IMPORTANT: (i) Except as otherwise provided in any subsequent modification/LOI/Order,the provision of the Annexure shall have effect notwithstanding anything inconsistent therewith contained in any other Schedule/Annexuare/Clause/ Terms/Condition of this tender document. (ii) If the tender document is downloaded by the bidder through website of CSPDCL, the tender fees Rs.750/-is to be submitted in form of DD/Pay Order in an envelope super scribed main envelope. (iii) It may please be noted that the firm having pending litigation with CSPDCL will not be eligible for participation in Tendering process and offers of such firms will not be considered for opening Date of submission of tender is 16-10-2012 up to 3.00 PM and date of opening of tender is 16-10-2012 at 3.30 PM in the Office of Executive Director (S&P), CSPDCL, Raipur.

Earnest money deposit shall be Rs. 33,967=00 (Rs.Thirty Three Thousand Nine Hundred Sixty Seven) only. No offer shall be accepted without earnest money deposit unless exempted by the Company. If on opening of the tender, it is revealed that EMD amount is inadequate / any other discrepancy is noticed, the tender shall be rejected and technical / commercial bids and price bid shall not be opened. No interest shall be paid on EMD. 2. Pre-Qualification requirement :(i) (a) The tenderer firm should have minimum average annual turn over of Rs. 51.00 Lacs for the last 2 years i.e. 2010-11 & 2011-12 for this tender. (The Bidders should submit at least two copies of their profit and loss account and balance sheet for the last two years including Turnover duly attested by notary). (b) It is obligatory to the tenderers to offer at least 25% of tender quantity of material quoted otherwise their offer shall be rejected. (ii) The tenderer should be manufacturer and having experience of minimum one year in supplying Porcelain / Polymer insulators to other SEB / Electricity Utilities.However, the state units of CG State not having the experience of minimum one year will be considered for trial order only if complying the other requirement and found eligible. (iii) The tenderer should submit all the required type test from Govt / Govt.approved / NABL accredited laboratory as per relevant IS / IEC not more than 5 years old from the date of opening of the tender, indicated in technical specification. 3. Only FIRM rate is to be quoted. No Price Variation shall be admissible. 4. Price bid has to be submitted in prescribed format only as per Schedule-I inclusive of all the charges / levies / taxes i.e. packing, forwarding, freight, sales tax, excise duty octroi or other taxes / levies, commercial tax and any other charges etc. No price variation shall be allowed / accepted.

Also, please note that Taxes and duties shall be paid extra against production of documentary evidence. However, in case where bidder specifies present rate of statutory levy at a lower rate than the maximum of normal tax-structure, any upward variations in statutory levies upto maximum of applicable rates shall have to be born by the bidder. Importantly, in case a bidder stipulates upward revision of statutory levy (ED,ST etc.) to the CSPDCL account and specifies present rate of statutory levy at a lower rate than the maximum of normal tax-structure of levy applicable for the product or as evident from other bids received in the tender; his quoted prices will attract a loading considering maximum slab of normal rate of levy applicable .For example, a bidder stipulates upward revision of CST to the CSPDCL account and specifies present rate of CST @ 1%.Whereas,the maximum limit of normal rate of CST is 2% for tendered item. Therefore, loading for balance i.e. 2-1 = 1% CST will be done on the price quoted by that bidder. Also any upward variations in statutory levies beyond original contractual period will have to be born by the bidders. The rates quoted in the price bid will be loaded with the prevailing rate of entry tax for State / Out-side State Units to ascertain the lowest rate i.e. the lowest landed cost and the firm will be considered the L-1 bidder based on such lowest landed cost, for all purposes. However, while placing the order to L-1 bidder, the rate offered should be after de loading the entry tax, as the amount of entry tax is to be paid by CSPDCL. For placing order whereas on firms other than L-1, i.e. for counter offer the rate offered will be such that the total landed cost including entry tax @ 1% shall be same for within and outside State Units. The notary attested copies of all the desired type test certificates from the Govt / Govt.approved/ NABL accredited laboratory alongwith the drawing/design of sample tested, for 11 KV PIN INSULATOR (PORCELAIN & POLYMER) 33 KV PIN INSULATOR (PORCELAIN), 11 KV 45 KN DISC INSULATOR (POLYMER) & 33 KV POLYMER (COMPOSITE) DISC INSULATOR (as prescribed in with its latest amendment as per relevant IS / IEC) shall be submitted along with the tender, failing which the tender will be liable for rejection .The type test certificates shall not be 5 years old from the date of opening of the tender. If the Type test report found more than 5 years old, the offer would be liable for rejection. Type test reports of other laboratories shall also be liable for rejection. Only commercial and technical bids shall be opened on date of opening of tender. The price bid shall be opened on any subsequent date for which intimation shall be given separately. POOL RATE / CARTEL:Formation of tenderers cartel is strictly prohibited. Cartel includes an association of sellers, distributors, traders or service providers who by agreement amongst themselves, limit, control or attempt to control the production, distribution ,sale or price of or trade in goods or provision of

services. Here, agreement includes any arrangement or understanding or action, whether or not is formal or in writing. Quoting same rates i.e. pool rate is not acceptable. In case the same rate is found to be quoted by more than two bidders, offers of all such bidders shall be out rightly rejected. However, if rates of two bidders are found to be same, quantity of orders to be placed on them will be reduce to half of the quantity a bidder is entitled to be allocated by virtue of their common rank. But, in case of multi-item tender, if rates of even two bidders for more than one item are found to be same, it will be considered as deliberate cartel & offers of both the bidders shall be rejected. Accordingly, all the bidders are advised to quote their own individual & most competitive rates. Rates received in a tender will be minutely scrutinized to find out as to whether some or all bidders have entered into any such agreement. If Company is satisfied with the conclusion that some or all bidders have formed a Cartel, offers of all such bidders shall be rejected. 10. No technical and commercial deviation shall be considered / accepted, from the specified technical / commercial specification, enclosed in the tender documents. Any deviation from commercial / technical specification will result liable for rejection of the tender. 11. The tender offers of those tenderers, who do not agree to CSPDCLs payment terms, security deposit clause, penalty clause, performance guarantee clause, submission of all type test certificates clause and technical specification shall be liable for rejection. 12. DRAWING AND LITERATURE: The tenderer shall submit compulsorily the detailed drawing of the offered material conforming to tender specification. The offers received without drawing shall not be considered. The drawing of the material submitted along with the offer shall be considered for the purpose of evaluation of offer only. However, the successful tenderer on whom order shall be placed shall have to again submit the detailed drawing of ordered materials as per purchasers requirement / suggestion before placement of order for further scrutiny and approval. 13. C.S. Power Distribution Company Ltd. is authorized under Sales Tax Act bearing Registration No. 22711104373 to avail the benefit of Concessional rate of Commercial Tax / Central Sales Tax. For this purpose, necessary declaration formC/D, as the case may be, shall be issued after receipt of material at destination. This shall be kept in mind by the tenderer while quoting the competitive rates in format Schedule-I i.e. Price Bid. 14. The C.S. Power Distribution Company Ltd. here after referred as COMPANY reserves the right to reject any or all tenders or accept any tender in full or part, considered advantageous to the C.S. Power Distribution Company Ltd., whether, it is lowest or not without assigning any reason whatsoever. 15. The tenderer will have to supply the materials as per approved drawing and design and accordingly they should quote the rates.

16. The offers should be fully technically acceptable i.e. offer should meet all the constructional features & technical requirements as specified in the technical specification Schedule-II & III. 17. The inspection of works site of Bidders may be conducted by a committee comprising of senior officers of the Company to ensure that the firm has got the required infrastructure for manufacturing good quality INSULATORS and to examine technical acceptability of the Bidders to manufacture quality Insulators by complying with quality assurance plan as prescribed in the technical specification of the tender. However, along with offer, the information about manufacturing facilities and testing facilities available be submitted. 18. The tenderers should be manufacturer and having experience of minimum one year in supplying 11 KV PIN INSULATOR (PORCELAIN & POLYMER) 33 KV PIN INSULATOR (PORCELAIN), 11 KV 45 KN DISC INSULATOR (POLYMER) & 33 KV POLYMER (COMPOSITE) DISC INSULATOR to other electricity Companys / Electric Utility etc. However the state units of CG State not having the experience of minimum one year will be considered for trial order only if complying the other requirement and found eligible. For this purpose the tenderer / firm will be required to submit the proof to substantiate this condition like copy of orders / performance certificates attested by Notary. 19. The bidders are advised to furnish following documents also: i) Latest partnership deed / ownership deed proof or memorandum of articles of the firm as applicable. ii) Power of Attorney to sign the tender documents and all correspondence after placement of the order. 20. PRICE REDUCTION :In case price of the 11 KV PIN INSULATOR (PORCELAIN & POLYMER) 33 KV PIN INSULATOR (PORCELAIN), 11 KV 45 KN DISC INSULATOR (POLYMER) & 33 KV POLYMER (COMPOSITE) DISC INSULATOR happens to be lower in our next tender, the same shall be made applicable for the balance quantity with effect from the date of opening of Price Bid of new tender. 21. The photocopy of NSIC / SSI Permanent Registration should be duly attested by the competent authority from the Industries Department not below to the rank of General Manager / Manager of Industries Deptt. or Public Notary must be submitted with the offer to know the experience and production capacity. The registration certificate should be valid for the items on tender on due date of opening of commercial and technical bid. 22. Each page of the tender and its enclosures must be signed by the tenderer with firm's seal at the bottom space. 23. The Certificate stated in page 15 shall have to be mentioned over the main envelope duly signed by the tenders and with the seal of company.

24. INSPECTION BEFORE DISPATCH: Unless the inspection is waived, the Companys inspecting officer/representative at your works shall conduct pre-dispatch inspection of the materials. The procedure for arranging inspection shall be as per relevant ISS and its latest amendment & IEC. 25. INSTRUCTIONS FOR PREPARATION OF BIDS: a) Bids shall be complete in all respect and shall be submitted with requisite information and Annexure. It shall be free from any ambiguity, cutting or overwriting. The persons who sign the Bids must initial any such correction. An authorized representative of the firm shall initial all pages of the Bid. For preparation of Bids, Bidders are expected to examine the bidding documents in detail. Discrepancies in providing the information may result in rejection of the Bid. All the pages shall be numbered at bottom on right side corner. All the pages shall be numbered from bottom to top serially. The index shall be prepared in sequence (strictly in the prescribed proforma as mentioned in this tender document) of documents which are required to submit along with offer like schedules of commercial information, commercial & technical deviations, experience certificate, Sales Tax clearance certificate, exemption from any tax / duties if any, TYPE TEST REPORTS, undertaking against FIRM price which are essential to submit to ascertain eligibility of your offer. The Technical & Commercial Bid' Part II (All schedules shall be submitted exactly in same proforma) and Price Bid" as part section - III and abstract of position of each type test and other desired certificate where these all are placed in file, should be furnished in offer.

26. ACCEPTANCE OF TENDER :The total quantity of tender/ order which are to be placed may be distributed to two eligible firms in ratio 60:40 at the lowest landed cost. 27. PERFORMANCE GUARANTEE:The 11 KV PIN INSULATOR (PORCELAIN & POLYMER) 33 KV PIN INSULATOR (PORCELAIN), 11 KV 45 KN DISC INSULATOR (POLYMER) & 33 KV POLYMER (COMPOSITE) DISC INSULATOR shall be guaranteed for 30 months from date of receipt of material. Any of the goods found to be defective in materials or workmanship or develops defects during service; they will have to be replaced by the supplier, free of all charges. The suppliers will make all necessary arrangements on these accounts.

28. DELIVERY:Normally the supply shall be commenced within one month & supplies of full quantity to be completed within one month, however the Company reserve the right to defer or advance the delivery depending on the field requirement. 30. SECURITY DEPOSIT:Please note that the Security Deposit will be applicable as per clause 15 of Annexure B (Page XV) of printed booklet .However please note that for all state SSI units registered with the Industries Department as C.G. shall be required to pay Security Deposit for 5% value of order subject to maximum of Rs. 20,000/- in cash or D.D. This concession is for such SSI unit of Chhattisgarh who are doing business upto Rs. 50.00 (Fifty) Lacs annually only .For State SSI unit ,who are having annual business with the Company for more than Rs. 50.00 lacs, shall have to deposit 7.5% of value of order subject to maximum of Rs. 10.00 lacs. No interest shall be paid on SD amount. 31. Clause 12.4 of Annexure B (General Terms & Conditions of Purchase) of printed booklet may please be read as below:For payment the invoice in triplicate with relevant documents such as Material Receipt in good condition etc. should be submitted to the Deputy General Manager (F&A), CSPDCL, Raipur or value more than Rs.2,50,000/-. In case amount is less than 2,50,000/- the bill should be submitted to concerned Assistant Manager/Regional Asstt. Manager.

1. 2. 3. The price quoted in coloumn-10 shall be FIRM and inclusive of all taxes, duties and packing, forwarding & freight charges but exclusive of Entry Tax. Entry Tax as applicable shall be payable by CSPDCL. At present the applicable rate of entry tax @ 1% for State unit & outside State units. This shall be kept in mind. C.S. POWER DISTRIBUTION COMPANY LTD. is registered for availing the benefit of concessional rate of Sales/Commercial Tax. For the purpose, necessary declaration form C/D, as the case may be, shall be issued after receipt of material at destination. This shall be kept in mind by the tenderer, while quoting the competitive prices. The offer with the rates given in any form / Performa, other than that mentioned above shall be liable for rejection. SCHEDULE-II (A) GENERAL PARTICULARS AND TECHNICAL SPECIFICATION OF 11 KV & 33 KV PORCELAIN PIN INSULATOR 1. SCOPE:This specification covers the design, manufacture, testing, supply and delivery of 11 KV and 33 KV Porcelain Pin Insulators for use on 11 KV and 33 KV overhead Power Lines. STANDAND:Except where they conflict with specific requirement in the specification, the Pin Insulators shall comply with the Indian Standard Specification IS:731-1971 and its amendments from time to time. The insulator conforming to any other internationally accepted standard which ensures equal or better quality than the standard mentioned above would also be acceptable. Where the material is offered according to the international standards, an English version of the specifications shall be attached with the tender. 3. 3.1 ATMOSPHERIC CONDITIONS:The material offered shall be suitable for operation under the climatic conditions indicated in Clause 31 of Annexure II General Terms and conditions of purchase appended with this Tender Specification.

3.2 Reference atmospheric conditions at which insulators characteristics shall be expressed for the purpose of comparison shall:Ambient Temperature Barometric Pressure Absolute Humidity 20 Degree Centigrade 1013 Milli bars -11 gms of water per cubic meter corresponding to 63 percent relative humidity at 20 0C
Note: - A pressure of 1013 millibars is equivalent to a pressure of 750 mm of Mercury at 0 degree centigrade. 3.3 Tests for the purpose of this standard shall preferably be carried out under conditions of temperature and humidity specified in IS:196-1966(i.e. at a temperature of 27+ 2 degree centigrade and relative humidity of 66+2 percent) and at the prevailing atmospheric pressure. When this is not possible, test may be carried out under conditions naturally obtained at the time of the test. The barometric pressure, air temperature and humidity shall be recorded for the purpose of correction. Corrections of test voltage for atmospheric conditions is given in Appendix A of IS:731-1971.

The Thimble for 11 KV Pin Insulator should be suitable for use with Galvanised Steel Pins conforming to reference S-165 of IS: 2486 (Part-II) of 1974 with shank length 150 mm which is provided with a small steel head. Similarly, the thimble of 33 KV Pin Insulator should be suitable for use with 33 KV Galvanised steel Pins conforming to reference I-300-N of fig. 6 with shank length of 150 mm and with large head of ISS-2486 (Part-II) of 1974.

Type test certificate from recognized Govt. lab for the tests carried out on prototype of same specifications shall be enclosed with the tender. The type test certificates shall not be more then 5 years old from the date of opening of tender. 9.2 ROUTINE TESTS:The following shall be carried out as the routine tests:a. Visual examination b. Electrical Routine tests c. Mechanical Routine tests 9.3 ACCEPTANCE TESTS:The test samples after having withstood the routine tests shall be subjected to the following acceptance tests in the order indicated below:a. Verification of dimensions b. Temperature cycle test c. Mechanical failing load test d. Puncture test e. Porosity test f. Galvanising test 9.4 Tolerance in insulator dimensions shall be as per the relevant Indian Standard i.e. (0.04d+1.5) mm when d 300 mm and where d is the dimension in mm. MARKING:Each insulator shall be legibly and indelibly marked to show the followings:a. Name and trade mark of manufacturer b. Month and year of manufacture c. Minimum failing load in newtons d. Country of manufacture Marking on porcelain shall be printed / engraved and shall be applied before firing. 11. PACKING:All insulators shall be packed in wooden crates suitable for easy but rough handling and acceptable for rail and road transport.

Accordingly, a drawing 051-32/CSEB/1 dt.1.9.2001, which indicates the standardised dimensions of top and neck of 11 KV Pin Insulator, is enclosed with Tender Specification. S C H E D U L E I I (B) GENERAL PARTICULARS AND TECHICAL SPECIFICATION OF 11KV DISC INSULATOR (PORCELAIN) (T&C TYPE) 1. SCOPE:This specification covers the design, manufacture, testing, supply and delivery of porcelain Disc Insulator for use on 11 KV and 33 KV overhead power lines. 2. STANDARD:Except where they conflict with specific requirement in the specification, the Disc Insulator shall comply with the Indian Standard Specification IS: 731/1971 and its amendment from time to time. The insulator conforming to any other internationally accepted standard which ensures equal or better quality than the above standard would also be acceptable. Where the material is offered according to the international standards, an English version of the specification shall be attached with the tender. 3. ATMOSPHERIC CONDITIONS:-
3.1 The material offered shall be suitable for operation under the climatic conditions indicated in Clause 31 of Annexure-II General Terms and Conditions of purchase appended with this tender specification. 3.2 Reference atmospheric conditions at which insulator characteristics shall be expressed for the purpose of comparison shall be:Ambient Temperature Barometric Pressure Absolute Humidity 20 Degree Centigrade 1013 millibars 11 gms of water per cubic Meter corresponding to 63% Relative humidity at 20 0C
Note:- A pressure of 1013 millibars is equivalent to a pressure of 750 mm of Mercury at 0 degree centigrade. 3.3 Tests for the purpose of this standard shall preferably be carried out under conditions of temperature and humidity specified in IS:196-1966 (i.e. at a temperature of 27+2 degree centigrade and relative humidity of 66+2 percent) and at the prevailing atmospheric pressure. When this is not possible, test may be carried out under conditions naturally obtained at the time of the test. The barometric pressure, air temperature and humidity shall be recorded for the purpose of correction. Corrections of test voltage for atmospheric conditions is given in Appendix A of IS: 731-1971. 4. GENERAL REQUIREMENTS:The porcelain shall be sound free from defects, thoroughly vitrified and smoothly glazed.

4.1 Unless otherwise specified, the glaze shall be brown in colour.The glaze shall cover all the porcelain parts of the insulator except those areas which serve as supports during firing or are left unglazed for the purpose of assembly. 4.2 The design of insulator shall be such that stresses due to expansion and contraction in any part of the insulator shall not lead to deterioration. The porcelain shall not engage directly with hard metal. 4.3 Cement used in the construction of the insulator shall not cause fracture by expansion or lossening by contraction and proper care shall be taken to locate the individual parts correctly during cementing. The cement shall not give rise to chemical reaction with metal fittings and its thickness shall be as unifom as possible. 5. TYPE OF INSULATOR:The insulator shall be of type B according to its construction which is defined hereunder:Type B:-An insulator or an insulator unit in which the length of the shortest puncture path through solid insulating material is less than half the length of the shortest flash over path through air outside the insulator. 6. CREEPAGE DISTANCE:The insulator shall have minimum 320 mm creepage distance for a heavily polluted atmosphere. 2.1.1 In the event of supply of Insulators conforming to standards other than specified, the Bidder shall confirm in his bid that these standards are equivalent or better to those specified. 3.2.1 The Insulators shall be suitable for 3 phase, 50 Hz, effectively earthed 1IkV and 33kV O/H distribution system in a moderately polluted atmosphere. Long rod Insulators shall be of tongue & clevis type and shall be suitable for both the suspension and strain type load. 3.2.2 Bidder must be an indigenous manufacturer and supplier of composite Insulators of rating 11 kV or above or must have developed proven in house technology and manufacturing process for composite Insulators of above rating or possess technical collaboration / association with a manufacturer of composite Insulators of rating 11 kV or above. The Bidder shall furnish necessary evidence in support of the above along with the bid, which can be in the form of certification from the utilities concerned, or any other documents to the satisfaction of the purchaser. 3.2.3 Insulators shall have sheds with good self-cleaning properties. Insulator shed profile, spacing, projection etc, and selection in respect of polluted conditions shall be generally in accordance with the recommendation of IEC-60815/IS: 13134. 3.2.4 The size of Composite insulator, minimum creepage distance and mechanical strength along with hardware fittings shall be as follows:

Dimensional Tolerance of Composite Insulators:The tolerances on all dimensions e.g. diameter, length and creepage distance shall be allowed as follows in line with-lEC 61109: (0.04d+1.5) mm when d<300 mm, (0.025d+6) mm when d>300 mm. Where, d being the dimensions in millimeters for diameter, length or creepage distance as the case may be. However, no negative tolerance shall be applicable to creepage distance.

Interchangeably:The composite Insulators including the end fitting connection shall be of standard design suitable for use with the hardware fittings of any make conforming to relevant IEC / IS standards. Corona and Rl Performance:All surfaces shall be clean, smooth, without cuts, abrasions or projections. No part shall be subjected to excessive localized pressure. The insulator and metal parts shall be so designed and manufactured that it shall avoid local corona formation and not generate any radio interference be end specified limit under the operating conditions. BASIC FEATURES:Design and construction:The composite insulator shall have a core, housing & weather shed of insulating material and steel hardware components for attaching it to the support / conductor.

4.1.1 Core:It shall be a glass-fiber reinforced epoxy resin rod of high strength (FRP rod). Glass fibers and resin shall be optimized in the FRP rod. Glass fibers shall be Boron free electrically corrosion resistant (ECR) glass fiber or Boron free E-Glass and shall exhibit both high electrical integrity and high resistance to acid corrosion. The matrix of the FRP rod shall be Hydrolysis resistant. The FRP rod shall be manufactured through Pollution process. The FRP rod shall be void free. 4.1.2 Housing (Sheath):The FRP rod shall be covered by a seamless sheath of a silicone elastometric compound or silicone alloy compound of a thickness of 3 mm minimum. It shall be one-piece housing using injection Molding Principle to cover the core. The elastomer housing shall be designed to provide the necessary creepage distance and protection against environmental influences, external pollution and humidity. Housing shall conform to the requirement of IEC 61109/92-93 with latest amendments. It shall be extruded or directly molded on core and shall have chemical bonding with the FRP rod. The strength of the bond shall be

greater than the tearing strength of the polymer. Sheath material in the bulk as well as in the sealing / bonding area shall be free from voids. Manufacturer should furnish a description of its quality assurance programme including fabrication; testing and inspection for any material (i.e. rubber).Components (i.e rod) or hardware (i.e. end filings).The manufacturer has had fabricated by others should also be included. Manufacturing methods and material composition documentation will be a part of Technical Bid to be submitted along with offer. 4.1.3 Weather sheds:The composite polymer Weather sheds made of silicone electrometric compound or silicon alloy shall be firmly bonded to the sheath, vulcanized to the sheath or molded as part of the sheath and shall be free from imperfections. The weather sheds should have silicon content of minimum 30% by weight. The strength of the weather shed to sheath interface shall be greater than the tearing strength of the polymer. The interface, if any, between sheds and sheath (housing] shall be free from voids. 4.1.4 End Fittings:End fittings transmit the mechanical load to the core. They shall be made of spheroidal graphite cast Iron, malleable cast iron or forged steel or aluminum alloy. They shall be connected to the rod by means of a controlled compression technique. The gap between fitting and sheath shall be sealed by a flexible silicone electrometric compound or silicone alloy compound sealant. System of attachment of end fitting to the rod shall provide superior sealing performance between housing, i.e. seamless sheath and metal connection. The sealing must be moisture proof. 5. 5.1 WORKMANSHIP:All the materials shall be of latest design and conform to the best engineering practices adopted in the high voltage field. Bidders shall offer only such Insulators as are guaranteed by them to be satisfactory and suitable for continued good service in power transmission lines. The design, manufacturing process and material control at various stages shall be such as to give maximum working load, highest mobility, best resistance to corrosion, good finish and elimination of sharp edges and corners. The design of the Insulators shall be such that stresses due to expansion and contraction in any part of the insulator shall not lead to deterioration. The core shall be sound and free of cracks and voids that may adversely affect the Insulators. Weather sheds shall be uniform in quality. They shall be clean, sound, smooth and shall be free from defects and excessive flashing at parting lines.

5.6.1 End fittings shall be free from cracks, seams, shrinks, air holes and rough edges. End fittings should be effectively sealed to prevent moisture ingress; effectiveness of sealing system must be supported by test documents. All surfaces of the metal parts shall be perfectly smooth with out projecting points or irregularities, which may cause corona. All load bearing surfaces shall be smooth and uniform so as to distribute the loading stresses uniformly. 5.7 All ferrous parts shall be hot dip galvanized to give a minimum average coating of zinc equivalent to 610 gm/Sq.m, or 87 mm thickness and shall be in accordance with the requirement of IS: 4759. The zinc used for galvanizing shall be of purity 99.5% as per IS: 4699, The zinc coating shall be uniform, adherent, smooth, reasonably bright continuous and free from imperfections such as flux, ash rust stains, bulky white deposits and blisters. The galvanized metal parts shall be guaranteed to withstand at least four successive dips each lasting for one (1) minute duration under the standard preece test. The galvanizing shall be carried out only after any machining. One 10mm thick ring or 20 mm thick spot of suitable quality of paint shall be marked on the end fitting of each composite long rod of particular strength in case of 33 kV Insulators for easy identification in case both types of Insulators are procured by the utility. The paint shall not have any deteriorating effect on the insulator performance. Following codes shall be used as identification mark: For 45 kN long rod unit: Blue For 70 kN long rod unit: Red (Not applicable)

BID DRAWINGS:The Bidder shall furnish full description and illustration of the material offered. The Bidder shall furnish along with the bid the outline drawing (3 copies) of each insulator unit including a cross sectional view of the long rod insulator unit. The bidder shall submit full dimensioned manufacturing insulator drawings containing all the details in three (3) copies along with copies of all the type tests. After placement of award the Supplier shall also submit fully dimensioned insulator crate drawing for different type of Insulators for approval of the purchaser. TESTS AND STANDARDS:Insulators offered shall be manufactured with the same configuration & raw materials as used in the Insulators for which design & type test reports are submitted. The manufacturer shall submit a certificate for the same. The design & type test reports submitted shall not be more than 5 years old. Design tests:For Composite insulators it is essential to carry out design test as per clause 4.1 & 5 of IEC 61109 / 92-93 with latest amendments. The design tests are intended to verify the suitability of the of the design, materials and method of manufacturing (technology).When a composite insulator is subjected to the design tests, the result shall be considered valid for the whole class of the insulator, which are represented by the one tested and having the following characteristics:Same materials for the core, and sheds and same manufacturing method; Same material of the fittings, the same design, the same method of attachment; Same or greater layer thickness of the shed material over the core (including a sheath where used); Same or smaller ratio of the highest system voltage to insulation length; Same or smaller ratio of all mechanical loads to the smallest core diameter between fittings. Same or greater diameter of the core. The tested composite insulators shall be identified by a drawing giving all the dimensions with the manufacturing tolerances. Manufacturer should submit test reports for Design tests as per the IEC-61109 (clause-5) along with the bid. Additionally following tests shall be carried out or reports for the tests shall be submitted after award of

UV test: the test shall be carried out in the line with clause 7.2 of ANSI C29.13. 8.2 Type Tests:The tenderer shall furnish detailed type test reports of the offered composite Insulators per clause 8.2 of the Technical Specifications at the NABL approved Laboratories to prove that the composite Insulators offered meet the requirements of the Specification. These Type tests shall not be more than 5 years from the date of opening of the tender. 8.5 Tests during Manufacture Following tests shall also be carried out on all components as applicable: a) Chemical analysis of zinc used for galvanizing b) Chemical analysis, mechanical, metallographic test and magnetic particle inspection for malleable castings. c) Chemical analysis, hardness tests and magnetic particle inspection for forgings. 8.6 Sample Batch for Type Testing
8.6.1 The bidder shall offer material for sample selection for type testing only after getting Quality Assurance Programme approved by the Purchaser, The bidder shall offer at least three times the quantity of materials required for conducting all the type tests for sample selection. The sample for type testing will be manufactured strictly in accordance with the Quality Assurance Programme approved by the Purchaser, 8.7 Additional Tests:-
8.7.1 The Purchaser reserves the right at his own expenses, for carrying out any other test(s) of reasonable nature carried out at Supplier's premises, at site, to in any other place in addition to the aforesaid type, acceptance and routine tests to satisfy himself that the material comply with the Specifications. 8.7.2 The Purchaser also reserves the right to conduct all the tests mentioned in this specification at his own expense on the samples drawn from the site at Supplier's premises or at any other test center. In case of evidence of non compliance, it shall be binding on the part of the Supplier to prove the compliance of the items to the technical specifications by repeat tests or

correction of deficiencies or replacement of defective items, all without any extra cost to the Purchaser.
8.8
8.8.1 The Supplier shall have to co-ordinate testing of Insulators with hardware fittings to be supplied by other Supplier and shall have to guarantee overall satisfactory performance of the Insulators with the hardware fittings. 8.9 Quality assurance plan:-
8.9.1 The successful bidder shall submit following information to the purchaser:8.9.1.1 8.9.1.2 Test certificates of the raw materials and bought out accessories. Statement giving list of important raw materials, their grades along with names of sub suppliers for raw materials, list of standards according to which the raw materials are tested. List of tests normally carried out on raw materials in presence of bidder's representative. List of manufacturing facilities available. Level of automation achieved and lists of areas where manual processing exists. List of areas in manufacturing process, where stage inspections are normally carried out for quality control and details of such tests and inspections. List of testing equipments available with the bidder for final testing of equipment along with valid calibration reports. The manufacturer shall submit Manufacturing Quality Plan (MQP) for approval & the same shall be followed during manufacture and testing. The successful bidder shall submit the routine test certificates of bought out raw materials / accessories and central excise passes for raw material at the time of inspection. Test Reports:Copies of acceptances test reports shall be furnished and only after which the material shall be dispatched. Record of routine test reports shall be maintained by the Supplier at his works for periodic inspection by the Purchaser's representative. 09. PACKING:9.1. AlI Insulators shall be packed in strong corrugated box of min, 7 ply duly paletted or wooden crates. The gross weight of the crates along with the material shall not normally exceed 100 Kg to avoid handling problem. The crates shall be suitable for outdoor storage under wet climate during rainy season. The packing shall be of sufficient strength to withstand rough handling during transit, storage at site and subsequent handling in the field. Suitable cushioning, protective padding, or dunnage or spacers shall be provided to prevent damage or deformation during transit and handling. All packing cases shall be marked legibly and correctly so as to ensure safe arrival at their destination and to avoid the possibility of goods being lost or wrongly dispatched on account of faulty packing and faulty or illegible markings. Each wooden case / crate / corrugated box shall have all the markings stenciled on it in indelible ink. The bidder shall provide instructions regarding handling and storage precautions to be taken at site.

Annexure-A Tests on Insulator Units 1. RIV Test (Dry):The insulator string along with complete hardware fittings shall have a radio interference voltage level below 100 micro volts at one MHz when subjected to 50 Hz AC voltage of 10 kV& 30 kV for 11 kV& 33 kV class insulators respectively under dry condition. The test procedure shall be in accordance with IS:326B /I EC : 437/CISPfi 18-2. 2. Brittle Fracture Resistance Test:Brittle fracture test shall be carried out on naked rod along with end fittings by applying "1 n HNO3 acid" (63 g cone, HN03 added to 937 g water) to the rod. The rod should be held at 80% of SML for the duration of the test. The rod should not fail within the 96 hour test duration. Test arrangement should ensure continuous wetting of the rod with Nitric acid. 3. Recovery of Hydrophobicity & Corona test:i) The test shall be carried out on 4mm thick samples of 5cm x 7cm The surface of selected samples shall be cleaned with isopropyl alcohol. Allow the surface to dry and spray with water Record the Hydrophobicity classification in line with STRI guide for Hydrophobicity classification.. Dry the sample surface. The sample shah subjected to mechanical stress by bending the sample over a ground electrode. Corona is continuously generated by applying 12 kV to a needle like electrode placed 1mm above the sample surface. The test shall be done for 100 hrs. Immediately after the corona treatment, spray the surface with water and record the HC classification. Dry the surface and repeat the corona treatment as at clause 7 above. Note HC classification. Repeat the cycle for 1000 hrs. or until an HC of 6 or 7 is obtained. Dry the sample surface. Allow the sample to recover and repeat hydrophobiticiy measurement at several lime intervals. Silicone rubber should recover to HC 1 - HC 2 within 24 to 48 hours, depending on the material and the intensity of the corona treatment.

4. Chemical composition test for Silicon content :The content of silicon in the composite polymer shall be evaluated by EDX (Energy Dispersion X-ray) Analysis or Thermo-gravimetric analysis. The test may be carried out at CPRI or any other NABL accredited laboratory.
