“Neutrosophic Sets and Systems” has been created for publications
on advanced studies in neutrosophy, neutrosophic set,
neutrosophic logic, neutrosophic probability, neutrosophic statistics
that started in 1995 and their applications in any field, such
as the neutrosophic structures developed in algebra, geometry,
topology, etc. The submitted papers should be professional, in good English, containing a brief review of a problem and obtained results. Neutrosophy is a new branch of philosophy that studies the origin, nature, and scope of neutralities

results. Neutrosophy is a new branch of philosophy that studies the origin, nature, and scope of neutralities, as well as their
interactions with different ideational spectra. This theory considers every notion or idea <A> together with
its opposite or negation <antiA> and with their spectrum of
neutralities <neutA> in between them (i.e. notions or ideas
supporting neither <A> nor <antiA>). The <neutA> and <antiA>
ideas together are referred to as <nonA>.
Neutrosophy is a generalization of Hegel's dialectics (the last one
is based on <A> and <antiA> only). According to this theory every idea <A> tends to be neutralized and balanced by <antiA> and <nonA> ideas - as a state of equilibrium. In a classical way <A>, <neutA>, <antiA> are disjoint two by two. But, since in many cases the borders between notions are vague, imprecise, Sorites, it is possible that <A>, <neutA>, <antiA> (and <nonA> of course) have common parts two by two, or even all three of them as well. Neutrosophic Set and Neutrosophic Logic are generalizations of the fuzzy set and respectively fuzzy logic (especially of intuitionistic fuzzy set and respectively intuitionistic fuzzy logic).

In this paper, we first introduced the concept of possibility single valued neutrosophic soft expert sets (PSVNSESs for short) which is a generalization of single valued neutrosophic soft expert sets (SVNSESs for short), possibility fuzzy soft expert sets (PFSESs) and possibility intuitionistic fuzzy soft expert sets (PIFSESs). We also define its basic operations, namely complement, union, intersection, AND and OR, and study some of their properties. Finally, an approach for solving MCDM problems is explored by applying the possibility single valued neutrosophic soft expert sets, and an example is provided to illustrate the application of the proposed method Keywords-Single valued neutrosophic sets, soft expert sets, possibility single valued neutrosophic soft expert sets, decision making.

The fundamental concepts of neutrosophic set, introduced by Smarandache in  [9, 10] and Salama et al. in [4,  6, 7, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18]. In this paper we introduce and study new types of neutrosophic concepts " , normal neutrosophic set, convex neutrosophic set". Added to we will begin with a definition of neutrosophic relation and then define the various operations and will study its main properties.  Some types of neutrosophic relations and neutrosophic database are gevine.  Finaly we introduce and study  neutrosophic database (NDB for short). Some neutrosophic queries are gevine to a neutrosophic database .

In this paper we prove that Neutrosophic Set (NS) is an extension of Intuitionistic Fuzzy Set (IFS) no matter if the sum of single-valued neutrosophic components is < 1, or > 1, or = 1. For the case when the sum of components is 1 (as in IFS), after applying the neutrosophic aggregation operators one gets a different result from that of applying the intuitionistic fuzzy operators, since the intuitionistic fuzzy operators ignore the indeterminacy, while the neutrosophic aggregation operators take into consideration the indeterminacy at the same level as truth-membership and falsehood-nonmembership are taken. NS is also more flexible and effective because it handles, besides independent components, also partially independent and partially dependent components, while IFS cannot deal with these.

The purpose of this paper is to introduce new types of neutrosophic crisp sets with three types 1, 2, 3. After given the fundamental definitions and operations, we obtain several properties, and discussed the relationship between neutrosophic crisp sets and others. Also, we introduce and study the neutrosophic crisp point and neutrosophic crisp relations. Possible applications to database are touched upon.

Conducting effective eLearning in the age of Social Networks is a big challenge. Education is
currently conducted in highly controlled way. E-learning has emerged as an answer to provide
freedom for learners in the way that face-to-face learning cannot deliver. Despite many
advantages of e-learning, it does not provide the best learning experience due to many shortages,
limitations, and challenges. The best learning experience might be available by combining inclass
and online learning. One more feature that e-learning lacks is peers interaction. Peers
interaction has been facilitated through social networks. Utilizing social networks in e-Learning
has changed the way students percieves learning. Neutrosophy has been introduced by
Smarandache as a new branch of philosophy. Thepurpose of this paper is to present a proposed
Social Learning Management System that integrates social activites in e-Learning, and utilize a
new set theory called the neutrosophic set to analyze social networks data conducted through
learning activities.Results shows that recommendations can be enhanced through utilizing
proposed system.
