(RDC X) Social Development Committee (SDC), a non-sectarian, a non-
partisan, and a community based social working organization and
volunteers.

Municipality of San Fernando Province of Bukidnon and we are willing to
contribute ideals for Socio Economic Development for the Municipality that
would be beneficial to all especially the Disadvantaged Sectors.

Resolution to apply for membership in the Local Special Bodies in the Municipality
of San Fernando, Province of Bukidnon.

Wherefore, the majority as motioned and duly seconded hereby resolved to


certify that the organization FKR Philippines Anti-Poverty Movement would like to
be a member in the Local Special Bodies Municipality of San Fernando Province of
Bukidnon.

An organization with legal entity duly registered in the Securities and Exchange Commission
(SEC) with the corporate name FKR PHILIPPINES MUTUAL ASSISTANCE PROGRAM ANTI
POVERTY MOVEMENT NGO, INC. (FKR-MAP NGO INC) a conglomerate organization of FILIPINO
KHANASHOKAN RAPIDOSA MARTIAL ARTS ASSOCIATION, INC. (FKR PHILIPPINES) and the
program merged on February 8, 2008 with the merger name FKR PHILIPPINES ANTI POVERTY
MOVEMENT. The Association and Movement have started its community services and social
works since the year 1990 in Mindanao Region10. The organization involves in the advocacy for
the developing of the beingness of man, particularly in the belief that self defense is an innate
ability. To it and without proper conduct and education man is vulnerable in committing crimes
through physical assault and misconducts by means of defense mechanism than to preserve
life. Generally the organization is much concerned by of man’s social activities and welfare
internally, externally and to his social relations. Furthermore, we help in the community
through education by Mutual Assistance Program and Poverty Eradication Projects.

This is a program that impels consciousness in providing the needs of others or to be charitable
to each other in a societal giving of assistance to the poor. It is called Mutual Assistance
Program or a give and take support program in helping each other. This program was anchored
from the three brotherhood principles practiced by the members of FKR PHILS….The three
principles are the following:

1. Unity-The condition of a group of people united for one objective, plan, aspiration, dream,
act, belief, conviction and other values. For a thing that is heavy, the silent or lone endeavor of
carrying it may not be effective and most probably would result to failure. One should connect
with another thing, another created being or even with the Almighty God in order to reach the
desired solution of a certain problem. If many people would unite for the purpose of carrying a
heavy load and would help in lifting it, it would surely become light.

2. Loyalty-The condition to esteem and obey the principles, laws, and beliefs, of the
organization without opposition and betrayal. To be ready to adhere to the cause and what it
believes without murmur and renouncement instead, It should be defended and one should
even die for it. It falls to the principle that this feeling of devotion or loyalty and belief will
always connect to God, nature, and fellowmen, and even with righteousness.

3. Stability- The condition of an enduring strength, which could not be shaken even when trials
and frustrations come. Any undesirable situation could not restrain one in continuing with the
present condition. And it is necessary to be abundant in everything ,in all conditions of life,
which includes wisdom, knowledge, vision, occupation, finances, health, sound principles, and
many others so that one will be capable in confronting any trials in order to provide the needs
of others.
The FKR MAP is a self-support program intended for the members of FKR Phils. Including their
families, relatives even those living in other countries, friends, and neighbors who want to join
the cause and belief of the association. A group of people which has no other motives but to be
conscious of the needs of their fellowmen in times of sorrows and perplexities, to give relief
and joy by joining and helping each other in fidelity, which would result to the solution of their
problems.

OBJECTIVES OF THE ORGANIZATION :

1. To establish the KHANASHOKAN RAPIDOSA in Region 10,Mindanao,Philippines and even


the world.
2. To help eradicate poverty in the Philippines by means of mutual system by the year
2020.
3. To provide total welfare to humanity.
4. To uphold the principles of Christian Socialism in every organization (of the movement)
and establish communities of the movement, in every cities, provinces in Luzon, Visayas,
Mindanao and even the world.
5. To engage in livelihood projects and activities in accordance with the main objective of
the movement.
6. To acquire real properties for the movement in the furtherance of its objectives.
7. To establish internet presence in line with the movement’s goal of becoming globally
competitive.

VISION : A Godly service intended for the poor to remove every worries in life and give in
times of Sorrows.
MISSIONS : a.) To give assistance to the sick in order to have a decent hospitalization and
medical care.
b.) To give assistance to departed member by providing a decent wake and burial
and to give aid to the family or the remaining loved ones.
c.) To award a loyalty pension to all members, which will serve as assistance for
those who are unemployed, and those that are not members of SSS or GSIS and
any other gov’t insurance system.
d.) To give assistance to the rape victims in their quest for justice.
e.) To give assistance to those who have no livelihood, in order to own one and live
life of satisfaction.
f.) To give housing assistance to the homeless in order for them to own one.
g.) To give assistance to the neglected senior citizens by providing them care.
h.) To give education assistance to deserving but underprivileged students
especially the handicapped.
i.) To give assistance to those who are unjustly treated.
j.) To give wedding assistance.
k.) To give calamity assistance.
l.) To give assistance to workers abroad in times of needs especially to the domestic
helpers.

Chief Executive’s Report:


- The checklist for DSWD accreditation was presented and the Special Committee for the
compliance of the requirements was tasked for the requirements as shown in the
checklist.
- Mr. Salvado presented the legal flow of the patent or seeking the copyright of the
Organizational Social and Community Service Project (MAP) manuscript.
- Mr. Señara presented the Livelihood Program Design its objectives, goals, and the
advantages for the beneficiaries and the accounting system should be the imprest
system of the General Accepted Accounting Principles, after brief discussion it was
unanimously approved.

Finance Committee Report:


- The Chief Steward of Finance Department in his report that for those who volunteered
for the movement full time should be given monthly allowance based on the availability
of funds not less than five hundred pesos (P500.00) thus the matters discussed and duly
approved by the council.

Other Business:
- The Summer Sports Chairman for Urban Poor children had requested for more
volunteer trainers for the vast number of participants, the action is taken and the ETC
Core Group was tasked for that request.

- The meeting was opened by a prayer with Mr. Gene V. Olofernes
- Meeting Called to order at 6:26p.m. by Mr. Cheran N. Salvado
- Previous meeting minutes reading were set aside and deferred after short discussion
the motion was approved.

Chief Executive’s Report:


- Mr. Señara in his privilege time he emphasized to get a Legal Counsel as the executioner
of the actions made/entered and reviewed by the Legal Committee, in the same side the
members of the Legal Committee due to Government service; they were prohibited to
represent the organization. In addition he suggested recommending lawyers for this
matter. The council decided and unanimously approved for a legal counsel, and
Mr.Salvado was tasked to finalize the said resolution before at the end of March 2019.

Other Business:
- The Livelihood Program was announced by the FKR Finance Dept. that they would
probably launch the Program at Bukidnon by April 2019 at tentative Date and the
Mechanics would be reported by the next meeting by the Special committee formed for
this project.
- The Bukidnon Division was given full autonomous authority in accordance to the FKR
MAP General Rules and Code of Ethics, and the members were Abner Salvado as the
Division Director,Dany Salvado as the Evaluation Chief and Associate Director for
Valencia City,and they were advised by the chair to fill the vacant offices and to open it
for the volunteers.
- At the NEDA-RDC MR. GENE V. OLOFERNES was the new FKR PHILS PSR.

- Mr. Cheran Salvado presented different strategies submitted by the movement’s
leaders and it was reconciled by the Development plan in Bukidnon.
- The Chair reported also the 2019 Programs and Activities and the Accomplishments.
There were discussions and the council was satisfied about the report.
- The Program of recruitment and membership should be given extra responsibility.

Finance Committee Report:


- Mr Cheran Salvado Presented the Financial Statements and the report was certified by
the Evaluation and Auditing Department that it was satisfactory and was adopting the
Imprest System of accounting principles.
- In addition, the Council after thorough discussions unanimously approved that in all
financial system of the Organization must have Transparency Policy, Motion to accept
financial statements; seconded and passed.

Other Business:
- Datu Cerenio Indao and Mr. Leo Gungob presented before the council for acceptance
and approval as volunteer officers; there was a discussion and the two were accepted
and unanimously approved.

- The meeting was opened by a prayer with Mr. Abdul Ahmed K. Ga
- Meeting Called to order at 5:00 p.m. by Mr. Mr.Cheran Salvado
- Previous meeting minutes reading were amended and approved.

Chief Executive’s Report:


- The Chair presented that Social Services like Hospitalization and Burial were rendered to
among members, members of the council applauded to the success of the Project,
unanimously approved without objections.
- CS Salvado told the Council that Valencia City was organized Last January 24, 2010 as
the Founding Date with 200 initial members, covering from Manolo Fortich to Don
Carlos Bukidnon, and the report was accepted and unanimously approved.
- Mr. Joevy Baldevarona reported that the assisted clienteles’ reached to 67 and the
rewards upon buying the FKR-MAP rice would be offset for the members’ monthly and
mutual obligations.
- Mr.Ricky Pagonzaga encouraged everyone to hit the goal and inspiring himself, that
even in his poor health condition but still he pursued and tried.

Other Business:
- The Chair presented with the Assisted and Originated Socialized and Resettlement
Housing Projects at Cagayan de Oro, Butuan City, Valencia City Bukidnon, San Fernando
Bukidnon, Maramag Bukidnon, and Don Carlos Bukidnon as to comply the requirements
with SHFC. FKR MAP should apply for accreditation in the Local Special Bodies in the
LGU;
- Raul B. Naldo would represent in LGU Butuan City, Marcelina B. Buyco would represent
in LGU San Fernando Bukidnon, Abner N. Salvado would represent in LGU Maramag
Bukidnon.
