Cadres

Participation in the ideological and political training of the communist party was one of the fundamental duties for its members and individual organizations. Its primary goal was to maintain the proper ideological level of members, create a scheme for promotion in the party’s hierarchy and indirectly, to gradually increase the party’s influence on society. A training system was permanent, applicable to everyone and perpetual in order to shape and consolidate a uniform communist mentality, along with faithfulness and dedication to the organization. It was not only a way to improve the qualifications necessary for party and bureaucratic work, but above all to maintain party activists in constant ideological readiness. The forms of communist training, which were conducted in voivodeship party structures in Poland in 1975-1990, such as candidates’s training, mass training, activists’ training along with the Evening Univeristy of Marxism-Leninism, circle training, lecturers’ training, prove that the communist party attached great significance to this aspect at that time.
Uczestnictwo w systemie kształcenia ideologiczno-politycznego partii komunistycznej stano-wiło jeden z podstawowych obowiązków członków i poszczególnych organizacji partyjnych. Ich celem było utrzymanie odpowiedniego poziomu ideowego członków, stworzenie schema-tu awansowania w hierarchii partyjnej, a pośrednio stopniowe zwiększanie oddziaływania par-tii na społeczeństwo. System szkoleniowy był permanentny, obowiązywał wszystkich i miał trwać stale, aby ukształtować oraz utrwalać jednolitą mentalność partyjną, a przy tym wier-ność i oddanie organizacji. Stanowił nie tylko sposób na ciągłe podnoszenie kwalifikacji do pracy partyjnej i technicznej, ale nade wszystko utrzymania aktywu partyjnego w ciągłej go-towości ideologicznej. Takie formy kształcenia partyjnego prowadzone w ramach wojewódz-kich organizacji partyjnych w Polsce w latach 1975-1990, jak szkolenia kandydatów, szkole-nia masowe, szkolenia aktywu, wraz z Wieczorowym Uniwersytetem Marksizmu-Leninizmu, szkolenia środowiskowe, wreszcie lektorat, świadczą, że była to sfera, do której partia komu-nistyczna przywiązywała w tym okresie ogromną wagę. Przykładowym obszarem badawczym jest wojewódzka organizacja partyjna funkcjonująca na terenie województwa bialskopodla-skiego.

Instrument de transmission de valeurs, de savoir-faire, voire de savoir-être, la formation permet d’éclairer l’engagement syndical et la socialisation militante. Elle révèle également, en tant qu’outil de légitimation, les « effets de rhétorique » des syndicats, ainsi que le décalage entre les discours confédéraux et les pratiques. L’étude des stages proposés par la CFE-CGC montre les spécificités, l’activité et l’identité de cette organisation dans le paysage syndical français. De nature essentiellement pragmatique, les formations observées nous semblent constituer davantage un lieu de transmission de « savoir-faire » que d’acculturation militante. Face aux défis du renouvellement syndical et de la réforme de la représentativité, la CFE-CGC est confrontée à d’importants enjeux organisationnels de développement. La professionnalisation, l’essor d’un syndicalisme d’adhérents et l’émergence de la figure du manager attestent à la fois d’évolutions affectant l’ensemble de l’espace syndical et de la singularité d’un engagement ayant l’entreprise comme espace de référence

While the Three-Anti movement has been investigated from a top-down perspective, less attention has been devoted to local implications or how the excesses of the campaign were addressed by the Party over a longer duration. This paper shows how the Three-Anti movement meshed with propaganda of the Marriage Law and Judicial Reform Movements resulting in reconstruct the cadre system in grassroots. It reveals that the result of those campaigns is not only cleaning out the Nationalist old personnel (jiu renyuan), but also replacing the North cadres by local cadres to reinforce the local leadership. Based on J County People’s Court archives, this research examines anti-corruption movements at the grassroots, arguing that the CCP’s practise of justice was connected closely to emerging norms over gender, marriage, and violence.

In the Three-Anti movement and Marriage Law propaganda in 1952, the local judges in J county documented that more than 16 women were tortured to death and 64 cases were recorded of rape and adultery from January to August. They targeted local cadres, especially village cadres, that their illegal marriages, adulterous behaviour, violence against women raised the number of sexual violence cases. However, in the following Judicial Reform movement from September to December 1952, the very local judges who had prosecuted the first round of the Three-Anti movement became the new targets. Meanwhile, the cadres from North China directed those rectification movements and established the leadership of county government from 1949 to 1952. In March 1953, the central party launched another round of rectification, known as the “New Three-Anti.” The targets in the previous movement-- local cadres-- replaced the cadres from North China, dominating the leadership until the Cultural Revolution.

Over the last decade, the concept of passive revolution has been central in the Neo-Gramscian academic production. However, the role of the state in this type of political junctures has not received enough attention, neither in relation to the embedded class struggles nor on the impact these have had in the processes of 'conservation-innovation' that, according to Gramsci, are featured in passive revolutions. This article aims to contribute to such literature gap by bringing forth theoretical insights from Nicos Poulantzas and Kees Van der Pijl regarding 'state autonomy' and using them for the analysis of a recent political process, which several scholars label as a passive revolution: Rafael Correa's government in Ecuador (2007-2017). The article suggests that the latter should be understood as a case of Caesarism, and more specifically, a political intervention of Ecuador's cadres, aimed to break a 'catastrophic equilibrium' in the confrontation between the country's power block and its contending anti-neoliberal coalition.

La categoría de los “cuadros” (cadres) plantea un problema particular a la sociología: el de su existencia misma. Frente
a las concepciones sustancialistas y naturalistas de los grupos sociales, que centran sus análisis en los criterios “objetivos”
de delimitación de los grupos y en sus determinaciones externas, el texto analiza la formación de los “cuadros” a
partir del trabajo social de definición y delimitación que contribuyó, objetivándolo, a hacerlo existir como algo evidente.
Para ello, estudia la coyuntura histórica en la que el grupo se constituyó. La categoría aparece en los años 30 en Francia,
en el seno de las luchas sociales y políticas que acompañan a la reconversión de la burguesía y la pequeña burguesía
tradicionales (como “clases medias” o “Tercer Partido”). Pero no será hasta después de la Segunda Guerra
Mundial cuando alcance un reconocimiento oficial, se enraíce en las instituciones, tome conciencia de su propia existencia
y se realice plenamente.

Face à un malaise croissant qui se traduit par une hausse de l'absentéisme, voire des suicides, la majorité des cadres n a pas d autre choix que... de souffrir en silence.
Le thème de la souffrance au travail a été popularisé ces dernières années. Or très peu d'enquêtes ont été réalisées sur la population des cadres parce que leur malaise est peu visible. Il n en est pas moins profond.
Les médias se font parfois l'écho de cadres qui se révoltent... mais ce sont les exceptions qui confirment la règle ! L'immense majorité des cadres « souffre en silence ».
