Although Islam in Europe is not a new phenomenon, Muslims in Germany are still quite remarkable to study. The dynamic of Muslims both internally and externally is the most interesting thing. Internally, Muslims in Germany who are coming from many different ethnics and races in Asia and Africa is a such a big challenge for Muslims to unite and integrate. Externally, Islam which is historically not a “homegrown” religion in Europe is facing such a big challenge to adjust to such a “new” circumstances. Judeo-Christian has long been the cultural tradition of Germans and Europeans in general. The influx of a number of Muslims from some conflict areas in the Middle East and Africa recently adds another notable phenomenon. This article is trying to portray the development of Islam and Muslims in Germany and the way how they mingle with German counterparts along with the growing of islamophobia in the country. Krisis pengungsi merupakan permasalahan serius yang terus diperdebatkan dalam politik Eropa. Meningkatnya jumlah pengungsi yang masuk ke Eropa sejak tahun 2015 tersebut dikhawatirkan dapat menimbulkan ancaman terhadap aspek-aspek kehidupan masyarakat. Salah satu negara yang menerima jumlah pengungsi terbanyak adalah Jerman. Namun, di awal terjadi krisis pengungsi, Pemerintah Jerman tidak menganggap pengungsi sebagai ancaman, melainkan sebagai korban dari penindasan yang dialami di negara asalnya. Penolakan terhadap masuknya pengungsi ke Jerman justru datang dari partai sayap kanan di Jerman, yaitu Partai Alternative fur Deutschland (AfD). Berbeda dengan Pemerintah Jerman, Partai AfD berpendapat bahwa pengungsi merupakan ancaman terhadap masyarakat Jerman. By using the constructivist’s view of the “steering”, this paper tries to elaborate patterns of disciplinary regime imposed by international development institutions toward post-colonial states. Islamophobic and Antisemitism have nowadays become trending topics in Germany. The rise of muslims population in Germany during migration crisis that cause pro and contra in the society can be the main cause of the Islamophobic in the country lead by Angela Merkel. Sejak awal era 2000an, Muhammadiyah telah berkembang di luar negeri ditandai dengan berdirinya cabang istimewa Muhammadiyah pertama kali di Mesir pada tahun 2002. Sejak saat itu, cabang istimewa Muhammadiyah berdiri di berbadai negara. Saat ini setidaknya ada 22 cabang istimewa. Di Timur Tengah, cabang istimewa ada di Mesir, Maroko, Tunisia, Sudan, Libya, dan Saudi Arabia. Di Asia, cabang istimewa dapat dijumpai di Malaysia, Taiwan, Tiongkok, Jepang, Korea Selatan, India, Pakistan, Iran, dan Turki. Di daratan Eropa ada di Jerman, Inggris, Belanda, dan Perancis. Selain itu, cabang istimewa berkembang juga di Rusia, Amerika, dan Australia. Disebut sebagai “cabang istimewa”, karena kedudukannya di luar negeri di bawah binaan langsung PP Muhammadiyah dengan luas area dakwah tidak ditentukan, bisa berbasis negara, kota, atau kawasan tertentu di sebuah negara.
