เครือข่ายองค์กรลูกเสือและกาชาดไทยเป็นพื้นที่สำคัญหนึ่งที่มีพัฒนาการและการปรับตัวอย่างมีพลวัตอันแนบแน่นกับสังคมการเมืองไทย จากพื้นที่นอกโรงเรียนสู่การกลายเป็นส่วนหนึ่งของหลักสูตรโดยมีรากฐานสำคัญอยู่ที่การผลิตซ้ำอุดมการณ์อนุรักษนิยมที่เติบโตอย่างเฟื่องฟูในทศวรรษ 2500 เป็นต้นมา กิจการดังกล่าวเกิดขึ้นพร้อมไปกับการก่อตัวของพลังทางการเมืองของการอ้างอิงศีลธรรมและความดีเชิงพุทธศาสนา และยังสร้างสะพานเชื่อมต่อเนื่องไปยังกิจการลูกเสือที่เคยรุ่งเรืองในสมัยสมบูรณาญาสิทธิราชย์ สมัยรัชกาลที่ 6 อีกด้วย คู่ไปกับกิจการลูกเสือ เครือข่ายกาชาดเองก็มีลักษณะเดียวกันที่เป็นองค์กรที่หยิบยืมรูปแบบมาจากองค์กรสากลแล้วปรับปรุงให้มีลักษณะเฉพาะของตนเอง เครือข่ายดังกล่าวยังขยายผ่านโครงสร้างอำนาจการปกครองระดับภูมิภาคที่มีบทบาทสำคัญอย่างมากในการควบคุมพื้นที่อย่างผู้ว่าราชการจังหวัด และนายอำเภอ จนเกิดการสร้างพื้นที่ทางกายภาพ และกิจกรรมสาธารณะต่างๆ ขึ้นมาในนามการบำเพ็ญประโยชน์ ในอีกด้านหนึ่งพื้นที่ดังกล่าวยังเป็นการควบคุมเพื่อแก้ไขปัญหาเด็กและเยาวชนที่น่าเป็นห่วงในทศวรรษ 2500 อีกด้วย ความสัมพันธ์ที่เกิดขึ้นจากเครือข่ายนี้จึงเป็นการสั่งสมพลังทางการเมือง ในยามที่ฝ่ายอนุรักษนิยมทวีบทบาทมากขึ้นตั้งแต่ทศวรรษ 2490 จนประสบความสำเร็จอย่างงดงามในทศวรรษ 2500 ในที่สุดก็สามารถสถาปนาอำนาจที่สัมพันธ์อยู่กับสถานการศึกษาและในชีวิตประจำวันได้สำเร็จ

This research focuses on two purposes : first, the historical change of Lampang Urban Planning, and, second, the power relations  between the practice of town planning and the management of city area by policy and action in historical context. Drawing upon contemporary documents and the interview of people who participated in 1899-2013 A.D., this qualitative historical research found that, firstly, over a century the management of Lampang city had been changed by Modernity from the city's activities and land use in several factors. There are 3 turning points that have caused the change of Lampang city: first, the opening of Lampang train station and railway transportation in 1916 that had caused expansion of the city at its southwest side; second, the establishment of Lampang municipality in 1935 that decentralized the power to the people to govern themselves and manage their city; and, third, the making of Lampang Comprehensive plan in 1990 that re-centralized the power of city management back to the government and the expert of urban planning discipline. The second finding of this study is that the management of city could not be separated from politics and economy. The political structure that had been centralized with long term undemocratic government and lack of stability affected the policy and continuity of the city management. Town planning acts in 1975 grasped back the authority of planning to the government and the expert of town planning. The town planning territory of Lampang comprehensive plan had also been overlapped by the several municipalities. The centralization caused late decision, making action of town planning less effective. As a result, the management of Lampang city had been disintegrated from the action of town planning practice./ ผลการศึกษาประการแรกพบว่า ในระยะเวลากว่า 100 ปี การจัดการเกี่ยวกับพื้นที่เมืองลำปางเปลี่ยนแปลงพร้อมกับความทันสมัย (Modernity) ที่เปลี่ยนแปลงกิจกรรมและการใช้ที่ดินของเมืองในปัจจัยที่แตกต่างกันไป โดยมีจุดเปลี่ยนสำคัญอยู่ 3 ประการนั่นคือ การมาถึงของรถไฟในปี 2459 ที่ทำให้เกิดย่านเมืองใหม่ทางทิศตะวันตกเฉียงใต้ของเมือง, การจัดตั้งเทศบาลเมืองลำปางในปี 2478 ที่ทำให้อำนาจท้องถิ่นสามารถจัดการพื้นที่เมืองของตนเองได้ และสุดท้ายคือการประกาศเขตผังเมืองรวมในปี 2533 ที่ทำให้การจัดการพื้นที่เมืองถูกรวมศูนย์กลับไปที่ส่วนกลาง พร้อมกับอำนาจการครอบงำของผู้เชี่ยวชาญเฉพาะด้าน  ในประการที่สองพบว่า การบริหารจัดการพื้นที่เมืองแยกไม่ออกจากอำนาจทางการเมืองและเศรษฐกิจ  โครงสร้างการเมืองที่รวมศูนย์ ไม่เป็นประชาธิปไตยและขาดเสถียรภาพ ย่อมส่งผลกระทบต่อนโยบายและความต่อเนื่องในการจัดการพื้นที่เมือง เมื่อพระราชบัญญัติการผังเมือง พ.ศ. 2518 ได้รวบรวมอำนาจการจัดการเกี่ยวกับผังเมืองกลับไปอยู่ในมือข้าราชการกระทรวงมหาดไทยและผู้เชี่ยวชาญ ทั้งยังมีขอบเขตที่เหลื่อมซ้อนกับหลายองค์กรปกครองส่วนท้องถิ่น การรวมศูนย์ทำให้การตัดสินใจและปฏิบัติการผังเมืองล่าช้า ทั้งยังขาดประสิทธิภาพ จนทำให้การบริหารจัดการเมืองแยกขาดออกจากปฏิบัติการผังเมืองไปในที่สุด

While the states of the South Caucasus each have a specific history that plays an important role in the way their political cultures work today,  the region has common features that are unconducive to independent state-building. History, therefore, can provide some explanation to the region’s immature political culture. However, one of the most distinctive characteristics of the region, and a cause of immaturity, is provincialism.

You, here in the 'United Snakes' [forgive me, 'Br'er Serpents', for using your classification for this pejorative]. No matter where you go and run to, there is no escaping the tentacles of this beast which holds no boundaries as to be respected. This 'Beast' will come and insidiously infect the minds and souls who would be its proxy to indirectly subvert and undermine the vitality, peace, an aspirations-with the collateral cost of blood and lives, as determined with indifferent prejudice.

You won't have the secure and table culture, society, civilization to which you aspire until you uproot-to-its-depths the tenticular fibrils of this organism of thought so incarnate in so many. Any place you go can and should be, at the least, a logistical center for the asymmetic operations to be deployed against the cultural operations and even its willing banal operators of this beastly form of being.

With only the 'rest of arousing-to-disturbing dreams' as your only expected "peace/piece" you must and need discipline your mind-soul-body for that which only the modular and temporary superficial shell that represents your presences exhausts itself or is extinguished by your valiant devotion to this cause and its ends.

The palynology of three Callovian (Middle Jurassic) limestone-marl successions from the Algarve Basin in southern Portugal was studied. These localities are Baleeira Harbour, Mareta Beach and Telheiro Quarry; they provide a composite. succession, tied to ammonite zones, through the Lower, Middle and Upper Callovian from the western and eastern subbasins of the Algarve Basin. The three sections generally yielded relatively abundant marine and continental palynofloras. Diversity is low to moderate and the dinoflagellate cyst associations are dominated by Ctenidodinium spp., the Ellipsoidictyum/Valensiella group, Gonyaulacysta jurassica subsp. adecta, Korystocysta spp., Meiourogonyaulax spp., Pareodinia ceratophora, Sentusidinium spp., Surculosphaeridium? vestitum and Systematophora spp. Some intra-Callovian marker bioevents were recorded; these include the range bases of Ctenidodinium ornatum, Gonyaulacysta eisenackii, Korystocysta pachyderma, Mendicodinium groenlandicum, Rigaudella spp. and Surculosphaeridium? vestitum. The occurrences of Endoscrinium acroferum and Impletosphaeridium varispinosum in the Early to Middle Callovian of Mareta Beach and Telheiro Quarry are also characteristic of this interval. At Baleeira Harbour, the presence of Ctenidodinium continuum and Gonyaulacysta centriconnata in the Peltoceras athleta Zone confirms the Late Callovian age of this section. The successions studied were deposited in restricted infralittoral neritic marine environments which lack deep water circulation, and possibly represent restricted embayments. The relatively low diversity nature of the dinoflagellate cyst assemblages appears to be largely due to the highly enclosed nature of this depocentre. Many Callovian index dinoflagellate cyst taxa which are found in northwest Europe are absent in the Algarve Basin. These forms may have been intolerant of enclosed palaeoenvironments which have restricted or no deep circulation. The Callovian marine palynofloras from the Algarve Basin compare well to the few other published records from the Iberian Peninsula of this age. However they are significantly less diverse than coeval floras from elsewhere in the extensive Mid Latitude Callovian phytoprovince. Many typically Callovian dinoflagellate cysts are cosmopolitan, however some provincialism is clearly manifested. The Arctic and Austral Callovian phytoprovinces are characterised by key endemic taxa such as Paragonyaulacysta retiphragmata and Ternia balmei, which are not present in the Algarve Basin and are assumed to have been polar forms.► We present a record of the Callovian palynology across the Algarve Basin. ► The dinoflagellate cysts are typical of the Callovian Stage. ► Diversity is moderate, reflecting the enclosed nature of the environment. ► Many Callovian index dinoflagellate cyst taxa are absent in the Algarve Basin. ► Three dinoflagellate cyst phytoprovinces were present in the Callovian.

The provincial novel is of great interest in the mid‐Victorian era because it is a genre that nicely captures the fact that all significant human activity takes place, precisely, among insignificant people, in places that do not matter in any world‐historical sense. It is only mute inglorious Miltons who are Miltonic, only nameless and unobserved St. Theresa’s who can live truly saintly lives.If Middlemarch ends with Dorothea’s commitment to the invisible diffusive currents that link her to her neighbors, its other axis – the epigraphs that lift us away from Lowick to an imagined Renaissance scene, the spiritual

that is, precisely in being unlike any other place. In their dislocation, their location; in their provinciality, their cosmopolitanism.
