D. DepEd Mandate

The Department of Education was established through the Education

Decree of 1863 as the Superior Commission of Primary Instruction under a
Chairman. The Education agency underwent many reorganization efforts in
the 20th century in order to better define its purpose vis a vis the changing
administrations and charters. The present day Department of Education was
eventually mandated through Republic Act 9155, otherwise known as the
Governance of Basic Education act of 2001 which establishes the mandate of
this agency.

The Department of Education (DepEd) formulates, implements, and

coordinates policies, plans, programs and projects in the areas of formal and
non-formal basic education. It supervises all elementary and secondary
education institutions, including alternative learning systems, both public and
private; and provides for the establishment and maintenance of a complete,
adequate, and integrated system of basic education relevant to the goals of
national development.

E. Division of Antipolo City Thrust and Mandate

Home of the historic Pilgrimage Church – Our Lady of Peace of Good

Voyage Cathedral, and that of Hinulugang Taktak.

Happily making a difference in the lives of more than a hundred

thousand learners in a gender-sensitive, safe and progressive learning
environment across the City’s sixty four (64) public schools and a hundred
private schools. Manned by competent and committed public servants with a
manpower compliment of Three Thousand Eight Hundred Twenty Six (3,826).

that is readily accessible to all, providing faster services and glimpse of data,
programs, project and activities of the SDO. It shall also be an avenue for
generation of mutual support within and among the stakeholders for provision
of better educational services.

Through this, the SDO shall see “Edukasyong Tapat at Sapat Dapat
Para sa Lahat”

F. Division of Antipolo City: History Background

Antipolo City is located in the northern half of Rizal Province but rather
close to its meridional center. The Poblacion is approximately 29 kilometers from
Manila. In terms of size, it is the second largest municipality in the province with a
total land area of 38,504.44 hectares representing 29.4% of the entire land area
of Rizal. Currently, it is subdivided into two (2) legislative districts with eight (8)
barangays each.

For the past years, Antipolo evolved into a dynamic and economically
progressive town and continues to grow rapidly and is one of the most
prosperous towns of the province of Rizal.

On February 13, 1998, then President Fidel V. Ramos signed into law
Republic Act 8508, making the Municipality of Antipolo into a component city
of the Province of Rizal. A plebiscite held on April 4, 1998 ratified the bill thus
acquired its corporate existence as the City of Antipolo.

The school districts of Antipolo, Antipolo I and Teresa-Antipolo II
remained under the supervision of the Division of Rizal until, by virtue of a
Memorandum, the City Schools Division of Antipolo became completely
independent from the Division of Rizal on February 3, 2003 with Dr. Aurea F.
Sto. Domingo as its Officer-In-Charge.

It was during the incumbency of then Secretary Edilberto C. de Jesus

when, Dr. Paraluman R. Giron, the Director IV of Region IV Southern
Tagalog, transmitted the “go-signal” letter to Dr. Edith A. Doblada,
Superintendent of the Division of Rizal, and on the morning of Monday,
February 3, 2003, 8:00 o’clock to be exact, the New Division, the Division of
Antipolo City was born.

A group of Rizal education officials was sent-off to their new workplace

and shared temporary shelter in the office of Dr. Norma L. Maalindog,
Principal II of San Isidro Elementary School. For six month, February to July
2003, San Isidro Elementary School had been the seat of office and a home
to Division Officials. The Garcia Type 1991 School Building of San Isidro ES
is now the official seat of office of the Division of Antipolo City.

G. School Strategic Thrusts and Programs

Knights of Columbus Elementary School has different programs and

projects that is for the development of the school and community at large,
these are:
 Pupils Development
This projects and programs is intended for the development of the
pupils like Student Supreme Government, where the students leader
interact each other and create an action plan to maintain the discipline,
cleanliness and orderliness of the school.

 Faculty Development
This projects and programs is for teachers development like,
attending seminar, the school learning action cell or SLAC Session,
Leadership training and capacity building, sending teachers to graduate
school to become more competent and productive.

 Facilities Development
This projects and programs is for facility development like, school
building, ICT projects materials and equipments, Sports equipments and
Instructional materials.

 Staff Development
This projects and programs is for staff like capacity building,
personality development and career development.

 Health and Nutrition Development

This projects and programs is for the facility in health and
nutrition like software or program in BMI and the like. Feeding program
and canteen management.

 Research Development
This projects and programs is for the researcher only like attending
research congress, develop and proposed action researches intended for
the development of the school.

H. School History

Knights of Columbus Elementary School is a complete elementary

school located in Sitio Knights of Columbus Barangay San Roque, Antipolo
City. It has a lot area of 4, 259 sq. meter. It is four and half kilometers away
from the division office. It has eight academic classrooms. The school was
established thru the effort of the presidents of the homeowners associations
within the Sitio with the help of Mrs. Angeles B. Dulin and Mrs. Cynthia C.
Quirong, former Principals of Lores Elementary School and the former city
mayor, Hon. Danilo O. Leyble.

It started with grades 1 to 3 pupils who housed from Lores Elementary

School and was handled by six teachers who are considered as pioneer
teachers. They formally transferred to Knights of Columbus with three
classrooms in November 2011 headed by Mrs. Nenita G. Acorda, Head
Teacher III from November 2011 to July 2012.

Due to the zoning of residence of pupils, the school population
multiplied and became a complete elementary utilizing the make-shift
classroom in the covered court spearheaded by Ms. Mary Grace F. Santiago,
Head Teacher III from July 2012 to June 2015. The school was then led by
Ms. Luz C. Cayanong, Principal I from June 2015-June 2016. Now the school
has 1, 263 pupils and 38 teachers having 8 kindergarten classes and 26
regular classes from Grades 1 to VI presently managed by Mrs. Teresa O.
Amido.

School Project and Best Practices Mandates, Gaps, Problems

1. Project MERALCO - Project MERALCO stands for Moving KCES to

Enhance Reading Ability to Level-Up

Comprehension Skills

- The mandates of this project is under RA 9155

which is to support the CIP or continuous

improvement program. That every basic education

sector will be adopt the CI methodology in

addressing the problems or gaps in every project.

The AIP and SIP of the school will also internalize

of this methodology.

- The gaps or problems of our school under this

project that needs to address is in low

comprehension skills in reading. In addition it is

address also the literacy problem of the school

that affects the performance of the school in terms

of achieving higher level in school based

management.

2. Project SAGIP - This is also known as Sagipin ang mga Mag-aaral

na under Pupils at Risk in dropping out.

- This project is under the mandates that every

child is in the school. The administrator together

with the teachers created this project in order to

address the pupils at risk in dropping out specially

the pupils in Kinder Level.

- The gaps or problems under this project is the

sustainability because the teachers use incentive

like reward to the pupils who are not got absent in

a month, a token or any materials like pencil or

paper will be given to those pupils who are perfect

attendance in a month. The school administrator

cannot sustain this project because the MOOE of

the school is limited only. That is why in order to

address the gaps, the school look into the

potential stakeholders to support the project.

3. Project RISP - This project is also known as Research to

Improve School Performance. The main goal of

this project is to improve the school performance

into research.

- The gaps and problems with regards to this

project is limited budget under research and

extension in elementary level because the MOOE

of the school is limited only to the student needs.

4. Project SBFP - This project is also known as School-Based

Feeding Program, the main goal of this project or

program is improve the nutritional status of the

children in elementary level and the same time to

improve the attendance of the pupils. This was

created by the government Mandates.

- The problems and gaps of this program is under

the parents because they did not do their role as a

head of the family to support the basic needs of

their children. Umaasa nalang sila sa gobyerno

kaya nagiging tamad na sila as I quoted to one of

the answer in the interview with our SBFP head in

the Division Office.

5. Project GPP - This project is also known as Gulayan sa

Paaralan Project, the main goal of this program is

to augment the school based feeding program.

The government allotted 10,000 as a budget for a

year in this program.

- The issues, gaps and problems of this program is

the sustainability due to the limited budget that the

government allocated. Another issue is the limited

space of the school because there are school that

they don’t have school garden.

6. Project COV - This project is also known as Class Observation

through Video. This is new the basic education

because of the tremendous task of a school head.

In our school it is proper documented under the

Memorandum of Agreement between the Teacher

and the Principal that using video as a monitoring

of observation of classes under the PPST and

RMPS. If the teacher do not agree then he/she

will not be the subject for video monitoring of

classes, he/she will be observe by the school

head in actual.

- The problems and gaps of this project is

procurement of the camera as used in the video

monitoring. Another is the expert in the field of ICT

since the teachers under the elementary level is

expertise on teaching only.

7. Project K-SLAC - This project is also known as Knights - School-

Based Learning Action Cell. The main goal of this

project is to give information for the teachers

about the latest trend in education it could be

classroom management, teaching strategies or

different issues in regards to education sector.

- The gaps or problems of this program is limited

budget when it comes to honorarium of the

speakers, procurement of materials and facilities.

8. Project WINS - This project is also known as Wash in School. The

mandates of this project is create an environment

free from sickness or healthy environment to

create conducive for learning. The project is all

about the hand washing and tooth brushing as

part of the daily activities of the children this could

be done in 5 minutes before and after the recess.

- The gaps and problems of our school is the

sustainability when it comes to procurement of

materials like tooth brush and tooth paste

including soap since the MOOE is limited only.

9. Project K-GAD - This project is known as Knights – Gender and

Development Program. This main goal of this

program is strengthen the bond between the

teachers and staff when it comes to leadership

skill, harmonious relationship and building

camaraderie.

- The problems and gaps of this project is

sustainability because other needs cannot attain

due to limited budget.

10. Project K-ICT - This project is known as Knights – Information

and Communication Technology Project, the main

goal of this project is to give additional skills to the

pupils in using ICT as part of their lesson and the

same time lessen to the burden of the teachers in

terms of paper works since through ICT it is paper

less.

- The gaps and problems under this project is the

maintenance because it is hard to maintain the

ICT laboratories and equipment especially if the

budget is limited.
