Over the years , ECIL has evolved into a multi-product, multi disciplinary organization.

The

current focus is on increasing contributions to Atomic Energy Sector, Space, Defense Sector,

Electronic Security Applications, Communications & Networks, E-Governance Applications and

Exports. The company has a human resource pool of 5100 engineers & technicians and a current

turnover of around Rs. 1,010 Crore . The Strategic Alliances forged with organizations like

Defense Research and Development Organization (DRDO), Bhabha Atomic Research Center

(BARC), Nuclear Power Corporation of India Limited (NPCIL), Indira Gandhi Centre for Atomic

Research (IGCAR) and Department of Space bear testimony to ECIL's commitment to the nation.

GENESIS AND EVOLUTION:

ECIL was setup under the Department of Atomic Energy in the year 1967 with a view to

generating a strong indigenous capability in the field of professional grade electronics. The initial

accent was on total self-reliance and ECIL was engaged in the Design Development, Manufacture
and Marketing of several products emphasis on three technology lines viz. Computers, Control

Systems and

Communications. Over the years, ECIL pioneered the development of various complex

electronics products without any external technological help and scored several 'firsts' in these

fields prominent among them being country's

• First Digital Computer

• First Solid State TV

• First Control & Instrumentation for Nuclear Power Plants

• First Earth Station Antenna

The company played a very significant role in the training and growth of high caliber technical and

managerial manpower especially in the fields of Computers and Information Technology.

Though the initial thrust was on meeting the Control & Instrumentation requirements of the

Nuclear Power Program, the expanded scope of self-reliance pursued by ECIL enabled the

company to develop various products to cater to the needs of Defence, Civil Aviation, Information

& Broadcasting, Telecommunications, Insurance, Banking, Police, and Para-Military Forces, Oil &

Gas, Power, Space Education, Health, Agriculture, Steel and Coal sectors and various user

departments in the Government domain. ECIL thus evolved as a multi-product company serving

multiple sectors of Indian economy with emphasis on import of country substitution and

development of products & services that are of economic and strategic significance to the

country.

ECIL RAPISCAN:

Electronics Corporation of India Limited (ECIL) entered into a collaboration with OSI

Systems Inc. (www.osi-systems.com) and set up a Joint Venture "ECIL-

RAPISCAN LIMITED". This Joint Venture manufacture the equipments

manufactured by RAPISCAN, U.K and U.S.A with the same state of art

Technology. Requisite Technology is supplied by RAPISCAN and the final product

is manufactured at ECIL facility.

ECIL-RAPISCAN have supplied many X-RAY BAGGAGE/CARGO INSPECTION SYSTEMS

(XBIS) of this Technology to high profile Indian Customers like Customs,

Airports Authority, Parliament House, Defence, Air lines, State Police etc.

ECIL-RAPISCAN exported XBIS to Tribhuvan International Airport, Kathmandu, Nepal,

X-Ray generators to USA and Malaysia. ECIL-RAPISCAN continue to receive

large number of orders from existing as well as new customers. This is basically

Servo Systems Division (SSD) :

SSD the Servo Systems Division (SSD) continues to work on the legacy of

BARC . The initial development of servo components was taken up at BARC and

after the formation of ECIL, these servo components have been transfered. It started

with Geared Servo Motors, Synchronous Motors and Synchros. SSD is dealing with

high precision Electro Mechanical.

Telecom Division (TCD)

Telecom Division (TCD) is engaged in design, development, manufacturing and supply of

Integrated Communication & Security Products / Projects for various telecom and security

applications. The division has around 300 engineers and technicians with very high level of

skill sets in the areas of software development, hardware design and development,

manufacturing, module testing, System integration, testing Installation & commissioning

and after sale service. Total solutions are realized by deploying standard modules,

development of special hardware and development of application software to meet the

specific requirement of various customers by employing state of the art technologies in

both hardware and software.

Expertise has been developed in areas such as Message switching, Mobile communication,

Network Management System, Integrated Security Systems, Encryption, High-speed Back

bones, Digital Signal Processing, Telephone switching systems etc. The division has over

the years executed several strategically important and technologically challenging projects

in various sectors like Telecommunication, Defence, Atomic Energy, Police, Civil Aviation,

Railways etc.,

Antenna Products Division (APD):

Antenna Products Division formed in the year 1972 was a spin off from Microwave Antenna

System Engineering Group (MASEG) of ISRO to take up commercial activities related to

Microwave Antennas. The division was involved in the design and development of an INTELSAT

class A Earth station Antenna for the Ahemad Earth Station in Dehradun for overseas

communications. Medium sized Earth Stations Antennas were developed to link far flung areas

like Andaman & Nicobar, Lakshadweep islands and NE Region. During the same period Line Of

Sight terrestrial communication Antennas were developed and supplied to erstwhile P&T

department of government of India.

Subsequently when the digital communication links were being established, High XPD Line Of

Sight Antennas were developed by APD to reduce overreach interference. Earth station Antennas
to operate with frequency reuse Transponders and co-located Satellites were developed by

stretch forming process. VSAT Antennas in offset configuration, Axi-symmetric and Cassegrain

versions were developed. Antenna control systems, 4 port combiners were the other products

developed indigenously. TVRO Antennas for TV re-diffusion programs were delivered to

Doordarshan in large quantities. Remote sensing earth station Antennas to track LEO satellites

operating in X & S band are currently under production.

APD has also been working in the area of establishing CUG VSAT Networks for a number of users

based on TDMA technology. Captive Earth station, Radio Networking stations, TV Transmitters

were the other areas in which APD contributed to improve the coverage area of Doordarshan

Network.

Self Supporting Towers and Self Radiating Masts operating in medium wave frequency were

delivered to DD & AIR in large number.

The division is poised for substantial growth by establishing production facilities for stabilization

platform for strategic applications. Currently 32 M DSN Antenna for Chandrayaan Project of moon

mission is under realization. High speed Data dissemination Networks is another area in which

APD is currently working.

Components Division (CD) :

ECIL ‘s components are a heterogeneous mix of capabilities in a variety of component

technologies. These components are high-tech and custom built which are designed to meet

reliability and customer’s specifications. Microelectronics, Tantalum Capacitors, Thermal

Batteries, Technical Ceramics, Potentiometers, Microwave Systems, Amplifiers, Jammers, EVM

Power Packages, Dosemeters and Printed Circuit Boards, are the major products to meet the

needs of Defence, Space, Aeronautics, Telecommunications, Broadcasting applications and

General customer’s.
The Microelectronics activities of ECIL includes Design, Manufacturer of Hybrid Micro circuits of

Telecom Industry and Automotive applications. Design and Manufacture of Multilayer printed

circuit boards for commercial and Nuclear Power instrumentation.

The missile technologies employ ECIL’s thermal batteries. The Special Potentiometers are

deployed in Aeronautics and Defence while Tantalum Capacitors serve the needs of Defence and

Space.

CONTROL AND AUTOMATION GROUP:

Control and Automation Group (CAG) was set up to meet the Instrumentation & Control needs of

core sector industries such as Steel, Cement, Fertilizer and Petrochemical, Nuclear and Thermal

Power Plants, Oil & Gas Pipelines, Refineries, Railways and Defense. Control and Automation

Group undertakes jobs involving consultancy, design, manufacture, supply, installation and

commissioning of various Computer based and Conventional Instrumentation Systems on turnkey

basis in the areas of

Control & Instrumentation for power plants/process plants

Supervisory Systems for performance enhancement/process optimization

Power Electronics

CAG Works closely with the end user to ensure that each system meets the customer's

application requirements. CAG uses indigenously developed technology blended with imported

know-how in selective areas for meeting customer requirements.

Information Technology Division (ITD) of ECIL,

A pioneer in information technology, developed a general purpose package for meeting the

employee attendance ( leave regularization) processing for pay roll.


PERSONNEL ATTENDANCE SYSTEM:

Personnel Attendance System is developed to meet the central government departments /

industrial undertakings following the central government leave rules, as published in Swamy's

hand book. It is successfully implemented in Nuclear Fuel Complex (NFC), Hyderabad.

It takes care of the different types of leaves like Casual Leave (cl) , Earned Leaves (EL), Sick

Leave (SL), Medical Leave, special offs, on duties, exhaustive list of other activities under which

an employee is eligible for leave etc. It Covers all types of employees viz,. industrial workers,

supervisors, plant staff, gazetted and non-gazetted offices, managers - from chief of the

organization up to the lowest level in the hierarchy.

The overtime (OT) calculations, leave marking, compensatory offs calculations, and availing of

the same are meticulously taken care of.

Service Books/ Registers are being maintained for future use for pension fixation calculations etc.

A versatile list of reports covering the needs of all - management (top/middle/shop floor),

employees, supervisors and workers and on-line query reporting facility to all.

A highly parameterized, web enabled, self explanatory and with exhaustive on-line help, data base

oriented package developed on open systems platform using java technologies.

MATERIALS MANAGEMENT SYSTEM (MMS):

The software package ‘Materials Management System(MMS)’ is developed to suit the

requirements of a general manufacturing functions of the Indian industry especially, the

government sector, taking into consideration the different procedures and approvals in a

hierarchical and step by step process.

The package caters to the needs of the Material Planning, Procurement, Purchase & Stores

Accounting activities, including BOM, Indent Processing, enquiries generation, short listing of

suppliers, recommendation, purchase order generation, stores receipts and issues etc.
With click of a button, the inventory calculation is done using the weighted average method. ROL

& EOQ are also maintained.

Robust facilities include maintenance of dispatch details, terms of payment, currency master,

online updation of stores and quality sections. The package supports multiple stores under one

SBU/Division, multi-location stores, exchange of material among stores etc.

An exhaustive list of reports including the ABC analysis etc and other M.I.S reports like material

wise consumption report, job wise consumption report, Project wise consumption report, on-line

querying of the data base for availability of material etc.

The package is a database oriented, developed in a client server architecture environment

consisting of –

Adequate security and access to the package and features are provided using a robust user

management.

HUMAN RESOURCE:

ECIL was setup under the Department of Atomic Energy in the year 1967 with a view to

generating a strong indigenous capability in the field of professional grade electronics. The

present employee strength of the company is about 5100 (3000 officers and 2100 workmen). The

company, which started as a manufacturing company wedded to indigenisation and self-reliance

had a majority of human resources deployed in manufacturing operations. The post-liberalization

era posed a number of challenges to the company especially in the area of HR, Due to the right

sizing and restructuring compelled by the market forces. With the help of Government of India, the

company offered attractive Voluntary Retirement schemes to the employees which invited
reasonable response. The company has also intiated a number of programmes to retrain and

redeploy the existing manpower so as to ensure gainful employment and achievement of targets.

QUALITY:

Standards And Quality Assurance Group (SQAG) at ECIL, is a Corporate Quality Assurance

Service Facility. While the individual business groups have their own Quality Control / Quality

Assurance sections, this corporate facility caters to the common requirements.

• Faculty for training personnel in Product divisions on ISO awareness and on Internal Quality

Audits, Helping in developing their quality system documentation, planning, conducting

and managing internal quality audits and reporting of audit results.

• A well equipped and NABL accredited Calibration and Measurements Laboratory equipped

with standards traceable to National Standards and catering to the calibration

requirements of the Product divisions in the field of electro-technical measurements.

• An Environmental Test laboratory meant for both component / unit / system evaluation. It

has Dry / Damp heat chambers, Walk in chambers, Dust / Rain chambers, Vibration and

bump test facilities.

• A Technical information Centre.

• Equipped with such facilities with service as its motto SQAG has adapted and declared its

quality policy as "To render reliable and professional services in the fields of

Quality Assurance, Testing and Calibration to the satisfaction of its

CUSTOMERS."Standards and Quality Assurance Group (SQAG) is a Corporate Services

Group catering to the needs of all Production divisions in the following areas.

2. Quality assurance.
3. Environmental and calibration services.
4. Industrial engineering.
Standards:

In this area, SQAG maintains national and international standards for reference of Product

divisions. SQAG organizes and coordinates the participation of ECIL experts in various branches

of standardization activity organized by Bureau of Indian Standards, Electronics Standardization

Subcommittee and Electronic Components Standardization Organization of Ministry of Defence

and any other organization that needs our expertise. A link is established to browse or download

Defence standards through Dial-up connection to Defence Standardization cell, Hyderabad,

situated at DLRL.

QUALITY MANAGEMENT SYSTEM:

ECIL's quality consciousness has resulted in the company receiving the ISO 9000 certification in

a wide range of operations such as Control Systems, Hybrid Micro Circuits, Tantalum Capacitors,

Telecom Products, Software Consultancy Projects and Customer Support Services.

SQAG supports all Product divisions in maintaining Quality Management System as per ISO 9001:

2000

SAFETY POLICY:

SAFETY, HEALTH AND ENVIRONMENTAL PROTECTION, AS A PRINCIPAL BUSINESS

OBJECTIVE, SECOND TO NONE IN ALL ITS OPERATIONS

OBJECTIVES:

• To clearly identify the safety needs at various processes

• To inculcate safety awareness among all concerned through training and other means.
• To ensure that the employees understand their safety related responsibilities and

discharge them with utmost care in their day to day operations

• To adhere to all the applicable statutory and regulatory requirements particularly including

Atomic Energy (Factories) Rules, 1996.

• To prevent loss of life, limbs or health of humane and property and minimize waste to the

organization, customers, suppliers, contract workers and the Society in general, due to

inadequacies in Safety.

• This Safety Policy will be reviewed once in three years or as and when required, which ever

is earlier.

• To set forth and maintain high standards for safety within the premises of the company as

well as its environment.

ENVIRONMENTAL POLICY:

In recent times, environmental concern is increasing among Public as they are facing air

pollution, traffic congestion, and land pollution due to dumping the waste (including electronic

waste) in open lands without proper disposal. This feeling is predominantly high at national and

international level. All environmental Scientists are alerting the nations from time to time by

bringing awareness and cautioning the ecological imbalances in the world. In this direction, all

nations have responded in their own way. As usual, Internal Organization for Standardization
(ISO) also showed their concern by constituting a Technical Committee and assigned the

responsibility of formulating a standard with a view to certifying the organizations against that

standard. This certification results in practical realization of prevention of pollution and

conservation of energy. To this effect, ISO brought out a standard on Environmental Management

System – ISO 14001 in 1996. Later on it was revised in the year 2004 which is in practice.

Top Management felt that, even though pollution in electronic industry is at low level which will

not affect anybody, the environmental management system should be implemented in ECIL to

demonstrate to customers, suppliers, employees and Society that no pollution will be created by

the very existence of the company through any act of theirs. It was therefore decided in August,

2004 to implement the EMS in the company. It was also concluded that one certificate should be

obtained for the whole company covering all activities of all divisions.

Since then, the environmental policy was declared and circulated to all divisions. Director

(Personnel) was assigned to look after the definition, preparation of all necessary documents and

implementation. Under his Chairmanship, a Management Review committee was formed with

concerned heads of divisions as members and Shri Bhaskara Rao as Management Representative.

As a process of making necessary documents as per ISO 14001, EMS manual and essential

documents as per the standard were drafted and finalized by our consultant from Centre for

Electronics Testing and Engineering (CETE), Kamalanagar, Hyderabad`. These documents were

revised as per the latest ISO 14001: 2004 standard and issued to all divisional EMS coordinators

for reference in the respective divisions.

An awareness training programme on “Environmental Management System” was arranged at

corporate level for all EMS Coordinators. Later on, another programme was conducted to make

EMS Coordinators aware of preparing EMS documents. The finalized documents were issued to

EMS coordinators for implementations in the divisions. Internal auditors were trained for auditing

the EMS. First internal audit was conducted in June, 2005. Simultaneously, an application form

was sent to STQC directorate for EMS registration/certification in May, 2005.
