To plan, develop, conduct and/or manage the assigned TVET training programmes such as Welding,
Scaffolding, Fitting, Blasting-Painting, etc.
The incumbent is to plan, control and organize overall TalentXchanges operations to ensure
effectiveness & efficiency in achieving business objectives in line with the agreed Company/Group
plans, within budget, scope and in timely manner. The incumbent is also responsible to provide
direction as approved by the Head of TalentXchange in terms of managing the internal and external
business activities which includes Staff Development, Capacity and Capability Development (CCD),
and related programs, projects and initiatives.
JOB SUMMARY (major functions of position)
Technical:
Coordinate on the review, evaluation, and modification of existing and proposed Technical &
Vocational Education Training (TVET) training programs.
Analyze, design and develop training modules and educational materials (including training aids such
as presentation slides, handouts, evaluation forms, visual aids, etc).
Conduct training for TVET programs that the incumbent is qualified/certified for (as the internal

To formulate teaching outlines and determine instructional methods and to assist in

Ensure standard operating procedures and project guidelines are in place via developing and
implementation of Standard Operating Process (SOP)
Task allocation and performance evaluation of TVET
Project scheduling and resource management
Planning, budgeting and reporting on projects
Assist in overseeing and administering the overall running and operations of TVET Training,
inclusive of creating an overall business platform and executing business plans.
Represents POGSB/TX at internal and external events such as conferences, workshops, job
fairs, professional development activities, etc.
Provide an efficient working atmosphere to project teams and ensure objectives are met
within stipulated time.

Business Support:

Maintain a strong understanding of industry and business-wide trends.


Participate in internal projects that help scale the group, implement best practices, and
improving our methodology and quality.
Proactively manage changes in project scope, identify potential crises, risks and issues; and
devise contingency plans; Keep up-to-date on overall activities of the team
Determine and assess need for additional resources and/or consultants and make the
appropriate recommendations for recruitment if necessary during project cycle
Conduct the project evaluations and make recommendations on impact in business and ROI.

TVET Technical/Professional Degree/Diploma/Industry-recognized


Certification, in any Oil & Gas/Energy equivalent field;
Training certification in TVET;
Advantage: Certified project manager or certification in Project
Management (e.g. PRINCE/PMP/etc).

COMPETENCIES

Special skills required

Technical Competencies:
1) Candidate must possess at least a Degree / Diploma / Industryrecognized Certification in any Oil & Gas/Energy equivalent field
OR an equivalent qualification as a certified trainer in TVET.
Advantageous: Project management certification.
2) At least 5 years relevant experience in a course/programme
manager/supervisor level in TVET training or similar/related
environment.
3) Work experience in a TVET institution or private sector end-user as a
trainer and/or in operations/commercial function is advantageous.
4) Fair knowledge/familiarity of the Oil & Gas/Energy and/or
Construction/Fabrication industry.
5) Experience with design, development and facilitation of TVET training
programs.
6) Experience in conducting training programs for large groups.
7) Proficient in MS Office and/or Project Management applications.
8) Knowledge and/or experience in liaising with relevant government
bodies (MOHE, MOE, JPA, MQA, MIDA, PTPTN, JPA, etc) on
related issues.
