Donnald F. Kettle'ın Gözünden Değişen Dünyada Yönetimin "İşteş" Hali: Yönetişim

ÖZET: Hiç şüphesiz ki dünya günümüzde çok hızlı bir şekilde değişmektedir. Dünyanın bu değişimi ihtiyaçlarda da değişimi beraberinde getirmektedir. Bilindiği üzere değişim sabit değil aktif bir unsurdur. Eğer bir şey aktif ise ona ulaşabilmek için efor sarfetmemiz gerekir. Günümüzde devletler de yönetim şekillerini güncel ihtiyaçlar doğrultusunda değiştirmelidirler. Bu değişim "yönetişim" anlayışı gibi kamu yönetimindeki yeni yaklaşımlar sayesinde gerçekleşebilir. Bu çalışmada kamu yönetimi disiplininin tarihi gelişimi içerisindeki değişik yaklaşımlarını belirterek, günümüzün güncel yaklaşımlarından biri olan yönetişimin anlaşılması hedeflenmektedir. Yönetişimin hangi etkenler sonucu oluştuğu ve yönetilen ve yöneten arasında ne tür bir ilişki ağı sağladığı ve günümüz yönetimlerine ne tür imkanlar sağlayabileceğinin altı çizilmektedir. Yönetişim alanında en saygın otaritelerden biri olarak kabul edilen Donnald F. Kettle'ın "demokratik devletlerin idaresinde devam edegelen bir değişim olması gerektiği" savının günümüz yönetim alanında nasıl bir yere sahip olduğunu belirtmek de yine bu çalışmanın temel vurgularından birini teşkil etmektedir. Kettle'ı özel kılan onun yönetişimi ve yönetimi paradokslar, gelenekler ve ikilemler açısından ele almasıdır. ABSTRACT: There is no doubt that the world is changing very quickly in the twenty-first century. In parallel with the changing world, the needs are changing also. As we all know, the change is not static on the contrary it is active. If something is active, you have to effort to catch it. There is the same situation in terms of states. States must change their way of management in terms of contemporary requirements. Then they can do it with the help of new approaches in public administration such as "governance". The purpose of this study is to make the governance more understandable in terms of the current requirements. A brief history of the development and transformation of the public administration discipline is included in this study. The provided networks of the government between the governing and governed segments of the society will be evaluated also. Donald F. Kettle argues that there must be a continuous change in the public administrations of the democratic states. KETTL explains administration and governance in terms of paradoxes, traditions, and dilemmas. And that makes his point of view is precious....Read more
