Bu çalışma, 15. ve 16. yüzyıllarda Bolu sancağına atanan sancakbeylerine odaklanmıştır. 1460-1596 tarihleri arasında Bolu'ya tayin edilen sancakbeylerinin kimlikleri, tespit edilebildiği kadarıyla atanma tarihleri, gelirleri ile görevden ayrılış tarihleri verilmiştir. Anadolu Beylerbeyliği altında klasik biçimde teşkilatlandırılmış Bolu'nun idarecileri arasında İsfendiyaroğlu (Candaroğlu) Beyliği hânedanına mensup kişiler bulunmaktadır. Sancakta görev yapmış sancakbeyleri içerisinde en uzun süreli görev yapan kimseler bu aileye mensuplardır. İncelenen 136 yıllık sürecin 63 yılında hâkimiyet kuran bu aile, siyâsî varlıkları sona erse bile Osmanlı hâkimiyeti altında ve Osmanlı sultanlarının hizmetinde eski sahip oldukları coğrafyada hüküm sürmeye devam etmişlerdir. 15. yüzyılda İsmail Bey'in oğlu Hasan Bey 1 yıl, Kızıl Ahmed Bey 18 yıl, oğlu Mirza Mehmed Bey 12 yıl olmak üzere toplamda 31 yıl yönetimde kalmışlardır. 16. yüzyılda ise aynı aileden 5 kişi toplamda 32 yıl Bolu sancakbeyi olarak hizmet etmişlerdir. Osmanlı hânedanından iki kişi burada sancakbeyliği görevinde bulunduğundan dolayı Bolu, ikinci derece şehzâde sancağı statüsündedir. Araştırmada Osmanlı Arşivi, Atatürk Kitaplığı Muallim Cevdet Yazmaları ve Vakıf Kayıtlar Arşivi'nden belgeler kullanılmıştır.
Abstract
This study focused on the sancakbeys who appointed to the Bolu sanjak in the 15th and 16th centuries. The identities of the sanjakbeys ruling Bolu between 1460-1596, their appointment dates, their incomes and dates of departure from duty as far as can be determined are given. There are people from the İsfendiyaroğlu Principality dynasty among the administrators of Bolu, which was classically organized under the Anatolian Beylerbeylik. Among the sancakbeys, the people served the longest in Bolu are members of this family. This family, which became the ruler in 63 years of the 136-year process in Bolu, continued to rule in the
region under the Ottoman domination and in the service of the Ottoman Sultans, even if the political existence of their principality ended. During the 15th century, Bolu had ruled by Isfendiyarids for totally 31 years including Hasan Bey, son of İsmail Bey 1 year, Kizil Ahmed Bey 18 years, and his son Mirza Mehmed Bey 12 years. In the 16th century, 5 people from the same family served as the sancakbeyi of Bolu for a total of 32 years. Since two people from the Ottoman dynasty served as sanjakbeyi here, so Bolu became a second degree prince sanjak. In the research, documents from the Ottoman Archive, Atatürk Library Muallim Cevdet Manuscripts and Foundation Records Archive were used.

ÖZET
İsfendiyar oğlu Kasım Bey’in (867/1462) (1463 değil) tarihli beratı (muâfiyet beratı veya temliknâme) göz önüne alındığında, inşâ divanlarının oldukça gelişmiş olduğunu görüyoruz. Candaroğulları Beyliği’nden günümüze ulaşan en önemli vesikalardan birisi olan bu belge, gerek yazı gerekse üslûb açısından çağdaş Osmanlı beratlarıyla ortak özellikler göstermektedir. Hatta; yazı stili ve diplomatic rükünler açısından Osmanlı beratlarına oranla daha mükemmel bir yapıdadır. Bu durum; sözkonusu dönemde Candaroğulları’nın mükemmel bir divan teşkilatı (kançılarya) ve küttap sınıfına sahip olduklarının da açık bir delilidir.
Daha önce; Uzunçarşılı’ nın bir makalesinde ele aldığı bu vesikayı; bir vakfiye olarak değil de, bir berat veya özel bir berat çeşidi olan temlikname olarak değerlendirmek gerekir. Belgenin taşıdığı diplomatika özellikleri (Rükn) de beratların rükün ve şartlarını taşımaktadır.
Candaroğulları gerek divan teşkilatı gerekse küttap sınıfı, ilm-i inşa (diplomatika) ile Osmanlı’yı ciddi oranda etkilemiştir.
Candaroğulları (İsfendiyaroğulları); Anadolu Selçuklu Devleti'nin yıkılışından sonra Kastamonu ve çevresinde kurulan bir Türk beyliğidir. İki ayrı bölgede hüküm sürmüşlerdir. Birincisi: Kastomu-Sinop Bölümü muhtemelen 1461 (kesin değil) civarında Fatih Sultan Mehmet döneminde Osmanlıya bağlanıp ortadan kaldırılıyor. Şahsi kanaatime göre; II.Mehmet; özellikle aşağıdaki iki nedenden dolayı onların Kasım Bey’e verdiği özel statü nedeniyle bir müddet daha devam etmelerine fırsat veriyor. Onların devlet teşkilatı ve birikiminden faydalanıyor.
Bilinenlerin aksine; Candaroğlu Beyliği’nin 1460 veya 1461 değil, İsfendiyaroğlu Kasım Bey’in idaresinde ölüm tarihi olan 1464 yılına kadar, en azından özel bir satatü ile devam ettiğini kabül etmek gerekir. ABSTRACT
Considering the acquittal of the son of Isfendiyar Kasım Bey (867/1462) (not 1463) (exemption statement or temliknâme), we see that the building divisions are quite developed. This document, which is one of the most important documents that have survived from the Principality of Candaroğulları, has common features with modern Ottoman berat in terms of both writing and style. Even; In terms of writing style and diplomatic roducts, it has a more perfect structure than Ottoman certificates. This situation; It is also clear evidence that the Candaroğulları had an excellent divan organization (kancılarya) and a library.
Earlier; This document, which Uzunçarşılı discussed in an article; it should be evaluated not as a charter, but as a certificate or a letter of signature, a special form of license. The diplomatic features (Rükn) of the document alo bear the terms and conditions of the certificates (Berat)
Candaroğulları had greatly influenced the Ottoman with its divan organization and the library class, the scientific construction (diplomatica). Candaroğulları (Isfendiyaroğulları); It is a Turkish principality founded in Kastamonu and its surroundings after the collapse of the Anatolian Seljuk State. They ruled in two separate regions. First: Kastomu-Sinop Department is probably connected to the Ottoman Empire in the period of Fatih Sultan Mehmet around 1461 (not certain). Second region: Çankırı-Kalecik-Tosya Department, still under the administration of Kasım Bey, continues after 1461. The judgment of Kasım Bey continues until 1464. Our property or certificate is also dated September-October 1462. It supports this information. As in other Anatolian lords, Candaroğulları lords' muharrernamas, letters or lice in the meaning of berat were accepted as a legal document during the Ottoman period. Some sources; He never talks about Kasım Bey. The reason for this may be that some historians only accept the Kastamonu-Sinop part of the principality. In my personal opinion; ıı.mehmet; It gives them the opportunity to continue for a while due to the special status they give to Kasım Bey, especially for the following two reasons. It benefits from their state agency and knowledge.
Contrary to what is known; It is necessary to accept that the Candaroğlu Principality continued with a special satat until 1464, the date of death under the administration of İsfendiyaroğlu Kasım Bey, not 1460 or 1461. Our estates and foundations support this view. Kasım Bey still used the title of bey until that date.
