DECANTING ANNEX 1 SLOPS VIA

ODMCS OUTSIDE MARPOL SPECIAL


AREA- CAPT AJIT VADAKAYIL

ODMCS operating procedures will vary from one make to another and the relevant operating manual
should be readily available on board and be strictly observed.
This manual may run into a few hundred pages of superfluous information. The whole essence is in this
post.

The equipment shall be used to monitor the discharge of Annex 1 slop tank decanting.

The equipment is designed to provide a continuous record of the discharge. This record must be
identifiable as to time and date and shall be kept aboard for at least 3 years. Any failure of the equipment
shall result in the immediate suspension of discharge operations and a note made in the Oil Record Book.

Alternative manual procedures may allow the discharge to resume if the ODMCS cannot be immediately
repaired but the defective unit must be made operable before the ship commences its next voyage unless
arrangements have been made for repairs to be effected at the next port.

ODMCS Tests

Check that the indicators and recording devices are operable and all calibrated correctly.
Test all audible and visual alarms. Follow the procedures detailed in the ship's "ODM & Control System
Operations Manual".
Ensure there is aboard a sufficient supply of consumables for the recording device.

You cannot educt a dirty slop overboard, as bubbles will interfere with ODMCS.

TYPICAL OPERATING PROCEDURE:

In E/R:-Open air to converting unit


Open FW to analyzing unit
Check oil levels of sample pump bulkhead seal
Check cleaning solution level

Put on the power supply to converting unit

On deck:
Open annex 1 manual overboard
Open manual slop dischg valve if any
Close all unnecessary valves
Shut annex 2 overboard

In Pumproom ( or space where analyzing unit is located ):


Open FW valve to sample pump
Open drain valve of analyzing unit
Shut drain after flushing sample pump
Open sample pump inlet outlet valves
Open analyzing unit inlet and outlet valves
On DPT open all 3 valves, then shut equalizer valve

In CCR:
On CPU select auto mode.
Set alarm limit to 1/30000
Set speed to GPS
IRD 30 litres / nm

Select sample point


Set dischg flow rate ( important to get this figure right )

if the ODMCS slop dischg is taken to manifold Annex 1 line any cargo tank can be used as
slop.

SIMULATION TESTS:

First get familiar with the CPU controls. Only then you must proceed or you will falter in front of a port
state inspector and ship will get a deficiency citation.

1) Set flow rate to 1000 cum/ hr , speed to 10 knots and ppm to 300 ( this corresponds to 30 litres per nm
IRD ). The slop bypass is shut and overboard valve is open. When ppm setting is increases to 301 the
overboard must shut and slop bypass open.

2)Reset total discharged quantity to zero. Set alarm point to a low 10 litres . The overboard must shut
soon.

3)Shut off sample flow to analyzing unit to trigger the sample loss alarm. The overboard must shut and
slop bypass open.

4) Put off the power supply.the power loss alarm will trigger. Overboard must shut and slop bypass open.

If ODME is not working the event and reason should be recorded in the ORB including when it started
working again along with the cause.

This equipment must never be by-passed when pumping out annex 1 washings or decanting slops..

NO ANNEX 1 SLOPS CAN BE DISCHARGED OVERBOARD UNLESS IT IS PASSED THROUGH


THE ODMCS. ODMCS IS DESIGNED TO KEEP A CONTINIOUS RECORD OF THE
DISCHARGES. THE RECORD OF PAST 3 YEARS SHALL BE RETAINED FOR ANY SHORE
INPECTOR TO EXAMINE. OUR SET DOES NOT HAVE A PRINTER HOWEVER IT HAS A
LARGE ELECTRONIC MEMORY.

OUR CLEAN TRACK 1000 ODMCS HAS A UNIQUE SELF CLEANING FEATURE WHICH MAKES
MANUAL CLEANING UNNECCESARY BUT IT CANNOT HANDLE HEAVY BLACK OIL AS
THERE IS NO SOAP SOLUTION.

YOU CAN SELECT THE TYPE OF ANNEX 1 OIL OR SELECT THE DENSITY/ VISCOSITY/ POUR
POINT FOR PRODUCTSAS PER THE TABLE OR FOR ANNEX 2 OILS. (2.2 ). LUB OIL IS TYPE
4---HFO IS TYPE 6---KEROSENE IS FOR JET FUEL ETC

AT THE BEGINNING OF THE NEW BALLAST VOYAGE CANCEL THE TOTAL AMOUNT OF OIL
DISCHARGED DURING PREVIOUS VOYAGE AND ENTER THE NEW LIMIT OF 1/30000 OF
THE TOTAL QUANTITY OF THE PARTICULAR CARGO CONVERTED TO LITRES.

THERE IS A GPS INPUT INTO THE ODME. IF YOU PUT OFF THE GPS, IT SHOWS A GPS
RECEIVER TIME OUT.

SO THE INPUTS TO THE FORMULA FOR IRD --MAX 30 LITRES / NM LIKE PPM, CUM/HR,
KNOTS ARE ALL ON AUTO. MANUAL OVERRIDE MUST BE USED ONLY IN EMERGENCY.

IRD IN LTRS/NM= PPM X CUM PER HOUR/ KNOTS X 1000.

LINES WITH I ARE THE ONES WHICH WILL ALLOW MANUAL INPUTS.

CHIEF OFFICER MUST BE A WIZARD ON THE LCD INPUTS AND FUNCTION KEYS OR YOU
CUT A SORRY FIGURE IN FRONT OF A PORT STATE CONTROL INSPECTOR , WHO WILL NOW
START EXPLOITING YOUR VULNERABILTYAND THEN IF THE SHIP GETS A DEFICIENCY
CITATION YOU HAVE NOBODY TO BLAME BUT YOURSELF.

THE MESSAGE IS-- BE VERY FAMILIAR WITH THE CPU FEED PAGES/LINES . NOTHING BIG
IN THIS--- STEP INSALTPUNCH NUMBER---RETARROW UP/ DOWN.

AFTER INS IS PRESSED INFO ON LCD THAT CAN BE CHANGED WILL FLICKER. A CURSOR
SHOWS THE POSITION WHERE THE NEXT CHARACTER WILL TURN UP.

AFTER INPUT PRESS RETURN TO ENTER OR ACCEPT THE DATA.

ALARM AND WARNING OUTPUTS ARE ACTIVATED WHILST THE RESETKEY IS

ACTIVATED.
USE STEP TO CHANGE BETWEEN OPERATION MODES AUTO/ MANUAL.
AN INSERT KEY MUST PRECEDE CHARACTERS IN ORDER TO BE ACCEPTED.
ALT HAS TO BE PRESSED WHEN NUMBERS ARE KEYED IN.

ODME IS USED ONLY TO DECANT THE SLOPS. YOU CANNOT DECANT SLOPS IN SPECIAL
AREAS OF ANNEX 1 , WHEN YOU ARE LESS THAN 50 NM FROM NEAREST LAND OR WHEN
YOU ARE NOT ENROUTE.

THE OVERBOARD PNUEMATIC VALVE WILL SLAM SHUT IF THERE IS


POWER FAILURE OR YOU PUT THE INSTRUMENT OFF
SAMPLE LOSS
SENSOR CAPACITY GETTING EXCEEDED

FAILURE OF MEASURING RECORDING SYSTEM.

THUMB RULE: IF THE OVERBOARD SLAMS SHUT FIRST REDUCE THE RATE IT SHOULD
NOW OPEN. IF NOT THEN ALLOW THE MIXTURE IN SLOP TANK TO SETTLE AND LATER
DECANT AT A REDUCED FLOW RATE.

OPERATING PROCEDURE:

PUT ON THE POWER 440V FOR SAMPLE PP AND 220V FOR CPU.

ON DECK:

OPEN ANNEX 1 MANUAL OVERBOARD VALVE (USUALLY LOCKED ) ON PORT SIDE


SET THE LINE TO PUMP DECANTED SLOPS OVERBOARD USING FRAMO PUMPDONT
START THE FRAMO PUMP YET.

SET THE LINE FOR SLOP TO RECEIVE ODME REJECTED CONTENTS. . THE PNUEMATIC
VALVE IS ALWAYS OPEN IF THE PNUEMATIC OVERBOARD VALVE IS SHUTTHEY WORK
IN TANDEM.

IN ENG ROOM:--

CHECK THE LEVEL OF LUB OIL (TURBINE OIL #90 ) ON TOP OF THE SAMPLING PUMP
BULKHEAD SEAL.

OPEN AIR ( 4.7 TO 7 BARS RANGE ), FRESH WATER (4 KG ) VALVES IN THE ENGINE
ROOM. ALL VALVES ARE NUMBERED AND FLOW ARROW DIRECTIONS ARE MARKED
PROPERLY.

IN TC PUMPROOM:

THE ANALYSING UNIT IS SITUATED IN THE PUMPROOM.

THE FRESH WATER VALVES MUST BE SHUT.. THEY ARE ONLY FOR FILLING UP THE LINES
INITIALLY-- AFTER WHICH THE DRAIN OF THE AU MUST BE SHUT.

ON THE PNUEMATIC FLOW METER OPEN THE DPT VALVES ( 2NOS ) AND KEEP THE
CENTRE EQUALISING VALVE SHUT. (1.4 KG AIR )

OPEN THE DECANTED SAMPLE INLET AND OUTLET VALVES. OPEN THE AU DRAIN TILL
THE WATER COMES OUT AND THEN SHUT IT.

IN THE CCR:

THE COMPUTER PROGRAMMING UNIT CPU IS SITUATED HERE.

FUNCTION KEYS:

INS/ INSERT ---TO PREPARE FOR SELECTION USING CURSOR to change inputs. Character
writing 0 to 9 dot and dash , is accepted only after pressing.

HORIZONTAL ARROW/ TO MOVE THE CURSOR RIGHT OR LEFT.

VERTICAL ARROW/ TO MOVE THE LINE DOWN OR UP

RET/ ENTER KEY. Termination

CHR/ CHARACTERLESS KEY (OOPS !)IT JUST MEANS IT DOES NOT HAVE A FUNCTION.

RESET/ TO STOP BUZZER OR ERASE /RESET OLD ALARMS

IMPORTANT: KEEP THE FLOW RATE LOW AT 200 CUM/ HR. THE ODME IS ONLY TO DECANT
OUTSIDE SPL AREA, -NOT TO PUMP TANKWASHING STRIPPINGS DIRECTLY
OVERBOARD.

PUT ON THE POWER OF THE CPU. THE PRINTER STARTS WORKING IMMEDIATELY. ENSURE
THE PRINTER PAPER IS SUFFICIENT FOR THE WHOLE INTENDED OPERATION. RESET THE
PRINTOUT COUNTER BY PRESSING RET.

PRESS MODE KEY TO CHOOSE OPERATOR MODE OR PRESS PAGE DOWN KEY TILL THE
DISPLAY SHOWS PAGE PROGRAMMING.

OF CUM/ HR. WHEN YOU ENTER A MANUAL FLOW RATE, THE NUMBER WHICH SHOWS
INSIDE BRACKETS IS THE AUTOMATICALLY RECD VALUE.

ON LINE 2.5-- THE SHIP SPEED IS ON AUTO. YOU CAN CHANGE WITH STEP TO MANUAL
MODE OF KNOTS. THE NUMBER INSIDE BRACKET IS THE GPS VALUE.

ON LINE 2.6-- TOTAL QUANTITY OF OIL THAT HAS BEEN DISCHG + TOTAL QUANTITY OF
OIL ALARM LIMIT ( WHICH IS TO BE ENTERED AT 1/ 30000 OF QUANTITY OF CARGO
DISCHARGED ). THE TOTAL AMOUNT OF OIL DISCHARGED IN LITRES OVERBOARD IN
THE PREVIOUS VOYAGE CAN BE CANCELLED BY 00000 AND PRESSING RET KEY. RESET IS
ALLOWED ONLY AT THE BEGINNING OF A NEW BALLAST VOYAGE.

ADJUST WARNING LIMITS IN LINE 2.7. YOU CAN CHOOSE A WARNING LIMIT OF SAY 25
LITRES PER NM THIS ALLOWS YOU TO SLOW DOWN THE PUMP AND GET SOME MORE
SLOP WATER UNDER THE OIL LAYER OUT.

ON LINE 4.1INPUT THE MIN AND MAX FLOW RATES IN CUM/ HR. ON FAIRCHEM YUKA
THE RATES ARE 50 AND 200 CUM /HR

NOW PRESS PAGE UP 3 TIMES AND COME TO

LINE 1.2 ENSURE GPS IS ON AUTO BY USING STEP TO CHANGE

ON LINE 1.3-- KEEP THE OIL CONC IN AUTO MODE

NOW PRESS UP ARROW TWICE AND COME TO HEADLINE PAGE 1.1 CHECK IF ALL ARE ON
AUTO

KEEP AN EYE ON THIS DISPLAY DURING DECANTING OPERATIONS.

IF YOU PUT THE GPS TO MANUAL IT IS ONLY FOR ONE HOURAFTER THAT IT WILL GO
BACK TO AUTO.

NOW GO TO LINE 6.1 AND CHECK THE FW PRESSURE IN ANALYSING UNIT. THE DISPLAY
SHOULD BE CLOSE WATER WITH STEP ( IF THE WATER IS OPEN VIA SOLENOID VALVE ). IF
NOT THEN OPEN WATER WITH STEP. THE PRESSURE MUST SHOW 2 BARS MINIMUM.

BY PRESSING ODM KEY THE ODME STARTS. THE FRAMO PUMPING RATE OR FLOW RATE
IN CUM/ HR WILL BE DISPLAYED ON THE HEADLINE PAGE.

THE OBV KEY LED LIGHTS

THE OVERBOARD VALVE OPENS AFTER ONE MINUTE THIS CAUSES THE OBV OPEN
LIGHT TO COME ON AND SIMNULTANEOUSLY THE STV OPEN LIGHT GOES OFF.

FOR STOPPING ODME PRES OBV AGAIN.

NOW THEN OBV LED LIGHT GOES OFF AND THE LED ON THE CLN KEY COMES ON.
IMMEDIATELY THE OVERBOARD SHUTS AND THE SLOP VALVE OPENS---OROBV
OPEN LED GOES OFF AND THE STV OPEN LED COMES ON.

THE SAMPLING LINE IS NOW FLUSHED FORWARD AND BACKWARDS 3 TIMES IN 2


MINUTES AND STOPS AUTOMATICALLY. THEN THE CLN KEY LED GOES OFF.

PUT OFF THE FRAMO PUMP.

NOW GO AND SHUT ALL THE VALVES OF AIR, FW YOU OPENED IN E/R.

SHUT ALL THE VALVES YOU OPENED IN PUMPROOM. KEEP ONLY THE DPT EQUALISER
VALVE ( MIDDLE ) OPEN.

SHUT OFF ALL VALVES ON DECK YOU OPENED..

SHUT OFF THE POWER TO THE CONVERTING UNIT IN E/R AND THE CPU IN CCR. IF THE
CPU POWER IS ON AND THE CU POWER IS OFF THEN AN ALARM COMESALARM
COMMUNICATION ERROR.

SIMULATION TESTS:-

YOU CAN DO ELECTRONIC SIMULATION BY ENTERING MANUAL PARAMETERSFOR


SPEED, FLOW RATE AND PPM. KEEP THE FLOW RATE AT 200 CUM/ HR.-- IF YOU GO AT
HIGH OR VERY LOW RATES THERE WILL BE ALARM.

REMEMBER THE OVERBOARD PNEUMATIC VALVE WILL OPENSO MAKE SURE THE
MANUAL OVERBOARD VALVE IS SHUT TO AVOID POLLUTION.AND MAKE SURE THIS
LINE IS FILLED WITH WATER.

1) SET FLOW RATE TO THE 200 CUM/ HR. SPEED TO 5 KNOTS AND THE PPM TO 350. THE
IRD IS NOW 14 LITRES/ NM. THE OVERBOARD IS OPEN AND THE SLOP BYPASS IS SHUT.
NOW INCREASE THE PPM MANUALLY TO 650 PPM WHICH MAKES THE IRD 26 LITRES/ NM
THERE WILL BE A WARNING ALARM. NOW INCREASE THE PPM TO 800 PPM TO GET 32
LITRES/NM. . THE OVERBOARD WILL NOW SLAM SHUT.

2) RESET THE TOTAL OIL DISCHARGED QUANTITY TO ZERO. NOW SET THE ALARM
POINT TO A LOW 10 LITRES. THE OVERBOARD WILL SHUT SOON.

3) SHUT OFF THE SAMPLE FLOW TO AU TO TRIGGER SAMPLE LOSS ALARM. THE
OVERBOARD WILL SHUT AND SLOP VALVE WILL OPEN.

4) PUT OFF THE POWER SUPPLY. THE POWER LOSS ALARM WILL TRIGGER. OVERBOARD
WILL SHUT AND SLOP BYPASS WILL OPEN.

ODMCS prints every 10 min also when alarm conditions develop, when normal conditions are restored,
when the computed rate of discharge varies by 10 litres a nautical mile, when the command is manual
and when the dischg overboard starts and stops.

Discharge automatically stops -- when there is power failure , loss of sample, at 1/30000 DWT ( cargo
discharged ) , when IRD is greater than 30 litres / nm., failure of measuring or recording system and if
input of any sensor exceeds the effective capacity of the system.

Sample flow rate is 900 litres/ hr upto 65 deg c. Cleaning solution consumption 100 litres / hr

MAINTENANCE:

AN ODME TECHNICIAN COSTS MONEY. IF YOU DO YOUR JOB AND KNOW WHAT IT TAKES
TO RUN A TROUBLE FREE ODME, WE CAN KEEP THE TECHNICIAN AWAY.

THE IR DETECTOR LINE 5.4 HAS 4 VALUES IN %. WITH A DIRTY MEASURING CELL THE
FIRST VALUE WILL DROP <85 % AND THE OTHER THREE WILL RISE >50%. -THE FIRST
VALUE (CLEANING LIMIT ) IS THE DIRECTLY TRANSMITTED LIGHT SIGNAL THROUGH
THE SENSOR GLASS TUBE. IF THE SENSOR TUBE IS DIRTY THIS VALUE BECOMES LOW. 2
3 AND 4 ARE CAUSED DUE TO AIR BUBBLES AND PARTICLES IN FWTHESE CLEANING
LIMITS MUST BE LOWER THAN 10% SYSTEM CLEANING IS ACTIVATED IMMEDIATELY
AND AUTOMATICALLY AFTER THE ALARM. IF THIS IS NOT ENOUGH YOU CAN PRESS CLN
KEY AND CARRY OUT FURTHER MANUAL CLEANING. IF STILL THERE IS NO
IMPROVEMENT OPEN THE ANALYSING VALVE BY PRESSING AV KEY. SHUT THE VALVE AT
THE OUTLET OF AU. OPEN THE TOP PLUG AND USE THE LONG BRUSH IN THE TOOL BOX
WITH CLEANING SOLUTION FOR SCRUBBING..

PRECAUTIONS:
IN COLD WEATHER DO NOT ALLOW FW TO FREEZE AND BREAK THE ODME.

NOTES:
* IF THE ALARM LIGHT FLICKERS IT MEANS THERE IS MORE THAN ONE ALARM.
* THE SAMPLE WATER FLOW IS 900 LITRES PER HOUR

* FW CONSUMPTION IS 60 LTRS / HR DURING MEASURING AND 600 LTRS / HR DURING


CLEANING
* MANUAL FLOW CAN BE PROGRAMMED FOR SIMULATION
* SCROLLING FAST SCROLL+ ALT
* PF LED LIGHTS INTERMITTENTLY WHEN THE SYSTEM IS IN MANUAL OIL CONC MODE.
* AV FOR MANUAL CLEANING OF ANALYSING UNIT.
* YOU CAN STOP AFTER CLEANING BY PRESSING CLN KEYNOT A WISE THING TO DO.
* CLEANING ERROR CAN BE CAUSED BY TEMPORARY TEST ( TOO SMALL HOSE PIPE
CONNECTED TO SLOP LINE ) INSTEAD OF RUNNING THE HUGE SLOP PUMP OR EVEN A
LEAKY ANALYSING VALVE OR LOW AIR PRESSURE WHICH CAUSE THE AV TO OPERATE
SLOWLY..
