ESSAR Steel Hazira Ltd (ESHL) is setting up a steel plant of 3.9 MTPA liquid steel
capacity for production of Carbon steel slab / Hot Rolled coils.
The proposed site for steel plant complex is located at Hazira, Surat, close to the
existing steel plant of Essar Steel Ltd. (ESTL).
Seals for work roll chocks are to be used as part of work roll & chock assembly
of finishing mill stands area of Compact Strip Production Mill.
02.

SCOPE OF WORK

The scope of work shall include manufacturing & supply based on drawings supplied
by SMS DEMAG, of seals for work roll chocks.
The items in vendors scope which is to be manufactured are as follows.
Items to be supplied V rings, O-rings & shaft seals for work roll chocks of CSP mill.

04. SPECIAL INSTRUCTIONS TO TENDERER

All materials / standards / procedure indicated in the drawings or other documents

mentioned in this specification shall be adhered to.

The vendor shall provide suitable packing wherever necessary to guard against
damage during handling and transportation to site. All supplied parts shall be
adequately braced to prevent damage during transit.

Metric system shall be followed and English shall be the language of all
communications.

All the seals, V-rings are to be supplied as per the drg provided by SMSD.

05. INSPECTION AND TESTING

The successful tenderer has to submit QAP (Quality Assurance Plan), for all items to

be supplied within 20 days of receipt of order. The inspection procedure shall be finalized
and approved by ESHL and / or their authorized representative. Inspection shall be carried
out as per the drawings / specifications / documents and quality assurance plan approved
by the ESHL/SMS Demag. All inspection shall be carried out at the manufacturer's works.

Original test certificates for materials shall be furnished to ESHL. Whenever such

certificates are not available, samples shall be suitably tested for chemical composition and
physical properties and shall be furnished to ESHL.

ESHL or their representatives shall have the option to visit the place of

manufacturers workshop for stage inspection and / or final inspection before dispatch of the
equipment. Manufacturer shall extend all facilities for inspection purpose such as providing
the necessary tools, tackles and instruments, free of cost.

Before giving stage / final inspection call the tenderer shall inspect the equipment at

his works and keep the report ready for verification by ESHL/SMS Demag Inspector.

Any delay in the schedule of delivery due to re - inspection / rejection of items shall

be solely on the account of the manufacturer.

At the end of the inspection, a joint inspection report indicating the results of the

inspection is to be prepared which will be used as a basis for issuing inspection certificate.

Inspection stamp indicating that inspection as specified has been carried out and that the
items are free of defects, shall be put on each items.
06.

DELIVERY
Drawings for the above mentioned seals, V-rings are furnished in the respective Drawing /
Excel / Word / PDF / Image file. The total number / quantity to be supplied along with the
delivery dates are given below.

Seals shall be dispatched only after receipt of dispatch instructions and dispatch
clearance from ESHL in writing. Dispatch clearance will be issued after inspection and
acceptance of the equipment. Consignment dispatched without receipt of clearance from
purchaser may be liable to non-acceptance.
Unless requested by Purchaser, supplier shall dispatch with all documents etc as a single
lot with logical identification of packing. All seals shall be packed properly for prevention of
damage during storage.

07. PACKING
Every item shall be packed as per sea worthy packing standards. Tag number,
Reference number and description of item should be written above the package.

i)

ENGINEERING SERVICES LTD.

The material used shall be as agreed between ESHL and vendor, and shall conform to
relevant Standards.

ii)

The supplier shall guarantee for performance of seals. The warrantee shall cover
manufacturing defects or defective material or poor workmanship which will affect the
performance of the seals. All rectifications or replacement under the warrantee shall be
done by the supplier free of cost.

iii)

The approval of drawings and/or inspection by purchaser or their authorized

representative does not absolve or relieve the supplier from any of his obligations
under this contract. The supplier is solely responsible and accountable for any defects
and subsequent delays in supply.

iv)

Shelf life of the seals should be minimum 2 years from the date of dispatch.

DOCUMENTS TO BE SUPPLIED BY THE TENDERER WITH OFFER

The following information/documents are to be submitted by tenderer along with the offer:
Price schedule
Reference list of similar units supplied.
Assumptions made by the supplier if any.
Deviations from tender documents, if any
The questionnaire to be filled in and submitted by the tenderer as per Annexure-I.
Exclusions list indicating all the items with broad specification required to complete the plant
and equipment supplied by the tenderer for the operation and maintenance.
