"Ulubatlı Hasan’ın varlığını ve Romanos/Topkapı burcuna çıktığını kanıtlayan çağdaş materyallere zaman ilerledikçe daha da yenileri eklenmekte olup, araştırılmaya devâm ettikçe bundan sonra daha da yenilerinin ekleneceği şüphesizdir. Sancaktar Ulubatlı Baba Hasan’ın son hücum esnâsında, sekbanlarıyla şehrin en büyük kara burcuna tırmanıp ilk Türk sancağını diktiği aşama, yalnız isimlerini saydığımız çağdaş Grek, Latin ve Osmanlı müverrihleri değil; yine kuşatmada hazır bulunan ve o âna bizzat şâhid olan, şehir düşmek üzereyken bir Burgonya gemisine kaçıp canını güçlükle kurtaran ünlü Floransalı tüccar Jacopo Tedaldi tarafından da açıkça gözlemlenip kayda geçirilmiştir. Ünlü Fransız târihçi Jean Jacques Cartier’ın (1428-1488) asrın Fransa kralı VII. Charles’a (1403-1461) sunduğu La Cronicque du temps de tres chrestien roy Charles septisme de ce nom roy de France adlı çağdaş kronikte, Jacopo Tedaldi’nin not ve izlenimlerini içeren orijinal anlatısının diğer nüshalardakinden daha geniş bir şekilde yer aldığı görülür. Bu nüshada Tedaldi’nin izlenimlerinin aktarıldığı metnin ilk varağının arka yüzünün baş tarafına, asrın ünlü Flaman ressamı Philippe de Mazerolles (1420-1479) tarafından çizilen kuşatmanın son anlarının renkli minyatüründe, Ulubatlı Hasan Ağa’nın San Romano/Topkapı burcuna tırmanış ânı Jacopo Tedaldi’nin ve onun gibi çağdaş bir başka göz tanığının anlatılarına dayanılarak, -başta Sfrancis olmak üzere- yukarıdaki tüm görgü şâhidlerinin gözlem ve tasvirlerine bire-bir uygun bir içerikte resmedilmiştir. Minyatürde San Romano burcuna tırmanan Ulubatlı Hasan Ağa’nın, zamâne ‘tahrifçi’lerinin öne sürdüğü gibi genç, yirmili yaşlarda bir delikanlı değil, çağdaş kaynaklara dayanan yeni tespitlerimize paralel şekilde; orta yaşın çok üzerinde, uzun sakallı, üzerinde çelik zırh, dışında mavi dış elbise, belinde takılı kırmızı bir kalkan ve kabzası dış elbisenin altından fark edilen bir kılıç, ayaklarında uzun kahverengi bir çizme ve başında çelik miğfer üstüne sarılmış olan; yalnız Yeniçeri ağası, Sekbanbaşı, Sancak beyi ya da ‘Alemdâr’ların giydiği, ümerâya has kallâvî ‘Dardağanlı Yeniçeri başlığı’ bulunan yüksek rütbeli bir kumandan olarak resmedilmiş olması kayda değerdir.”

This article is part of the strand of research on evaluating the effectiveness of public funds in stimulating the growth of research and development activities in the private sector. The research focus is on the SME Instrument, in its original version born within Horizon 2020, and in particular Phase 2 of the instrument. The research question, therefore, is "Has the second phase of the SME Instrument had a positive impact on the Italian SMEs that have joined it? If yes, to what extent?" The evaluation will be based on quantitative data inherent in the innovation (and non-innovation) performance of individual firms. At the conclusion of the analysis, it can be concluded that the second phase of the SME Instrument did not produce significant additional effects on the performance of firms, approximated by the ratio of total sales to total assets. The only exception is for those enterprises aged between 6 and 15 years, for which there is a partially significant increase in the sales/assets ratio after receiving funding. Given the research results and given that public and private management share a common interest in making their investments effective and efficient by seeing a return on them, the implications for policymakers are twofold: personalization of policy and promotion of an integrated innovation model, both of which imply a rethinking of the instrument. However, like any research, the results obtained are never an end-point, but the starting point for new reflections from which to develop further research.

This note examines the development of Islamic banking in Türkiye over the past two decades and assesses the challenges it encounters in achieving a significant market share. While Islamic banking initiatives trace back to the 1940s, formalisation took place in the 1950s, introducing alternative methods within the framework of Islamic economic thought. Despite rapid developments, conventional banking systems prevailed. This prompted Islamic thinkers to propose interest-free finance as an alternative, leading to the institutionalisation of Islamic banking. However, concerns persist regarding the religious legitimacy of Islamic banking practices, contributing to scepticism among the public, particularly those with high religious sensitivity. The note explores negative criticisms from academics, emphasising fundamental flaws in the Islamic finance sector and the deviation of interest-free banks from their original purpose. Jurisprudential issues, such as literal interpretations in Islamic legal opinions (fatwās) and reliance mostly on concepts like necessity (al-ḍarūrah), permission (al-rukhṣah), public interest (al-maṣlaḥah), and the objectives of Islamic law (maqāṣid al-shari’a) further increase the scepticism. Additionally, the public perceives similarities between participation banks and conventional banks, raising questions about profit-sharing and interest rates. Addressing these challenges, the note proposes solutions to correct public perception, emphasising clear explanations of differences between the two banking systems, acknowledgment of legal measures, examination of historical Islamic practices, and interactive training programs for religiously conservative individuals. In conclusion, despite the legal regulations and state policies promoting participation banking in Türkiye, tangible results remain elusive. The note underscores the need to address jurisprudential and economic concerns to foster public interest and expand the market share of Islamic banks.
