NOTICE
i) No form will be accepted in offline mode. All forms will only be accepted
on online mode and as per the schedules given.
ii) Fees for all activities will be accepted only through digital payments mode.
The requisite fee can be paid through Net banking, debit/credit card (both
national/ international). No fee shall be accepted in offline mode i.e DD/
Postal Order /Money order/ cheque etc. No application will be accepted
without fee.

iv) Board is extending several exemptions/concessions to candidates with
disabilities as defined in the “THE RIGHTS OF PERSONS WITH
DISABILITIES ACT 2016”. In this context, NOTIFICATION No.
CBSE/Coord/112233/2018 dated 26.09.2018 issued by the Board, may
please be referred to. For seeking exemptions/concessions, Candidates
will be required to send copy of the Medical Certificate (Disability
Certificate) to the concerned Regional Office of CBSE as given in
Annexure-I.
vi) For the Examination - 2019, controlling region for the candidate will be
decided by the online system based on the current residential address
entered by the applicant. For example: if candidate has appeared in class
XII main examination from Varanasi (under Regional Office Allahabad)
and is now filling the address of Jaipur, which is under Regional Office,
Ajmer, the examination centre will be allotted under the jurisdiction of
Regional Office, Ajmer. However, eligibility for appearing in the
examination will be decided by the Regional Office Allahabad.
vii) It has been observed that some candidates complete the online entry of
application but do not remit the fee. If fee is not remitted by last date,
his/her application will be rejected without any notice.
viii) Mere submission of form and payment of fee will not confer a right on the
candidate for appearing in the examination. His/her eligibility will depend
upon the fulfilment of the eligibility conditions prescribed by the Board.
For eligibility, last date and late fee, please refer to annexure. For any queries,
call at CBSE Helpline No. 1800-11-8002 between 9.30 AM- 5.30 PM on all working
days.

1. Examination centre once allotted will be final and no request for change
of examination centre will be acceded to. Examination centre will be
allotted by the Board based on the current residential address of
applicant.
2. Candidate will be able to apply only for subjects which are auto-generated in
the system.
3. Fresh (New) Roll Number will be allotted by the Board for the candidates
appearing in 2019. In no case the candidates will be allowed to appear with
the previous year’s Roll No.
4. (I) For candidates who have given their address other than Delhi
(a) Admit Card: Eligible candidate will be able to download their Admit Card
from the CBSE website www.cbse.nic.in in the month of February 2019.
(a) Admit Card: Eligible candidate will be able to download their Admit Card
from the CBSE website www.cbse.nic.in in the month of February 2019.
Result will be declared during the months of May/June 2019 and will be
available on the CBSE website. However, no enquiries related to the actual
date of declaration of result will be attended to.
(b) Marksheet of 2019 examination will be issued to all the candidates who
will appear for the examination in the month of February/March/April,
2019 immediately after declaration of result.

(c) Certificate for 2019 examination will be issued in the month of June/July
2019 only to those candidates who will PASS the examination as per
the Pass criteria of the CBSE.
(e) Consolidated marksheet will be issued only to such candidate who will
appear for 2nd chance Compartment and will pass in the said
Compartment Examination in 2019. Consolidated marksheet will
contain marks obtained in the subjects passed in the previous
examination held in March/April 2018 as also the marks obtained in the
subject appeared for at the 2nd chance Compartment examination.
(V) Candidates will be examined only in the Syllabus as prescribed for the
year of examination. Candidate must go through the eligibility and pass
criteria as well as current curriculum and scheme of studies available on
the CBSE website www.cbseacademic.in/curriculum.html carefully
before filling the form.

Instructions to fill Online Private Application form
Put correct combination of your Roll number, School number and Centre
number (as given in your marksheet) of Board Examination (not applicable for
fresh female candidates).
In case wrong details are filled the application will be processed and error
message will be displayed.
Student can fill only one application form. In case your application is already
submitted you will not be allowed to apply again.
For the 2019 examination, controlling region for the candidate will be decided
by the online system, based on the current residential address entered by the
applicant. For example: if candidate has appeared in class XII main
examination from Varanasi (Regional Office Allahabad) and is now
mentioning the residential address as Jaipur, which is under Regional Office,
Ajmer, the centre of examination will be at Jaipur which will be under the
jurisdiction of Regional Office, Ajmer
Applicants need to upload scanned jpg files of their Photo and signature not
exceeding 40 KB in size.
Particular care should be taken for indicating the subject code against
languages as there is more than one type of courses. For language, medium
code is not required.

Spiti District and Pangi sub division of Chamba District of Himachal
Pradesh, Andaman & Nicobar Island, Lakshadweep and schools in
foreign countries the time period is 15 days grace time in place of 7
days.
FEE PAYMENT
(a) CBSE is now accepting fees for all activities only through digital payments
mode such as Netbanking, Debit/Credit card (both national/ international).
(b) The requisite fee can be deposited through payment gateway/ Netbanking,
debit/credit card (both national/ international). No fee shall be accepted in
offline mode i.e DD/ Postal Order /Money order/ cheque etc. No
application will be accepted without fee
(c) Fee paid is automatically updated by the Banks on CBSE server within 24
hours.
(d) In case of Bank related transaction or non updation of Fee on server the
candidates should contact the respective Bank through which payment
was made. Contact details of Banks is given on website of CBSE.

IMPORTANT INSTRUCTIONS FOR CLASS-X
(a) Candidate will be provided question papers in the same medium as filled
in the form. Meaning thereby, if a candidate is opting English as a
medium, he will be supplied QP in only English language. If a candidate
opting Hindi as medium he will be supplied bilingual QP i.e. in Hindi &
English. Candidates is therefore requested to fill the correct medium of
Question Paper and correct option only to avoid last minute problem.
Medium will not be changed later on.
(b) If a candidate fails in any one of the three compulsory academic subjects (i.e.
Science, Mathematics and Social Science) and passes the Skill subject
(offered as 6th optional subject) then it will be replaced by the Skill subject and
result of Class X Board examination will be computed accordingly (only for
2018 or earlier).
(c) If a candidate fails in any language subject out of first five subjects, the same
will be replaced by language taken as seventh subject (optional) provided he
or she has passed seventh language subject and after replacement either
Hindi or English remains as passed language in first five subjects.
(d) Hindi or English should be one of the two languages to be offered. Hindi and
English can also be offered simultaneously. In Hindi and English, two courses
have been provided for class IX and X keeping in view the varying
backgrounds of the students and a candidate may either opt for Hindi A (Code
002) or Hindi B (Code 085) or English Communicative(Code 101) or English
Language & Literature(Code184).
(e) Board has prescribed scheme of studies which is available in the Curriculum
on the link http://cbseacademic.nic.in/curriculum.html on website
http://cbseacademic.nic.in/ for Secondary and Senior Secondary classes.
Candidate is required to offer the subjects in adherence with the Scheme of
Studies only.
(g) Board issues mark sheet indicating marks obtained in each subject
separately. No aggregate score/percentage is mentioned by the Board.
Candidates who take 6/7 subjects and pass in all 6/7 subjects, the percentage
is to be calculated according to the norms of college/institution in which the
candidate is seeking admission.

(h) If there is a violation of scheme of study the data uploaded will show error on
server after uploading. The error will be rectified only after choosing correct
subject combinations.
(i) In cases where candidate opts to take only 6 subjects with Language III as
additional (at 7th place) and vocational/academic elective (at 6th place) is not
opted Language-III chosen at 7th place will automatically become 6th subject of
that candidate. However, no such replacement benefit with failing subject will
be available to such candidate.
General instructions
(i) The first 5 subjects in the chronological order of filling the subjects in online
system are considered as Main subjects.
(iii) Private candidates cannot take subjects which have laboratory practice
involved, however, women Private candidate can offer Home Science with
Practical.

Physically Handicapped student who has qualified
Class X or an equivalent examination from any
recognized Board in 2017 or earlier on producing
reasonable evidence of having difficulty to attend
normal institutions in the subjects not involving

provided and in English three courses have been provided. Keeping in view
the varying backgrounds, candidate may either opt for Hindi Elective (Code
002) or Hindi Core (Code 302) or English Elective NCERT (Code-001) or
English Elective CBSE (Code 101) or English Core (Code -301). However,
same language cannot be offered both at Core and Elective levels.
(c) The first 5 subjects in the chronological order of filling the subjects in online
registration system are considered as Main subjects.
(d) For candidate who take 6 subjects (5 main and 1 additional subject) and pass
in all 6 subjects, the percentage is to be calculated by the
employer/institution/university according to the norms of
employer/institution/university in which the candidate will be seeking
admission.
(e) If a candidate has taken 6 subjects, and if he/she fails in any one of first
five subjects, the same will be replaced by the 6 th subject provided the
candidate satisfies the scheme of studies viz. after replacement either
Hindi or English remains one of the main five subjects.
(i) Candidate of 2017 or earlier or who did not pass at the 3 rd chance
Compartment in 2018 is required to appear in both Theory and Practical in all
subjects.

(j) In respect of candidates of March 2018, marks of practical will be carried
forward for the March 2019 and July, 2019 Examinations.
(k) Private candidate is not permitted to offer such subjects for the examination
which involve practical work except in the case of candidate who had failed
earlier and who had put in a regular course of study at an institution affiliated
to the Board in the previous academic year.
(l) Female candidate of Delhi scheme can take Home Science with practical.
Visually Challenged candidates can take Music with Practical.
(m)Private candidate cannot take subject like Physics, Chemistry which have a
laboratory practice involved. However, subjects having project work can
be taken. Such projects will be assessed by the Centre Superintendents
of examination centres as allotted by CBSE.
(o) However, if a candidate has passed in Theory but failed in practical, he/she
should apply for theory and practical both. Such candidate who could not
appear in practical examination due to medical reasons should also apply for
both Theory and Practical examination. Date/venue of Practical examination
of such candidate will be informed by the Centre Superintendent of theory
examination Centre as allotted by CBSE.

Madam/Sir,
Submission of List of Candidates (LOC) for Regular Candidates of Class X/XII has started.
The link is available on website www.cbse.nic.in. Following actions are desired to be taken for
registration of students: -
• Only those students whose List of Candidates is submitted through this online process shall
be allowed to appear for class X/XII Examination to be held in February/March/April 2019.
The examinations for the subjects to be held in February and March/April are given in
Circular No. Coord. /Exam/2018 dated 5th October, 2018. All CBSE affiliated schools
are required to register themselves before proceeding for online submission. Schools must
use the ‘Affiliation Number’ as user ID, already available with them.
• Newly affiliated schools should contact the concerned Regional Office of the CBSE for
obtaining password after which schools are advised to change the password for future use
and keep it confidential to avoid misuse. Keeping password safely shall be the
responsibility of the school.
• In the event of any difficulty, concerned Regional Office may be contacted as per
jurisdiction/contact details given in the (Annexure – II).

Features of Online submission of LOC are: -
1. Schools will be able to finalize LOC data only when they have first submitted data
on HPE portal. Link of HPE portal is available on CBSE website. A confirmation
number will be generated after successful filling of data on HPE portal. Schools are
requested to keep this confirmation number safely for future reference.
2. For existing schools, the data as provided last year while registering students in Class IX/XI
will be reflected for LOC. Schools are advised to “delete” students who have moved out of
school due to transfer/other reason. Schools can add students who have been admitted in
the school in Class X/XII under “DIRECT ADMISSION” cases after due approval from
concerned Regional Office as per Board’s rules.
The information on OASIS should be filled very carefully as schools will not be
allowed to change the declared section/strength of students afterwards.
4. As per Rule 6.1(a) (iii) of the Examination Bye-Laws, school shall ensure that the student
satisfies the requirement of age limit (minimum and maximum) as determined by the State/
U.T. Government and applicable to the place where the School is located, while seeking
admission in a class.
5. Many organisations and States are awarding scholarships based on financial status of the
students. Accordingly, information about annual income of parent(s) may be collected as
given by them. Schools should not demand ITR/other income proof etc. from parents.
6. For class X/XII, schools are advised to offer only those subjects which have been permitted
to them by the Board. In case, school sponsors students in subject(s) other than those
permitted by the Board/additional subject, it may lead to action against the school in
addition to cancellation of candidature of such students.
7. Candidates will be provided question papers in the same medium as filled in LOC.
Meaning thereby, if a student is opting English as a medium, he will be supplied QP
in only English language. If a student opting Hindi as medium he will be supplied
bilingual QP i.e. in Hindi & English. Schools are therefore requested to take the
consent of the student about the medium of QP & fill the correct option only to avoid
last minute problem.
8. Board has prescribed scheme of studies which is available in the Curriculum on the link
http://cbseacademic.nic.in/curriculum.html on website http://cbseacademic.nic.in/ for
Secondary and Senior Secondary classes. Schools are required to offer the subjects in
adherence with the Scheme of Studies only.
9. In accordance with the Scheme of studies, Board has prescribed list of valid/ invalid
combination of subjects. School should check the combination of subjects before filling in
the subjects.

10. Schools can complete the registration process only Online. Facility of data filling in
downloadable Excel file is not available in LOC submission module as it was available in
online registration in class IX & Class XI.
11. In case of refund of payment/fee, schools should contact the Regional Office concerned.
12. Schools are required to send the signed copy of finalized data of List of Candidates of class
X/XII to concerned Regional Office only. Schools are advised not to send it to CBSE, Preet
Vihar, Delhi.
13. Instructions for submission of online form for Private/2nd chance Comptt. will be issued
separately.
14. Only Government and Govt. Aided schools of Delhi are covered under the “DELHI
SCHEME”, hence they have to remit the fees prescribed for DELHI SCHEME. All other
schools affiliated to the Board in the country & abroad are covered under “All India Scheme”
and have to remit the fees prescribed under ALL INDIA SCHEME.
15. Schools should send names of only those students who are bonafide regular candidates
of the school. In the event of sponsoring unauthorized candidates (or students from other
non-affiliated school) strict action as per the Affiliation Bye-laws will be taken against such
Schools.
16. On-line submission shall be closed after the last date and no entry shall be accepted after
the last date. Schools are, therefore, advised to complete the online submission of LOC
well in time to avoid the possibility of slow connection / failure to connect to server on
account of heavy load on internet on the penultimate or because of any other basis.
17. Schools are expected to submit the correct data. There is penalty for correction in data
after submission/finalization of LOC and late submission of hard copy of LOC (Annexure –
I).
While uploading data, schools will be responsible for ensuring the following: -
(i) Spelling of student, mother’s & father’s name is correct and is as per Admission &
Withdrawal Register maintained by the school.
Date of Birth is correct and is as per Admission & Withdrawal Register maintained by
the school.
(ii) Subject combinations are correct and are as per Scheme of Studies.

(iii) Subject codes may be chosen carefully & especially in the following subjects codes be
chosen correctly:
It is expected that the schools that they will read the guidelines carefully, collect the correct
data of the students & submit the same also correctly. Their efforts in uploading correct data will
help in providing correct subject QP to the candidates & also in providing the correct passing
documents.

Fee and Schedule for List of Candidates for Class X/XII

• For SC/ST candidate from Govt. /Govt aided schools of Delhi, Examination fee will be
Rs. 50/- per candidate. Such candidates if require Migration Certificate, Rs. 250/- will
be charged additionally. Late fee will be applicable as per the schedule.
• Visually impaired candidates are exempted from examination fee of Class X/XII.
• Duly signed LOC should be sent to the concerned RO within 7 days of finalization of data.
• 15 days grace time in place of 7 days for Postal receipt of hard Copy of Final List of
candidates (LOC) will be allowed to the schools belonging to remote areas viz. Arunachal
Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Lahaul and
Spiti District and Pangi sub division of Chamba District of Himachal Pradesh, Andaman &
Nicobar Island, Lakshadweep and schools in foreign countries.

• Illustration for calculating Late Fee:-
Fee shall be applicable as per fee schedule i.e. the date on which the data is finalized is
taken for account for fee calculation i.e. If students’ details are entered before 05h
November or earlier and finalization of data is done on 05th November (or earlier) then
NO late fee shall be applicable. If students’ details are entered before 05th November and
finalization of data is done on 06th November then late fee shall be applicable as per slab.

Scheme of Studies – Secondary School Examination for academic session Class X 2018-19
Class IX and X is an integrated course. Students will study only those subjects in Class X which
he/she has studied in Class-IX. Students can be given minimum 5 subjects as under:-
Important Instructions: -
(a) Candidates will be provided question papers in the same medium as filled in LOC.
Meaning thereby, if a student is opting English as a medium, he will be supplied QP
in only English language. If a student opting Hindi as medium he will be supplied
bilingual QP i.e. in Hindi & English. Schools are therefore requested to take the
consent of the student about the medium of QP & fill the correct option only to avoid
last minute problem.
(b) If a student fails in any one of the three compulsory academic subjects (i.e. Science,
Mathematics and Social Science) and passes the Skill subject (offered as 6th optional
subject) then it will be replaced by the Skill subject and result of Class X Board examination
will be computed accordingly.
(c) If a student fails in any language subject out of first five subjects, the same will be replaced
by language taken as seventh subject (optional) provided he or she has passed seventh
language subject and after replacement either Hindi or English remains as passed
language in first five subjects.

(d) It is expected that all the students would have studied three languages up to class VIII.
Those students who could not clear the third language in class VIII and have been
promoted to class IX, shall be examined by the concerned schools at the end of Class IX
in the same syllabus and textbooks as are prescribed for class VIII. Those who are still
unable to clear the third language at the end of class IX may be given another opportunity
in class X. No student shall be eligible to appear at the Secondary School Examination of
the Board at the end of class X unless she/he has cleared the third language.
(e) Hindi and English must be two of the three languages to be offered. Hindi and English must
have been studied at least up to class VIII.
(f) Hindi or English must be one of the two languages to be studied in class IX and X. Hindi
and English can also be offered simultaneously. In Hindi, two courses have been provided
for class IX and X keeping in view the varying backgrounds of the students and a student
may either opt for Hindi A (Code 002) or Hindi B (Code 085).
(g) Students offering additional sixth skill subject may also offer an additional language
III/subject as 7th subject.
(h) For Skill subjects, only those subjects can be offered for which permission has been given
by CBSE to the school.
(i) Wherever restriction on number of candidates has been imposed by CBSE, school should
not exceed such limit of number of candidates.
(j) Board has prescribed scheme of studies which is available in the Curriculum on the link
http://cbseacademic.nic.in/curriculum.html on website http://cbseacademic.nic.in/ for
Secondary and Senior Secondary classes. Schools are required to offer the subjects in
adherence with the Scheme of Studies only.
(l) Board issues mark sheet indicating marks obtained in each subject separately. No
aggregate score/percentage is mentioned by the Board. Candidates who take 6/7 subjects
and pass in all 6/7 subjects, the percentage is to be calculated according to the norms of
college/institution in which the candidate is seeking admission.

(m) Candidates who have selected 5/6/7 subjects in Class IX and wanted to change/ add/delete
the subject(s) in Class X due to academic reasons/medical reasons, such cases had to be
referred to the concerned Regional Office of CBSE by the respective school before 31 st
August of the academic year. The schools are expected to ensure the correctness of the
subjects offered by the students and the subjects being taught in the school and allowed
by the Board. The data uploaded for each candidate should be accurate in all respects.
(n) It has been observed in past that there is a variation between subjects offered by the
candidate and the subjects being taught and allowed by the Board. To ensure accuracy of
data, the Subject Code and Subject Name must be checked carefully for each candidate.
(o) If there is a violation of scheme of study the data uploaded will show error on server after
uploading. The error will be rectified only after choosing correct subject combinations.

offered both at Core and Elective levels.

(ii) Physics (042) and Applied Physics (625) cannot be taken together.
(iii) Informatics Practice (065) and Computer Science (083) cannot be taken with IT
Tools (795).
(iv) Business Studies (054) and Business Operations & Administrations (766) cannot be
taken together.
(v) Mass Media Studies (072) cannot be taken with Evolution and Forms of Mass Media
(738) and Creative and Commercial Procedure in Mass Media (739).
(vi) Multimedia & Web Technology (067) cannot be taken with IT Tools (795) and Web
Applications (796).
(d) The first 5 subjects in the chronological order of filling the subjects in online registration
system are considered as Main subjects.
(e) For candidates who take 6 subjects (5 main and 1 additional subject) and pass in all 6
subjects, the percentage is to be calculated by the employer/institution/university according
to the norms of employer/institution/university in which the candidate will be seeking
admission.
(f) If a student has taken 6 subjects, and if he/she fails in any one of first five subjects,

(k) CBSE does not have concept of stream. Student can take 01 language and 4/5 subjects out

d. School should print these 2 lists before going to the next step.
c. School should ensure that all corrections relating to the spellings in the
names of the candidate/mother/father, sex, category, date of birth, subjects
etc. have been checked and marked in the check list.
d. If there is need of adding few students and deleting some students School must
do the deletion first because it will create space for addition.
B. Deletion of Candidates:
Note: Reasons for deletion must be provided as per Code for Deletion in remark
column on server. Details of these candidates must be noted down.
C. Addition of Candidates:
IMPORTANT:
i) Schools should seek permission from concerned Regional Office for addition of
candidates
ii) Regional Offices will give permission after updating number of candidates on the portal
from the school concerned.

iii) Reasons for additions must be provided as per Code for Addition in remark column on
portal. Details of these candidates must be noted down.
• In Class XII: by default, all candidates have been marked with ‘Y’ (an indicating
“Yes” Migration certificate will be provided to the candidate). School have an option
to change “Y” to “N”. One of the advantages is that school will get all Migration
Certificates in one go from the Regional Office and students will not be required to
apply to Regional Office separately. Fee of Rs 250/- per candidate is provisioned
for Migration Certificate.
• In Class X: by default, all candidates have been marked with “N’ (an indication that
migration Certificate is not needed by the candidate). If a candidate needs Migration
Certificate, the correction may be marked as ‘Y’ and noted down. Fee of Rs 250/-
per candidate is provisioned for Migration Certificate.
• In respect of those candidates who do not take migration certificate as detailed
above, can take the same from the concerned Regional Office, CBSE at later stage
by submitting prescribed application form and paying prescribed fee.
• If the photograph printed in check list is wrong or cloudy/not identifiable or not available,
scanned photograph be uploaded online again.
• The photograph should be high contrast with white background (passport size preferably
black & white) photograph. The name of the students along with the date of taking the
photograph (photograph should have been taken on or after 1.4.2018) must be
indicated on the photograph.
• The photograph scanned should be stored in JPG Format with Registration No. as filename
of the photograph. The Registration No. is printed in the check list against the candidate’s
details. Example: If Photograph of Anil Kumar (whose Registration No. is
A119/03001/0057) is wrong or not legible/clear or not available. Photograph of Anil Kumar
be scanned and stored as A119030010057.jpg
Corrections marked in the check list can be carried out on server as follows:
• To carry out mass corrections (corrections for more than one candidate at
a time) for Migration Certificate.
ii. ADD : For adding details of any left out Candidates/ new admissions.
iii. DELETE: For deleting/ removing already available details of the candidate
from the list. *
▪ Serial No. of Candidate printed on the Check list be entered and the
details of the candidate are displayed.
(Regional Officers of CBSE will keep a strict watch on the corrections/ additions
made in particulars of candidates. Schools are advised that only bonafide
candidates already registered in class IX/XI are sponsored in LOC of class X/XII.
While making corrections schools should ensure that candidate being sponsored
in X/XII is not swapped from any other candidate who has been registered in class
IX/XI. While making corrections in subjects (where change of subject from IX/XI is
involved) schools should ensure approval of CBSE. While adding candidates in
respect of directly admitted candidates at X/XII it must be ensured that the
approval of the of CBSE is obtained. In case such addition/corrections are not
supported with requisite approval from the CBSE, candidature of such students
in X/XII Board Examination may be rejected at any stage, besides action against
the school involved in such malpractice.)
b. Print Check List of List of Candidates again by choosing option “Checklist Printing of List
of Candidates (LOC) with photographs”.
5. Uploading of Photographs.
If Photograph of Anil Kumar is wrong or not legible/clear or not available whose Registration
No. is A119/03001/0057. Photograph of Anil Kumar scanned and stored as
A11930010057.jpg has to be uploaded as follows:
• Serial No. of Candidate printed on the Check list be entered and the details of the
candidate and photograph if available in the server are displayed.
• Photographs of this candidate be uploaded by choosing the photograph of this candidate
stored in school’s computer

6. Check list Printing of List of Candidates (LOC) with photographs:
a. Schools shall print a list of the submitted details of candidates by choosing the
option “Check list Printing of List of Candidates (LOC) with photographs”
using a printer attached with the school’s computer.
b. The printer settings may be set for A4 size paper with Landscape printing with

7. Finalisation of Data (Ensure all corrections have been made before finalisation):
a. When all corrections have been carried out and the list is error free, Finalisation of data
can be done. Finalisation of data means no more correction /deletion /addition in the
data which have been submitted till date i.e. Data submitted shall be deemed as error
free and final.
b. Fee shall be applicable as per fee schedule i.e. the date on which the data is finalised
is taken for the purpose of fee calculation.
c. After finalisation of data, addition of more candidates is possible provided the date for
submission of details is within the time schedule and fee shall have to be remitted as
per fee schedule
8. Payment of Fee: School should pay fee within 4 days of finalization of data
9. Printing of Final List of Candidates (LOC) for sending to the Regional Office:
a. Schools shall take print out of Final list of Candidates submitted. The Final list has
provision for printing candidates’ details. Final list cannot be generated without
submission of fee details.
b. School shall obtain signature of Mother, signature of Father and signature of
candidate to confirm the name, father name, mother name are correct.
c. The heading of this List will be ‘FINAL LIST OF CANDIDATES FOR
CLASS_________’.
d. The printer settings may be set for A4 size paper with Landscape printing with all side
margins set to 0.25”.
e. Obtain signatures of candidate on the final list.
f. A photocopy of the Final printout with Candidate’s signature should be retained by the
School as office copy.
10. Submission of List of Candidates (LOC) along with proof of remittance of Fee to
Regional Office by Post:
Final List with candidate’s signature along with proof of remittance of fee and duly filled and
signed Certificate by Principal should reach the concerned ‘Director/Regional

Registration for regular students of Class IX/XI has started by CBSE. The link is
available on website www.cbse.nic.in. Following actions are desired to be taken for
registration of students: -
• All affiliated schools are required to register themselves before proceeding for
online registration of their students. Schools must use the ‘Affiliation Number’ as
user ID already available with them.
• Newly affiliated schools should contact the concerned Regional Office of the
CBSE for obtaining password after which schools are advised to change the
password for future use and keep it confidential to avoid misuse. Keeping
password safely shall be the responsibility of the school.
• In the event of any difficulty, concerned Regional Office may be contacted as per
jurisdiction/contact details given in the Annexure.
• Schools should enter number of sections and number of students which should be in
consonance with the information provided on OASIS. This information should be
filled very carefully in OASIS as schools will not be allowed to change the declared
section/strength afterwards.
• As per Rule 6.1(a)(iii) of the Examination Bye-Laws, school shall ensure that the
student, while seeking admission in a class, satisfies the requirement of age limit
(minimum and maximum) as determined by the State/ U.T. Government and
applicable to the place where the School is located.

• Aadhaar number field has been provided. The use of Aadhaar for the students will
result in accuracy of the students’ details.
• The students not in possession of Aadhaar number may enter the Passport number,
Ration card number, Bank account number or any other Govt. valid identity.
• For classes IX/XI, schools are advised to offer only those subjects which have been
permitted to them by the Board. In case, school sponsors students in subject(s) other
than those permitted by the Board, it may lead to action against the school, in addition
to cancellation of candidature of such students.
• Board has prescribed scheme of studies which is available in the Curriculum on the
link http://cbseacademic.nic.in/curriculum.html on website
http://cbseacademic.nic.in/ for Secondary and Senior Secondary classes. Schools
are required to offer the subjects in adherence with the Scheme of Studies only.
• In accordance with the Scheme of Studies, Board has prescribed examples of Valid/
Invalid combination of subjects. Schools should check the combination of subjects
before filling in the subjects.
• All Independent Schools situated in India must deposit Sports Fee of Rs.10,000/-
alongwith registration fee. This fee is collected by the Online system by default. No
separate sports fee is required to be sent by the schools situated in India to
concerned Regional Office.
• Schools can complete the registration process by individual entry or uploading filled
in excel file provided by the online registration system.
• In case of refund of payment, schools should contact the Regional Office concerned.
• Schools are required to send the signed copy of finalized data of registered students
of class IX/XI to concerned Regional Office only. Schools are advised not to send it
to Central Board of Secondary Education, Preet Vihar, Delhi.
• Instructions for submission of List of Candidates for class X/XII and online form for
Private/2nd chance Compartment examination will be issued separately.
• CBSE has remodeled assessment system for class X examination. For details on
assessment system for the classes IX and X please refer to Circular no. Acad-
05/2017 dated 31.01.2017.
Detailed Procedure, Fee, Registration process, Valid combinations etc. are described
in detail in the enclosed Annexures. Schools are advised to go through the detailed
procedure before applying.
1. Spelling of student, mother’s & father’s name is correct and as per Admission
& Withdrawal Register maintained by the school.
2. Date of Birth is as per Admission & Withdrawal Register maintained by the
school.
3. Subject combinations are correct and are as per Scheme of Studies
4. Subject codes are correct (Fill the subject as offered by the school)
(i) Selection of Hindi - A , Hindi - B & Urdu etc in Class – IX be done cautiously
Schools must ensure uploading of 100% correct data to avoid future problems of
corrections in student’s data. Data must be got doubly checked before uploading. Head of
the Schools should personally monitor this activity.

Fee shall be applicable as per fee schedule. The date on which data is finalized is taken for
account for fee calculation i.e. If students’ details are entered before 22.10.2018 (or earlier)
and finalization of data is done by school on 22.10.2018 (or earlier) then NO LATE FEE
shall be applicable. If students’ details are entered before 22.10.2018 and finalization of
data is done on 23.10.2018 then late fee shall be applicable as per slab.

Class IX and X is an integrated course. Students need to take only those subjects in class

Important Instructions:-
(a) If a student fails in any one of the three compulsory academic subjects (i.e. Science,
Mathematics and Social Science) and passes the Skill subject (offered as 6th optional subject)
then it will be replaced by the Skill subject and result of Class X Board examination will be
computed accordingly.
(b) If a student fails in any language subject out of first five subjects, the same will be replaced
by language taken as seventh subject (optional) provided he or she has passed seventh
language subject and after replacement either Hindi or English remains as passed language
in first five subjects.
(c) It is expected that all the students would have studied three languages up to class VIII. Those
students who could not clear the third language in class VIII and have been promoted to
class IX, shall be examined by the concerned schools at the end of Class IX in the same
syllabus and textbooks as are prescribed for class VIII. Those who are still unable to clear
the third language at the end of class IX may be given another opportunity in class X. No
student shall be eligible to appear at the Secondary School Examination of the Board at the
end of class X unless she/he has cleared the third language.
(d) Hindi and English must be two of the three languages to be offered. Hindi and English must
have been studied at least up to class VIII.
(e) Hindi or English must be one of the two languages to be studied in class IX and X. Hindi and
English can also be offered simultaneously. In Hindi two courses have been provided for
class IX and X keeping in view the varying backgrounds of the students and a student may
either opt for Hindi A (Code 002) or Hindi B (Code 085).
(f) Students offering additional sixth skill subject may also offer an additional language III/subject
as 7th subject.
(g) Computer Application (Code 165) and Information Technology (Code 402) can not be taken
together.
(h) For Skill subjects, only those subjects can be offered for which permission has been given
by CBSE.
(i) Wherever restriction on number of candidates has been imposed by CBSE, school should
not exceed such limit of number of candidates.
(j) For details regarding subjects and scheme of studies please refer to Curriculum
available on the website of CBSE.
(k) Board is extending several exemptions/concessions to candidates with disabilities as
defined in the “THE RIGHTS OF PERSONS WITH DISABILITIES ACT 2016”. In this
context, NOTIFICATION No. CBSE/Coord/112233/2018 dated 26.09.2018 issued
by the Board, may please be referred to.
(l) Board issues mark sheet indicating marks obtained in each subject separately. No aggregate
score/percentage is mentioned by the Board. Candidates who take 6/7 subjects and pass in
all 6/7 subjects, the percentage is to be calculated according to the norms of
college/institution in which the candidate is seeking admission.
(m) Candidates who have selected 5/6/7 subjects in Class IX and want to change/ add/delete the
subject(s) in Class X due to academic reasons/medical reasons, such cases be referred to
the concerned Regional Office of CBSE by the respective school before 31 st August of that
academic year. The schools are expected to ensure the correctness of the subjects offered
by the students and the subjects being taught in the school and allowed by the Board. The
data uploaded for each candidate should be accurate in all respects.
(n) It has been observed in past that there is a variation between subjects offered by the
candidate and the subjects being taught and allowed by the Board. To ensure accuracy of
data, the Subject Code and Subject Name must be checked carefully for each candidate.
(o) If there is a violation of scheme of study the data filled through EXCEL file will show error on
server after uploading the filled excel file. The error will be rectified only after choosing correct
subject combinations.

e. When all corrections including spelling mistakes have been noted down, correction
have to be carried out online by choosing option “Correction->ADD/MODIFY”.
• ADD : Details of any left out students/ new students can be submitted.
• DELETE: Already submitted details of the student can be removed from the list
completely by typing the Record No. printed against the student’s detail whose
details are to be removed from the list. Student’s details shall be displayed on the
screen before deletion. Details once deleted can not be recovered and has to be
re-entered if needed again by using ADD option.
Note: Option “Checklist” and Option “Correction” may be repeated any number
of times till the list is error-free.
5. Finalization of Data and Fee Payment:
a. Final list cannot be generated unless fee is deposited. Schools shall take
printout of Final list of registered students.
b. The heading of this List will be ‘FINAL LIST OF STUDENTS REGISTERED
FOR CLASS___’.
c. Once Final list is generated, no more addition, deletions or corrections can be
made on this data.
d. The printer settings may be set for A4 size paper with Landscape printing with
all side margins set to 0.25”
e. The Schools shall upload photograph of the students which clearly indicates the
name of the student along with the date of taking the photograph (photograph
should have been taken on or after 1st April of the academic session). Signature
of student should be obtain in the space earmarked for it.
Note: A photocopy of the all documents sent to Board should be retained by the
School as office copy.
b. The envelope containing the above should be sent by “SPEED POST” to the
Regional officer as per address given in the list. Registration List should not be sent
to CBSE, Preet Vihar, Head Office, Delhi.
c. Since CBSE has adopted cashless electronic payment for various examination
activities school should not pay any amount in cash to any functionary of Bank/
Board to process any application.
d. School should ensure those candidates sponsored by them are actually
attending their school. Sponsoring of fake, non-attending candidate will lead
to disaffiliation of the school.

CIRCULAR
It was observed that neither the schools nor the students are
aware about these exemptions and are also not following correct way of
seeking available exemptions during their course of studies and
examinations. It was therefore decided to update and compile all
exemptions/concessions so that stakeholders are aware about the same
and are included.
I. CLASS X

STANDARD OPERATING PROCEDURE FOR AVAILING EXEMPTIONS
STEP II: Parents get the child examined by the Competent Medical Authority and
obtain requisite Medical Certificate of Disability.
STEP III: For availing any exemption, parents will have to make a request to school
along with copy of certificate of disability. The draft application is annexed
at Annexure-IV. School will acknowledge the request made by the
candidate.
STEP IV: School will forward the request to concerned Regional Office of the Board
within 07 days of its receipt alongwith specific recommendation. In case of
rejection by the school, the same should also be sent to Board along with
reasons of such rejection.
STEP V: Regional Office will examine the request in accordance with the rules of the
Board. In case of rejection, reasons for the same will be intimated.
STEP VI: The last date for seeking applicable exemptions will be same as that of last
date for submission of list of candidates.

v) Suitable room shall be arranged for the candidate for
whom a scribe is allowed and aseparate Assistant
Superintendent shall be appointed by the Centre
Superintendent to supervise his/her examination.
vi) Services of Scribe shall be provided free of cost

4. Other General i) To facilitate easy access, a few selected schools are
instructions/ made examination centers for special students.

screen reading software (like JAWS- Job Access with
Speech) with prior approval of the Board. They also
have the facility of using a computer or a typewriter
for writing answers.
vi) Use of calculator is not permitted in any of the
examinations conducted by the Board
B. SPECIFIC EXEMPTIONS/CONCESSIONS

Students studying in schools affiliated to the Board and desirous of availing the
exemptions/concessions should approach the concerned Regional Office of CBSE through
the Head of their Institution preferably while in Class IX and/or XI. The request should be
supported by relevant medical certificate and recommendation from the Head of the
School/Institution. Only those students would be considered for grant of
exemption/concession in whose respect relevant category has been entered during
registration in Class IX and/or XI.
a. to ensure that no child with special needs is denied admission in Mainstream Education
b. to monitor enrolment of disabled children in schools
c. Schools to provide support through assistive devices and the availability of trained teachers
d. to modify the existing physical infrastructure and teaching methodologies to meet the needs of
all children including Children with Special Needs
e. to ensure that they are made disabled friendly by 2020 and all educational institutions
including hostels, libraries, laboratories and buildings have barrier free access for the disabled
f. to ensure availability of Study material for the disabled and Talking Text Books, Reading
Machines and computers with speech software
g. to ensure adequate number of sign language interpreters, transcription services and a loop
induction system for the hearing handicapped students
h. to revisit classroom organization required for the education of Children with Special Needs
i. to ensure regular in-service training of teachers in inclusive education at the elementary and
secondary level.

issued by CBSE.
STEP II: Parents get the child examined from authorised agencies/organizations and obtain
requisite Medical Certificate of Disability.
STEP III: For availing any exemption parents will make a request to school alongwith copy
of certificate of disability. School will acknowledge the request. (Format enclosed
as Annexure III)
STEP IV: School will forward the application to Regional Office of the Board within 07 days
of receipt. In case of rejection by the school; the same should also be sent to
Board along with reasons of such rejection.
STEP V:Regional Office will issue letter conveying approval of the exemptions within 15
days with a copy to, parents. In case of rejection the reasons for the same will be
reflected in the letter. If any additional document is required by the Regional Office
the same should be called from the school immediately.

List of Disabilities as detailed in THE RIGHTS OF PERSONS WITH DISABILITIES ACT, 2016
THE SCHEDULE
[See clause (zc) of section 2]
SPECIFIED DISABILITY
1. Physical disability.
A. Locomotor disability (a person's inability to execute distinctive activities
associated with movement of self and objects resulting from affliction of musculoskeletal
or nervous system or both), including
(a) "leprosy cured person" means a person who has been cured of leprosy
but is suffering from
(i) loss of sensation in hands or feet as well as loss of sensation and
paresis in the eye and eye-lid but with no manifest deformity;
(ii) manifest deformity and paresis but having sufficient mobility in
their hands and feet to enable them to engage in normal economic activity;
(iii) extreme physical deformity as well as advanced age which
prevents him/her from undertaking any gainful occupation, and the
expression "leprosy cured" shall construed accordingly;
(b) "cerebral palsy" means a Group of non-progressive neurological
condition affecting body movements and muscle coordination, caused by damage
to one or more specific areas of the brain, usually occurring before, during or
shortly after birth;
(c) "dwarfism" means a medical or genetic condition resulting in an adult
height of 4 feet 10 inches (147 centimeters) or less;
(d) "muscular dystrophy" means a group of hereditary genetic muscle
disease that weakens the muscles that move the human body and persons with
multiple dystrophy have incorrect and missing information in their genes, which
prevents them from making the proteins they need for healthy muscles. It is
characterised by progressive skeletal muscle weakness, defects in muscle
proteins, and the death of muscle cells and tissue;
(e) "acid attack victims" means a person disfigured due to violent assaults
by throwing of acid or similar corrosive substance.
B. Visual impairment
(a) "blindness" means a condition where a person has any of the following
conditions, after best correction
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the
better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than
10 degree.
(b) "low-vision" means a condition where a person has any of the following
conditons, namely:
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or
upto 10/200 (Snellen) in the better eye with best possible corrections; or

tissue and organ damage; "hemolytic" refers to the destruction of the cell
membrane of red blood cells resulting in the release of hemoglobin.
5. Multiple Disabilities (more than one of the above specified disabilities) including
deaf blindness which means a condition in which a person may have combination of
hearing and visual impairments causing severe communication, developmental, and
educational problems.
6. Any other category as may be notified by the Central Government.
