Abstract We investigate how the correlated actions of quantum channels affect the robustness of entangled states. We consider the Bell-like state and random two-qubit pure states in the correlated depolarizing, bit flip, bit-phase flip, and phase flip channels. It is found that the robustness of two-qubit pure states can be noticeably enhanced due to the correlations between consecutive actions of these noisy channels, and the Bell-like state is always the most robust state. We also consider the robustness of three-qubit pure states in correlated noisy channels. For the correlated bit flip and phase flip channels, the result shows that although the most robust and most fragile states are locally unitary equivalent, they exhibit different robustness in different correlated channels, and the effect of channel correlations on them is also significantly different. However, for the correlated depolarizing and bit-phase flip channels, the robustness of two special three-qubit pure states is exactly the same. Moreover, compared with the random three-qubit pure states, they are neither the most robust states nor the most fragile states.

Background: African-born migrants and refugees arriving from fragile states and countries with political and economic challenges have unique health needs requiring tailored healthcare services and support. However, there is little investigation into the distribution of this population and their spatial access to healthcare in Australia. This paper reports on research that aimed to map the spatial distribution of Africa-born migrants from low and lower-middle-income countries (LLMICs) and refugees in New South Wales (NSW) and access to universal child and family health (CFH) services and hospitals. Methods: We analysed the Australian Bureau of Statistics 2016 Census data and Department of Social Services 2018 Settlement data. Using a Geographic Information System mapping software (Caliper Corporation. Newton, MA, USA), we applied data visualisation techniques to map the distribution of Africa-born migrants and refugees relative to CFH services and their travel distance to the nearest service. Results: Results indicate a spatial distribution of 51,709 migrants from LLMICs in Africa and 13,661 refugees from Africa live in NSW, with more than 70% of the total population residing in Sydney. The Africa-born migrant and refugee population in Sydney appear to be well served by CFH services and hospitals. However, there is a marked disparity between local government areas. For example, the local government areas of Blacktown and Canterbury-Bankstown, where the largest number of Africa-born migrants and refugees reside, have more uneven and widely dispersed services than those in Sydney’s inner suburbs. Conclusion: The place of residence and travel distance to services may present barriers to access to essential CFH services and hospitals for Africa-born refugees and migrants. Future analysis into spatial-access disadvantages is needed to identify how access to health services can be improved for refugees and migrants.

Water Resilience in Practice is co-edited by two experienced water sector professionals and reviews resilience in water supply service delivery in the form of a series of case studies from different economic contexts – ranging from low-income and fragile states to upper-income countries. It documents real experiences and reflects on the initiatives different service providers apply to strengthen resilience in practice. It describes how service providers respond, adapt, innovate and learn on an ongoing basis, and how they endeavour to meet challenges and provide water supply to users equitably and sustainably. In recent years climate resilience in water supply has been a new emerging paradigm. In response it is helpful to document and record some up-to-date experiences, which can be consolidated in one place. However, it is also necessary to recognise the multiple pressures that water resources face, such as: population growth, increased water demands, existing climatic variability as well as climate change. These pressures are having a profound impact on water supply service delivery. In this context service providers and development professionals must take active measures to respond to these risks. Purpose Violent geo-political conflicts are on the rise across the globe, particularly within fragile states. Using path-dependency theory, this paper aims to explore Fiji in the context of its public administrative history examining the legacies of history that have contributed to its ongoing conflicts. Design/methodology/approach An archival document analysis along with a theoretical thematic analysis was used to collect and assess data. Themes were identified that explain how and when the conflict became path-dependent. Findings Analysing conflict as path-dependent demonstrates how indirect rule while Fiji was under colonial rule, and the short time it has taken for the nation to transition from a colony to an independent State contributed to the eruption of conflicts in Fiji. Originality/value The research makes two key contributions, namely, it develops a theoretical understanding of conflict using path-dependency theory and it uncovers legacies of colonialism that have shaped conflict in Fiji.

This final chapter addresses a really big question: are international relations heading towards order or chaos? To answer this question, it interrogates the different IR theories presented in previous chapters. An initial section provides a conceptual map, based on a review of different understandings of the concept of world order. The chapter proceeds by discussing the effect of the rise of authoritarian power such as China, new challenges in established democracies, fragile states in the Global South, and the governance provided by international institutions. The chapter ends by arguing that the glass is at the same time half-full and half-empty: the world faces new and formidable challenges and we are very far from meeting current aspirations for world order; at the same time, global relations are much more ordered than they used to be just a few generations ago—and things are far better than many pessimists claim.

The consequences of COVID-19 will aggravate existing multidimensional risks and reveal new ones. The research gap allows contributing to recognizing the exogenous risk factors of corporate bankruptcy during the COVID-19 pandemic in EU countries. This study aims at revealing how to evaluate the risk of corporate bankruptcy phenomenon in the COVID-19 times. The question arises as to whether Schumpeter’s creative destruction approach is still accurate. The article concentrates on implementing the fsQCA (fuzzy set Qualitative Comparative Analysis) method to identify and evaluate the main exogenous drivers of corporate bankruptcy in EU countries based on Fragile States Index data. This new approach focuses on fuzzy sets theory. The fsQCA method is a globally recognized alternative to quantitative analysis (in which the causal complexity is ignored) and qualitative methods for examining individual cases (which do not have the tools to generalize on their basis). The research indicates and examines the main external factors that would increase the risk of corporate bankruptcy in EU countries: namely, economic decline, uneven economic development, unemployment rate, demographic pressure, and government debt. The study discusses the influence of zombie companies on economies during the COVID-19 pandemic. Identifying risk factors that determine the threat of corporate bankruptcy may constitute practical recommendations for business and restructuring practitioners, financial institutions, and banking and public sector representatives in creating warning and recovery measures during the COVID-19 pandemic.

How did Iraq’s ethnic and religious minorities survive the Islamic State occupation of Ninewa governorate? Existing accounts of civilian behavior during wartime either essentialize social identity or ignore it altogether by reducing survival to cost-benefit calculations or political opportunism. Against the conventional wisdom, I argue that civilians adopt survival strategies based on the internal resources of their home communities. Specifically, civilians detect and respond to threats by drawing on a set of heuristics to discern combatants’ motives and intentions. I evaluate the key tenets of my theory through a mixed-methods research design of observational data and field interviews. I begin by analyzing migration patterns recorded in the United Nation’s Displacement Tracking Matrix. To understand how Iraqis who remained survived the conflict, I draw on original interviews with Iraqi peacebuilders from minority communities. I find that those who remained survived the conflict by mobilizing self-defense groups and collaborating with members of the anti-ISIS coalition. Opportunistic collaboration between minorities and ISIS insurgents was less common. My findings provide insights for scholars and practitioners interested in refugee return, resettlement, and reintegration in fragile states.
