The outgoing audit of water resource assets of leading cadres is key to promoting the management of water resource assets and investigating the responsibility for water environment damage. This paper is based on the United Nations’ Sustainable Development Goals related to water resource management and natural asset green accounting. It constructs an evaluation index system for the outgoing audit and evaluation of water resource assets from four dimensions: resource, environment, society, and economy. The paper combines the Analytic Hierarchy Process (AHP) and the initial comparison scoring method to comprehensively assess the water resource management performance of the former mayor of City Y in the Yellow River Basin during 2018–2020. The Barrier Degree Model is also utilized to identify the main influencing factors. The results indicate the following: (1) the constructed index system covers critical aspects of the outgoing audit and can comprehensively reflect the leadership cadres’ responsibilities in water resource management. (2) The comprehensive evaluation score of the former mayor of City Y during 2018–2020 is 85.66, falling within the “relatively good” range but not reaching the “excellent” standard. This suggests that, although progress has been made in water resource asset management, some issues remain. (3) At the index level, the top three factors influencing the comprehensive evaluation of the former mayor’s water resource management performance in City Y are the proportion of ammonia nitrogen emissions (9.86%), per capita water resource (9.38%), and Chemical Oxygen Demand (COD) emissions (8.93%). At the criterion level, the environmental dimension has the most significant impact on the overall evaluation results, accounting for 42.43%. The practical application of the evaluation index system in City Y can serve as a reference for improving the regulatory framework for leadership cadres’ water resource assets in other regions and provide valuable insights for international exchange in water resource management practices. Rural households’ livelihood sustainability is the core issue that affects their production and life standards, and it is a necessary evaluation index for rural sustainable development. As a sensitive area of urban–rural integration development in Beijing, the environmental protection measures and industrial structure adjustments in ecological conservation areas (ECAs) have influenced the sustainability and stability of local rural households’ livelihood. First, based on livelihood capital quantification data, this study established an evaluation model of rural households’ livelihood sustainability, which employed the combined weighting approach and the technique for order preference by similarity to ideal solution (TOPSIS). Second, this study investigated the influencing factors of rural households’ livelihood using the methodologies of regression analysis and the mediating effect. The results showed the following: (1) the overall livelihood sustainability of rural households was at a medium level, scoring 0.4436; (2) the sanitation conditions of the community were rated as the critical factor with a positive impact on rural households’ livelihood, which was followed by the frequency of online shopping, family expenditure, and management capability of village cadres; (3) improving one’s rural household income can enhance rural livelihood sustainability indirectly. Finally, effective livelihood strategies were explored and put forward for ECA development. Full article

Corona discharge technology is used widely for air purification in laboratory experiments and industry. On the other hand, corona discharge technology has the disadvantage of requiring large-sized electrodes. Therefore, research is needed to reduce the size of the electrodes. In this study, circular hole aluminum electrodes and an air purifier system were designed to reduce the size of the electrodes. Several sets of power conversions were performed to generate a corona discharge. The system consisted of a half bridge inverter, step-up transformer, and Cockcroft Walton circuit. The range of input and output voltages was 30–70 V and 20–25 kV, respectively. A corona discharge was generated by the output voltage. The system could remove smoke in less time with a combination of 13 kHz and an electrode with a hole diameter of 0.2 cm than with the other combinations. The electrode hole diameter affected the removal time of species such as hydrogen carbon hydrogen oxygen (HCHO, formaldehyde), total volatile organic compounds (TVOC), and fine dust, which was confirmed by laboratory experiments. Mathematical derivation and experiments were carried out to prove the validity of the approach; the Clean Air Delivery Rate (CADR) index was 480 μm/m3. Full article
