    This thesis examines the mechanism of distributing capitation funds for outpatient health services in remote areas under Indonesia's national health insurance program. It analyzes the distribution of funds to the Mapaddegat Public Health Center in Mentawai Islands District from 2014 to 2015. The summary finds that: 1) Coordination of the fund distribution policy from the central to regional levels was inadequate. 2) Capitation funds received by the health center were not always in accordance with the rules and some funds were not properly recorded. 3) The amount of capitation funds received by individual health workers depended on their assigned workload points, with doctors receiving significantly more than midwives and nurses.

    ABSTRACT
    This thesis aimed to give description and analysis on the research entitled “The Mechanisme of
    Capitation Fund Distribution of health workers Outpatient Services in Remote Areas of National Health Insurance
    Program”. This research used a qualitative approach, with a method of collecting the data through observations,
    interviews and documentations with the number of informant 7 person. The unit of the analysis is an institute which is
    located in a Mappadegat Public Health Center Mentawai Island Regency for 3 months (June 1 st until September 3rd
    2015)
    The result of this research revealed that the policy of the socialization from the center region to states is not
    well coordinated, the planning of the decision on the PBI APBN participant pointed to Kepmensos 146 and PBI
    APBD pointed to the Governor Ordinance No. 50 2014 which is estimated on RKA- SKPD and directly paid to BPJS
    Health and then they provide a reimbursement of capitation fund for Mapaddegat Public Health Center start from
    May 2014 until July 2015. The provided capitation fund is not in accordance with the rules, and the reception is not
    recorded in DPPKAD as legitimate local revenue. in 2014 The fund of capitation it is become the audit finding BPK.
    The fund of capitation received by health workers is influenced by the number of workforce point that gained every
    month. The acceptance of the capitation fund of health worker such as doctor is way bigger in the term of acceptance
    compared to the acceptance number of midwife and nurse, while the duty of midwife and nurse way harder than the
    doctor’s duty in a daily basis.
    Furthermore, the acceptance of capitation on honorary staff/ contract / PTT are much greater than the
    power of civil servants who already has a service of life more than 10 years , even the number of civil servants that
    received capitation funds have an equal power with temporary employees who have worked only for a year. In the
    terms of management, the expenditure and capitation fund reporting are already process with an appropriate rule,
    although there are still some weaknesses that need to be improved. Meanwhile, for the quality of service of the health
    workers in accordance with standard operational procedures of the health services but it is always need to be
    improved.
