BACKGROUND

After the 2008 Mumbai attacks, three different projects viz. National Counterterrorism Centre (NCTC),
National Intelligence Grid (NATGRID) and Crime and Criminal Tracking Networks & Systems (CCTNS)
were launched to strengthen India’s safety and security paraphernalia. Each of them has been non-starter due
to an array of reasons. Out of them, CCTNS is more important for common man as it is directly related to
law & order and crimes. If CCTNS is in place, it will be easier for the law enforcement agencies to track
down a criminal moving from one place to another. It will bring more transparency as a person can lodge
complaint on-line and get a status report of the complaint on-line too.

INTRODUCTION

Crime and criminal tracking network & systems (CCTNS) is a plan scheme conceived in the light state
experience state a non-plan scheme namely - common integrated Police application (CIPA). CCTNS is a
assignment Mode task under the national e-Governance Plan (NeGP) for state executive of India. CCTNS
targets at growing a complete and integrated machine for boosting the performance and effectiveness state
policing through adopting state principle modern e-Governance and creation of a nationwide networking
infrastructure for evolution of IT-enabled-state-of-the-art tracking system around 'Investigation of crime and
detection of criminals'. An allocation of Rs. 2000 crores has been made for CCTNS Project. Cabinet
Committee on Economic Affairs (CCEA) has approved the project on 19.06.2009.1

CCTNS assignment is an advance software application which might empower the police corporations and
take policing to the next levels. Policing being a state subject, the role of the Centre is confined to funding a
facilitative role and consequently the success of this undertaking depends on your active involvement and
guide.

In August, 2017, the government launched digital police portal under CCTNS. The portal is a smart
policing initiative of the Government to provide services to citizens and aid efficient police investigation. It
will help in realising Government’s dream of ‘Minimum Government Maximum Governance’. 2 The police
portal is a platform for citizens to file online crime related complaints and also request for antecedent
verification. It will also provide 11 searches and 46 reports from the national database for state police and
central investigation agencies. Central investigating and research agencies also have been provided logins to
the portal to access crime statistics.

The objectives of the Scheme can broadly be listed as follows:3


1. Make the Police functioning citizen friendly and more transparent by automating the functioning of
Police Stations.

2. Improve delivery of citizen-centric services through effective usage of ICT.
3. Provide the Investigating Officers of the Civil Police with tools, technology and information to
facilitate investigation of crime and detection of criminals.
4. Improve Police functioning in various other areas such as Law and Order, Traffic Management etc.
5. Facilitate Interaction and sharing of Information among Police Stations, Districts, State/UT
headquarters and other Police Agencies.
6. Assist senior Police Officers in better management of Police Force
7. Keep track of the progress of Cases, including in Courts
8. Reduce manual and redundant Records keeping

As mentioned above, CCTNS is an advancement of the earlier initiatives, as this connects and shares
information/data on crime and criminal throughout the State and country, thereby strengthening the
information base of the Investigating officers. CCTNS will create a national data bank of crime and
criminals and their biometric profiles. This database will have a handshake with databases of other agencies
of the criminal justice system like Courts, Jails, Immigration, Passport authorities, Forensic Labs, Transport
department, mobile companies, central agencies etc. in a phased manner.

BENEFIT TO CITIZENS

Complete implementation of the project will result in the creation of a central citizen portal with links to
state-level citizen portals. this could take numerous citizen-pleasant services online — such as police
verification for functions which includes passports, reporting a crime, tracking the progress of a case,
reporting of grievances towards police officials, access to victim compensation fund, and legal services. A
list of proclaimed offenders, sex offenders and maximum wanted criminals may also be published on the
citizen portal.

Investigating officials across the country might be able to access the crime and criminals database, and the
police will get alerts, dashboards and different CCTNS functions through mobile applications. countrywide-
level crime analytics might be published at an increased frequency, and police station personnel may be able
to directly search for data in other national databases along with UIDAI, NPR and the delivery database.

PROGRESS

The Cabinet Committee on Economic Affairs approved the project on June 19, 2009, with an allocation of
Rs 2,000 crore. The initial deadline for setting it up was 2012, which was revised to March 2015. Rs 37.23
crore were given for the project in the 2012-13 Budget, and Rs 120 crore in the following year. In the 2014-
15 and 2015-16 Budgets, however, no funds were allocated for CCTNS.The Union Cabinet decided to
revamp and fast-track the project, and complete its implementation by March 2017. A decision was also
taken to implement the Integrated Criminal Justice System (ICJS) by integrating CCTNS with e-courts, e-
prisons, forensics and prosecution in order to transfer data among the various pillars of the criminal justice
system.Of the Rs 2,000 crore outlay, Rs 878 crore has been released to implementing agencies. The outlay
includes operation and maintenance up to March 2022.Over 11,600 police stations countrywide are now
using the CCTNS software to register FIRs. More than 26 lakh FIRs were registered through CCTNS over
the past year.4

Majority of the police stations (72%) are today generating FIR in computers. But, CCTNS cannot work
unless state databases are ready and have been properly interlinked. It has been reported that the finance
ministry might come up with fresh allocation to this scheme. Currently, it is to be implemented by March
2017 and another five year period till 2022 has been given for its operations and management.
