About SAATHII:
SAATHII, a non-government organization founded in 2000, works to strengthen the capacities of
individuals and organizations working on sexual and reproductive health (SRH) and HIV in India through
information dissemination, networking, advocacy, research and technical assistance services.
It is known for innovative and multi-sectoral initiatives in the SRH, HIV and associated fields. SAATHII is
registered as a tax-exempt charitable trust with offices in Chennai (Head Office), Kolkata, Hyderabad,
Bhubaneswar, Jaipur, Imphal, Nagpur, Mumbai and Ranchi.
Job Description of the Assistant Project Manager, Project Pehchan:
SAATHII is implementing a long term project titled Project Pehchan: MSM, Hijra and TG Community
Systems Strengthening, in partnership with emerging and existing CBOs in the states of West Bengal,
Odisha, Jharkhand and Manipur, with funding support from the Global Fund for AIDS, Tuberculosis and
Malaria (GFATM), and technical assistance from India HIV/AIDS Alliance, New Delhi. Main objectives of
this intervention are: a) To strengthen community systems that reach MSM, Hijra and transgender (TG)
communities; b) To increase the number of beneficiaries reached by such systems; c) To strengthen the
relevant health system resources and d) To increase knowledge and advocacy for MSM, Hijra and TG
concerns. The overall project entails development and strengthening of 200 CBOs across 17 states in
India to reach almost 453,750 targeted individuals with SRH and HIV messages and services over a
period of five years. SAATHII will be partnering 39 of these CBOs in four states.
SAATHII is looking for a suitable individual for the post of Assistant Project Manager, Project Pehchan.
The Assistant Project Manager, along with the Senior Project Manager, Project Pehchan will be jointly
responsible for the overall implementation of the project. His / her principal role will be supporting the
Senior Project Manager in managing programmatic, technical and organizational development within
SAATHII and provide similar support to the programme implementing partner CBOs; supporting and
managing programme development and capacity building; promoting innovation and documentation of
good practices in HIV/AIDS programming for MSM, TG and Hijra communities and other vulnerable
populations; and, actively representing and contributing to planning and policy work on behalf of Project
Pehchan.
Key responsibilities:
a) Programme Management and Development:
1. The Assistant Project Manager will provide necessary support to the Senior Project Manager for
managing and implementing various programme implementation plans and budgets (including that of
the partner CBOs).
2. S/he will be directly responsible for management of the State Technical Unit (STU)s of Project
Pehcahn and their staff members.
3. S/he needs to contribute to the development and implementation of effective monitoring, review and
evaluation strategies and activities for the programme against agreed project deliverables.
4. S/he needs to guide the STU and PMU teams regarding the organizational development of the newly
formed CBOs (SSR) and help them in getting their legal registrations, 12A registrations with Income Tax
authorities and guiding and mentoring the SSRs towards fulfillment of their various statutory
requirements.
5. S/he needs to work along with other team members in preparing and submitting necessary reports to
India HIV/AIDS Alliance, different State AIDS Control Societies (SACS) and Technical Support Units
(TSU) on timely basis, and coordinating with the said authorities for various programmes.
6. S/he will be required to contribute towards operational research related to the project, and developing
tools and resources in prevention programming.
7. The Assistant Project Manager will help the Senior Project Manager in assessing the programmatic,
organizational and technical support needs of the CBO partners and will accordingly identify, develop
and implement capacity building plans for needs identified for community mobilization, CBO formation
and functioning.
8. Working in close collaboration with Training Officer in carrying the capacity building needs
assessment of SSR partners and accordingly guiding the Training Officer in preparing the training plan
and in implementing the same in collaboration with the STU teams.
9. Working in close collaboration with Advocacy Officer in developing the advocacy vision and strategy
of the project and updating / modifying the same from time to time based on the emerging situations and
field realities. Also guiding the Advocacy Officer in implementing the advocacy strategies in
collaboration with the STU teams and SSRs.
10. Working in close collaboration with Monitoring and Evaluation Officer in preparing reports,
generating data and carrying out data analysis, and evaluating programme performance. Also guiding
the MEO in supporting the STU teams in M&E related aspects.
11. Working in close collaboration with Administration and Finance Officer, in reviewing partner financial
systems and procedures and in facilitating specific technical support in areas of overall programme
budgeting, financial management, internal control systems and grant management. Also guiding the
AFO in supporting the STU teams in finance related aspects.
b) Team Planning and Development:
1. In consultation with the Senior Project Manager, the Assistant Project Manager will develop strategic
direction and workplans for the project staff and will closely work with the project team for
implementation of all the activities.
c) External Relationships and Networking:
2. The Assistant Project Manager will work closely to strengthen SAATHIIs working relationship with
India HIV/AIDS Alliance, partner CBOs, and external institutions involved in HIV/AIDS prevention
programmes (including key government agencies, donor agencies, NGO/civil society partners and
research institutions).
3. In consultation with the Project Manager, s/he will identify the key advocacy issues at the state and
districts levels, and will provide necessary support to develop and implement effective advocacy
strategies and activities.
The Assistant Project Manager, Project Pehchan will report to the Senior Project Manager, Project
Pehchan.
Skills and Qualifications Required:
1. Intensive experience in managing HIV prevention, care, support and treatment programmes, and
working with MSM, TG and Hijra populations.
2. Intensive experience and Demonstrated knowledge base in organizational development issues of the
newly formed CBOs (especially registration of CBO, 12A registration with Income Tax authorities and
various other statutory requirements for CBO functioning)
3. Good documentation skills in relation to gender, sexuality, human rights and HIV/AIDS
communication.
4. Demonstrated knowledge and understanding of donor relations, donor monitoring and evaluation and
reporting systems, and experience in developing proposals and budgets.
5. Experience of working with multiple stakeholders in civil society and the government at different
levels.
6. Experience of providing technical and capacity building support to other organizations, especially
those working at the community or grassroots level.
7. Good command over English and Hindi languages (written and spoken). Ability to speak and write in
Bengali and / or Odiya will be considered as an added qualification.
8. Proficiency in computer usage (including Microsoft Office software and internet).
9. Ability to work independently and as a team player with demonstrated leadership, communication,
networking and presentation capabilities.
10. Willingness to travel extensively in all project states and to New Delhi and different SAATHII Offices
for planning and implementation of the project activities. Travel up to 18 to 20 days in a month will be
required.
Monthly Salary amount: Around Rs. 35,000/- per month (CTC). Salary will be commensurate with skills
and experience and negotiable for highly qualified candidates.
