INTRODUCTION
The Functional Literacy Test (FLT) assesses preparedness for the learning strands
of ALS K-12 BEC Curriculum. It includes measures of ability to supply personal
information and prior knowledge of the six learning strands: Communication Skills-
English and Filipino, Scientific Literacy and Critical Thinking Skills, Mathematical and
Problem Solving Skills, Life and Career Skills, Understanding the Self and Society,
and Digital Citizenship.
The written portion of the FLT can be administered to learners in small groups, to a
maximum of 30. The first part to be answered is the Personal Information Sheet
(PIS). The second part is the FLT Written test which incorporates the core
competencies of the six (6) Learning Strands. This contains multiple choice items
and writing items. The FLT also contains the Listening/Speaking portion of the LS1-
Communication Skills which is administered on an individual mode
This set of guidelines is designed for the use of the ALS teachers in administering
the Functional Literacy Test (FLT) to learners who may have attended some grades
in the elementary level. Their performance on this test will show their readiness for
the particular levels. To ensure validity and reliability of results, all instructions for
administering the test must be strictly followed.

A. Pretest Activities
1. Report to the ALS learning center an hour before the time of administration.
Prepare the area such that it is conducive to the activity, a desk for each
learner/examinee, a chair for the teacher/examiner and a table for the
materials to be used during the test. The place must be kept from noise and
distractions during the test.
2. Prepare the materials needed for the session. Make sure they are complete
and there are no printing errors.

4. Ask the learners/examinees to be seated and clear the desks, except for
pencils, eraser, and sharpener. No cell phones or aids shall be allowed during
the test. Inform them that they may not go out during the test so they must
take care of personal needs before the start of the session.
Prepare the Answer Sheets Set and the Test Booklets to be used in the test
session.
As teacher/examiner, you will perform the procedures described for each part of
the test. You will read aloud the italicized portions of the succeeding instructions.
Additional steps to follow may be enclosed in parentheses.
Write on the board the time the learners/examinees started and the suggested
time limit. Observe as the learners/examinees answer the items. Do not read
the items to them since these are intended to measure their level of literacy.
As each learner/examinee submits his PIS, start scoring it, based on the
scoring guide. If there are 10 or more learners/examinees, it is advisable to
have another staff to help in scoring the PIS. If the learner’s/examinee’s
score meets the required PIS benchmark for Lower Elementary (Grade 2-3),
he/she can continue to take the FLT test proper. Learners/Examinees who do
not meet the benchmark will be advised to attend the Basic Literacy program.
Prepare the number of answer sheet sets and the test booklets needed by the
group and have them ready by row. When the learners/examinees are ready,

Write on the board the time the learners/examinees started the test and the
time they are expected to finish. While they are taking the test, observe if
they are following instructions. They must not write on the booklet but only
on the answer sheet, and are using the corresponding answer sheet for the
test part.
Do not read the test items to the learners/examinees since the purpose of the
test is to see how far they can read on their own. Do not allow them to
discuss among themselves during the test.
Do not leave the room especially when the learners/examinees are finishing
the test. Make sure they turn the booklet down when they are through.
Remind the learners/examinees five (5) minutes before the allotted time.
When the time is up, ask the learners/examinees to pass the booklets by
row. Collect the booklets, counting as you do. Make sure you receive the
complete sets. Then ask the learners/examinees to pass the answer sheets
by row. Collect them and check that they are complete. When all are
accounted for, say:
“Tapos na ang Written test part ng FLT. Magpahinga muna kayo at maghintay
na tawagin para sa Pakikinig/Pagsasalita o Listening/Speaking test.”

Greet the learner in a calm and friendly manner, so that he/she may
overcome his/her initial shyness. Then say:
Then call in the next learner/examinee. The process will be repeated until
all the learners/examinees for the Listening/Speaking Test are done.
C. Posttest Activities
1. After the test, put the test materials in order. Return the test booklets and
unused forms to their corresponding packs. Keep the materials in a secure
storage.
2. Put together all the accomplished answer sheets and the corresponding RRS
for each learner/examinee.
