hen I founded Hill International in 1976, I recognized that many owners

and contractors of major construction projects were spending too much
time in litigation. I built Hill International on the premise that many
construction claims could be avoided, mitigated or resolved utilizing the appropriate
expertise. We grew by hiring experienced professionals in varying disciplines with
unquestionable integrity and exceptional skills. As a result, Hill became one of the
largest construction claims consulting firms in the world.
It wasn't long before we realized that Hill could be more than a reactive resolver of
disputes and could become a proactive solver of problems before they arise. With the
best professionals in the construction industry, Hill began providing project
management services. Hill fast became one of the top project and construction
management companies in the world, having successfully managed some of the
largest, most complex construction projects all over the globe.
Today, Hill is an international multi-disciplinary consulting firm serving private clients,
governments, and international development agencies, offering a wide range of
services from feasibility studies and development planning to project and construction
management to claims analysis and litigation support.
Our formula is simple: we hire the best people, understand our client's needs and
objectives, then take ownership of each and every project that we are involved in. No
matter how large or small our role is in a project, our mission is to exceed our client's
expectations in every way possible. Our history is defined by thousands of successful
projects. Our future is defined by the success of your next project.
Cordially,

Irvin E. Richter, F.CMAA

Program Management
Hill's comprehensive program management services can help you keep multiple,

Project Management
Hill International offers extensive construction and project management services to
construction owners worldwide. Hill's claims experience gives us a unique
understanding of what can go wrong on a construction project. Hill uses this

the construction process from pre-design through completion, including cost and
budget controls, scheduling, estimating, expediting, inspection, contract administration

Construction Management
Successful construction management demands a detail-diligent approach, proactively
managed by professionals who have the experience, skills and technical support each
project demands. Hills professionals are not only credentialed; they have seasoned,
hands-on experience in the construction industry. This experience, gained in the
trenches of construction projects across the globe, gives our project teams the practical
knowledge they need to effectively manage virtually any type of capital project. Hills
CM teams include: construction managers, resident engineers, construction
superintendents, estimators, schedulers, inspectors, contract administrators and
construction claims avoidance experts.

Project Management Oversight

Our project management oversight (PMO) services support project success by
independently anticipating problems, identifying setbacks and recommending solutions
in every area of construction. This is the essence of PMO; to give clients objective
information allowing them to make prudent decisions about key issues before major
problems occur. Hills PMO teams provide timely and objective reporting, from evaluating
the performance of the construction manager, designer and contractors, to monitoring
schedules and analyzing costs. Teams include specialists in all phases of construction, so
that the myriad events that occur on a project can be assessed and evaluated in a timely
way by the right expert. Because Hills staff includes experts who are leaders in their
disciplines, our clients benefit from strong recommendations, which are both technically
and financially sound.

Troubled Project Turnaround

While project management is used most cost-effectively before construction begins,
it is also used to regain control after serious problems have caused delays or overruns.
When retained under these circumstances, Hill assembles a team that can most
expediently address critical needs. Hills turnaround team designs new schedules,
creates new plans, and implements procedures to get the project back on track. In
addition, Hills experience in construction claims means our turnaround team can
mitigate and resolve claims, without impeding newly established project schedules.

Saudi Arabia's Ministry of Health selected Hill

to provide program management services for
the design and construction of the King Faisal
Medical City in Riyadh. This project provides
the citizens of Riyadh with 10 new hospital
facilities, adding 2,600 more hospital beds.

The historic Lion House at the Bronx Zoo in New

York City, constructed in the 1870s, underwent
a $60-million reconstruction. Hill provided

building involving structural, roof, and faade
work.

The Hill team is overseeing project scheduling

Hill provided project management services for the $681-million Etihad Towers, a world-class, mixed-use development located on the
prestigious coastline of Khalidyah in Abu Dhabi, UAE. The development comprises five towers ranging from 49 to 76 stories above a
five-level podium.

Staff Augmentation
Not all of today's organizations have the internal resources to handle every type of
assignment. Hill's experienced project managers, construction managers, engineers,
architects, designers, schedulers, financial analysts, contract administrators and other
professionals are available at a moments notice to staff virtually any type of project at
any phase. Hill's staff augmentation teams are put together based upon the unique
needs of each individual assignment and are available for durations that range from
days to years. Our professionals take a results-driven, yet cooperative, approach to
meeting our clients' goals, and effectively complement existing permanent staff
throughout the globe.

Project Labor Agreements

Hill helps both public and private organizations who have large, complex construction
projects save time and money through a type of collective bargaining agreement called
a Project Labor Agreement (PLA). PLAs create efficiencies through standardization of
project participant contracts. They help avoid conflict issues between contractors who
are working a large project and help protect against strike conditions. Hill will work
with all parties on the project, including owners, contractors and unions to unify their
contractual relationship. The end result is a tremendous savings in both time and
money through standardization efficiency.

Construction Claims and Consulting

Hill International is a world leader in construction claims consulting having
participated in over 50,000 disputes valued in excess of US$100 billion. Hill has
developed an international reputation for its innovative approaches to preventing and
resolving time and cost overruns on major construction projects worldwide. Hill offers
its clients a full spectrum of construction claims services enabling them to complete
construction on-time and within budget, while minimizing claims and other problems.
Hills consulting services include: Claims Consulting, Litigation Support, Expert Witness
Testimony, Cost and Damages Assessment, Construction Assurance, Delay and
Disruption Analysis, Project Neutral and Risk Management Services.

Claims Consulting
Even the most carefully planned construction project can encounter claims. How
those claims are handled, however, can make a difference in the success of the
project. Hills approach to claims resolution is broad-based and relies on the participation
of Hills multi-disciplined staff of engineers, architects, attorneys, contract administrators,
construction managers, accountants and scheduling specialists.
Such a range of expertise is essential in analyzing the often complex liability, causation
and damage components of a claim. Hills technical and contract experts conduct a
detailed analysis of the claims, break them down event by event and issue by issue, to
help facilitate resolution. By reviewing and analyzing all relevant project documents
and performance data, our team can help get to the root of any dispute.

Management Consulting
Hill can assist with evaluating the efficiency of your organizations management
process and procedures. Through personal interviews, surveys, focus groups and on-site
observation, Hill will provide a detailed report of our findings. We will make
recommendations on how to optimize resources, reduce process bottlenecks and use
technology tools to improve productivity. After turning every stone to find potential areas
for improvement, Hills team of experts will work with your management team
throughout the implementation process.

Claims Avoidance and Dispute Resolution

The best way to manage construction claims is to stop them before they happen.
Claims avoidance begins with expert analysis of all project plans and documentation
before construction starts. A thorough technical plan review will help eliminate
ambiguities and bring potential claims triggers to the surface. Even with the best
claims avoidance strategies, disputes may still arise. Hill employs a team of world
renowned experts in almost every construction discipline to help avoid and if necessary
resolve disputes in the most expedient, equitable way possible. Hill serves in an advisory capacity helping clients to quickly resolve disputes before litigation, acting as
adjudicator or mediator.

Litigation Support
Should litigation be unavoidable, Hill provides claims analysis and technical support
to clients and their legal counsel. We help prepare issue files and requests for
admission, answer and prepare interrogatories, and assist in depositions. Hills experts
also provide expert witness testimony and often present the claims analysis work weve
done through expert reports. Our engineers, architects, contract administrators,
construction managers, certified cost engineers and schedulers possess highly
specialized skills in all phases of the construction process. They offer vast experience
preparing and rebutting requests for additional compensation and time extensions, as
well as other issues surrounding construction disputes. As experts, they provide
insightful recommendations which consider the competing issues and provide credible,
objective analysis of our clients position.

13

37304_Hill 6/18/14 8:27 AM Page 14

Expert Witness Testimony

Hills staff includes hundreds of experts with vast experience in every industry sector
and discipline; they have the technical skills on hand to quickly get to the heart of even
the most complex issues. When litigation requires an expert to testify, Hill has a
thorough understanding of this process and will assign an appropriate expert with the
experience and expertise relevant to the clients requirements. All experts are carefully
screened for availability and cleared of conflicts before being submitted for
consideration by the client.

Cost and Damages Assessment

Hills approach to evaluating cost and damages begins with a performance audit of
the contractors costs. Based on the results of its claim analysis and audit, Hill then
prepares an independent estimate of costs the contractor may be entitled to recover
under the appropriate remedy granting clause of the contract (e.g., suspension of
work, differing site conditions, changes clause) or under alternative breach of contract
or tort theories. The damage review will include an analysis of the contractors efforts
to mitigate its damages, evaluation of its cost accounting system, and analysis of the
propriety of the method employed to calculate damages. Hill routinely utilizes its staffs
expertise in construction accounting, cost engineering, estimating and project change
orders, total job costs, and related cost data.

Construction Advisory
Hills Construction Advisory team offers independent, objective auditing and
advisory services focused on reducing financial and operational risk on major
construction projects and establishing accountability at all management levels.
Worldwide experience managing risk on some of the worlds largest, most complex
projects make Hill uniquely qualified to advise on any type of construction project from
a financial, schedule or operational perspective. Construction Advisory is a
customized approach to managing risk that incorporates services and lessons learned
from over 35 years of managing construction risk. With thousands of professionals
working throughout the world, our consultants provides expert and actionable advice
through audits, assessments and evaluations that identify and mitigate risk, monitor
compliance, and objectively report on project performance. Construction Advisory
clients include both private and public companys board of directors, governmental
agencies, financial institutions, insurance/surety companies, and other entities
responsible for mega projects.

centers with Albanian Adriatic ports. This
project includes 19 bridges, overpasses,
underpasses, culverts and interchanges. Hill
provided construction supervision and management services for the project.

Hill is providing project controls and staff

augmentation services to Southern
California Edison (SCE) in connection with a
modernization of its electrical infrastructure.
SCE provides power to 430 cities and
communities over 50,000 square miles.

Hill provided project and construction management services for the National Aeronautics and Space Administrations (NASA) 15-year facility modernization program at its Langley Research Center in Hampton, Virginia, known as New Town. The first project awarded under the program was
the design-build Langley Headquarters Building, known as Administrative Office Building 1 (AOB1).

Delay and Disruption Analysis

A team of Hill professionals with in-depth industry experience will evaluate your
projects schedule and identify all possible pitfalls in scope, logic, sequence and
duration. They will help sort out critical vs. non-critical activities, evaluate resource
loading and perform What If and Time-Window Based analysis. Hills experts
utilize the most sophisticated methods for establishing and evaluating schedule
conflicts, analyzing delays/acceleration, conducting productivity analysis, auditing costs
and determining damages.

Project Neutral
As construction budgets and schedules for completion continue to tighten, todays
construction projects are increasingly fraught with tremendous risk. Disputes over even
the smallest of issues can quickly escalate, with crippling consequences to the parties
involved and the project itself. The Project Neutral is a unique form of alternative
dispute resolution (ADR) developed by Hill that blends technical analysis and mediation
services to help parties reach a fair, negotiated settlement swiftly, inexpensively and
without contention. Retained jointly by the parties, Hill objectively assesses the issues
in dispute and presents its findings to both parties. On the basis of their findings, a
trained mediator leads the Hill team in moving projects toward a negotiated
settlement. This process allows both sides, and their counsel, to maintain control of the
process and the resulting settlement.

Client Testimonials
The greatest foundation for the future success of a professional services firm is exceeding the expectations of its clients.
Here are just a few of the comments made by our clients regarding our performance on their behalf
"I am very pleased with the consultants that were provided by Hill International.
Hospital construction projects have complex M-E-P systems and construction
requirements and require more diligence and expertise than many other types of
construction. The Hill consultants were very professional, motivated consultants that
possessed a wide variety of skill sets."
Mike Smith
Director of Facility Planning
Methodist Hospital Construction, TX
"On behalf of Al Maabar Libya I would like to offer our utmost appreciation for the
exemplary project management services that Hill International provided at our Al
Waha Complex from June 2008 to January 2010. Hill International provided a highly
qualified and experienced professional team who successfully effected the following
disciplines to the highest quality: programming; architectural; structural and service
design review and management; and contractual."
Emhemmed Ghula
Acting General Manager
Al Maabar Libya
"Hill International joined the construction team at Burlington City High School at a
time when the project was withering on the vine, about to be choked by an
incompetent state bureaucracy, an uncooperative architect and a general contractor
who cared about nothing except extracting as much money as they could from the
owner. Hill was instrumental in pulling the project out of the abyss and steering it to
a successful completion."
James J. Countryman
Facilities Manager
City of Burlington NJ Public Schools
"It was very easy to work with the team provided by Hill. Hill's attention to detail
has helped us achieve fair and reasonable results for the nearly 100 proposed change
orders negotiated on DCPL's behalf. The project was delivered under-budget and with
substantial savings."
Dedric Boyd
Project Manager
District of Columbia Public Library

"Hill's technical expertise, attention to detail, and ability to work with the Owner and
General Contractor, was a key component in delivering this successful project. Hill's
efforts, and the efforts of primary contractors Hill managed, were an important part
of the success of the entire project."
Paul Witherspoon,
Project Manager
U.S. General Services Administration
Hill's team went in harms way on a daily basis to create a solid program under the
most difficult pressures I have experienced in my 45-year career in the military and
on the outside. I am firmly convinced that the Stanley Baker Hill (SBH) team has been
an invaluable resource to our country, to Iraq, and to the U.S. Army Corps of
Engineers during that time span that they have all worked together on the Iraq
Reconstruction Program."
David J. Nash
Former Director
Iraq Project Management Office
"The complicated logistics of performing a ground-floor reconstruction while the
building remained occupied were very well-executed by the Construction Manager.
The project was completed in time for a critical exhibit opening to the joyous acclaim
by the museum and its patrons and with remarkably little complaints from building
users during construction".
Michael Nastasi
Program Director
New York City Department of Design and Construction
"We've all struggled through a lot together in our team effort to design and
construct safe, secure and sustainable "in vitro" and "in vivo" laboratory. My
sincerest thanks go out to all of the individuals at Hill who provided me with the
support I needed to be successful on the six grants that I directly administered for
NIAID."
Ambrose "Buck" Lewis
Program Officer
National Institutes of Health

"Hill was vital in the successful management, execution and timely completion of the
$102-million Trenton-Morrisville (Route 1) Toll Bridge Rehabilitation and Widening
Project. Throughout the project, Hill successfully enabled the DRJTBC to fulfill its
public-service mission with a conscientious and professional approach to the project."

"Hill built and led the team assigned to provide cost management services for the
Birmingham Airport Terminal and played a vital role in the cost containment for the
project team. Hill International's knowledge of the design and construction process
and their professional approach to challenging issues has greatly enhanced the
success of our projects."
