Literature Review

As per a previous study conducted by (Corbett & Simon, 2017) in accordance with

understanding for the traffic violations and the number of measures taken to restrict and notice a

behavior in the drivers. The study conducted has been an outcome of the research that shows the

effectiveness and efficiency of the speed cameras installed at various points of the roads. As per

the research, the study elaborated on the need for different strategies that needed to be

implemented to help sort out the traffic incidents that occur due to over speeding and negligence

of the drivers. Hence the not only just the deployment of the speed cameras has shown an

immense change in the behavior of the drivers but however different strategies also took place

that has helped in overcoming the issues.

In one of the sections of the study covered, the paper describes the actions of the drivers.

The study elaborated that there were different behaviors noticed with different drivers, some of

them were smart enough to understand the severity of the incident and some of them did not

understand the repercussions of over speeding and hence did not show a change in their

behavior. Furthermore, under the Road Traffic Act 1991, it was ruled that different automated

devices should be used to enhance driver behavior awareness and capture rule violations.

Therefore different surveys took place, 12 to be precise under which different studies were

conducted and helped understand different behaviors. However, it is important to notice that the

research was conducted with the help of five different police officers. Therefore in total, 6879

drivers took part in the research, the study was divided into two parts and moreover it was

noticed that out of the six thousand participants, there was a behavioral change noticed in 70% of

the drivers as per the speed camera installation and the rest simply did not find it important

enough to alter their behavior irrespective of the severity of the consequences.

In another study conducted by (Tay, 2018) there was a hypothesis generated that deduced

that despite the changes in the regulations and the strictness imposed on the installation of

different devices that will result in an alteration in the driver’s behavior, there were other

measures that needed to be taken into consideration for best possible results in reduction of

traffic violence and over speeding. The study conducted that other factors also contribute to the

reduction of road incidents in general and these factors include apprehension of violators of

traffic rules. In doing so, the crash injuries and behaviors of other drivers have had a significant

reduction.

Furthermore the study conducted that just alone the installation of speed cameras and the

presence of police has definitely had an impact on the overall behavior of the driver’s but at the

same time, the apprehension of offenders will deter others from making such mistakes in the first

place and this will alter their behavior in terms of driving. This approach was taken in terms of

an addition to the effects noticed over putting speed cameras to monitor driver behavior.

Therefore the apprehension of the offenders is considered to be one of the crucial components in

the speed camera monitor programme.

The reason for the success of this approach is to instill fear in other drivers and make

them realize the severity of over speeding. The study explains how in Canada alone the number

of road incident fatalities is 2,778 whereas causalities were reported to be approximately

224,000. Therefore it was a crucial step for the government and the law enforcement authorities

to not just notice and learns about the behavior of the drivers upon installation of speed cameras

but serious measures were to be taken to maximize the effectiveness of reduction in road

incidents. Hence the study conducted has given a detailed account of the effectiveness of the

apprehension of violators for the success of reduction in road incidents.

In a recent study conducted by (Ilgaz & Saltan, 2018) the core focus of the study

reflected technologies and different advanced information technology developments under the

name Intelligent Transportation System that lays its foundations on enhancing technologies. The

key goals that were discussed in the research paper were that of the goals put forth by the

Intelligent Transportation System, to reduce the number of traffic incidents that take place due to

traffic rules violation, over speeding and driver negligence, hence the Intelligent Transportation

System seeks to provide solutions other than noticing the behavior of the drivers to avoid road

incidents.

The study was conducted for an average of 2 months of period and this needed to take

into consideration the behaviors and attitudes of the drives based on the installation and

imposition of laws for breaking traffic rules. For 2 months, there were different observations

made and researches conducted that adhered to the behavior of the citizens and a total number of

road incidents were also kept under consideration too. Over the course of 2 months there were

different behaviors noticed, considering how the speed cameras were in place and apprehension

of offenders was taking place as well, but at the end to of the 2 months period of research and

careful observation of the drivers, there were 63% drivers who were unaffected by the speed

cameras and apprehension of offenders, whereas there were 36% drivers who altered their

behavior and followed traffic rules and in general helped in reducing road incidents.

One of the important aspects of the study was to notice the speed limits at which the

drivers drive their cars and this was considered to be one of the key points that stood out in

traffic incidents in Turkey. The 2 months study noticed that the vehicles that were driven at 20

30 and 50km/h were not the ones that could become the reason for traffic incidents but the driver
and vehicles over 50 km/h became the reasons for incidents on the road. Hence the overall 63%

unaffected citizens were the ones who were driving under 50 km/h on average.
