Planning the future based on school of thoughts must always be Specific, Measurable, Accurate, Realistic and Time bounded. It is known in its acronym as SMART. SMART planner as discussed and being a smart person may belong to one caliber but may differ in substance and implication. Sometimes a smart person could even outsmart a SMART planner. We call it in our vernacular as wedo. Smart people surround us daily and some of them are our local officials and employees whom the people voted and the one that are appointed in the local offices by those that are elected. People in the government be it elected and appointed at least must possess both those potentials. That is for being a SMART planner and smart. For having the two will greatly enhance governmental services and will lead to the attainment a quality of life of the people we serve. SMART planner is made and programmed while being smart person is more of an inborn. If we think that being smart is not inborn to us then go for SMART and youll become smart. Have you gotten me? Then go, if not adopt your own that might be more scientific than us . The Local Government Code (LGC) mandates that the services to be delivered to the people must satisfy the general welfare clause. Being a local government reactionaries, its imperative for us to know those things so that we have directions in planning, executing and delivering the governmental services and basic facilities to the people. Section 16 of the LGC provides that the local government shall endeavor to undertake the following ; x x x preservation and enrichment of culture, promote health and safety, enhance the right of people to balance ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public moral, enhance economic prosperity and social justice, promote full employment among the residents, maintain peace and order, preserve the comfort of the inhabitants. In addition to that, all government officials and employees must abide with the standard norm set forth in RA 7613 otherwise known as the Code of Ethical Standard of Public Officials and Employees. This law directs us that , x x x at all times be accountable to the people and shall discharge their (our) duties with utmost responsibility, integrity, competence and loyalty, act with patriotism and justice, lead a modest lives, and uphold public interest over personal interest. Spurs consciousness and reactivate participation in the developmental efforts and fnally bring the local government closer to the people. Handurawan derived from a root word handuraw which means to glance or to visualize. It is more of Hiligaynon term usually spoken in Ilolilo and Capiz in Panay Island. What is signifcant of it, is its deeper meaning that once a person does the act of handuraw it carries with it the passion of admiration and adoration. It never get tired of visualizing at it repetitiously even in his entire lifetime That is exactly what it meant by this verb handuraw and its noun form handurawan. Access to information and the right of the people to be informed is basic in a democratic society. Handurawan will fll the gap and sustain the needs of the people to information. Matters that directly affect them will be published. The basic services and facilities that are embarked and delivered by the local government will be featured. Each one will have a chance to fnd-out, evaluate, validate and even appraise its importance and signifcance to their lives. It will answer the questions: What is the local government doing for them? As well as, what we could do to help our local government? The local election had been through and the new set of offcials were installed. All have their platform of governance and promised for a better quality of life to its people. Whether true or not to its promises will be divulged by this publication. LBP approves Php 33 Million loan of LGU Banga Banga, South Cotabato- The 16th Sangguniang Bayan of Banga, through Municipal Ordinance No. 123, series of 2012 has authorized the Local Chief Executive, Hon. Albert D. Palencia to negotiate loan with the Land Bank of the Philippines (LBP). The same Ordinance was ratifed by the 17th Sanguniang Bayan of Banga thru Resolution No. 23, series of 2013, where it specifcally authorizes the Chief Executive to transact borrowing with the LBP in accordance with Municipal Ordinance No.123, series of 2012. The said transaction resulted to the approval of the term loan package with the LBP subject to conditions. The loan requirements include among others the passage of an Ordinance as enacted thru Municipal Ordinance No. 129, an Ordinance Executing Acts of Reciprocation with the availability of loan granted by the Land Bank of the Philippines (LBP) amounting to Thirty Three Million (Php 33,000,000.00) pesos. The said amount will be used to purchase (3) dump trucks and (1) wheel loader. These heavy equipment will be purchased in preparation for the implementations of various infrastructure projects specially farm to market roads. Presently, the municipal government used to rent a wheel loader from private owners and owns two 15-year old dump trucks but are not that hundred percent serviceable due to depreciation. With this heavy equipment for Banga, infrastructure projects can be implemented effectively and effciently. (Darwin B. Tolete) 2 3 2 3 Plunging in a quicksand (kumunoy) while wandering in a vast desert could be very unfortunate. While wallowing on it however, one could feel the damp ground that can ease the scorching heat of the sun. But that easement will be replaced by drowning into the lagoon of wet sand until it will claim your dear life. One can imagine how tragic your life will end if you could not be saved by someone or by the prowess of extracting yourself on the quagmire. This phenomenon by correlation happens in the local offices. Sweet tongue is everywhere. That sweet and palatable tongue might lead you into a desert that has a quicksand. Soon you will just discover that you are wallowing into it and might not dig- out yourself. Be cautious in dealing with these honey- tongued-people. They are full of trickeries. They are just everywhere and might be besides you. Some of them are envious and driven by that motive has to use their tongues in convincing others to rally against their subject. You will become their prey and you will discover later on that you plunge into a quicksand. A concrete example is the previous Politics nowadays is as dirty as you can imagine it would be. Every night we can hear news about political rivals killing each other just to strengthen their grip to the coveted power. If this trend will continue in the coming years, the country will suffer from extreme poverty leading people to commit crimes just to survive their daily lives. Our municipality, Banga, is not exempted to this political drama, in fact, we can hear gossips from everywhere about people complaining regarding our current government. Please note, our current Mayor Albert D. Palencia and all the elected officials are not perfect. No one is, and no one will ever be! There may be flaws in the way they handle things but its normal. In fact, we should still be thankful that even though rumormongers are doing everything to pin our good leader down, still, he continues to do his job well and is focused enough in reaching his goal that is to bring a greener pasture to the Banganhons. Sometimes we have to shut up, swallow our pride and accept that were wrong. Its not giving up, its growing up If we can remember during 2010 elections, almost everyone rooted for our Romeo A. Casinto Jett Abad Javellana petition barring the designation of one of the OICs in the local office. Sweet tongues were motivated by the principally envious person who is interested in that position. The petitioners consequently were lead to the quagmire. At first the principal feels the easement. The victims however were awakened and at the first scenario six retracted the falsehood in a sworn statement thus extracting them. The four were about to be engulfed but manage to ask apology. The three finally swallowed the clay sand which until now could be seen in their lips. Their eyes could not look straight even to the shadow caused by the scorching sun. The poor respondent was exonerated and relieved. The principal who staked (hirit) for the last moment by posting as anonymous sender was saddened of the closure order from the Ombudsman. The principal immediately texted the tandem upon reading it at the bulletin board and frustration could be seen in the face. The truth prevailed. The lie was overpowered by prudency. Honesty after all is not such a lonely word. There are still truthful of themselves although everyone was so untrue as the song goes. Have you ever seen a quicksand? current President, Benigno Simeon C. Aquino Jr., as he is the son of the first lady president, the late Corazon C. Aquino and a former senator and one of our national heroes, Benigno Aquino Sr. We can only hear good words for the former. Fast forward to the future, a lot of people are now complaining on how he deals with issues and problems of our country. As a matter of fact, our President is doing his job well to satisfy our needs; therefore, we must also do our part. A good leader wont provide food to our platter each day, the leader will show us the right way on how to hunt for food and we should need to work hard for it in order to survive. Not unless you were born with a golden spoon. As a member of the community, all we can do is help our leaders achieve our common goal instead of complaining as if we know everything. As what the great American president John F. Kennedy said, Ask not what your country can do for you, instead, ask what you can do for your country. We all live in the same municipality; lets all work hand in hand to improve and better our beloved homeland for the praise and glory of God. Most of us often put things done in a hurry, no matter what, no matter how. In most cases, people who always demand sudden results of their undertakings stumble and fall, prolonging their agony and placed in complication. Its good to have quick results of our actions and it is common in corporate world even in public service, the earlier you could have it, the better and efficient worker you are. Well, praise be those who succeeded with their ambitions swiftly. Having the right path of our journey in this wild world however could not be at that same manner in performing our job, I mean in our respective job its good to have quicker results but in dealing our dear lifes goals, the sooner is better but whether slowly but surely, is the best. As for experience, my previous jobs in private and even in public service were always in a hurry putting things done quickly and my superiors thumbed up for that. But Im telling you when I was rushing to be on top climbing for recognition and stature, I fell down, a lot were missed out, many were taken for granted, many were forgotten, worst is, I even almost forgot myself (smile). In short, I failed. So disappointing and I began pointing someone or something whom and which I felt caused my failures. I began to scrutinize myself, where did I go wrong?. As years passed by I said, yes, I realize I was wrong in many ways. I understand my setbacks and gradually learned to accept them for a change. Because no matter how I pretend of knowing myself but do not accept failure, I will never change, nothing will happen to me, and I will remain the same and go back to where I was before. I tried changing a mindset, stay calm, enjoying of what I am doing religiously and efficiently, waiting for the right time slowly but surely, then suddenly life has new meaning to me. More than what I expect, more than what others would have said. Many of us cannot accept faults and even fight for it and show that we are right even if we know that we are wrong. What is that? pride? Well, thats the greatest sin on earth. I wont agree if one doesnt know what is right or wrong or have some review of our high school EP as GMRC could have been too deep. Try gazing around there are plenty of them, maybe you could be one. Consequently, ignoring our fault fails us. And usually in our failures we tend to put ourselves in vain and put blame to others. We should not blame anybody else of our failure, but ourselves. For if you succeed it happens because of you not because of someone else, neither your parents nor friends, they were just there to support you, but its all you who did for yourself. In same manner if you fail, blame nobody else but yourself because it is all you who bring yourself. Yes, we are all but humans bound to commit mistakes, but we are different from animals because we have intellect and will. M r . A l f o n s o A l b e r t o , together with his wife, Irene has always been putting tremendous efforts to produce healthy corn crops. As a product of his hard work, he was nominated as one of the candidates for the regional award for Gawad Saka. Mr. Alberto is not only hardworking but also helpful and generous. He provides employment to a lot of people that lives near his farm, most especially the IPs (Indigenous People). He is also helping the children of his loyal workers in their school expenses. Indeed, Mr. Alberto deserves this award and we should be proud of him as he is our own; a true pride of Banga! GPB Process: An Overview of Gradual Progress The Offce of the Municipal Planning and Development Coordinator (MPDC) of Banga, in exercise of its function to promote peoples participation in developmental planning within the local government unit as mandated by the Local Government Code, currently involve itself in sustaining good governance within the locality through Grassroots Participatory Budgeting (GPB) process, formerly called Bottom- Up Budgeting (BUB). This undertaking shall ensure the implementation of priority poverty reduction projects as identifed at the municipal level through participatory planning and budgeting process. The local government believes that such undertaking should be disclosed to the public given that it requires the involvement of Civil Society Organizations (CSOs). See GPB Process...8 Grassroots Participatory Budgeting (GPB), as defned by DBM-DILG-DSWD- NAPC Joint Memorandum Circular No. 5, refers to the approach in preparing budget proposal of agencies, taking into consideration the development needs of cities/municipalities as identifed in their respective local poverty reduction plans that shall be formulated with strong participation of basic sector organizations and other civil society organizations. The process will also motivate partnership between local government and civil society. The GPB process stresses out participatory governance in action and can strengthen LGU-CSO relations in local development planning and budgeting. It highlights the signifcance of convergence, Banga South Cotabato- Mayor Albert D. Palencia delightedly received the Turn-over certifcate of Mindanao Rural Development Program (MRDP). For the Improvement and Construction of Sagrada-Cabudian Farm to Market Road (FMR) in Banga. The said certifcate was given by Department of Agriculture (DA) Secretary Proceso J. Alcala during the Turn-over of FMR projects, Cum: Phasing out MRDP and Phasing in PRDP last March 6, 2014, held in Libungan, North Cotabato. The Sagrada-Cabudian Farm to Market Road (FMR) project under MRDP in Barangay Cabudian includes Rehabilitation and Construction of 4.12 km. gravel road with grouted Riprap (erosion) and construction of cross drainage with a total project cost of 12,368,655.82. The Barangays primary farm crops are corn, rice and coconut. Other than Infrastructure projects, Banga is also a recipient of various sub-projects under MRDP amounting to PhP10,000,000.00 in Community Fund for Agricultural Development (CFAD), and Adaptable Program Loan (APL) which was implemented in different Barangays. Thank You MRDP, welcome PRDP The turn-over ceremony included the highlight of Phasing out of MRDP and Phasing in of the Philippine Rural Development Program (PRDP). PRDP is a six-year national government platform for an inclusive, value- chain oriented and climate resilient agriculture and fsheries sector. Program components include investments in Advanced Farm Management Program (AFMP), planning at the Local and National Levels (I-PLAN), Intensifed Building up of Infrastructure and Logistics for Development (I-BUILD), Investments in Rural Enterprises and Agriculture and Fisheries Productivity (I-REAP) and Implementation Support to PRDP (I-SUPPORT). The turn-over program was attended by awardee-farmers and project recipient LGUs thru the Governors, Mayors, Sanggunian Panlalawigan members and some local offcials from different provinces and municipalities within region 12. Banga is also one of the benefciaries of PRDP clustered with Norala in which the project implementation is expected to commence in the second quarter this year. Palencia indorses Mr. Marciano L. Rodriguez, a Tilapia and Hito Hatchery Operator of Barangay Elnonok, Banga, South Cotabato, as the official nominee of the Municipality to the Annual Search for Gawad Saka under Outstanding Fisher folk (Aquaculture Category). Rodriguez is the concurrent regional awardee of said category and eyes to bag the national award this year. Mr. Rodriguezs rise to success started on his venture to duck raising by acquiring a loan of Twenty Two Thousand Pesos (Php 22,000) from the Land bank of the Philippines through the assistance of Mr. Boy Silva and Ms. Aida Gulac both from Koronadal City. In 1989, when market price of duck eggs was not attractive that time, Mr. Rodriguez dispatched his 1,500 ducks and bought a parcel of land with an area of 1/4 hectare where he started to hollow out a pond of 10x10 square meters and started his tilapia hatchery with 400 fingerlings. Mr. Rodriguez feeds his tilapia fingerlings with rice milled tiki-tiki mixed with azolla or duck weeds three times a day. This undertaking rapidly progressed from time to time that he continued to introduce innovations by expanding the pond and increasing the number of fingerlings. Gradually he created a market in the nearby municipalities and even in the whole region. Through pain and sweat, he developed business networks through his regular connection in the fish growing project and as years went by, Mr. Rodriguezs tilapia hatchery business grew swiftly and has been producing 250,000 fingerlings for every cycle. Having ecstatic results in his tilapia hatchery, Mr. Rodriguez tried another specie similar to tilapia which is very much in demand in the local market, and that is, hito of catfish hatchery. Today, hito hatching and tilapia breeding are the major sources of income of Mr. Rodriguez and his family. The gain he got from this endeavor allowed him to send his children to college and finished their chosen degree. He became an active member to these organizations and was designated as President of SEA-K of Riverside association and last year, he was elected as president of South Cotabato Hatchery Operators Association. Aside from hito and tilapia, Mr. Rodriguez is also collecting and producing different fish species such as Koi, Bangus, Red Pacou, Indian Rojo, Bed Head carp, Pangasius, Golden Tilapia, White & Black Molly, Gold Fish, Black Moore, Flower Horn, Guppies and Swordtail. The once considered highlight of every fiesta celebration which is the Search for Pinaka-maanyag nga Lin-ay sang Banga was even more meaningful when the battlecry of Banganhons Maanyag Banga was launched on the 5th day of the celebration. But what charmed me most was the Sayaw Pinoy or NCCA Night (March 2) for it was the first time that Banga witnessed world class cultural presentations with performers coming from different places of the country. Let me tell you a story why the Sayaw Pinoy or NCCA captivated me and the hearts of every Banganhons. In our Iloilo visit for tourism undertakings last January 24-28 2014, we were fortunate enough to meet personally Dr. Corazon Agustin, the National Center of Culture and Arts (NCCA) Commissioner assigned in Mindanao. Dr. Agustin was born and raised in Barangay Cinco, Banga South Cotabato. Our encounter with her directed us of bringing her knowledge, expertise and passion for culture and arts to her native town of Banga as she presented a plan to Mayor Albert D. Palencia, paving the way to initiate a small yet determined step that will bring us closer in realizing the LGUs programs thrust in the field of tourism endeavors. SayawPinoy is a program of the national government, gathering young Filipino dance groups showcasing their talent and giving them a chance of a lifetime; that is the opportunity to perform and learn from powerhouse professional dance companies. The flagship project of the NCCA National Commission on Dance under the dynamic leadership of Shirley Halili-Cruz strongly upholds stage performances of different forms of dances. Municipality of Banga is indeed, a recipient of this rare opportunity to witness the grandeur and prestige of the said event. On the night of March 2, 2014, the fifth day of a weeklong celebration in consonance with the 73rd Foundation Anniversary of Banga as a Settlement District marked the day of exceptional platform of dance that made our hearts touched by internationally acclaimed Halili-Cruz Ballet Company through their excellent and admirable performances. There is also the BATANGAN DANCE ENSEMBLE, a group of talented dancers from Batangas City, who has the passion for folkloric dances.They really showed a superb performance. HINUGYAW DANCE AND THEATER COMPANY, hailed from Koronadal City and fresh from a successful performance abroad, also graced this memorable event by keeping us entertained by their world-class piece that depicts citys pride. KEHELEGEL DANCE COMPANY, which is the pride of Lake Sebu,and comprised purely of tboli dancers, also took their part and made a scene-stellar performance by showcasing their unique dance masterpiece that depicts Tboli Tribe. The distinctive portrayal of their culture deserves commendable interpretation. After the performances, LGU-Banga represented by first lady, Mrs. Evangeline Palencia, Mr. Romeo Casinto, the acting MPDC and Mrs. Minda A. Estepar, the designated Tourism Officer extended warmest commendation on the five performing dance troupes. Aside from the plaque they all received, a standing ovation coming from the participative audience, gave me chills and goose bumps. I myself could attest their brilliance and skillfulness. I watched with awe and exuberance from the first act down to the final curtain call. As I headed back home, the memoirs of the show still lingers in my head. Im not really a dance enthusiast but I really appreciated the beauty of their moves, the elegance on how they flick their hands and the dramatic emotions they gave, as if it was the last performance of their lives. (PHALTRA) President, Mr. Nestor Quimbao, the Treasurers are the Fiscal Managers of the local Government units,. He added that the treasurers and assessors had an indispensable role being at the forefront of our nations growth through their exemplary revenue raising strategies and sound fscal management practices. In consonance with the aforementioned PHALTRA Presidents` exemplary revenue raising strategies; Ms. Lucia P. Casinto, MPA, Local Assessment Operation Offcer II who assumed as In- charge of Offce (ICO) of the Municipal Treasurers Offce in the Municipality of Banga wastes no time in implementing the exemplary revenue raising strategies. Upon her assumption last July 1, 2014, she adopted measures in order to increase the collection of local revenues of this locality. Together with the whole team of her offce, Market collection for Calendar Year 2013 got a huge leap by getting 41.02% (Php 222,512.50) increase from Php 542,486 in 2012 to PhP764, 998.50 in 2013. In Real Property Taxes, there is also a big improvement from getting Php 12,618465.81 in 2012 to Php 16,351,637.54 in gross in 2013, an increase of 29.58% (Php 3,733,171.73). In Business Taxes, there is another 34.61% (1,501,847.20) increase from collecting just 4,339,882.44 in 2012 to Php 5,501,847.20 in 2013. In Toll Fees, the municipality was able to increase the collection by 20.30% (Php 76,140.00) from 375,000.00 in 2012 to Php 451,140.00 in 2013. Such material increase in the collection of local revenues was a result of an intensive house to house campaign, massive information dissemination and effective monitoring on the delinquent Market Stall rentals. Together with Mayor Albert D. Palencia, she conducted a dialogue with the Market Committee to ensure better relations and beneft both the market stall owners and the Municipality. As a result, they all agreed to settle their delinquent/arrears on a daily basis (hulugan). During the Bureau of Local Government Finance (BLGF) Region XII Annual Conference, Awarding Ceremony and Regional Association of Treasurers and Assessors (REGATA) Annual General Assembly held at FB Hotel, last March 18-20, 2014, the BLGF Offce of the Regional Director Region XII, Koronadal City had given recognition to the Municipality of Banga through Mayor Albert D. Likewise, Ms. Casinto received recognition for her distinctive performance as ICO-Municipal Treasurer of Banga for the successful Local Revenue Collection program of business taxes/Fees and charges/ Economic Enterprises with 112.18% collection effciency against assigned BLGF Targets of PhP 9,770,423.90 for C.Y. 2013. Palencia extolled participants in various activities and commended residents and visitors who came and witnessed the different presentations from day one until March 4. Among the highlights of the celebration were the launching of Food Court, agri- trade fair, drum-line competition, farmers day, womens day, larong pinoy, katribu day and salo-salo. PALENCIA ON THE 17TH SANGGUNIANG BAYAN JULY 3, 2013; 9:00 IN THE MORNING SB SESSION HALL The Local Government Code mandates for the Chief Executive to present his program thrust at the opening of the regular session. That is the reason why I am here in this chamber and in front of the people who represent the cross section of our municipality. My proposal covers three-cluster of endeavors, THE TRI-FOLD AGENDA. Tri-fold because the efforts are classifed into three sets of program thrusts. Each one contributes to a goal that will spur progress and hopefully improve the quality of life of our people. From these clusters, the sanggunian will link their agenda. These will be fnally converted into government services. My Tri-fold-Agenda are as follows: the Pro- people Advancement the Revenue Generation and the Administrative Enhancement. Let me discuss these, one after the other. 1. PRO-PEOPLE ADVANCEMENT, consist of; a. Free education b. Improve medical attendance, free-on-hand medicines and ready ambulance c. Suffcient agri-assistance, and livelihood support program d. Better mobility through ideal roads and bridges e. Stable peace and order condition and quick response to calamity f. Low cost housing for the informal settlers g. Environmental protection and sanitation program h. Provision of basic infrastructure and facilities i. IPs centered program and cultural promotion Pro-people advancement is socio-economic services... Consisting of free educationwhich open up brighter future to poor students. Availability of medicines and immediate attendance to patient. Technical and agricultural input assistance that will increase productivity. Giving livelihood assistance that promotes self suffciency and self reliance. Providing post-harvest facilities like farm-to-market road that reduce the cost of transporting farm products. What is signifcant however is a peaceful community. We shall secure our people with protective services. We shall augment the police personnel. Strengthen the CVOs. Establish intelligence network. Create Hot Lines for quick response both for crimes and calamities. All these require legislative intervention. Newscast reveals that Metro Manila are relocating thousands informal settlers along the esteros and river banks. Their shanties clog the water ways that trigger the fooding of the metropolis. We shall avoid this to happen in our municipality. We shall endeavor to provide low cost housing to our informal settlers that presently dwell along dead roads. The Sangguniang Bayan must legislate measures and scout sites and funding agencies that could provide their needs. Global warming triggers abnormal weather pattern. We have now typhoon in Mindanao, even severe that claimed thousands of lives in Compostela Valley. We shall contribute to the reduction of the green house effect that give rise to weather abnormality. We will plant trees. Counter erosion. Manage the disposal of our waste. Maintain the cleanliness of our surrounding and update ordinance on anti-littering. We are in dire need of basic facilities such as: Market building. The triple A slaughterhouse. The elliptical walk lane around the public plaza. The enclosure of municipal site. The ideal motor pool building with garage area. Seek sources of funds for these ambitious projects, so that while we are providing our people with these facilities, we are at the same time generating revenues. The indigenous cultural community is now represented in this Body by Hon. Arnel Wanan. He had lobbied the preservation of the Tagabili Reservation by urging for the stoppage of its disposal, while respecting the right of the in-placed occupants. We will assist him attain his dream for his sector, the Tbolis and Blaans. We will support his proposals to preserve their culture since this is our priceless heritage. 2. REVENUE GENERATION, deals with; a. Updating of Revenue Code b. General revision of real property assessment c. Formulation of CLUP (Comprehensive Land Use Plan) and Investment Code d. Operational economic enterprise e. Identifcation and development of tourist potentials Our municipality is so dependent on Internal Revenue Allotment. We shall try to be self-reliant by looking for other sources of income. I am urging you to assess the Municipal Revenue Code which was passed in year 2002. I have observed that its impositions are so cheap nowadays. Update, revise and modify it so that we could increase our collection and have additional income. We based our real property tax collection on its assessment. There are thousand parcel of lands that are already subdivided by the DAR but were not yet transferred to the current owners. It therefore grabs us of revenues. There are also RPT assessments that were not updated and revised. Try to evaluate what we could do so that we can conduct the general revision. We are using an obsolete zonifcation plan dated as early as 1980. Our town is becoming congested and we had experienced oppositions against the construction of gasoline station. The reason is so simple. Our zonifcation plan is no longer viable today. Pass that Comprehensive Land Use Plan (CLUP) soonest. We must attract investors and offer incentives. We must manage our resources and identify what to invest. We have no Investment Code. Legislate this, so that we could be guided of what to do with our resources and what to venture. Economic enterprises are potent sources of revenue for the LGUs. However, our economic enterprise is not gaining. These are the public market, slaughter house, auction market and the cemetery. The maintenance we spent is more than the income we derived from it. Please pass appropriate measures for its resolved. We can increase our income if our town is tourist destination. We have our spacious plaza to convert, inland waters to be developed that could attract tourists. We can devise a tourism plan to sell our town to be attractive and popular among foreign visitors. j. In line with this, the Municipality of Banga celebrated Municipal Womens Day last March 2, 2014 with a theme: Juana ang tatag mo ay tatag natin sa pagbangon at Pagsulong. Four hundred seventy-fve (475) women coming from different association such as; [Kap ili(Katipunan ng Liping Pilipino), RIC(Rural Improvement Club), Religious Sectors and the 4L(Lady Local Legislators League)] joined the celebration in consonance of the 73rd Foundation Anniversary of Banga as a Settlement District. A lot of activities were conducted to enhance the beauty of Banganhons such as Parlor ng Bayan availed for free. These includes haircuts, hair color, manicure/ pedicure and foot/hand spa. Other activities such as Hip/hop dance competition, modern dance and video-k challenge were showcased to the public and it was one of the highlights of the said event. Womens group coming from Rizal Poblacion is the overall champion and got a cash prize of Php 3,000.00, the 2nd place came from Barangay Benitez and with a cash prize of P 2,000.00 and Barangay Reyes garnered third place with a cash of P 1,000.00. The winner of the Video-k challenge was from Barangay Cinco. The offce had also given Social Pensions to the residents. Three hundred thirty-three (333) Qualifed Pensioners will avail 1,500 pesos each per quarter and will enjoy the service for one whole year. Football Club Great River of Banga and Guinsang-an Football Club kicked the sand into ashes as they bagged the silverware over the contending teams on Mens Open and 12-Under categories during the Mayor Albert D. Palencia seven-aside Football Festival. However, the victors path were never been a bed of roses as all competing teams guarded and kicked the crossing pass of victory so tight, yet they still managed to dispose the ball towards the goal and grab the crown of victory.
