College Costs
I am often amused, irritated and slightly fearful about the ongoing talk of free college tuition and expanded student loan amnesty
programs. Last summer, I dropped my kids o at college, and I can
tell you that attending and operating one is anything but free and not
a reection of functioning in a real market economy. No matter where
you look, money is seeping into and out of these places, from the expansive building infrastructure to the armies of deans, administrators
and advisors to upscale food, entertainment, tness and counseling
options. The college cost
bubble is growing like crazy thanks to government
manipulation as well as a
culture that has elevated
the pampered university
experience as a utopian
right for every 18-22 year
old, regardless of skills,
interests or nances.
College is now immune to natural market
forces, and massive government involvement has
produced a long list of
unintended consequences
including unimaginable
amounts of wasted money
and time, depressed values
of undergraduate degrees,

too many colleges and universities, shortages of workers in noncollege professions, bloated enrollments at graduate schools and
social nonsense terms like trigger warnings, campus safe spaces and
pronoun guidelines. The new proposals of free tuition and expanded
student loan relief will only be accomplished by unconstitutional
government-enforced plunder waged on all employed taxpayers.
The accompanying chart shows what happens when natural
market forces are inuenced by government intervention and manipulation. Is anyone surprised to see that health care and child care
costs are also way out of whack?
Four Words
What can I say about the USA Presidential election that has not
already been said? I could go on a rant about the result being an epic
rebuttal of elitism and identity politics or how uninhibited governments always lead to tyranny and corruption or I can make the case
that the vast majority of the population doesnt even understand the
US Constitution, but instead I will present four words:
Service: all federal government leaders and workers are to carry
out their dened and limited duties to serve others, not themselves.
This is the same dynamic applies to strong businesses, communities,
neighborhoods, sports teams and families.
Solidarity: we are all in this together, so along with natural rights,
everyone has duties including working, paying taxes, following laws,
living within ones means and helping those in need, as they are able,
and not passing these duties onto others.
Subsidiarity: the organizing principle that matters ought to be
handled by the smallest, lowest or least centralized competent authority. Problem solving should start with the individual, and when
needed, it should progress to the next logical levels: family, friends,
neighbors, religious organizations, charities, volunteer associations,
cities, states, etc. In other words,
the central authority (government)
should have a subsidiary function
and only perform the tasks that
cant be accomplished at the next
immediate levels.
Humility: the mother of all virtues. Not too common today, but an
eective antidote to most problems.

James Monroe has supported the tournament in the past and this was the first
year that the company was the major

The annual tournament has always
been a great success, and this year was
no different, raising US$33,800 for the
Life is Good Kids Foundation (formerly known as the Life is good Playmakers Organization). This money was
raised from golf registrations, donations,
a live auction and hole and corporate
sponsorships. In addition, monies were
raised and prizes were awarded out on
the course with a professional long ball
hitter from Charity Golf International
(CGI) who would hit for each foursome
on a par 5 and an air cannon that could
be used to shoot your golf ball up to
250 yards for closest to the pin prizes.
Boston Red Sox legend, Luis Tiant,
was also on-hand to play a round of golf
with three winning bidders from an online auction held prior to the tournament.
On August 11, 2016, David Fisher,
President of James Monroe, with Jay
and Penny Munsey, Tournament Directors, presented a check in the amount
of US$33,800 to the Life is Good Kids
Foundation at its headquarters in Boston
MA, USA.
It is an honor that in our first year
of sponsoring the tournament that it had
generated the biggest return for The Life
is Good Kids Foundation to date, said
Fisher. We all at James Monroe look

As ever, demand in the ber optic cable market historically has come through in sharp waves, which can see
the market switch from feast to famine. The industry still
remembers the 2001 telecoms crash, and the market
disruption of preform capacity and technology shifting to
China. But it has become clear that globally, demand for
ber optic cable has shown strong and expanding growth
levels in 2016.
Integer Researchs latest global data service tracks these
changes on a country-by-country basis, with production,
trade and consumption and our latest forecasts to 2020.
The Chinese market for ber optic cable has continued
to show robust growth levels above 20% year-on-year.
Almost every region globally has shown sustained growth
levels in deployed cabled km. One notable exception has
been Brazil, where the US$19 billion (the largest in Brazilian history) bankruptcy proceedings of local xed telco, Oi,
hit sentiment and demand in the telecom sector. It directly
hit demand for ber optic cable, RF coaxial cable and the
power cables used to power the various telecom systems.
Elsewhere globally, a combination of demand drivers from
FTTH, mobile data and cloud computing that is driving
data center infrastructure has seen robust demand in
Mexico, ASEAN, the rest of Latin America, North Africa
and the Middle East. There are also mega-projects, with
in-built Wi-Fi that are also consuming large volumes of
ber optic cable. Although still concentrated in North America, hyper-scale data center will likely become a strong
driver of ber optic cable demand worldwide through
2017-2020. Each of these hyper-scale data centers now
consume between US$5 million and US$10 million of
ber optic cable. But they also consume vast amounts
of power, and their siting need to be linked to convenient
electrical grid locations.

The custom-built facility has been

R&D campus. The applications areas

The surface treatment plant is scheduled for commissioning in the fourth

coils. The plant can treat bearing, spring
and cold-drawn steels in the form of wire
rods and drawn wires with an annual
capacity of approximately 120,000 tons.
The surface treatment plant comprises pre-treatment with potassium
permanganate/sodium hydroxide, multistage pickling, zinc phosphating as well
as borax coating, soaping or lime coat-

Switzerland is again leading the Global Innovation Index (GII). For the sixth time in a row, the country has
occupied the top spot. Thus, it belongs to the few countries that connect technological solutions optimally with
business opportunities, wrote the polytechnic magazine,
MM MaschinenMarkt, Wrzburg, Germany. The GII
published jointly by the World Intellectual Property Organization (Wipo), Insead and the Cornell University
analyzed 128 countries based on 82 indicators that try
to measure both the input required for innovations (for
instance funds and personnel) and the output obtained
with it (concrete, new creations).
European countries are still leading in terms of innovation because 15 of the 25 most innovative countries are
in Europe. Sweden and Great Britain ranked after Switzerland, followed by USA as the first country outside Europe. Likewise Finland (5th), Ireland (7th), Denmark (8th),
Netherlands (9th) and Germany (10th) are all in the Top 10.
In all evaluation criteria other than infrastructure, Switzerland is among the top ten.
Additionally, Switzerland has the highest efficiency, which
means it is able to implement innovations optimally in
business opportunities. But innovation is migrating slowly
towards the East. The working benches built at one time
in Asia are transforming more into think tanks. For example, China ranked among the best 25 countries as
a country with medium income and also India jumped
from 81st to the 66th.

A research team at Kiel University, Germany, has discovered a method called the nanoscale-sculpturing
process to change the surface properties of metals
without affecting their mechanical stability or characteristics. This method previously only known from semiconductors is based on using an electro-chemical etching process, in which the uppermost layer of a metal is
roughened on a micrometer scale in a tightly-controlled
manner. Through the etching process, a 3D-structure
with tiny hooks is created. If a bonding polymer is then
applied between two treated metals, the surfaces interlock with each other in all directions like a three-dimensional puzzle.
In this way, we can permanently connect metals which
could previously not be directly joined, such as copper
and aluminum, emphasized Professor Rainer Adelung, head of the Functional Nanomaterials team at
the Institute for Materials Science. Metals such as
aluminum, titanium or zinc can permanently be joined
with nearly all other materials, become water-repellent,
or improve their biocompatibility.
The potential spectrum of applications of these super
connections is very broad, ranging from metal work in
industry right through to safer implants in medical technology applications.

ring where it is exposed to considerable grime and foot traffic.
The cable that IMS Productions utilizes for all the field
events it covers is deployable broadcast-quality fiber manufactured by Optical Cable Corporation (OCC), Roanoke,
VA, USA. Nijak says the cable looks and feels like OCCs
acclaimed MilTac, 12-strand, field-deployable tactical grade
cable, but is somewhat lower in cost.
The broadcast quality of this fiber cable is high enough to
meet the 4K ultra-high-definition broadcasting standard that
IMS Productions is currently field testing with Time Warner
Cable Sports.
Our installations range from extremely hot to extremely
cold temperatures, Nijak explained. For example, this year
we covered the Alberta Alpine Ski event in Calgary, Canada.
At that venue, we trenched down into the snow with a chain
saw to bury the cable so that groomers could pack snow over
the top to help protect the cable. In total, we laid about 50,000'
of OCC fiber running all the way up the side of the mountain.
Nijak added that OCC invests time with his group, going
out into the field and seeing first hand how installers handled
the cable.

Figure 1 shows stress crack resistance of HT-ETFE compared with standard ETFE. This test was done using the MIL
81822 method A. It shows a clear and expected trend between
MFR and stress crack resistance. As the molecular weight
increases (i.e., MFR decreases), the crack temperature increases. HT-ETFE shows significant improvement compared
to standard ETFE.
HT-ETFE clearly shows improved stress crack performance and hence potential to move to a higher temperature

The importance of payos and take-ups cant be overlooked or underestimated, as these devices are the rst
and last components to handle the product. The selection, installation and maintenance methods regarding
payos and take-ups can make or break your wire and
cable operations. A good relationship with payo and
take-up suppliers as well as an awareness of the classic
and latest product oerings are two things of value to
any wire and cable manufacturer.
Each wire and cable process, from rod breakdown to
jacketing, and everything in between, has its own unique
demands for the payo and take-up. Other factors, such
as product performance requirements, nished product
type and size, downstream processes, labor costs, oor
space and ceiling height, etc., will have an impact on
payo and take-up selection.
When considering payos and take-ups, the fundamental
functions are pretty basic and similar from one model to
the next, but the choices, styles and sizes are numerous.
Payos
The job of a payo device is to get the input materialrod, wire, conductor, strand, cable, etc.out of its
packagespool, reel, stem, barrel, basket, etc.and into
the processing machinedrawing machine, strander,
extruder, treatment line, etc. For simplicity, I divide
payos into two classes: static or dynamic.
In a static payo, the package of input material does

stream process pulling on the input material. With dynamic payos, the package of input material is always
raised o the oor in some way. Examples of payo
features for lifting the package include cantilever shafts,
pintles, turntables, oor rollers and more. Depending on
package type and axis of orientation, dynamic spoolers
can be designed not to put any twist on the input material
as it exits its package.
Advantages of dynamic payos include less stress on the
input material, the ability to traverse the package and in
some cases, higher speeds. Some payos, rotating and
backtwist, for example, are hybrid types that combine the
principles of dynamic and static payos. The reel or spool
rotates and twist is taken out of the wire by rotating the
payo or using a yer bow to rotate around the payo
package. These devices are common in stranding operations to compensate for the twisting action of stranding.

117 and controlling wire and cable tension are pretty diverse, and there
are many excellent products designed specically for
the wire and cable industry. The capabilities and performances of these devices and systems have increased
quite a bit over the last few decadesaccuracies are now
as low as 1% and better, and advances in computer
processors, electronics, communication devices and
software have found their way into modern tension
control systems. Even so, the fundamental technology
behind these products is rooted in classic engineering
concepts like friction, torque and force, and traditional
components such as weights, springs, friction belts,
clutches, brakes and load cells are widely used.
Weights and springs are still used on tension control
dancers that operate in conjunction with take-ups or
payos, and tension capstans, essentially a type of a
tension equalizer, operate eectively with friction belts.
Clutches, brakes and load cells are used in many dierent congurations to measure and often control force
or torque on a reel of wire or cable or on a pulley or
pulleys over which the wire or cable travels. Multiple
devices are often used together with a controller to make
a complete tension control package. For example, in a
wire payo operation, a brake can control the torque on

for Maillefer
Close to 40 delegates attended the technical seminar
held by Maillefer Extrusion India Pvt. Ltd., Mumbai,
India, on the eve of the show.
All three topicsfiber optic cable lines, CCV lines and
serviceswere well received. Our customers were
happy to meet and mingle with our CEO and Product
Managers as quite a few have had long associations with
Maillefer over the many years, and were eager to know
more about our new product offerings and innovations.
Wire & Cable India concluded on a positive note. The
three-day event was a success. Many Indian cable
company representatives visited the fair, although there
were less overseas visitors from other Asian countries
and the Far East due to the close proximity of wire China
just the previous week. Our product focus was on CCV
technology, Maillefer Services, Maillefer Factory System
and Maillefer Consultation.
There were quite a few inquiries for fiber optic and solar
cable lines. The increase in demand could be due to the
Indian governments initiative to promote digital India
and solar energy. We foresee good growth potential for
both these markets for the next five years.

BASEC Designated
by UK Government
as Regulation Body
The British Approvals Service for
Cables (BASEC), Milton Keynes,
UK, has been designated by the
UK Government Department for
Communities and Local Government (DCLG) as a Notified Body
for conducting cable testing to the
Construction Products Regulation
(CPR) and a Notified Body for
cable product certification to the
CPR. BASEC is among the first to
be appointed across Europe and
one of few to have scope for both
activities.
The international cable test and
certification body has been assigned the Notified Body number
2661. This number will appear on
the label of every piece of cable
that BASEC tests or certifies under
CPR, before it is distributed and
sold. It will also need to appear
on all manufacturers declarations
of conformity for cable products
that BASEC has had a role in. In
addition, European Union Commission and other Member States
have been informed that BASEC
has fulfilled the relevant requirements to carry out conformity assessment according to the CPR. As
such, BASEC and its identification
number has been added to the EU
NANDO information system.
The CPR regulation demands that
cable manufacturers supplying
any type of cable that is intended
to fit permanently into the structure of a building (including power distribution, final circuit wiring,
control and instrumentation and
data communications cables) to
European markets, meets the new
cable testing, certification and CE
marking requirements of CPR by
July 1, 2017.
Cable wholesalers and distributors
supplying into the EU also have a
responsibility to ensure the cable
manufacturers they work with
have done this, or if necessary
to undertake the CE marking requirements themselves.
Dr. Jeremy Hodge, Chief Executive at BASEC said, In order to
meet the CPR requirements before
the July 1, 2017 deadline, cable
manufacturers and distributors
seeking to comply with the CPR
must work with a Notified Body.
All documentation should be in
place by this date or they may
risk having their products taken
off the market. We are working
across the global cable industry
to inform, educate and implement
CPR for cables. In particular, there
has been an increasing demand for
CPR training from international
cable manufacturers who import
cable into Europe from China, the
Middle East and the USA.
The benefits of achieving compliance with CPR for cables include
free circulation of construction
cable in the EUs single market
and cable products only have to
be assessed once according to a
harmonized European standard.

The Sale Process: An Introduction
Despite some consolidation, the wire harness industry remains very fragmented, with over 1000 harness
companies in North America. Because hundreds of
them are owned by founding entrepreneurs who will
at some point be pursuing a sale of their company,
lets take an in-depth look at that process. Well begin
with the recommendation to engage an outside resource in the sale and conclude with the tricky matter
of valuation. Future columns will address definitions
of good and bad buyers, life after the sale, how not to
sell and deal killers.

3. Helping prospective buyers appreciate the attributes of a company includes providing context for historic performance, identifying expenses the new owner will not incur post-closing and
a customer forecasttypically covering three
yearsof future performance.
4. Make initial contact with prospective buyers.
During this phase, without revealing the name
and location of the selling company, convey basic
information to a broad range of potential buyers
including private equity firms, wire harness companies, electronic assembly houses and connector manufacturers. This wide net reflects the difficulty in predicting likely buyers.
5. Narrow the buyer list. After gauging interest
based on prospect responses and analyzing the
strengths of prospective buyers, narrow the list
to no more than a dozen. At this stage, do not
reveal the name of the selling company without
seller approval.
6. Invite offers. Once a viable list has emerged,
invite potential buyers to submit bidsfinally revealing the name of the company. Managing the
competitive process that will ensue requires experience and judgment.
7. Rank the offers. The key criteria in evaluating
offers include price, terms, motivation and credibility. Although assessing buyer motivation and
credibility is somewhat subjective, that determination can be as critical as price.
Process a letter of intent (LOI) from the top-ranked
buyer and manage the closing. The LOI spells out the
price and terms a buyer is committing to. Once this
document is signed by the seller, the buyer engages
in due diligence. Unless something is discovered in
due diligence that materially affects value (such as an
undisclosed lawsuit, an environmental issue or misstated financial numbers), move to a closing. Typically, this process takes 45 to 90 days.
The clich in the M&A world, Theres no such thing
as an easy deal, is absolutely true because a buyer and seller need to reach agreement on so many
issues. But all the deal point hurdles can be surmounted if the buyer and seller both strive for fairness
and if both are truly motivated to get a deal done. And

last several decades. Through the utilization of the
injection molding process, overmolding has allowed
cable assemblies to have better functionality by:
With the introduction of 3D printing, the use of photopolymers for simple injection molds is possible. The
photopolymers allow the molding of lower-temperature resins for a small number of molding cycles.
Injection molding machines are classified by tonnage.
The tonnage of a machine states the amount of force
the machine utilizes to keep the mold closed during
the injection process. In general, the larger the injection
machine, the larger the tonnage the machine will be
