1.1 GENERAL ELIGIBILITY CONDITIONS

(i) ACADEMIC (a) For B.E. Courses


The admission to the First Semester B.E. Courses will be open to a candidate, who (i) (ii) has qualified in the AIEEE-2010, conducted by the C.B.S.E., for admission to these courses. (See Note 1 below) has passed 10+2 or its equivalent examination with at least 60% marks in aggregate (55% marks in case of S.C./S.T./Physically Challenged), conducted by a recognized Board/University/Council in March/April 2010 and not earlier than March/April 2008. (See Note 2 & 3 below)

(b) For B. Arch. Course


The admission to the First Semester B. Arch. Course will be open to a candidate, who

(i)

has qualified in the All India Engineering/Pharmacy/Architecture Entrance Examination (AIEEE-2010), with Architecture Aptitude test conducted by the CBSE (See Note 1 below). has passed an examination at the end of the new 10+2 scheme of Senior School Certificate Examination or equivalent with Mathematics and English as subjects of examinations at the 10+2 level (not earlier than March/April-2008) with minimum 50% marks in aggregate; (See Note 2 & 3 below) OR has passed 3 year diploma in Architecture (10+3) (not earlier than April2008) recognized by the Central/State Governments provided the candidate passed the Diploma examination with 50% marks in aggregate (See Note 2 & 3 below)).

NOTE : 1. A candidate must secure a minimum of 15 percent marks in the All India Engineering/Pharmacy/Architecture Entrance Examination (AIEEE 2010) to qualify for admission. However, candidates belonging to Scheduled Castes/Tribes and Physically Challenged categories shall be eligible if they secure a minimum of 10 percent marks in AIEEE 2010. 2. A candidate, who gets a compartment in the 10+2/Diploma in architecture examination held in March/April, 2010 will not be eligible for admission even if he/she clears the same (by appearing in the supplementary examination) before the counseling dates. 3. Aggregate marks percentage in 10+2 or equivalent examination shall be worked out as suggested by the certificate awarding Board/University/Council. If the Board/University/Council awards letter grades without providing the equivalent percentage of marks on the grade sheet, the candidate, should obtain a certificate from the respective Board/University/Council specifying equivalent percentage conversion formula, and submit the same at the time of counseling. In the absence of such a certificate, the decision of the JAC regarding his/her eligibility shall be final.

(ii) OTHER CONDITIONS


For admission to the B.E./B. Arch. courses, each candidate must (a) bear a good moral character and should not have been debarred from any institution/university, (b) be an Indian National (except for those seats which are open to Foreign Nationals/PIO/NRI), (c) satisfy the prescribed medical standards of fitness as follows: (i) Standard of Physique: A candidate must be in good mental and bodily health and free from any physical defect likely interfere with efficient performance of duties of his/her profession. (ii) Standard of Visual acuity with or without glasses shall be: Distant Vision Better Eye 6/9 OR 6/6 6/12 The total amount of myopia including the cylinder shall not exceed 600 D The total amount of hypermetropia including the cylinders shall not exceed + 600 D. Candidates desirous of seeking admission in UIET, SSGPURC and UICET (formerly known as DCET) against Foreign Nationals/PIO/NRI seats for B.E. courses, who are present in India, will compete amongst themselves for the seats reserved for them by appearing in the AIEEE-2010. Those living abroad will be required to produce the test score of Scholastic Aptitude Test II (SAT-II) with permissible combination of subjects, conducted by the Educational Testing Service, Princeton, U.S.A. (In case one of the subjects is Mathematics, it would be Mathematics IIC). Foreign Nationals/PIO/NRI shall have to comply with the requirements of Govt. of India, if any, as well as those of Panjab University, Chandigarh as prescribed by them from time to time. Admission to PEC for students abroad (including NRIs who meet specified criteria) is being done centrally by NITK, Surathkal this year. Please see www.nitk.ac.in for Direct Admission of Students Abroad (DASA) scheme of the Government of India. 1.1.1 Inter-se Merit for Admission The inter-se merit of the candidates for admission will be determined on the basis of rank obtained in AIEEE-2010 only, except in the Sports Category and the categories of code 8 to 24 given in Annexure I (page 54). Submission of Application Forms

1.2.1 All candidates desirous of seeking admission to all engineering and architecture programmes at PEC, CCET, UIET, UICET (formerly known as DCET), SSGPURC and CCA are required to submit their applications on-line. The application form and information brochure are available on website www.chdenggadmissions.nic.in, The application fee of Rs. 350/- (Rupees Three Hundred and Fifty only) in favour of Joint Admission Committee 2010 is to be deposited in the form of challan (generated on-line) in any branch of State Bank of India throughout India. The candidate are required to bring the duly signed copy of the confirmation slip generated during the on-line submission along with original certificates (and a set of self-attested photocopies) at the time of counseling.

Sports Category and son/daughters/spouses of Military/Paramilitary Personnel: Only the candidates belonging to Sports Category and son/daughters/spouses of Military/Paramilitary Personnel (code 8 to 24 given in Annexure I on page 54) are required to send their confirmation slips and photocopy of challan along with self-attested photocopies of the certificates as mentioned below (whichever applicable). The confirmation slip must be signed by the candidate & his/her father/mother/guardian at specified places. The last date for the submission of confirmation slips along with the required documents for these categories is 30th June, 2010 up to 5.00 P.M. Submission can be done by hand in the Admissions Office at PEC University of Technology, Sector 12, Chandigarh or sent by post to The Chairman, Joint Admission Committee, PEC University of Technology, Sector 12, Chandigarh so as to reach by 30th June, 2010. Incomplete/late received/unsigned application, or application not supported by the requisite photocopies of the documents will not be entertained. All candidates will submit self attested photocopies of the following documents along with the confirmation slip and original challan at the time of counseling: (i) (ii) (iii) (iv) (v) AIEEE 2010 Result card (for all categories) SC/ST certificate Medical certificate of handicap for Physically Challenged candidates (refer para 2.2.3 & page 52) Certificate as required for admission in the defence under the sub category of sons/daughters/spouses/self of Military/Paramilitary personnel. Gradation certificate for sportspersons from Director of Sports, Union Territory of Chandigarh for seeking admission against sports category in PEC, CCET and CCA. (a) For sports category seats of PEC/CCET/CCA/UIET/UICET/SSGPURC, applicants must submit an affidavit (Annexure II on page 55 ) duly attested by a Magistrate class I/II regarding his/her achievement in sports on stamp paper of Rs 5/-. Besides the affidavit and sports certificates the candidates should also submit photocopies of class X and XII certificates. The applicant in sports category will also require to submit a photocopied set of original receipt generated at the time of on-line submission of application at the counter of PEC University of Technology. If the candidate wants to apply both in the Institutes located in University and PEC/CCET/CCA, he/she is required to submit two set of photocopied documents along with the original receipt. Single Girl Child, Cancer/AIDS patient and Kargil Martyrs certificate.

Important Note : All the certificates claiming reservation under various categories must have been issued on or before the closing date, i.e. 26th June, 2010. THE CANDIDATE SHOULD REFER TO PAGE No. 62 OF THIS BROCHURE REGARDING THE DOCUMENTS WHICH HE/SHE HAS TO BRING AT THE TIME OF COUNSELING: 1.2.2. The on-line application can be submitted on June 26th 2010. 1.2.3 The formats of some of the required certificates are printed in the brochure for the guidance of the candidates. Separate certificates bearing the same data as specified in these sample formats are also acceptable. Original certificates, as prescribed, should be signed by the authorities mentioned therein, under the legible seal of office. 1.2.4 In case, a candidate does not receive the AIEEE 2010 result card or the AIEEE 2010 result is delayed, the candidate must submit his/her application by the last date. The candidate must, however, produce the AIEEE 2010 result card, in original, at the time of counseling.

Instructions & Procedure for Online Registration for Counseling 2010 1. All the eligible candidates on the basis of AIEEE 2010 results are required to register ONLINE through Internet (http://www.chdenggadmissions.nic.in ) from places of their convenience. The detailed procedure is described below: Online Registration will be opened immediately after declaration of the result of AIEEE-2010 and can be done till 26.06.2010. Candidates eligibility:

o General eligibility conditions as per 1.1 above. o If candidate having valid All India Rank in Engineering Stream, they can register for Engineering course only. o If candidate having valid All India Rank in Architecture Stream, they can register for Architecture course only. o If candidate having valid All India Rank in Engineering & Architecture Stream, they can register either in Engineering Course or Architecture course or both courses.

The candidate will register online by entering the following as indicated in the Admit Card. o Name o Roll number o Application number o Date of Birth This data submitted by the candidate will be verified with the AIEEE-2010 database of CBSE. If this data submitted by the candidates is found to match with AIEEE-2010 database of CBSE, then only the candidate will be permitted to proceed further and the candidates is required to give his own password (as per password policy) The length of the password must be of 8-13 characters and must be a combination of alphabets, numeric and special characters.

Next time, the candidate can login directly with Roll number as login ID and the chosen password as Password. Whenever the candidates login, they have to Logout at the end.

Candidates are advised to record/remember their password for all future Logins. Confidentiality of the password is the sole responsibility of the candidate and all care must be taken to protect its security. Candidates are advised not to disclose or share their password with anybody. Neither PEC University of Technology, Chandigarh nor NIC is responsible for violation or misuse of the password of the candidate. If a candidate forgets his/her password, the additional information provided by the candidate at the time of registration will be used to get the new password. Hence, every candidate has to enter the required additional information as indicated in the registration form at the time of registration. A candidate can change his/her password after login, if desired.

There are three simple steps to Apply Online Step 1: Fill the Online Application Form and note down the system generated registration number. Step 2: Print the generated e-challan and make payment of fee by e-Challan of SBI in any branch of SBI. Step 3: Take a printout of the computer generated filled Application Form (confirmation slip), complete it in all respects and bring at the time of counseling. Sports Category and son/daughters/spouses of Military/Paramilitary Personnel should send the computer generated filled Application Form (confirmation slip), complete in all respects to The Chairman, Joint Admission Committee, PEC University of Technology, Chandigarh, Sector-12, Chandigarh 160 012, India by Speed Post/Registered Post or by hand.

The Counseling fee is Rs.350/-. Payment of fee to be made by e-Challan of SBI.

Steps to be followed for fee payment through e-Challan o Logon to the website, select the mode of payment as e-Challan and after clicking the submit button, download the e-Challan in triplicate. Go to the Bank and pay the fee. The Bank will return two copies of the e-Challan duly stamped. Keep your copy as proof of payment and attach the Office copy to the Filled Application Form printed by you. o Fill the Online Application Form. o Fill the details of e-Challan. o Take a printout of Filled Application Form and complete as per the instruction mentioned in Step 3.

8. How to fill Application Form


After login, the personal data of the candidate will automatically appear on the screen as per AIEEE2010 data base. The candidate must verify his/her personal data. The candidate will be allowed only once to change his/her personal data of category, sub-category, etc. in the following ways: o Courses applying: Engineering/Architecture/Both as applicable. o Place of passing +2 Examination: Chandigarh or Outside Chandigarh can be chosen as per passing Examination. o Category can be chosen as applicable. o Change of gender is permitted if it is wrongly mentioned. o Candidate has to enter marks details: aggregate % age of marks, Maximum Marks, Marks obtained in +2 examination. o Year of +2 passing (2008/2009/2010) o Nationality o Annual Income o Contact details including mobile, email etc.

It is the sole responsibility of the candidate to verify his/her personal data as per documentary evidence. Once this personal data is verified and submitted, the candidate will not be allowed to change the personal data under any circumstances.

A candidate applying for both Engineering and Architecture courses should registered only once and chose course applying for as Both (Engineering & Architecture).

1.3.1

General Instructions
Every candidate must indicate in his/her application, the quota (for PEC, CCET & CCA) and the categories of seat(s) applied for. If no mention is made about the category in his/her application, the candidate will be considered only for the Open Category. No candidate will be considered for admission against a category for which he/she has not applied. However, a reserved category candidate could be considered for admission against open seats as per his general merit position. Admission of candidates of different categories will be made on the basis of the merit list prepared on the basis of AIEEE-2010 rank, except in the Sports Category and the categories of code 8 to 24 given in Annexure I (page 54).. All applicants must write the AIEEE 2010 Roll Number/Rank legibly at appropriate place in the application form. No application will be considered in the absence of this information, except as provided in 1.2.4 above. Candidates, who qualify AIEEE-2010, and are otherwise eligible for admission, will be required to attend counseling according to their merit position on the days as notified at the end of this brochure. All such candidates will be required to present themselves in person before the counseling committee. They must produce, at the time of counseling, all the Original Certificates and affidavits (refer page 62) required in support of their claim for admission. They must bring with them three additional recent photographs, of 5 cm 4 cm size. Admitted candidates will require to deposit the original certificates in the respective Institutes according to rules of the participating Institutes. All candidates attending the counseling are required to bring a Demand Draft for Rs. 1000/- (processing fee/counseling fee one time only, nonadjustable and non-refundable) in favour of Joint Admission Committee - 2010 payable only at State Bank of India (02452), Chandigarh. The candidate must write his/her name, AIEEE All India Roll No. on the reverse side of the draft before submitting the same to the Joint Admission Committee (JAC) desk. The allotment of branch at the time of admission will be made on the basis of (i) his/her merit at the time of counseling and (ii) the seats available in a particular branch at that time

1.3.5(a) If any seat(s) fall vacant after first round of counseling, the same will be filled up strictly on the basis of merit and availability of seat in a particular branch. The candidates desirous of seeking admission against such seat(s) will have to be personally present for subsequent counseling, along with the original certificates and fees deposit receipt on the dates as mentioned in the brochure. (b) In case, a candidate has previously secured admission in another institution and, because of this reason, is unable to produce his/her original certificates at the time of attending the counseling for admission to PEC/CCET/CCA/UIET/UICET/SSGPURC, he/she may be allowed provisional admission, provided he/she produces a certificate, from the competent authority and on the authorized letter head of the institution where he/she has taken admission, to the effect that all his/her original certificates are lying with that institution, along with copies of his/her certificates attested by a Group A gazetted officer. He/She will be required to submit his/her original certificates within a week time of getting such provisional admission; otherwise his/her admission shall stand automatically cancelled. 1.3.6 A candidate, who reports late on the scheduled day of counseling, or on any subsequent date of counseling, will have no claim to a branch according to his/her original merit position, but will be offered a seat in the branch where the seats are available at the time he/she presents himself/herself before the Admission Committee. The admission of those eligible candidates, who do not deposit/produce the original certificates (except as provided in 1.3.5 (b) above) and Demand Draft for Rs 1000/-,

immediately after selection, shall stand automatically cancelled and vacancies so caused shall be offered to the candidates next in order of merit. No correspondence or appeals whatsoever shall be entertained in this regard. Attested copies of the certificates or similar other documents will not be entertained for granting admission to a candidate to the B.E./B.Arch. Courses. 1.3.8 Candidates passing their (10+2) or equivalent examination from Boards/Councils other than CBSE or School Education Boards of Punjab, Haryana, Himachal Pradesh and Delhi States will have to submit migration certificate from the respective Council/Board within a month from the date of provisional admission. Candidates shall attend the counseling for admission at their own expenses.

1.3.10 All admissions to B.E./B. Arch. Courses shall be PROVISIONAL and subject to approval by the competent authorities. 1.3.11 In case of any dispute regarding admissions to B.E./B. Arch. courses, the decision of the Joint Admission Committee shall be final.

The venue of counseling will be PEC University of Technology, Sector-12, Chandigarh. The detailed schedules of counseling for Joint Admission are given at the end of this brochure. No separate counseling letters will be issued. A candidate, who has not submitted his/her application for admission on the prescribed format, by the prescribed last date and time, shall not be considered for admission. Participating institutes shall not be responsible for any postal delay or loss in transit. All candidates are required to attend the counseling sessions on the specified date and time (see counseling schedule). The candidates are required to come to the counseling with the appropriate application form (confirmation slip) duly signed and with all proper annexures as specified in this brochure. The admission of a candidate, who does not deposit the original certificates and Demand Draft as detailed in para 12 immediately after his/her selection, shall stand automatically cancelled and vacancy so caused will be offered to the candidates next in order of merit. No correspondence or appeals in this connection will be entertained. In case, a candidate has previously secured 11

admission in another institution and, because of this reason, is unable to produce his/her original certificates at the time of attending the counseling for admission to PEC/CCET/CCA/UIET/UICET(formerly known as DCET)/SSGPURC, he/she may be allowed provisional admission, provided he/she produces a certificate, from the competent authority and on the authorized letter head of the institution where he/she has taken admission, to the effect that all his/her original certificates are lying with that institution, along with copies of his/her certificates attested by a Group A gazetted officer. He/She will be required to submit his/her original certificates within a week time of getting such provisional admission; otherwise his/her admission shall stand automatically cancelled. 9. At the time of counseling, the candidate is required to bring a Demand Draft for Rs. 1000/- (processing fee/counseling fee one time only, nonadjustable and non-refundable) in favour of Joint Admission Committee 2010, payable at State Bank of India (02452) Chandigarh. The candidate must write his/her name, AIEEE All India Roll No. on the reverse side of the draft before submitting the same to the Joint Admission Committee (JAC) desk. The fees, as per the respective fees structure, is to be paid at the institute where the candidate is offered admission on or before the last dates mentioned below:: 20th July, 2010 for 1st Counseling admission nd for 2 Counseling admission : 4th August, 2010 rd for 3 Counseling admission: on the spot payment (Rs. 40,000/- for all Engineering courses and Rs. 10,000/- for Architecture courses in the form of demand draft in favour of Joint Admission Committee 2010, payable at State Bank of India (02452) Chandigarh. This amount will be adjusted by the respective institutes against the fees. failing which the seat allotted shall stand automatically cancelled. 10. CANCELLATION OF SEAT: PEC/CCET/CCA: A candidate, who does not report for registration at the respective institute in-person on the date and time specified for the purpose, shall forfeit his/her seat. Please check the reporting day in the following section, for the college/institute, you have been offered admission. In case, a student leaves the institute/college after taking admission, he/she will be governed by instructions/guidelines of respective institute regarding refund of fee etc. UIET/UICET(formerly known as DCET)/SSGPURC: By the 10th day after the start of the classes for a particular course, the names of those students who fail to attend at least 33% of total lectures/practicals shall be put up on the UIET/UICET(formerly known as DCET)/SSGPURC notice board. A student who is short of attendance may give in writing, the reasons for absence from the class at least two days before the next scheduled counseling, if any. If a student does not submit an application in writing as stated above, or the reasons produced by the student in the application are not found to be sufficient and justified in the opinion of board of control, the admission shall be cancelled by the board of control. All the seats thus falling vacant, shall be filled through subsequent counseling if held. 12

A candidate, who had been offered a seat in one of the participating institutes in the first counseling and gets admission to another participating institute in the second counseling, will have to deposit the fees afresh as in para 12 above. He/She can get the refund of the fees from the previous college/institute as per the rules of that college/institute. The candidates appearing for subsequent counseling after payment of fees in the institute where he/she was offered admission should bring the original fees deposit receipts at the time of subsequent counseling(s). The students, who want to avail the hostel facilities, should contact the respective institute/college desk immediately after they have taken admission, to book their seat in the hostel. It may not be possible to accommodate a student in hostel, if he/she does not book a hostel seat on the same day and does not follow the prescribed procedure for the same. The hostel accommodation will be given as per University/participating Institute rules and regulations. Candidates are advised to visit the website for day to day information.

2. 2. Open and Reserved Seats The number of seats in each course offered in the University Institutes, as announced in this admission brochure, shall be strictly adhered to, except for such minor adjustment as may be necessary on account of rounding off of fractions to accommodate reservations, as given below:(A) (B) 60.5% of the seats in each course shall be treated as belonging to the Open Category. 39.5% seats shall be treated as belonging to the Reserved Categories, as per details given below: (i) (ii) 15% for candidates belonging to the Scheduled Castes. 7.5% for candidates belonging to the Scheduled Tribes. Interchangeability and transfer of seats: (a) In the Reserved Category given at (i) & (ii) under paragraph 2(B), i.e. Scheduled Castes and Scheduled Tribes, the seats shall be regarded as interchangeable. That is to say, if a sufficient number of eligible candidates are not available to fill up the seats reserved for Scheduled Tribes, seats may be filled up from among the eligible candidates belonging to Scheduled Castes and vice versa. (b) The vacant seats in the reserved categories as remain unfilled shall be transferred to open categories during third counseling after offering admission to eligible candidates of reserved categories. Any additional seat(s), if created for the reserved categories shall stand cancelled in such a case. NOTE: Seats in reserved categories will be included in the general categories right from the beginning of the admission in case there were no candidates belonging to these categories having qualified the entrance test were available. (iii) 3% for Physically Handicapped candidates: The handicapped candidates should have a minimum of 40% disability duly certified by the Medical Board of P.U. Health Centre. All physically handicapped person shall produce a certificate of their permanent physical disability from a Civil Surgeon of a District/Director/Principal or a Professor of a Medical College affiliated to University or an institution of national importance provided that the claimant in this category is otherwise capable to pursue the course for which the admission is sought. 5% on the basis of achievement in Sports (as per guidelines). 5% (for all the under-mentioned categories taken together) for candidates who fall in one of the following categories (which are given here in order of precedence): (a) Sons/Daughters/Spouses of such defence personnel, para-military personnel like CRPF/BSF and Police personnel etc. who died in action while on duty. Only those who were wholly dependent on such personnel shall be considered. Sons/Daughters/Spouses as are wholly dependent on such Defence personnel who were incapacitated/died while in service. Defence personnel incapacitated (will mean incapacitation leading to the discharge of the person by authorities concerned) while in service. Such Sons/Daughters/Spouses of ex-servicemen (Defence and para-military personnel like CRPF/BSF etc.) as are wholly dependent on them. Defence personnel incapacitated (will mean incapacitation leading to the discharge of the person by authorities concerned) while in service. Ex-servicemen Ex-servicemen means a person who has served in any rank whether as a combatant or non-combatant in the regular Army, Navy and Air Force of the Indian Union:(a) who retired from the service after earning his/her pensions; OR (b) who has been boarded out of the service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension OR (c) who has been released from the service as a result of reduction in establishment OR (d) who has been released from the service after completing the specific period of engagement (otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency) and has been given a gratuity. Territorial Army Personnel of the following categories shall also be considered as ex-servicemen; (a) pension holders for continuous embodied service; (b) Disabled Territorial Army Personnel with disability attributable to military service (c) Gallantry award winners.

(vi) 2% for Sons/Daughters/Husband/Wife/Brothers/Sisters of persons killed/ incapacitated in November, 1984 riots and of persons killed/incapacitated in terrorist violence in Punjab and Chandigarh or subject to any other criteria approved by the University. A Certificate from the District Magistrate to this effect must be submitted by the candidate. Migrant Card alone is not enough. (vii) 2% for the Children/Grand children of freedom fighters who have been sanctioned pension by Central/State Govt. or awarded Tamra Patra by Government of India or those who have been certified to be freedom fighters by the Centre/State Governments. (viii) As per the syndicate decision, one additional seat in each course has been created for Kashmiri Migrants. A candidate seeking admission against this seat is required to produce a certificate from the deputy commissioner/relief commissioner of the concerned district to the effect that the candidate belongs to a migrant family from Jammu & Kashmir. The admission of a candidate against this category shall be provisional subject to verification of his/her above mentioned certificate by the issuing authority or subject to the approval of the competent authority. (ix) An additional seat for the single girl child for admission to a given course in the Panjab University and its affiliated colleges provided she is otherwise eligible from all angles. The reservation in favour of the girl child whether A SINGLE GIRL OR SUBJECT TO ANY OTHER CRITERIA APPROVED BY THE COMPETENT AUTHORITY. A copy of an affidavit on a stamp paper worth Rs.20/- duly attested by Ist Class Magistrate, to be obtained from the parents of the girl child is also enclosed (see page 53). (x) An additional seat for the Cancer/AIDS patient for admission to a given course in the Panjab University and its affiliated colleges provided he/she is otherwise eligible.The students will submit a certificate with proof from the National Medical Institute like PGI, AIMS or subject to the approval of the competent authority. (xi) In addition, freeship to 5% students in each course is also available for meritorious students belonging to economically weaker sections of the society.

For purpose of above concession, candidate should have passed the qualifying examination in First class (60% marks- proof to be attached) and the total family income from all sources should not exceed Rs. one lakh per year. For proof of family income from all sources the income certificate shall be accepted when issued by the competent authority, which shall mean Deputy Commissioner/ Tehsildar /SDM or the employer as the case may be. In addition to this, an affidavit duly attested by a magistrate, giving full details of total family income should also be submitted with the admission form. The candidates admitted under this category shall be exempted from payment of tuition fee. However, such candidates shall be required to pay other funds as are being paid by other candidates. Candidates holding yellow cards/ yellow ration cards would be given preference over other candidates provided other merit conditions remain the same. For continuation of the freeship in the subsequent years, the students must pass the previous examination with 60% marks in the aggregate. Further, the students should have passed the examination in first attempt i.e. should not have any reappear/compartment. Explanation: While working out the percentage of seats in the reserved categories as given above, if the number arrived at contains a fraction, this shall be resolved as follows:If the fraction is 0.5 or more, it shall be rounded off to 1; if it is less than 0.5, it shall be ignored. This shall, however, not affect the total number of seats in the open category. To ensure this, if the total number of seats after making this adjustment exceeds the prescribed number fixed for the course, the necessary additional seats shall be created with the prior permission of the DUI/Vice-Chancellor. Such seats, if created, shall be treated as additional only for the year in question. 3. 3.1 ADDITIONAL SEATS FOR FOREIGN NATIONALS/PERSONS OF INDIAN ORIGIN (PIO)/NRI CANDIDATES : Only the following categories or classes of persons will be eligible for admission against the NRI Quota and all admissions be made accordingly :(i) Foreign nationals i.e. nationals or citizens of countries other than India who are not persons of Indian origin. (ii) Persons of Indian origin who are citizens of countries other than India and hold the passport of the country concerned. (iii) Children, i.e., sons and daughters of persons of Indian origin (who may, or may not, be citizens of countries other than India), provided they have resided in a country other than India for a minimum period of three years immediately preceding the year of admission in the University. (i) (ii) (iii) 3.3 (i) (ii) (iii) Seats in this category will not be converted into open category. Foreign Nationals/PIO/NRI candidates of foreign nationality shall have to comply with visa requirement of Govt. of India. Foreign Nationals/PIO/NRI candidates shall also have to comply with any other requirements prescribed by the Govt. of India and Panjab University, from time to time. Foreign Nationals/PIO/NRI candidates shall provide the following certificates/ documents: Academic certificate of passing the qualifying or equivalent examination as prescribed for each course to which admission is being sought. Test score of Scholastic Aptitude Test II (SAT-II). The score in SAT-II would be normalized at par with the corresponding test held by CBSE, AIEEE.-2010 in case of applicants from abroad. Payment of prescribed tuition fees (payable annually) and all other dues and charges in full to the Panjab University, Chandigarh immediately after the admission is granted to the

candidate as also during the subsequent year of study. Tuition fee shall be paid in U.S. Dollars/Pounds/Sterling/Euros or equivalent amount in Indian currency with a bank certificate for encashment of foreign currency through Bank Draft in favour of the Registrar, Panjab University, Chandigarh. In addition to tuition fees he/she shall also pay all other dues and charges to the Panjab University as payable by other students of the same class belonging to same category in foreign currency or in Indian Rupees, as per university rules and regulations. 4. GUIDELINES FOR ADMISSIONS TO THE RESERVED CATEGORY OF SPORTS Five percent seats of the total number of seats in each course are reserved under this category. No benefit on the basis of sports shall be given to candidates not applying for admission in this category. 1. Each applicant applying for admission in this category shall along with the application form will submit self attested photocopy of sports certificates, class X and class XII detail marks certificates showing date of birth. The applicant will also require to submit the photocopies of form submitted at the PEC counter alongwith the original set of form. A complete set of photocopied applictions will be sent to the office of Director, Physical Education, Campus Sports, Panjab University Gymnasium, Chandigarh. The Director, Physical Education, Campus Sports can reject the application form which it regards as incomplete. The affidavit of sports achievement (Annexure II), page 55, must be submitted along with the application. The DUI has the authority to cancel admission at any time, if it is found that the candidate obtained such admission on the basis of a false certificate or incorrect statement/record. Students seeking admission under this category will be considered for admission only in the games and disciplines in which the Panjab University sends its teams for participation in the Inter-University Tournaments (For the inclusion of such games and disciplines, (Annexure-III), page 56. Reservation under Sports category is meant only for those active* sports persons who would participate in the Campus, University, National, International level, Sports Tournaments. Such students will be considered for admission only if: (i) their achievement in sports relate to their activities in any of three years immediately preceding the year of admission (relaxable to 4 years in exceptional cases, on merit, for outstanding sports persons)** (ii) if they are otherwise also eligible for participation in Inter College, Inter-University, National and International Sports Tournaments as per Association of Indian University rules (Annexure IV), page 57.

(iii) their achievement in sports must be supported by continuous and sequential participation in sports in the same discipline and (iv) if the performance of the candidate in trial is not satisfactory, the candidate can be rejected. A committee constituted by the Vice-Chancellor shall screen all the applications under this category through interviews and by holding actual trials in the respective games on the University Grounds as per schedule of trial given in Annexure III.*** Only such applicants will be allowed to appear for interviews and actual sports trials, whose applications are in conformity with the requirements/qualifications mentioned in the Guidelines. No separate intimation will be sent for actual sports trials. Applicants are to appear for interview with all original sports certificates. No certificates on letter pad/letter head will be accepted.

The Director Physical Education, Campus Sports, Panjab University shall take an undertaking in the form of an Affidavit (Annexure VI A) on a Stamp paper of Rs. 5/- duly attested by the Magistrate Class I/II from the students that they will attend the grounds regularly and would also participate in the Inter-College, Inter-University, National and International sports tournaments when required. Their admission would be liable to be cancelled if the terms of undertaking thus given are not adhered to.

The order of precedence in the selection of candidates for admission will be as per Annexure V. (i) A student falling under category A shall be placed higher in merit than a student falling under category B similarly a student falling under category B shall be placed higher in merit than a student falling under category C and so on. (ii) Likewise, within each category a student falling in category A (1) will be placed higher in merit than a student falling in category A (2) and so on. (iii) A student who attains first position in a competition shall be rated higher in merit than the one who gets second position in a competition of the same level. Similarly, second position will be rated higher in merit than the third in the same level of competition and so on. (iv) If there is a tie within the same category, this tie shall be resolved by considering * the academic merit of the students. In the case of individual sports disciplines, position in individual events will be considered for gradation and not the position of the team as a whole. The inter-se-merit of the candidates seeking admission to any course under the reserved category of Sports shall be determined only on the basis of their merit in Sports as per grading criteria in Annexure V. The case of sports persons with achievements in games/disciplines not included in ** Annexure-III but excelling at National/International level may be considered by the Vice-Chancellor for admission to a particular course by creating additional seats to the extent of 2% seats in that course. These seats shall be treated as being in addition to the approved strength of the course in that year only. Regular attendance not less than 75% in sports grounds for all those students admitted against reserved category of sports shall be a condition precedent for appearing in the examination. When a student is required to abstain from the Department for participation in Inter College/ Inter-University/National/International Sports Tournaments, he/she should seek prior permission of the Chairperson of the Department of which he/she is the student.

(i) Where there is entrance test tie shall be resolved by considering marks obtained in entrance test only.

(ii) Where there is no entrance test tie shall be resolved by considering marks obtained in qualifying examination only. ** Excelling at National/International level means securing only first position at national level in the junior and senior tournament conducted by respective national federation which is recognized by the Indian Olympic Association and representing the country in the International Junior/senior tournament recognized by the International Olympic Committee.

If a student admitted under the reserved category of Sports, remains absent from the grounds for regular practice for a continuous period of seven days without leave, his/her name shall be struck off the rolls by the Chairperson of the concerned Department on the recommendation of the Director Physical Education, Campus Sports. Deficiency of equal number of lectures (theory and practicals), seminars, tutorials, etc., shall be condoned for sportspersons for attending coaching camps for preparation and participation in various tournaments of the Campus, Inter-University, National and International level. In case a student does not attend the grounds for practice or does not participate in the P.U. Campus Sports Activities (including Campus Annual Athletic Meet),Inter-College Competition, Inter-University tournaments on medical grounds, the medical certificate issued by the University Chief Medical Officer will only be accepted.

If a sports person attends the department, he/she should also report to the ground. In such cases, his/her medical certificate will not be accepted and his/her admission to the department shall be liable to be cancelled. 5.

GUIDELINES FOR SCHOLARSHIP


The institute offers a number of merit as well as merit-cum means scholarships. The scholarships are: Smt. Somawati & Sh. Thakur Dass Farwaha Memorial Scholarship, Shanti Rani Sahni Scholarship, Scholarship to the topper of the university exam in each branch of Ist, 2nd & 3rd year, Abhishek Sethi Memorial Award to the topper in UIET. Financial assistance to SC/ST Candidates in UIET & SSGPURC is also given.

Amount to be paid at the time of admission for UIET/UICET/SSGPURC will be available on the website on or before 30/06/2010 and also will be displayed on the NOTICE Board at the time of counseling.

(i) Students leaves before the last counseling: Full fee deposited by the student shall be refunded after deduction Rs.1000/- as processing charges and proportionate deduction depending upon the period he remained on University rolls. (ii) Students leaves after last counseling: (a) (b) Full fee deposited by the students shall be refunded after deducting Rs.1000/- as processing fee and proportionate deduction in case full seats were not filled up in the last counselling. 50% of the fee deposited by the student shall be refunded after deducting Rs.1000/processing fee and proportionate deduction, in case full seats were filled up in the last counselling.

In case, the candidate is admitted in the Foreign/PIO/NRI category and leaves the course & the seat vacated by a candidate is filled by granting admission to another applicant against the vacated seat, the tuition fee may be refunded to the person who had sponsored the candidate after deduction of 10% of the tuition fee as administrative charges. In case a seat vacated by such a candidate is not filled, the tuition fee may be refunded after deduction of 25% of the tuition fee as administrative charges. This will be applicable only in the case where the candidate has left the University Department/Institute/Centre/Regional Centre and did not join any other course in the Panjab University. All other funds and charges including Development Fund, in no case, shall be refunded. For this purpose, he/she must apply for refund on the prescribed refund application form through the Head of the Department to the Asstt. Registrar Account-II within 10 working days from the date of deposit of fee. However, all other funds & charges including development fund, shall not be refunded under any circumstances, except refundable Library Security. If a student originally gets admission in a University Department/Institute/Centre/ Regional Centre under Foreign/PIO/NRI or in General/Reserve Category and leaves the same for joining another course in the same department or another Department/Institute /Centre/Regional Centre in the Panjab University during subsequent counselings of Foreign/PIO/NRI category or in General/Reserve Category, his/her tuition fee, registration fee and other charges including Development Fund shall be adjusted on admission in the later course/Department/Institute/Centre/Regional Centre in the same session only. If there is any excess amount still left after the fee adjustment i.e. balance sum if any, shall be refunded after the deduction of Rs.500/- (Rs. Five hundred only) as Administrative charges to the candidate. Provided:i) If a student shifted from NRI etc. category to General/Reserved Category, his/her registration fee and development fund of Foreign/PIO/NRI category shall be adjusted in the later/same Department/Institute/Centre/Regional Centre of the Panjab University but shall not be refunded under any circumstances. ii) In case a student shifted from General/Reserved Category to Foreign/PIO/NRI category he/she is liable to pay Foreign/PIO/NRI category tuition fee, registration fee and development fund. Other charges deposited by him/her shall be adjusted in the same session only. His/her General Reserved Category tuition fee and balance (if any) only be refunded after deduction of Rs.500/- as administrative charges. iii) In case due to unavoidable circumstances, on shifting to another course in the same department or another Department/Institute/Centre/Regional Centre of the Panjab University a student has again deposited the tuition fee, development fund and other charges in the later Department/Institute/Centre/Regional Centre of the Panjab University, his/her tuition fee and other charges deposited in the earlier Department/Institute/Centre/Regional Centre of the Panjab University shall be refunded as per (i) and (ii), above. iv) For adjustment/refund, he/she must apply on the prescribed refund application form for adjustment/refund of the tuition fee and other charges as the case may be within 15 days from the date of shifting to another Department/Institute/Centre /Regional Centre through the Head of the later Department to the Assistant Registrar Accounts-II.

v) However, no carry forward/adjustment of fee shall be allowed in the subsequent, session/class/year if the duration of the course is more than one year. No refund of fee shall be allowed after the expiry of the said 15 days period. vi) The fifteen days shall be counted from the date of his/her latest shifting i.e. whichever is later. 4. A student seeking admission in University Institute of Engg. & Technology (UIET), SSGPURC, Hoshiarpur, University Institute of Chem. Engg. & Tech. (UICET) shall pay a sum of Rs.1000/-(Rupees One thousand only) i.e. one time only as counseling/processing fee. This fee is non-adjustable and non-refundable. The tuition fee, funds and other charges will be paid in the Institute where the candidate seek the admission.

Every candidate, who gets admission in PEC University of Technology, Chandigarh (Formerly Punjab Engineering College, Chandigarh ), is required to buy a laptop computer. This laptop will be required on the first day of the classes. College will make arrangements with a supplier, to make laptops available to the students at a heavy concession. However, a student is free to buy the laptop of the required specification from elsewhere if he can get it cheaper. Financial assistance to some needy students for buying laptops could be considered. REFUND RULES 1. The amount of Rs. 1000/- paid by a student at the time of counseling is non-refundable. 2. The refundable deposits will be fully refunded whenever the student withdraws his admission from the institute. 3. If a student after being granted admission pays the fee but does not register with the institute on the prescribed date, withdraws his admission and applies for refund, the entire fee paid by him/her shall be refunded except for the non-refundable Rs. 1000/- paid at the time of counseling. 4. If a student after being granted admission pays the fee and registers with the institute on the prescribed date but withdraws his admission later and applies for refund before the date of final counseling for admission for the particular year, his/her admission fee and Rs. 1000/paid at the time of counseling will be forfeited. The other fees paid by him/her (including hostel/mess fees in case of a hosteller) will be refunded after making deductions proportionate to the entire period starting from the month of registration to the month of application for refund (part of each month being counted as a full month). 5. A student who withdraws his/her seat after the final counseling for admissions for the year has taken place, will not be entitled to refund of any fee paid by him/her except for the refundable deposits. NOTE: In case the final counseling for admissions for a particular year is held before the date of registration, the rule 5 above, and the condition of applying for refund before the date of final counseling in rule 4, will be inoperative.

GENERAL ELIGIBILITY CONDITIONS (a) For B. Arch Course The admission to the First Semester B.Arch. Course will be open to a candidate, who, (i) has qualified in the All India Engineering/Pharmacy/Architecture Entrance Examination (AIEEE), with Architecture Aptitude test conducted by the CBSE (See Note 1 below). has passed an examination at the end of the new 10+2 scheme of Senior School Certificate Examination or equivalent with Mathematics and English as subjects of examinations at the 10+2 level (not earlier than April-2008) with minimum 50% marks in aggregate; (See Note 2 below) OR has passed 3 year diploma in Architecture (10+3) (not earlier than April-2008) recognized by the Central/State Governments provided the candidate passed the Diploma examination with 50% marks in aggregate. However, a candidate, who gets a compartment in the 10+2/Diploma in Architecture examination held in March/April 2010, will not be eligible for admission even if, he/she clears the same (by appearing in the supplementary examination) before the counseling date. NOTE: 1. A candidate must secure a minimum of 15 percent marks in the All India Engineering Entrance Examination (AIEEE 2010) to qualify for admission. However, candidates belonging to Scheduled castes/Tribes and Physically Challenged categories shall be eligible if they secure a minimum of 10 percent of the maximum marks of AIEEE 2010. A candidate seeking admission against this reserved seat is required to produce a valid certificate, from the Ministry of Defence to the effect that he/she is a ward of Direct Descendents of Kargil Martyrs. The admission of a candidate against this category will be provisional, subject to the verification of his/her above-mentioned certificate by the issuing authority. Eligibility Criteria for Nominees from Deficient States/UTs The beneficiary States/UTs shall nominate the candidates either on the basis of merit in the qualifying examination (10+2) or on the basis of an Entrance Test conducted by the beneficiary State/UT. The condition of having obtained at least 60% marks in the qualifying examination will be observed if the nomination is made on the basis of merit in the qualifying examination alone, but in case of an Entrance Test forming the basis of nomination, no minimum percentage of marks in the qualifying examination will be insisted upon and mere pass in the qualifying examination will be considered enough. In respect of SC/ST candidates, the condition of having obtained at least 60% marks in the qualifying examination is not applicable. However, they must have passed the qualifying examination in a single sitting. NOTE: If any seat under this category remains unfilled, it cannot be shifted to any other category.

PROCEDURE FOR FILLING UP OF SEATS UNDER RESERVED CATEGORIES


(COMMON TO PEC, CCET & CCA ONLY) 2.1 General
(a) Every candidate applying for admission against reserved seats, belonging to any category, could also be considered for admission against the open seats of the respective quota, as per his/her merit. Depending on his/her preference for a college/branch, a candidate may take admission against his/her reserved category or against the open category. If an applicant belonging to any reserved category is admitted against the open seats on the basis of his/her AIEEE rank, then he/she will not be counted against the reserved seat. The student who has applied in more than one reserved category is to be considered in each reserved category in which he/she has applied for admission maintaining his/her interse seniority in each reserved category on the basis of merit in each category. In such a case, the student will get the benefit in one category of his/her choice or as per his/her preference of branches submitted at the time of counseling. However, no further reservation shall be allowed within the reserved categories.

In case, seats belonging to any reserved category remain unfilled for want of eligible candidates, the same may be filled from amongst open category candidates belonging to the same quota. Seats in the Chandigarh Quota and All India Quota are not interchangeable. NOTE: In case of All India Quota, if a seat belonging to the SC category remains unfilled, it will first be thrown open to the ST category candidates, and vice-versa. Only after all the eligible candidates in both the SC & ST categories have been considered, a vacant seat belonging to any of these categories, can be offered to an open category candidate. Shifting of a candidate from a reserved category seat to an open category seat: A candidate who has already been admitted to a particular college & branch against a reserved category seat (during the counseling for such seats) will be automatically shifted to an open category seat in the same college & branch (during the counseling for the open category seats held after that for the reserved categories) provided he/she is eligible for the same as per his/her merit in the open category. The reserved category seat(s) falling vacant as a result of any such shifting will be offered subsequently to other eligible candidate(s) belonging to the same reserved category as per merit. A separate time slot is provided in the counseling schedule for this purpose (after the counseling for the open category seats)

2.2 Category-wise Conditions


2.2.1 Scheduled Castes/Scheduled Tribes Candidates An applicant seeking admission under these reserved categories has to submit his/her caste certificate from the competent authority at the time of counseling. The admission of S.C./S.T. candidates will be subject to subsequent verification of their caste /tribe certificate by the issuing authority. 2.2.2 Children and Grand Children of Freedom Fighters 2.2.2.1 A grandchild, for the purpose of this reservation, means sons son/daughter, or daughters son/daughter. 2.2.2.2 The children/grandchildren of freedom fighters, who have been sanctioned pension by Central/State Govt. or awarded Tamra Patra by Government of India, would be eligible for reservation under this category. 2.2.2.3 Such candidates are required to produce a certificate, testifying the above criteria, from the Deputy Commissioner of the concerned district.

2.2.3 Physically Challenged Applicants will be considered in this category only if the minimum loss of earning capacity due to handicap is forty percent, according to the criteria laid down in the standards of E.S.I. Corporation of India. All physically handicapped persons shall produce a certificate of their permanent physical disability from a Civil Surgeon of a District/Director/Principal or a Professor of a Medical College affiliated to University or an institution of national importance provided that the claimant in this category is otherwise capable to pursue the course for which the admission is sought. If this certificate is not attached with the application, the candidate will not be considered against the seats reserved for this category. The candidate will be called for the counseling on the basis of the certificate attached with the application. After provisional admission, the candidate will have to appear before the Medical Board constituted by the Principal Medical Officer, General Hospital, Sector 16, Chandigarh, for determination of the percentage loss of earning capacity through handicap/disability and getting a certificate to this effect. This certificate will also indicate the name of the disease causing the handicap; whether the handicap is progressive or non-progressive; and whether the candidate is able to carry on the studies and perform the duties of an engineer/architect. The final admission will be based on this certificate issued by the Medical Board. In case any candidate does not present himself before the Medical Board on the date intimated to him, his candidature against this category will be rejected and no subsequent opportunity will be given to him. An applicant having a temporary or progressive handicap would not be considered for admission against the seats reserved for this category. 2.2.4 Sportspersons Benefit of reservation under this category shall be available only to the category of students, who pass their qualifying examination, as regular students, from Schools/Colleges, recognized by the Chandigarh Administration and situated in the Union Territory of Chandigarh, and who have studied in Chandigarh Schools/Colleges for at least two years before applying for gradation certificate, subject to the condition that such students must represent Chandigarh State/ Schools etc. in the National/ other recognized tournaments. 2.2.4.1 The inter-se merit of the candidates seeking admission against seats in the reserved category of sports shall be determined only on the basis of their merit in sports as per grading criteria mentioned in the succeeding paragraphs, provided they have qualified in the AIEEE-2010. 2.2.4.2 Performance in the following sports disciplines only, shall be considered for the purpose of admission against this category, provided that the association/federation holding the tournaments should be affiliated to/recognized by the National Federation of the concerned game: 1. 3. 5. 7. 9. 11. 13. 15. 17. 19. 21. 23. 25. 27. 2.2.4.3 To avail the benefit of reservation under this category, a candidate must obtain gradation certificate from Director of Sports, Union Territory, Chandigarh, and attach the same with his/her application. No application shall be entertained in this category in the absence of gradation certificate. PROVISIONAL GRADATION CERTIFICATES ARE NOT ACCEPTABLE. NO GRADATION CERTIFICATE SHALL BE ACCEPTED AFTER THE LAST DATE OF RECEIPT OF THE APPLICATION. 2.2.4.4 A candidate shall be considered for admission against seats belonging to this category, only if (a) his/her age falls within the age group which is eligible for participation in Inter-College/ InterUniversity tournaments. (b) his/her achievement in sports relates to his/her activity in any of the three years preceding the year of admission (for admission in the year 2010-2011, the achievements shall not be prior to 1st April, 2007). (iv) Chandigarh Inter-school tournaments conducted by the Sports Deptt./ KVS National Tournaments for Seniors and Juniors, provided minimum 7 teams participated. GRADE D A sportsperson who has participated in one or more of the following: (i) Senior National Championships/ National Games. (ii) Recognized Junior National Championships. (iii) National School Games. Provided; Gradation will be done in case of sportsperson taking part in the Nationals without obtaining any position in the state. No gradation for State participation. 2.2.4.6 Only A, B, C and D Grade will be awarded by the Chandigarh Administration. Performance shall only be considered for the purpose of admission against this category provided that the Association/ Federation holding the tournament should be affiliated/recognized by the National Federation of the concerned game. No Sports Gradation shall be issued to the players, who have participated in Mini/Subjunior (under 15 years of age)/ Open/ Ranking tournament/ Memorial tournaments and individual events. Only those certificates, issued by the concerned Sports Federations/ Associations shall be entertained, as are duly signed in ink by at least one of the office bearers of the respective Sports Federations/ Associations. The position holders certificate(s) issued by the State Association must have photograph attested by the concerned association with serial number. The application shall be entertained only when received through an affidavit affirming the authenticity of the claim(s) duly attested by the Magistrate (1st Class) on non-judicial stamp paper worth Rs. 3/-. (Annexure II, Page 55) In the context of Individual events/ Team Games, position achieved will be considered only if it has been achieved through a competition with seven or more competitors/ at least seven units, i.e. for State, Senior, Junior/ Inter-College. International Tournaments for Senior and Junior organized by the International Federation of that discipline and where at least 10 countries have participated, other than those mentioned against Grade-A. Cricket will be excluded from this. At least 10 States/ Universities for Nationals, i.e. Senior/Junior and All India Inter-Varsity, respectively, shall take part for gradation purposes.

2.2.4.10 The applicants shall be interviewed and may also be given field test(s) in the discipline(s) concerned to ascertain the genuineness of the testimonial(s)/ certificate(s) which they produce in support of their claim(s), to make the grading of the candidate(s) not merely on the basis of the certificate(s) but after due examination and verification. 2.2.4.11 The Director Sports, Chandigarh Administration, or his nominee, not below the rank of the Joint Director Sports will issue the certificate, and also have the authority to cancel any certificate at any time, if it is found to have been issued on false/incorrect/concealed information or record. 2.2.4.12 The Committee for screening, interviewing, ascertaining the claim on the basis of physical performance/considering the sports certificate(s), grading shall consist of the following, namely:1. It may be done on monthly basis, if need be, with the prior approval of the competent authority as a special case. In case of any doubt or clarification about these criteria, the decision of the Secretary Sports, Chandigarh Administration, shall be final.

2.2.4.13 The candidate shall give an undertaking (Annexure-VI, page 61) to the effect that he/she will attend the grounds regularly and will also participate in inter-college and interuniversity tournaments when required. His/Her admission will be cancelled if the terms of undertaking thus given, are not adhered to. 2.2.4.14 The Principal/Director has the authority to cancel admission at any time if it is found that the candidate obtained such admission on the basis of a false certificate or incorrect statement/record. 2.2.5 Sons/Daughters/Spouses of Military/Paramilitary Personnel Paramilitary personnel mean persons serving with Assam Rifles/ Border Security Force/ Central Reserve Police Force/ Central Industrial Security Force/ Indo-Tibetan Border Police Force/ Railway Protection Force/ Secretariat Force/Intelligent Bureau/National Security Guards/Special services Bureau. The ward of a Govt. official serving on deputation with paramilitary forces will not be considered for the benefit of reservation under this category. FREE EDUCATION FOR MERITORIOUS SC STUDENTS (Applicable only to PEC/CCET/CCA Chandigarh) (Notification No. RA/SW/98/2766 dated 11th December, 1998 issued by the Social Welfare Department, Chandigarh Administration as amended by the same department vide subsequent notification No. RA/SW/2001/2049 dated 09.08.2001.) For enabling the students belonging to Scheduled Castes and other Backward Classes, with unfavorable economic conditions to pursue higher studies and for their better academic performance, the Administrator, Union Territory, Chandigarh hereby makes the following scheme, namely:1. 2. 3. This scheme shall be called the Free Education for Meritorious Scheduled Castes and Other Backward Classes Students Scheme, 1998. This shall come into force with immediate effect. This scheme is open for those students passing +2 level and seeking admission to the following courses of study, namely:MBBS, BDS, BVSc, BAMS, B.E., B.Architechture, Bachelor of Fine Arts, B.Pharmacy, B.Sc. (Nursing), Degree/Diploma in Hotel Management, Degree/Diploma in Laboratory Technology and any other course decided by the Committee given in para 6 below. 4. All those students having passed +2 examinations from any college/school in the U.T. Chandigarh, in the first attempt, with a minimum of 50% marks and having studied in U.T. Chandigarh for a minimum of two years and whose parents are bonafide residents of Chandigarh for the last three years, shall be eligible for the benefits under this scheme. Applications under the scheme shall be invited by the Director Social Welfare, Union Territory, Chandigarh, by giving publicity through press, every year by 10th of August. Selection of beneficiaries shall be done by a Committee headed by the Secretary Education, Union Territory, Chandigarh and DPI(C), Union Territory, Chandigarh as its members. The Director Social Welfare, Union Territory, Chandigarh shall be the Drawing & Disbursing Officer, for the purpose. Assistance as under shall be given to the students so selected under this scheme: (i) A lumpsum annual allowance of Rs. 25000/- payable in one installment in the start of the academic session.

Eligibility Criteria: Students fulfilling the following criteria shall be eligible under the Scheme, namely:(i) He/She should belong to any caste declared as Scheduled Caste or other Backward Class for the Union Territory of Chandigarh. (ii) The total annual family income of parents shall not exceed Rs. 1,00,000/-. (iii) He/She should have passed +2 examinations in first attempt from any school/college in UT Chandigarh with minimum of 50% marks and he/she should have studied in UT Chandigarh for at least two academic sessions. (iv) Parents of the students should be bonafide residents of UT, Chandigarh for the past three years. Procedure for Applying: The candidates should apply in the prescribed format with supporting documents. Applications complete in all respects should be submitted in the office of the Director Social Welfare, UT, Chandigarh, on or before the prescribed date. Applications which are received after due date or are incomplete, shall ordinarily be rejected. Mode of Payment: The payment of fees shall be made direct to the institution. If the students makes the payment, the same shall be reimbursed on the submission of a valid receipt. All payments shall be made by demand draft or cheque. Withdrawal of benefit: If at any time after the payment is made to the student, it is proved, after enquiry that the students has got the benefit by misrepresentation of facts or submitting false documents, the benefit shall be discontinued forthwith and the entire amount paid shall be recovered. Benefit shall also be discontinued if the student fails in a particular year or his/her performance is not found upto the mark by the Committee and the students discontinues course of study. Change of Address: It shall be obligatory for the student to intimate any change of address to the Director Social Welfare, Union Territory, Chandigarh. The Chandigarh Administration can, at any time, relax or change any of the above conditions from time to time. Any interpretation or clarification subsequently required can only be issued by the Secretary Social Welfare, Chandigarh Administration.

Guidelines regarding various Proforma and Annexures


1. In case of candidates belonging to Scheduled Castes/Scheduled Tribes a certificate to this
effect, issued by the Tehsildar/Magistrate/SDO (civil) 1st Class/Deputy Commissioner of the area to which an applicant actually belongs. ANNEXURE IV ELIGIBLITY RULES FOR INTER-COLLEGE TOURNAMENTS A. Eligibility Rules:1. Only a bonafide, full-time student, who is enrolled for a course of the University College, which is of a minimum duration of one academic year and whose examination is conducted by the University shall be eligible to participate in the Inter-University Tournament (s). The eligibility period of the student (s) shall commence from the date and year of his/ her passing the 10+2 examination for the first admission in the College or University. 1.1 Student of Open University shall be considered to be bonafide student and shall be eligible to participate provided they fulfill other conditions. However, students enrolled in Correspondence Course institutes of Universities, casual students, external students and students pursuing Bridge Courses shall not be eligible to participate. 1.2 Ph.D, M.Phill and students of Compartment Cases will be eligible to participate only if in terms of the concerned University s rules they are regarded to be bonafide students and fulfill other conditions laid down in this behalf. 2. All eligible students while participating in the Inter-University Tournaments shall fulfill the following conditions:a. Not more than 7 years have elapsed since a student passed the examination qualifying him/her for first admission to a degree or diploma course of a University or College affiliated to a University. b. The seven year eligibility period mentioned above shall be distributed as mentioned below. i. not more than 4 years while pursuing graduate courses. However, in case of Universities where students are admitted to the Graduate Courses after passing 10+2 examination or equivalent examination, the period of 3 years shall be extended by one or more year than the actual length /duration of the course. ii. not more than 3 years while pursuing Post Graduation Studies, the period of two years shall be extended by one more year than the actual length /duration of the course. Irrespective of any other conditions like change of class/course faculty, joining lower class from higher , changing academic to professional courses or vice versa, provided that:Students admitted after passing 10+2 examination, to graduate courses of more than 3 years duration like Medical, Engineering, Agriculture, Pharmacy and Physical Education etc. shall be eligible to participate in the Inter-University Tournament(s) for one year more than the actual length of such graduate courses. For the purpose of determining the number of years under the present rules:a. graduate courses shall be treated to be those where the admission is sought after passing 10+2 or equivalent examination, as the case may be. b. all other courses where admission is obtained after passing graduate degree examinations, e.g. LLB, MBBS, B.Ed., & B.Lib. etc.will be clubbed with other postgraduate courses like M.A., M.Sc., M.Com, M.Lib., M.Ed. & B.P.Ed. etc. 3. Only students who are less than 25 years of age as on 1st July of the academic year in which the tournament is held, can participate. 4. A student employed on full time basis shall not be eligible to participate. However, the student(s) receiving stipends from Public and Private Sector with a view to arrange financial support for his/her studies can also participate in Inter University Tournaments.

A student shall not be allowed to represent more than one University in Inter University Tournaments during a single or same academic year. 6. Provisional admission to a course of a University or College shall not make the student(s) eligible to represent the University in Inter University Tournaments. 7. In case of a student migrating from one University to another, his/her migration case will be considered only after his/her admission in the new University is regularized and he/she is admitted as a bonafide and eligible student by the new University. B. (i). (ii). (iii) Explanation:In case of students changing from one course to another the period spend in the previous course before joining the new course shall be counted towards total period of eligibility for participation in Inter University Tournaments. One year means the academic year in which the tournament is held irrespective of wheather the students result is declared or not. It will normally extend from June/July of one year to 12 calender months to the next year. A bonafide and eligible University College student shall be allowed to participate in Inter University Tournaments not more than two years in a particular class maintaining the same restriction of participation to a period of one year more than the actual length/duration of a degree/ course both at Graduate and Post Graduation levels. For example, not more than four years while students are pursuing Graduate Course Degree and not more than three years while they are pursuing post Graduate Course/Degree shall be allowed to participate, as the case may be. Interchange of faculty is allowed, provided the student passes his/her first year of the class/course. If the candidate participates for two years in one particular class and if he/she changes course for the identical year, he/she shall not be eligible to participate in InterUniversity Tournaments unless he/she clears/passes 1st year of new course. Students joining lower class/course from higher professional course degree, merely for the sake of participation or winning Inter-University Competition(s) at the cost of their studies, shall not be encouraged to ensure holistic development of personality of the University Youths-future leaders of India.

Disqualification for violation of rules:1. Any disqualification of an athlete on the grounds of ineligibility will result in the automatic scratching of his/her team, for that academic year. The team may be debarred from participating in the tournament in that game/event) to be held in the following year, if necessary. A player/athlete disqualified on the basis of ineligibility shall not be permitted to participate in University tournaments the next year, if necessary. Those players who are selected for representing Indian University Team(s) to participate in Sr. National level Tournaments if they represent some other organizations/state teams without the permission of AIU, they shall be debarred from participation in the InterUniversity Tournaments and Senior National Championship as the case may be. It shall be mandatory for those students who are sponsored by the Private and Public Sector on stipend basis while studying in Universities and colleges to represent College / University Indian Universities team(s) for participating in the corresponding competitions such as Inter College, Inter-University and Sr. National Championships respectively because of the fact that their admission is based on the sports quota in various colleges and Universities. In case of violation of these rules, the College or University authorities shall have the power to cancel the admission of candidature of the defaulting sportsperson(s). Further, these institutions may disallow them from appearing in the Annual Examinations, as the case may be if necessary.
