O R D E R:

In G.O..Ms..No.1122, Revenue dt:29-05-1961 ordered were issued that no vacant


land in the greater Hyderabad city including the Cantonment area within a belt of 10
miles from the Municipal limits, should be assigned or otherwise disposed of until
Government have assessed the requirements of various Departments for building
accommodation in the city.

2. Subsequently, several reports were made to Government that this ban was
causing hardship in the matter of assignment of the Government lands to the landless
poor who were in occupation of the land, wither on the date of the order or had
encroached upon the land within the 10 Mile Belt area subsequently. It was also felt that
some of these lands are scattered bits, and prima-facie, would not be useful either for
setting up of industry or for any other on-agricultural purpose connected with the
development of the city. Apart from the orders issued in the said G.O., in G.O.Ms.No.411
Health, Housing and Municipal Administration (M.A) Department dt:27-09-1975, 279
villages in the taluk of the Hyderabad District East Medchal Village West of Hyderabad
District have been notified as Urban area, thereby rendering consultation with the
Hyderabad Urban Development Authority necessary in respect of assignment of lands in
those Village in terms of the proposed Master Plan for this area. In addition consequent
on the enforcement of Urban Land (Ceiling and Regulation) Act, 1976 12 Gram
Panchayats around the city of Hyderabad, Secunderabad Municipal corporation and
Cantonment area have been notified as Hyderabad Urban Agglomeration and the various
orders read above rendered the work of assignment almost impracticable.

3. The Government have examined the matter carefully with a view to releasing
for assignment to weaker sections as much land as could be done without detriment to
public purpose. The Government direct the ban imposed in G.O.Ms.No.1122 Revenue
dtt:2906-1961 be lifted with immediate effect in respect of 176 villages covered by the
ban as shown in Annexure I to this order subject to the following conditions:-

1. The extents required by the Hyderabad Urban Development Authority as indicated


in Annexure and those required by various Government Departments, Housing
Board and Hyderabad on Municipal Corporation as indicated in Annexure to this
order falling within these 176 Villages shall not be assigned. In Annexure III
which is requirements have been indicated location not been specified by some of
the Department and the Hyderabad Municipal Corporation. They are requested
indicate the location before the end of the September so that necessary action for
reserving them could be taken by the Collector.
2. All blocks of Government lands exceeding acres whether in a single survey
number or more shall not be assigned for the present the A.P Industrial
Infrastructure Corporation may require them for locating industrial areas. That
corporation will examine the suitability of such blocks for industry purpose in the
meantime and report the orders will be issued for release for requirement of such
of these blocks as may not be required for the corporation.

4. The ban on assignment in the greater Hyderabad city referred to in para 1 above
will, however continue to be in force in the remaining 190 Villages, as detailed in
the Annexure IV.

5. Action may be taken accordingly.
