Interim Mayor Gloria Announces Plan to Streamline City Operations Proposal will increase speed of decision-making, improve accountability
SAN DIEGO, CA (Oct. 28, 2013) Interim Mayor Todd Gloria thanked the City Council for approving a plan Monday that will streamline the citys government, making it more efficient and accountable and helping the 10,000-employee operation run as smoothly as possible. The plan includes a) changing the citys management structure to improve communication and speed up decision-making; b) making sure talented staffers are trained for promotion and c) conducting a top-tobottom study of the entire bureaucracy to find efficiencies. The end result will be a government that runs more smoothly, responds more quickly to the public and spends taxpayer money as wisely as possible, Gloria said. This isnt a radical overhaul but rather a series of strategic, common-sense tweaks. Glorias proposal, approved unanimously by the Council on Monday, will cost roughly $1.1 million a year. It will create three new executive management positions, bringing the citys total number of executive management positions to six on par with cities such as San Jose and Dallas. As is stands, San Diego has only three such managers to oversee its sprawling operations every imaginable public service from water treatment to library operations to development permitting to street repairs to managing the citys finances. Among other things, the plan will also create a new Department of Planning, Neighborhoods and Economic Development, enabling the city to think and act on a broader and longer-range scale about issues of development and growth. This department will include several cutting-edge features, including a Civic Innovation Lab charged with identifying and road-testing innovative ideas about urban design and civic engagement. As part of the plan, the city will also take an aggressive approach to training talented employees through an annual series of leadership and management academies. The result will be a deeper bench of talent with institutional knowledge. The city can save time and money in the long-run by promoting from within rather than being forced to hire from outside the organization to fill top posts. In addition, the proposal calls for hiring a national expert to study the entire city operation, looking for ways to run things better and save money. The expert, Stephen Goldsmith, has the unusual distinction of receiving praise for his work from both taxpayer-advocacy organizations and public-employee unions. Gloria thanked Chief Operating Officer Walt Ekard, who is stepping aside this week, and Assistant Chief Operating Officer Scott Chadwick, who is scheduled to be confirmed Tuesday as chief operating officer, for their work on this proposal. Chadwick said the new structure means the city will be better prepared to address issues in a proactive manner. Better oversight and succession planning will ensure the city achieves greater accountability, increased transparency and improved collaboration and communication with all stakeholders. Im excited for the City and look forward to improving our collective relationships so that we are truly the City of San Diego Team that will make our citizens proud.

Gloria thanked the Council for recognizes the overwhelming value of these changes. These are all sensible adjustments that will make our government more agile more responsive and ultimately more effective, Gloria said. When you consider these overwhelming benefits, the annual cost is a small price to pay. It would be a mistake to be penny wise and pound foolish. This is a plan that will benefit everyone from taxpayers to our elected officials to the people who use our services every single day.
