Low Incidence Tools

Students with disabilities can be classified in many ways. One


method is to classify based on high incidence disabilities or low
incidence disabilities.

High-incidence disabilities
include:

communication disorders
(speech and language
impairments)

specific learning
disabilities (including
attention deficit
hyperactivity disorder
[ADHD])

mild/moderate mental

Low-incidence disabilities include:

blindness

low vision

deafness

hard-of-hearing

deaf-blindness

significant developmental delay

complex health issues

serious physical impairment

multiple disability

autism

An interesting statistic is the fact that only 1% of the student


population falls under the category of low incidence according to
the National Center on Accessible Instruction Materials.
