Supply Chain Risk Management Strategy , 2021
Strategy form and Content. Solar Winds dramatically demonstrated the critical need for excellent and extensive Supply Chain Risk Management (SCRM) identification, prediction, prevention, detection, response and recovery implemented strategies. SCRM attacks are nothing new but are now quantumly increasing. Organizations must prepare to defend against this onslaught.
The Cyber Community has published numerous Supply Chain Risk Management infographics, white papers, and possible solution papers. INFOSECFORCE certainly applauds all these efforts. The possible difference between many of these publications and this SCRM Strategy Outline is that this SCRM outline provides a possible battle plan for implementing an SCRM program. Strategies expand and shrink but we can attest we used this outline to build a 76 page SCRM battle plan for a major government agency.
We based this document on the NIST Supply Chain Risk Management Special Publication 800-161, the embedded CISA ICT Response to Executive Order 13873 and the embedded GAO SCRM report. We used the embedded DoD Defense Acquisition University (DAU) outline for building Cyber Security Strategies as a document framework and resource.

Battang and West Battang sub-districts are buffer areas for Palopo City with protected forest areas, biodiversity, and drinking water sources for the people of Palopo City. They are also a link between Palopo City and Toraja Land. This potential requires special attention because landslides often occur and are affected by flooding in urban areas. The occurrence of landslides is influenced by several factors, one of which is the conversion of forest land and the physical condition of the soil. This study aimed to determine the soil's physical characteristics at several landslide points in Battang and West Battang Villages, Palopo City. The method used is a field survey to take disturbed and undisturbed soil samples and then analyze soil characteristics such as soil texture, permeability, porosity and organic matter in the laboratory. Volume change in expansive soils occurs due to changes in the soil water system that change the stress equilibrium of the soil. Consequently, when determining the Soil Water Retention Curve (SWRC) of an expansive soil, it is important to consider the volume change that occurs as the suction, and hence water content, changes during the test. Experiments using the Fredlund SWCC device and the filter paper method were conducted to take into account the effect of the volume changes on the soil water retention relationship of expansive soils. Claystone samples of the Denver and Pierre Shale Formations obtained near Denver, Colorado, USA were used in the study. A moist tamping system was used to obtain "identical" soil specimens. The observed experimental data were used to evaluate the previously published mathematical equations of SWRC. It is shown that the Fredlund and Xing equation is in the best agreement with the experimental data among the equations. In addition, a bilinear form was used to express the SWRC for the expansive soils. It is concluded that the bilinear form of the SWRC gives the best fit to the measured experimental data.
