KETTLE, THE CO-FUNCTIONAL SITUATION OF GOVERNMENT: GOVERNANCE ABSTRACT: There is no doubt that the world is changing very quickly in the twenty-first century. In parallel with the changing world, the needs are changing also. As we all know, the change is not static on the contrary it is active. If something is active, you have to effort to catch it. There is the same situation in terms of states. States must change their way of management in terms of contemporary requirements. Then they can do it with the help of new approaches in public administration such as "governance". The purpose of this study is to make the governance more understandable in terms of the current requirements. A brief history of the development and transformation of the public administration discipline is included in this study. The provided networks of the government between the governing and governed segments of the society will be evaluated also. Donald F. Kettle argues that there must be a continuous change in the public administrations of the democratic states. KETTL explains administration and governance in terms of paradoxes, traditions, and dilemmas. And that makes his point of view is precious.
