3 Classes of leak detection systems

For the purpose of this standard the following classes apply in order of protection for the level of safety or
environmental protection required:
4
EN 13160-1:2003 (E)

Class I: Systems of this class will detect a leak above or below the liquid level in a double-skin system. They
are inherently safe and will detect a leak before any liquid can enter the environment (i. e. pressure or
vacuum systems).

Class II: Systems of this class will detect a leak above or below the liquid level in a double-skin system with
the possibility of the leak detection liquid leaking into the environment (i. e. liquid monitoring system).

Class III: Systems of this class will detect a leak below the liquid level in a tank or in a pipework system. These
systems are based on liquid and/or vapour sensors located in leakage containment or interstitial
space. A possibility exists of product entering the environment.

Class IV: Systems of this class will detect, to specific levels of probability, specified rates of change of tank
contents (i. e. leakages into or out of the tank). A strong possibility exists that product will enter the
environment in the event of a leak.

Class IV A: Dynamic leak detection systems will by reconciliation also indicate leaks in the connected pipework

Class IV B: Static tank gauge leak detection systems or statistical quiet period leak detection systems will only
indicate leaks from a tank.

Class V: Systems of this class may detect liquid loss in tanks or pipes below the liquid level. Product will enter
the environment before the leak is detected (i. e. sensors in monitoring wells).

For examples for the different classes see annex A.

Equipment categories for explosion-proof parts of the leak detection

systems

Leak detection systems or their components can be installed in different hazardous areas (zones) or also in non-
hazardous areas. EN 1127-1 specifies methods for the identification of hazardous situations leading to explosion
and the design and construction measures appropriate for the required safety. The definition of zones and
categories and the relation between categories and zones are detailed in this standard. It is the responsibility of the
user to choose the suitable category of the equipment for installation in a particular zone.

If the stored product is a liquid with a flash point below 55 C, equipment installed in certain locations will conform
to one of the categories of equipment defined in EN 1127-1. Table B.1 shows the equipment categories which
typically will be used in certain areas of the system. However, these categories can be varied where prevailing
regulations or other constraints apply.

NOTE 1 For equipment outside the interstitial space reduced requirements could apply, see Table B.1.

NOTE 2 If the interstitial space and/or components of the leak detection system are not chemically resistant to any liquids
with which they can come into contact, there can be a risk of the generation of an explosive atmosphere.

Regardless of these proposals the requirements arising from the potentially explosive atmospheres at the place of
installation should apply.

Evaluation of conformity

C.1 General

This annex specifies procedures and requirements for the evaluation of conformity for leak detection systems.

The purpose is the evaluation of conformity of the leak detection systems on the basis of

 initial type-testing of the product

 factory production control.

Initial type testing shall be performed on first application of this standard. Tests previously performed in accordance
with the provisions of this standard (same product, same characteristic(s), test method, sampling procedure,
system of attestation of conformity, etc.) may be taken into account. In addition, initial type testing shall be
performed at the beginning of the production of a new leak detection systems or at the beginning of a new method
of production (where this may affect the stated properties).

C.3 Factory production control

C.3.1 General

The factory production control should guarantee a constant quality of the leak detection devices as part of a safety
device.

The following points shall be considered:

The manufacturer shall establish and maintain a quality system for the factory production control.

Carrying out of a routine check test of leak detectors, leak protecting linings, leak protecting jackets and
interstitial spaces according to C.3.2.

Documentation of the results of the routine check test shall refer to the serial number of the leak detector. The
documentation shall be kept at least five years.

A factory production control system conforming with the requirements or the relevant part(s) of EN ISO 9001, and
made specific to the requirements of this standard, is considered to satisfy this requirement.

In the event of any non-conformity of any product, that product shall be placed into quarantine and action taken to
rectify the cause of the non-conformity. Products may not subsequently be despatched until the problem has been
resolved.

C.3.2 Requirements of the factory production control

C.3.2.1 All classes (EN 13160–1:2003)

Test of the proper electrical function;

Visual test of the alarm and operational lamp.

EN 13160-1:2003 (E)

C.3.2.2 Class I (EN 13160–2:2003)

Pressure and vacuum leak detectors

Pressure limit switch test (including test of the pressure relief valve for pressure leak detectors) according to 8.1.3
of EN 13160–2:2003, but only at (20 ± 5) C.

Test of the tightness of the leak detector at operating pressure and with the intended leak detection media, at which
the following condition shall be fulfilled, see Equations (C.1) and (C.2):

( PPA P1 ) V
1 QLM = (C.1)
t

( PPA P1 ) V
0,05 QLO = (C.2)
t

where:

QLM is the allowable leak rate with integrated pressure generator, in Pascal litre per second

QLO is the allowable leak rate without integrated pressure generator, in Pascal litre per second

pPA is the operating pressure of the leak detector, in Pascal

p1 is the pressure value, pPA, in Pascal

V is the volume of the leak detector including the connected test volume at the moment of the test
(interconnecting lines, measuring instruments), in litre

t is the test time, in seconds

For the determination of the handicaps for the test of the tightness the manufacturer shall give either the pressure
value p1 or the test time t.

NOTE If the pressure value p1 is given the equation above provides the test time t at which the pressure may drop to the
value p1. If the test time t is given the equation above provides the pressure value p1, which is the lowest value to which the
operating pressure pPA may drop during the test time.

Test of the volume flow at the alarm setting according to 8.1.3 of EN 13160–2:2003 with an acceptable quality level
(AQL) of 4,0 according to ISO 2859-1 on the basis of the inspection level II.

Interstitial space, excluding the interstitial space of leak protecting jackets (EN 13160–7)

Proof of the tightness and the strength;

Test of the free passage of air.

Interstitial space for leak protecting jackets (EN 13160–7)

Test of the free passage of air;

Proof tightness and the strength according to the following method:

After completion of the installation of the jacket the interstitial space shall be subjected to a pressure hold test of
20 kPa during 30 min. The welds shall be checked for eventual leaks with a soap solution. After successful
completion of the pressure hold test a vacuum of -40 kPa shall be established. The vacuum shall never drop below
-13,5 kPa.

a construction product falling within the scope of this standard.

NOTE 1 In addition to any specific clauses relating to dangerous substances contained in this Standard, there may
be other requirements applicable to the products falling within its scope (e. g. transposed European legislation and
national laws, regulations and administrative provisions). In order to meet the provisions of the EU Construction
Products Directive, these requirements need also to be complied with, when and where they apply.

NOTE 2 An informative database of European and national provisions on dangerous substances is available at the
Construction web site on EUROPA (CREATE, accessed through http://europa.eu.int).

This annex establishes the conditions for the CE marking of leak detection systems intended for the uses indicated
below and the relevant clauses applicable. This annex ZA has the same scope as Clause 1 of this standard.
