The term ‘social care’ has come to be applied in England to a variety of policies and services for children and adults deemed, for a variety of reasons, in need of support and assistance. The field to which it is applied is widely recognised to be in crisis, as demand grows, funding lags and a poorly qualified, low-paid workforce shows increasing signs of strain. The article argues that a further dimension to the crisis is the very term ‘social care’. It has little substance and is of limited value in addressing the practice involved in working with children, young people and adults, while its continued use has encouraged a simplified and commodified understanding of what this work entails. The article introduces an alternative concept – social pedagogy – long established and well developed in continental Europe, which, it is argued, could provide a more substantial basis for everyday practice, and a strong foundation for future policy, including reforming the workforce. The aim of the paper is to understand how social pedagogy could be integrated within the professional social care field in the UK. It looks at social pedagogy relationship with social work through the unique experience that social pedagogues from different parts of Europe[1] had during the Head, Heart, Hands programme (HHH)[2], led by The Fostering Network. The programme aimed to demonstrate how introducing social pedagogy into foster care could have a positive impact on British fostering services. An evaluation of the Sycamore services social pedagogy training programme.

This report provides an introduction to social pedagogy as it is understood in the UK. It is based on the evaluation of a social pedagogy training programme, provided to a group of residential workers at Sycamore services, in Scotland, UK. The staff group reported that the social pedagogy was very relevant and useful to their child care task. Many found that it gave a theoretical framework to their practice - it named what they had been doing already and encouraged a more reflective approach.
Robyn is a UK-qualified social worker who has a deeply held passion for, and some 30 years of experience working with disenfranchised and/or vulnerable people and children and young people in care. She has a strong interest in social pedagogy and residential childcare both operationally and strategically. Since 1995, she has been in a variety of management positions and has developed and delivered training, conferences, workshops and consultancy on children's social work and social care for the statutory, voluntary and independent sectors. Her work has aimed at improving both the experiences and outcomes for children and young people in or on the edge of care and raising the profile of those affected by, and working within, the social work and social care sectors.

Social Pedagogy in the UK: Gaining a firm foothold?2013 •
The paper asks why, unlike much of Europe, the UK has not adopted social pedagogy. It looks at the meanings of social pedagogy, including the importance of both ‘social’ and ‘pedagogy’ in understanding the term and argues that social pedagogy policy, practice and theory are interlinked and develop out of specific national contexts. There is an account of the fairly new UK interest in the subject, including some interest from government. The paper argues that this interest springs largely from concerns about the welfare of disadvantaged children, especially those that are in care, and an aspiration to improve the practice of people who work with them. There has been much less interest in social pedagogic theory. The paper concludes that unless theory, grounded in a UK context, is given equal prominence to practice, together with education and qualifications in the subject, social pedagogy will not achieve a firm footing in the UK.

This report provides an introduction to the approach to child care known as social pedagogy and an evaluation of a social pedagogy training programme delivered to a group of child care staff employed in Sycamore Services. It is a 1st stage evaluation which gathers information from participants during the training programme and over the first few months following the training. This was a pilot programme and the Sycamore Services management have decided that the programme will be run again, and will eventually be offered to all staff. A further evaluation will be carried out in order to identify benefit and impact one year on from the end of the pilot.
