Fraudulent transactions pose a significant threat to financial institutions and e-commerce platforms.Machine learning models, trained on historical labeled data (fraudulent vs. legitimate transactions), are often employed to identify and prevent fraud. However, real-world datasets frequently exhibit class imbalance, where fraudulent transactions (minority class) are significantly outnumbered by legitimate transactions (majority class). Machine learning models may perform poorly as a result of this imbalance, underestimating fraud and favouring the majority class. This paper proposes a novel approach to address class imbalance and improve fraud detection accuracy. We explore the implementation of FROST (Feature space RObust Synthetic saTuration) oversampling, a technique specifically designed to generate synthetic samples for the minority class. The FROST function leverages the k-nearest neighbors (KNN) algorithm and a user-defined amplification factor (m) to create synthetic data points that closely resemble existing minority class instances. We integrate the FROST-enhanced oversampling technique into the machine learning pipeline for fraud detection. The paper evaluates the effectiveness of this approach compared to traditional oversampling methods and analyzes its impact on classification accuracy metrics.

Section 25(2) of the Constitution of South Africa protects property rights and the White Paper on Land Reform demonstrate tolerance and wisdom in the application of land reform policies. The central argument to this research was whether amendment of Section 25 (2) of the constitution to allow expropriation of land without compensation redresses redistribution of land for social cohesion and political stability. The researcher argues that, currently, Section 25 of the constitution provides for expropriation without compensation but at the same time protects property rights reducing the pace of redistribution. Hence, an amendment of section 25 (2) may remove the property right clause and accelerate expropriation without compensation. But whether the removal of the property right clause and acceleration of the process of expropriation without compensation will result to equitable and fair distribution of land to the majority of landless South Africans is not certain. The study concludes that, amendment of Section 25(2) is a justifiable process and priorities must be given to equity in redistribution to the majority landless at the margins of communities and not elites. If the amendment of Section 25 (2) cannot guarantee equity in redistribution for all ill respective of race, social cohesion, political stability and economic growth, intra-racial tensions may emerge. Such tensions may further compound the land question and affects investors’ confidence in South Africa.

Land-cover classification that uses very-high-resolution (VHR) remote sensing images is a topic of considerable interest. Although many classification methods have been developed, there is still room for improvements in the accuracy and usability of classification systems. In this paper, a novel post-processing approach based on a dual-adaptive majority voting strategy (D-AMVS) is proposed for improving the performance of initial classification maps. D-AMVS defines a strategy for refining each label of a classified map that is obtained by different classification methods from the same original image and fusing the different refined classification maps to generate a final classification result. The proposed D-AMVS contains three main blocks. 1) An adaptive region is generated by extending gradually the region around a central pixel based on two predefined parameters (T1 and T2) in order to utilize the spatial feature of ground targets in a VHR image. 2) For each classified map, the label of the central pixel is refined according to the majority voting rule within the adaptive region. This is defined as adaptive majority voting (AMV). Each initial classified map is refined in this manner pixel by pixel. 3) Finally, the refined classified maps are used to generate a final classification map, and the label of the central pixel in the final classification map is determined by applying AMV again. Each entire classified map is scanned and refined pixel by pixel based on the proposed D-AMVS. The accuracies of the proposed D-AMVS approach are investigated through two remote sensing images with high spatial resolutions of 1.0 and 1.3 m, respectively. Compared with the classical majority voting method and a relatively new post-processing method called general post-classification framework, the proposed D-AMVS can achieve a land-cover classification map with less noise and higher classification accuracies.

Artificial Intelligence (AI) and Deep Reinforcement Learning (DRL) have revolutionised e-learning by creating personalised, adaptive, and secure environments. However, challenges such as privacy, bias, and data limitations persist. E-FedCloud aims to address these issues by providing more agile, personalised, and secure e-learning experiences. This study introduces E-FedCloud, an AI-assisted adaptive e-learning system that automates personalised recommendations and tracking, thereby enhancing student performance. It employs federated learning-based authentication to ensure secure and private access for both course instructors and students. Intelligent Software Agents (ISAs) evaluate weekly student engagement using the Shannon Entropy method, classifying students into either engaged or not-engaged clusters. E-FedCloud utilises weekly engagement status, demographic information, and an innovative DRL-based early warning system, specifically ID2QN, to predict the performance of not-engaged students. Based on these predictions, the system categorises students into three groups: risk of dropping out, risk of scoring lower in the final exam, and risk of failing the end exam. It employs a multi-disciplinary ontology graph and an attention-based capsule network for automated, personalised recommendations. The system also integrates performance tracking to enhance student engagement. Data is securely stored on a blockchain using the LWEA encryption method.

Breast cancer is the most common cause of death for women worldwide. Thus, the ability of artificial intelligence systems to predict and classify breast cancer is very important. In this paper, a hybrid ensemble method classification mechanism is proposed based on a majority voting mechanism. First, the performance of different state-of-the-art machine learning classification algorithms for the Wisconsin Breast Cancer Dataset (WBCD) were evaluated. The three best classifiers were then selected based on their F3 score. F3 score is used to emphasize the importance of false negatives (recall) in breast cancer classification. Then, these three classifiers, simple logistic Regression learning, stochastic gradient descent learning and multilayer perceptron network, are used for ensemble classification using a voting mechanism. We also evaluated the performance of hard and soft voting mechanism. For hard voting, majority-based voting mechanism was used and for soft voting we used average of probabilities, product of probabilities, maximum of probabilities and minimum of probabilities-based voting methods. The hard voting (majority-based voting) mechanism shows better performance with 99.42% as compared to the state-of-the-art algorithm for WBCD.
