Meeting was called to order at 7:12 p.m. Chairperson Ante presided the meeting. Vizier (APO Representative): Sa UPCAT Assistance, magkakaroon ng booth sa Kaliwa and Kanan. Mag-set up din ng substations (table and chair) at testing centers. Volunteers' attire: white, pants/shorts APO's call time for all the volunteers: 3:30-7:30am (1st shift) for both days, August 4-5. UPCAT Assistance will resume at 10:30am-1:30pm (2nd shift) APO asked for 10-15 volunteers per Student Council. APO representative stated that there are volunteers also from Bugkos. Key persons per college are the college representatives. CAS SC Chairperson Villaflor stated that CAS SC is an official volunteer to UPCAT Assistance. CAS SC Chairperson Villaflor discussed the road blocks. CAS SC Chairperson said that regular parking lots can be directed for UPCAT examinees and parents. Booths at testing areas are not allowed. Robin Abache (APO Representative): We'll just put up tables and chairs at CEAT Waiting Shed to instruct and assist them in directions. We will focus on lower campus. CDC Representative Tesorero left the meeting at 7:41 p.m. CAS SC Chairperson Villaflor stated that volunteers must instruct them where the parking lots are. CAS SC Chairperson dicussed where the parking lots are. Robin Abache (APO Representative) stated that the volunteers can give some tips to UPCAT takers, and show respect. CAS SC Chairperson Villaflor: CELLS, Genesoc, Guro, Labay labay will volunteer also to UPCAT Assistance. CAS SC Councilor Dela Rosa: Based on experience last year, we should know where the designated areas are. CAS SC Councilor Cynex Sollano: Is CAS SC allowed to send more than 15 volunteers?

Robin Abache (APO Representative): Yes. We will provide snacks for the volunteers. CA SC Councilor Ahreen Valenzuela: UPhilSAMS is asking for a partnership with the USC an CSCs for their activity which aims to ask the UPCAT takers' to donate their pencils after their exams. Robin Abache (APO Representative): APO will provide the tents for the booths. APO asked how many volunteers each Council can send for the UPCAT Assistance. CAS SC Chairperson Villaflor: We will send the list of volunteers tomorrow (August 3) morning. Robin Abache (APO Representative): We will designate where the volunteers will be at the day itself. CHE Representative Valdez and some members of CHE-SC arrived at 7:50 p.m. Councilor Resuello: Permits for the booth and tarpaulin was not yet approved due to problems with tarp design and booth. It will be followed up tomorrow. APO representatives left the meeting at 8:00 p.m. Next agendum: SOMA Tambayan. CAS SC Chairperson Villaflor said that SOMA is asking the CAS-SC to help them find tambayan. SOMA has tambayan at CEM last 2007. They had a talk to SESAM, but they have no jurisdiction with the area. CAS SC Chairperson Villaflor: Mahihirapan ng ibalik ang tambayan dahil gagawin ng parking area. CAS SC will forward the request of SOMA to USC or to any CSCs who can address their concern. Chairperson Ante: Nakakagulat na sa OVCCPD na nagaask ng permit pag may open tambayan. Pwdeng sa SU sa baba maging tambayan nila. Pero kailangang mag-request sa BAO o sa OSA. Next agendum: Freshman Block Assembly Councilor Holt: [University-wide] FBA will be on August 8, Wed, 6pm at Makiling Ballroom Hall. CEAT SC finished its FBA last night. CVM, CEM, CDC finished their FBA. CAS SCs FBA will be on August 7. CHE SC Chairperson Sarrapudin stated that their FBA is related to the University Freshman Council Councilor Holt: Each college will send their nominee for the University Freshman Council. College representatives are expected to be present at the FBA. Councilor Holt said that the very first University Freshman Council will be formed. It will be headed by the freshman representative who will win. The other nominees for other positions (Vice Chair, Secretary, Internals, etc) Councilor Holt: Ok lang ba na sila na rin yung magiging nominado for the other positions? Councilor Miller: Paano kung gustong maging part ng FBA Council ang mga nanominate na CSC freshman representatives? Councilor Holt: Dapat sumunod sa proseso ng pagpili ng freshman representatives para maging fair sa colleges,

Chairperson Ante: Pwedeng pagusapan ng CSCs kung sino ang magiging representative nila for FBA. Kung may gustong ma-nominate, dadaan sa deliberations ng CSCs. CAS Councilor MM Dela Rosa: Magbobotohan ba ang nominees kung saang position o sila sila na lang mag-assign sa sarili nila for a certain position? Councilor Holt: Anong mas magandang paraan para sa positions sa UFC? Ok lang ba na sila sila na yung mag-usap para sa positions? Councilor Miller: Sino ang pwedeng bumoto? Pero hindi nila kilala ang isat isa, hindi alam ang kakayahan ng bawat isa. Councilor Holt: Mahirap kung dadaan pa ng deliberations ang nominees. Ok lang ba na ang nominees in our colleges, sila na rin yung nominado sa UFC? Councilor Holt stated that there will be one nominee per college. Councilor Miller: Pwedeng ihalintulad ang UFC sa CEASE. Councilor Holt: Ang napiling nominee sa FBA ay nominee sa UFC. Chairperson Ante: Freshman dapat ang mamili kug sino ang kanilang magiging freshman rep. Kung maraming nominees per college, sila sila mismo ang mag-delibs sa sarili nila. Pagdating sa USC, isa lang ang nominee per college.\ Councilor Holt: Sa botohan sa UFC, sila sila na rin ba ang boboto? Chairperson Ante: Yes, parang committee system lang. Councilor Holt stated that FBA will start at 6pm. Councilor Holt: It is like a council na pwdeng makatulong sa activiites. Councilor Holt: Ang ine-expect na nominees ay 8. Hahatiin sa dalawang set ang nominees. Ide-deliberate tig40 minutes ang bawat set. Wag na masyadong matagal kasi ayaw ko dumating sa point na may mga umaalis na freshman dahil sa curfew. Pwedeng magspeech, 2 minutes per nominee. Councilor Holt: May 2 questions from the Council, and two questions from the audience, and one follow up question. Councilor Holt: 2 minutes to answer the main questions and 1 minute for the follow up. Councilor Holt: After ma-deliberate and first set, mag-caucus for 5 minutes ang USC kasama ang CSCs. Then, deliberations for the second set. Councilor Holt: Kung may mag-head on, ide-deliberate sila for 20 minutes. Then same set of questions. One college one vote. Councilor Holt: Let us ensure maximum participation of freshman. Chairperson Ante: Expected attendee is 20% of freshman per college. Councilor Holt: Mahalaga na makapag-build ng camaraderie sa freshman representatives so they can ask updates from college representatives. Councilor Holt: Yung freshman representative na nanalo sa FBA ng CSCs, sa college nila magtratrabaho yun. Yung CSC freshman representative ay hindi na pwedeng manominate for university freshman representative. CEAT Representative Mercado: Makakapagsecure ba ng transportation for CFNR pauwi? Councilor Holt: Pagusapan within USC. CEAT SC Councilor Lemence: Based on experience last year, suggestion lang, kasi may mga batch 2010 na nakikisali sa caucus ng freshman. Sana maensure na freshman at council lang ang mag-caucus. Councilor Holt stated that CSCs must ensure freshmen attendees. Chairperson Ante: Yung kanya kanyang CSC InfoPub, umugnay kay CVM Representative and InfoPub Head Camba. Paki-record lahat ng RTR na may mga freshies, and yung mga nakausap na freshman. Ibibigay ang record at the end of the day, then ibibigay kay CVM Representative Camba.

CAS SC Councilor MM Dela Rosa: May mai-flash bang AVP, pubmats para sa RTR? Councilor Holt: Nasa USC page. Next agendum: Alliance of Varsitarian Orgs (AVO) CAS Representative Bucay stated that AVO is asking USC to help them in publicity to ensure maximum participation of varsitarian orgs. CAS Representative Bucay: Magkakaroon ng AVO meeting bukas, August 3,7pm dito sa SU. Next agendum: Magkaalaman Na Councilor Holt: May campaign ang USC, Magkaalaman Na. Isa itong activity regarding kung bawal ba magrecruit ng freshman. Magkakaroon ng consulation sa orgs, and kung anong gusto nilang iforward sa Admin. CEAT SC Councilor Lemence: Pwede magrecruit ng freshmen approved by the SDT. Yung mga nagpapa-recognize sa SOAD, ay may pinipirmahan na pledge na bawal magrecruit ng freshman. Ano ang governing rule? Yung rule ng SDT o SOAD? Councilor Criador stated to have a dialogue regarding freshman recruitment Chairperson Ante: Hindi talaga pwede ma-recruit ang freshmen. Si Sir Chico ang talagang makakausap regarding this concern. Dialogue with SOAD Head Chico will be on August. Councilor Holt: Consulation muna with the orgs, then iforward ng USC CAS SC Chairperson Villaflor: Paano makakapagbigay ng clear examination ang orgs kung hindi nila alam ang guidelines? Councilor Holt: Consulation lang muna ang gagawin. CA SC Chairperson Cano, CA SC Councilor Reyes, and Delos Reyes left the meeting at 8:35 p.m. Councilor Holt: Ang university-wide CSL ay paguusapan muna ng USC. Chairperson Ante: Kailangan ng magkaroon ng org profile ang USC. Vice-Chairperson de la Cruz had drafted information sheet for the organizations. Vice-Chairperson de la Cruz: Nakalagay sa Org profile: Org name, pinaikling org name, high res na seal, president/any contact person, number, email, GAs (where and when), type of org, annual activities and short description. Vice-Chairperson de la Cruz stated that Org profile is due on August 6, Monday. Contact persons for the org profiles per college are CSC's STRAW Committee. CA SC Councilor Ahreen Valezuela will be in-charge in CA. CAS SCsExternals Committee will be in-charge in CAS. Chairperson Ante: Ihardcopy and icompile ang org profile. Next agendum: Luzon-wide Congress CAS Representative Bucay: Luzon-wide congress will be on Sept. 21-23 at UP Baguio. Maximum participation is encouraged. CAS Representaive Bucay discussed the breakdown of expenses for the Congress. Chairperson Ante: Aasahan na ipa-publicize ng CSCs ang Luzon-wide Congress. Next agendum: Militarization in Quezon Chairperson Ante: I-integrate sa activities ng CSCs ang militarisasyon sa Quezon. May mga makakapag-raise na ba ng plano para sa Quezon?

CAS Representative Bucay: Hindi popularized kaya magpapalabas ng informative pubmats. CHE SC Chairperson Sarrapudin: Pwede bang magpalabas ng fact sheet? Inopen sa CSL ng CHE ang militarization sa Quezon, and ang hirap mag RTR at orghop. Chairperson Ante: Kaya ba ng CRAW na mag-release ng fact sheet tungkol sa updates sa nangyayari sa Quezon at kung paano idi-discuss. Councilor Criador: Paguusapan muna ng CRAW. CVM SC Chairperson Mosaso: Mag-compose na rin ng GM at magpost na ng pubmats. Chairperson Ante asked for the schedule of regular meetings of CSCs. CA: Every second and fourth Monday of the month, 7pm CAS: Every odd-numbered Monday of the month, 5pm. Councilor Miller: Gusto kong iforward ang ipinangako ko nung campaign na Elbi with a heart. Isang centralized na activity para ready para sa lahat ng maaring mangyaring sakuna.
