REGIONAL CLEAN COAL PARTNERSHIP PROGRAME

Country Presentation-Bangladesh
By : Md. Nehal Uddin (On be half of Bangladesh Team)

Economic Minerals of Bangladesh

Coal Peat Limestone White clay Glass sand Heavy minerals Construction materials Hard rock pebbles & Sand Oil & Gas

Overview of the Energy Sector

Primary energy consumption : ~70 %commercial energy and ~30 % renewable energy (mainly biomass).
Figure-2: Consumption of Primary Energy 2004-05
Hydro 0.29% Coal 0.36% Biomass 34.62%

Gas 49.17%

Oil 15.55%

Overview of the Energy Sector

Natural gas 70% of the total commercial energy supply and 85% of power generation capacity. The main thrusts of the energy are to ensure security of energy supplies, to extend a reliable energy envelope to all citizens and to use energy to promote economic and social welfare with the least impact on the environment. Five fuel strategy: Undertake hydrocarbon exploration Develop coal to meet electricity demand Use less energy for the same service or, put differently, improving energy end-use efficiency The resource potential of renewable energy Nuclear energy

Natural Resources Scenario

Natural gas

At present, major source of our energy is natural gas. After 2011, if no new gas fields are discovered then the gas supply will be declined and consequently the demand of coal will be increased as an alternate source of energy Till now 23 gas fields have been discovered in the country with an estimated proven recoverable reserve of 15.21 TCF. As of December 2007, from 17 gas fields a total of 7.42 TCF gas has been already produced leaving only 7.93 TCF recoverable gas.

Natural Resources Scenario

Coal :

5 Coal fields have been discovered in the NW part of the country Total in situ geological deposits of coal at shallow depth (except Jamalganj, depth 640.24-1158.50 m ) in the northwestern part of the country is estimated as 2200 million tons Coal is high-quality, low-sulfur and can be used for all sort of thermal conversion; some coal has coking properties. Solar Photovoltaic ~ 0.2 m households total capacity 12MW; 230 MW of hydropower Biomass consumption for energy purposes was about 51 million metric tons in 2004-05 Biogas

Renewables:

Export Import Scenario

Energy deficiency Country --No Export options The annual consumption of LPG in Bangladesh is about 92,500 tons, out of which 22,500 tons LPG is available from Natural Gas and Crude Oil and remaining amount i.e. 70,000 is met through import. Almost entire requirement of liquid fuel is met through import (about 1.2 million MT of crude oil along with 2.6 million MT of refined petroleum products per annum). About 0.6 million tons of coal are imported annually to meet the domestic demand (mainly for brick kilns)

Demand Supply Scenario

There is a huge gap between demand and supply

Nexant projection at 2006- on the electricity demand by 2025

19312 MW if GDP growth rate is 5.2% (135MT coal +10 TCF gas) 41,899 MW if GDP growth rate is 8% (450 MT coal + 8 TCF gas)

If the total GDP growth rate is 7% or more, then 26 TCF additional gas will be required which is calorific equivalent to 1000 million tons of coal. There will be a decline of gas production after 2011 and demand of energy will be increasing Coal may be the alternate source of energy in Bangladesh

Present installed capacity for power generation is ~ 5275 MW; 43% population has access to electricity. Per capita generation only 165 KWh per anum There is a huge shortage of supply

Sector-wise Energy Consumption

Consuming Sector Commercial and Residential Fertilizer Industry Power Commercial and Residential Brick Making Industry Form of Consumption Natural Gas Natural Gas Volume of Consumption 210 mmcfd 300 mmcfd

Power Generation 0.36 Tcf/anum Electricity for lighting Imported Coal 2,000 Gwh ~60,000 te

Govt. Role, Regulators and other Agencies

Govt. is very much concerned about the sector. The main role is taken by the Ministry of Power, Energy and Mineral resources Energy policy Petroleum Policy Coal policy (under consideration) Mines and Mineral Rules
BERC (Bangladesh Energy Regulatory Commission) BMD (Bureau of Mineral Development) Petrobangla (BAPEX, Barapukuria Coal Mine and other 9 companies of Petrobangla) GSB (Geological Survey of Bangladesh) BAEC (Bangladesh Atomic Energy Commission) HCU (Hydrocarbon Unit) BPC (Bangladesh Petroleum Corporation) Power cell. PDB (Power Development Board)

Countrys Renewable and Alternate Energy Initiatives

Solar Energy - potential . (Many Govt. and NonGovernment agencies are working on it at present the country has 0.20 million PV in household level having capacity of 12MW) Wind Energy- less potential (About 2 MW installed wind turbines) Bio Fuel potential (but not logical) Nuclear- Active consideration Hydro- Less Potential (Installed capacity 230 MW) Alternate Energy initiative- Coal sector Development

Amount of Investment in the sector

Oil, gas and Mineral Sector: 2008-09 (ADP)

8072.30 m taka including project aid 5302.30 m tk. 35029.40 m tk. including project aid 18419.40 m

Electricity: 2008-9

Coal:
Barapukuria coal mine ~14311.26 m tk ($251.08 m) Coal base power plant - ~ 16000 m taka Private investment ???

Govt. Policy -Development of Coal

Coal is considered as an alternate energy in Bangladesh. At present only one underground coal mine (~0.8 m ton per year) and one coal base power station (250 MW Capacity) Govt. has taken initiative to finalize the coal policy addressing the issues to considered for mining of coal Geologic condition Techno-economic Socio-cultural heritage Surface and Groundwater Land management Environmental

Power sector master plan 2006

450 MT coal requirement for power production -2005-2025 Projection-32837 MW from coal base power plant in 2025

Expectation from the Workshop

Bangladesh will not be able to isolate from global environmental concernBangladesh expect information about the environment- friendly development of coal sector Investment in the sector to combat the power crisis Information for the exploration and exploitation of coal Information about the coal bed methane extraction Information for the clean coal technology
