About the publication This is the second volume of the Report of judgments, orders and advisory opinions of the African Court on Human and Peoples’ Rights. This volume covers decisions from 2017 to 2018.
The volume includes all the Judgments, including Separate and Dissenting Opinions, Advisory Opinions, Rulings, Decisions, Procedural Orders and Orders for Provisional Measures adopted by the Court during the period under review. Each case has a headnote setting out a brief summary of the case followed by keywords indicating the paragraphs of the case in which the Court discusses the issue.
A subject index at the start of the reports indicates which cases discuss a particular issue.
This index is divided into sections on general principles and procedure, and substantive issues.

Our thesis is that computing with words needs to account for the uncertainties associated with the meanings of words, and that these uncertainties require using type-2 fuzzy sets. Doing this leads to a proposed architecture for making judgments by means of computing with words, i.e., to a perceptual computer—the Per-C. The Per-C includes an encoder, a type-2 rulebased fuzzy logic system, and a decoder. It lets all human-computer interactions be performed using words. In this paper, a quantitative language is established for the Per-C, and many open issues about the perceptual computer are described.

National priority of the developing country for rapid economic development and reducing growing unemployment problems may be encouraging entrepreneurship developments and entrepreneurial characteristics to the younger people. Either through University education or through different government’s policy it should be ensured that the investment friendly environment as well as youth’s energy should be divert in entrepreneurial way to creating opportunity for self-economical development of the people. Scholars as well as academician’s attention also should be concentrates on the matter. Thus the article focuses to fill that gap of national priority of developing nation like Nepal.
