I. Background of the Study


City of Caloocan has the lowest economic status on the whole NCR
Region (Metro Manila), with an equity rate of 6.89 billion pesos, and 7th place
at economic status on the Philippines, based by Danilo Garcia of Pilipino Star
Ngayon. Next to Makati city at 1st place with 34.46 billion pesos, Quezon city on
2nd place (31.91 billion pesos), next was Pasig city on 3rd (20.03 billion pesos),
Manila city in the 4th place (13.13 billion pesos), Zamboanga on 5th and Cebu
city at 6th. To get higher equity status, the city of Caloocan should make a step
on it.

II. Project Description


The City Planning of Caloocan city, see the potential site on the northern
part of the city, that has no business community but have plenty of population
of potential consumers. And they noted that the only missing on the site was a
proper and attractive landmark to attract tourist that will be resulted to
captivation on the interests of the investors. So that, the City of Caloocan come
up with an idea of an healthy and investor-friendly environment by proposing
a Socio-Civic Center, that hospitalize for some potential consumers, to make a
step of achieving the Goals and Objectives of the city, states that “a progressive
and dynamic economic growth with sustainable and balance ecology”. The
proposed project conducted to northern area of the city, placed at Tala,
Caloocan City.

III. Project Objectives/Rationale


The Mission of Caloocan City government focuses on developing the city
towards an investor–friendly environment to create jobs for the constituents;
a vibrant public and private partnership that sustains efficient, timely and
responsive delivery of services, such as health, education, and infrastructure,
resulting to having an orderly community and healthy environment, made
effective through an inclusive “People First Policy”.

V. Project Components
The proposed Socio-Civic Center will be consist of Shopping Mall to
accommodate the community, a Civic Center Building for commercial spaces,
assembly, gathering, and event hall, Commercial dwellings, Museum,
Recreational Grounds, Gymnasium, Computer Based Library, Administration
Building, Open Park, Primary & Secondary School, Parking Building and a
Jeepney & Tricycle Terminal, they also consider a large amount of lot for
coming investors and businesses.
These project will be the beginning and the new image of Caloocan City.
Fulfilling the goals of the city for the people.
