127 global parliamentary constituency seats are held by women. In addition, 85 of the 153 countries covered by the 2020 Global Gender Gap report, have not had a female head of state, head of government or president at any time in the past 50 years. Despite almost unanimous recognition of women’s right to vote and affi rmative action, many societies still lack equal opportunities and outcomes regarding female participation in politics. Women face various electoral and political barriers including deciding to run for public offi ce, campaigning and holding public offi ce on equal terms with men, as well as holding political positions in spaces free of violence. Even with the increase of female participation in politics since women’s suffrage, this has, unfortunately, been met with an increase in gender-based violence. The aim of this paper is to make visible the various hindrances women face in their attempts to access political spaces and challenges faced once they have made it into public offi ce. Through extensive research and case study examples, this paper sheds light on the serious problem of violence against women in politics and, identifi es the dynamics and complexities women face when participating in the political sphere. These major findings draw attention to the extent of psychological, sexual and physical violence women face. Thus, the logical next step is to make concrete recommendations aimed at resolving this issue.
