This 300-page two-year study includes findings from interviews with state officials, state staff and stakeholders, data obtained from the state and other sources as well as reviews of statutes, regulations and previous reports. The report describes and analyzes long-term care programs in California and makes suggestions for their revision. The cost effectiveness of home and community-based care versus nursing homes is discussed. Appendix A contains a nine-page bibliography of previous reports on California.
