Introduction

4 P’S
The Pantawid Pamilyang Pilipino Program (4Ps) is a human development measure of the
national government that provides conditional cash grants to the poorest of the poor, to
improve the health, nutrition, and the education of children aged 0-18. It is patterned after
the conditional cash transfer (CCT) schemes in Latin American and African countries,
which have lifted millions of people around the world from poverty.The Department of
Social Welfare and Development (DSWD) is the lead government agency of the 4Ps.The
4Ps also helps the Philippine government fulfill its commitment to the Millennium
Development Goals (MDGs)—specifically in eradicating extreme poverty and hunger, in
achieving universal primary education, in promoting gender equality, in reducing child
mortality, and in improving maternal health care.

History of 4 p’s
ESGP-PA is a college education program for beneficiaries of PantawidPamilya. From
2012 to 2018, it provided the grantees with opportunity to get a college education and
increase their chance to get better employment in the future. It was a program
implemented by the Commission on Higher Education (CHED), Department of Budget
and Management (DBM), Philippine Association of State Universities and Colleges
(PASUC), Department of Social Welfare and Development (DSWD) and Department of
Labor and Employment (DOLE). It aimed to help the grantees uplift their living condition
and become contributors to national development.

Through PantawidPamilya and ESGP-PA, the two graduates were able to exceed the
expectations from women from poor households who usually stay at home to take care
of their children and family. Rigie May received honorific academic awards, while
Jaysan graduated magna cum laude.

On May 2018, Rigie May and Jaysan were two of the students who were recognized
during the ArawngPagkilala, a gathering of PantawidPamilya ESGP-PA grantees and
senior high school graduates from different parts of the Philippines. The event was a
recognition ceremony and venue for sharing experiences and stories of the journey of
PantawidPamilya beneficiaries. The participants were introduced to CHED’s UniFAST
(Unified Student Financial Assistance System for Tertiary Education); DOLE’s and
TESDA’s trainings and employment opportunities; and a career orientation from More
Than Jobs PH.
4 p's in philippines

The 4Ps operates in all the 17 regions in the Philippines, covering 79


provinces, 143 cities, and 1,484 municipalities. Beneficiaries are
selected through the National Household Targeting System for Poverty
Reduction (NHTS-PR), which identifies who and where the poor are in
the country.

In general, the following criteria must be satisfied to become eligible for


the program:

 Residents of the poorest municipalities, based on 2003 Small


Area Estimates (SAE) of the National Statistical Coordination
Board (NSCB)
 Households whose economic condition is equal to or below the
provincial poverty threshold
 Households that have children 0-18 years old and/or have a
pregnant woman at the time of assessment
 Households that agree to meet conditions specified in the program

As of August 26, 2015, there are 4,353,597 active household-


beneficiaries, of which 570,056 are indigenous households and
217,359 have at least one PWD. The program also covers 10,235,658
schoolchildren aged 0 to 18, from the total registered with an average
of two to three children per household.

Significance of the study


Significance of the StudyThis study was seen significant on the following:

The student:
According to Mina, 4Ps beneficiaries will have higher chances of securing better jobs
and higher income if they graduate from high school. There is a 45-percent average
wage differential between a high school graduate and an elementary undergraduate
and a 32-percent average wage differential between high school and elementary
graduates.

The Parent:
`Parents work to compensate for loss of income from children who attend school. When
people publicly recognize the importance of education, families are convinced to keep
their children in school. Households also respond by exerting more effort,` Orbeta said

Statement of the problem

Despite rapid economic growth in the past years, poverty still


persists in the Philippines. Investing in development programs
such as the Pantawid Pamilyang Pilipino Program (4Ps) is thus
crucial to delivering better social outcomes. As the flagship anti-
poverty program of the country, the conditional cash transfer
scheme has been met with some criticisms. Some sectors see it
as a dole-out that breeds mendicancy. Supporters, however,
argue that the program comes with conditionalities that
beneficiaries must comply with.

the study would like to answer the following questions:

1.the money they get in 4p's are enough?


2.how many days or weeks before the monew will used all ?

3.the money they get are helpful?

4.how many times they get money in one year?

Research Respondents

The target respondents in this study will be the 10


family. 10% for the family who cooperate and 90%
are not interview yet in UE TECH ROAD CALOOCAN
CITY

Scope and Delimination of the study

This study focused in effectiveness of 4p's in UE


TECH ROAD CALOOCAN CITY we talk some people in
coverage are that we assign and we talk 10 family
about effectiveness of 4p's and 9 of 10 said that the
money they get in 4p's are not enough for their needs
because there are so many thing need to buy and pay
and specially they said "ang daming bayarin sa school
at pangangailangan". There is one family we talk
about the effectiveness of 4p's they said it's enough to
sustain the needed in their family.

Definition of terms
child mortality- Child mortality is the probability per 1,000 live births that a newborn baby
will die before reaching age five under current age-specific mortality patterns. ... The
neonatal mortality rate is defined as the number of neonatal deaths per 1000 live births.

Mendicancy- "Mendicant" refers to any person, except those enumerated in Sec. 4 of this
Decree, who has no visible and legal means of support, or lawful employment and who is
physically able to work but neglects to apply himself to some lawful calling and instead uses
begging as a means of living

Poverty- Poverty is a state or condition in which a person or community lacks the financial
resources and essentials for a minimum standard of living. Poverty means that the income level
from employment is so low that basic human needs can't be met
